This paper describes the development of integrated child care services in Scotland with a particular focus on the role of residential child care provision. It discusses changes in Social Work Department policies and the impact this has had on their relationship with the Children's Hearings system. Recent research shows the pattern of use of residential and foster care in three Social Work Departments and issues in the development of residential services are identified. Three particular examples of service integration are described: residential outreach work; a centre for young people under an integrated management; and multi-agency youth strategies. Social work and education services in Scotland are in the process of radical change. In the context of the integration of child care services, the paper discusses the impact of local government reorganisation and changes in child care legislation.  相似文献

This article is a critical review of Crossing Bridges, a Department of Health training pack for those working with 'mentally ill' parents and their children. The author argues, on the basis of both personal and professional experience, that although the pack pays lip-service to the significance of structural factors, the training resources are primarily rooted in an individual and family-focused pathology model of mental illness. Three arguments are put forward for the necessity of a wider framework: the significance of shame and stigma to those experiencing mental distress and their families; the predominance of understandings of mental illness that translate social phenomena into individualised problems, notably genetic explanations and attributions of risk and dangerousness; and the contribution of motherhood to the experiencing of mental distress in women. Initiatives within the mental health survivor movement are highlighted as examples promoting positive images of mental distress, and the implications of the issues raised for social work education are considered. The article concludes that efforts to help the children of 'mentally ill' parents, not to mention the parents themselves, must incorporate wider strategies to promote openness, respect, acceptance and ultimately, social inclusion, of those who experience mental distress.  相似文献

This article discusses the development of a two hour training for undergraduate volunteers in youth programs in community agencies. The trainers, from a Department of Applied Psychology, conceptualized the task in the context of Miller's idea of ''giving psychology away,'' providing psychological knowledge to non-professionals who can benefit from it. The key concept given away in the training is the ''helping alliance,'' an idea from psychotherapy theory, which is modified for the specific context of volunteer helpers. Implementation of the program, preliminary evaluations, and further projects and implications are discussed.  相似文献

These notes make particular reference to the central role that members of the education service can play in protecting children, within the context of both the Children Act and Working Together. They also provide a brief account of training available for teachers in Rochdale, in both single agency and multi-disciplinary courses. The history of child protection is, in many ways, a catalogue of changes arising from the political/professional interface tensions relating to a highly contentious area of public and professional policy. The latest contribution to this process is the Department of Health's 1995 publication Child Protection: Messages from Research. The overview of the studies recommends that there be a shift in resources and attitudes from an investigative approach to a family support perspective. Many local authorities have subsequently produced policies which will lead to referrals being recorded as ‘children in need’ rather than child protection. The ramifications of this change in approach are examined from the dual perspectives of policy and practice. The article suggests that while much of the change in emphasis is to be welcomed, the needs of the most severely abused children may be compromised by the new orthodoxy, as it is not based on the reality of the many problems encountered by children and professionals in child protection work. This article reflects on key methodological issues emerging from children and young people's involvement in data analysis processes. We outline a pragmatic framework illustrating different approaches to engaging children, using two case studies of children's experiences of participating in data analysis. The article highlights methods of engagement and important issues such as the balance of power between adults and children, training, support, ethical considerations, time and resources. We argue that involving children in data analysis processes can have several benefits, including enabling a greater understanding of children's perspectives and helping to prioritise children's agendas in policy and practice. © 2007 The Author(s). This paper reports on the development of a 'suitability for practice' policy in a large Canadian school of social work. Pertinent gatekeeping issues are reviewed and the results of a survey on suitability polices in Canadian social work schools are presented. The paper concludes with a discussion of the University of Calgary's Faculty of Social Work Suitability Policy. This policy integrates current research on gatekeeping, the results of the Canadian schools survey and input from primary stakeholders: the students, faculty members, the professional association and the community.  相似文献

Living in gendered societies makes it necessary to take into account the specific ways in which social problems and social issues affect the lives of women and men, girls and boys. Not only are social problems and social issues very often gender biased; this is also true for the professions dealing with these problems and issues, and for the training programmes for professions like social work. Sociological analysis of society and philosophical understanding of a good life are permeated by gender-specific perceptions -- often without those involved being aware of them. Furthermore, social policies reinforce gender-specific biases because they are based on gender-specific (i.e. male) standards. Gender as an analytical category has been brought into scientific and public discourse by feminist theoreticians and activists making women -- and thus also men -- visible with regard to structure and subject issues. The development of gender theory and research highlights the significance of gender arrangements to understand social phenomena and to support gender-equality ways of thinking and policies. At the same time, men and women are not only confronted with gendered structures, but via socialization processes and personal development they also reproduce these gender differences in their daily lives by 'doing gender'.  相似文献

This paper provides an overview of English elder abuse policy including guidelines developed for adult protection by their Department of Health in 2000, a report released from the House of Commons Health Committee in 2004 on elder abuse, related policy changes affecting older adults, the mentally incapacitated, and social care regulations, and the launching of public awareness campaigns. In contrast to the U.S., English policy subsumes elder abuse within the larger category of vulnerable adult protection, steers clear of mandatory reporting, emphasizes abuse by formal caregivers rather than domestic violence, relies on a multi-agency approach to investigation and intervention, and supports more remedial, less punitive regulatory oversight.  相似文献

This study uses interview and survey methods to describe the International Baccalaureate (IB) Diploma Programme's (DP) development of students' “academic civic mindedness” and “model citizenship” at four public schools in California. Results indicate that the DP pedagogy enables students to develop many of the skills that are necessary for civic advocacy and that the DP places a strong emphasis on students' knowledge of issues related to public policy. The DP develops students' citizenship through promoting their awareness of political and social issues and required active engagement with a local or global issue. Most IB students and teachers feel that the DP develops students' academic civic mindedness and model citizenship to a considerably greater extent than other curricular alternatives. Finally, teachers feel that the strongest limitation to their prioritization of students' citizenship development is their lack of clarity on how to frame the civic implications of what they teach.  相似文献

This paper engages with recent theoretical explorations of 'community' and situates community development within a futures framework which emphasizes creative possibilities for traversing the often contested, paradoxical terrain of postmodernism. Such an engagement is posited as important given that practice traditions such as community development have continued to rely predominantly on modernist reference points, which are increasingly showing signs of inadequacy in relation to contemporary issues and contexts. Some recent arguments have suggested that the material base of 'community' (and therefore of 'community practice') is under attack from both political and ideological processes such as globalization and postmodernism. Paradoxically, in social theory more generally, there is a simultaneous renewed interest in notions of 'community', and potentials for the development of new local sites of resistance in relation to these very same processes. Primarily a theoretical contribution to the creation of possibilities for re-visioning community development under conditions of globalization and postmodernity, this paper presents and explores three signposts which signal a range of challenges for the futures of community development: interpreting 'community' as a VERB--not a NOUN--and thereby bringing meaning, context and relationality to the centre; integrating the personal, the local and the global and thereby placing community development in a wholistic framework; and, accepting different ways of knowing, doing and being in community development, and thereby opening spaces for difference and mystery in praxis.  相似文献

This paper explores current and potential directions in social services' provision for Traveller children, drawing on a Nuffield‐funded study. Many Traveller communities experience harassment, racism and oppression, which create a structural ‘vulnerability’ for children. However, the paper focuses on services for children where structural and family vulnerability interact, and the extent of statutory neglect. After outlining the study, three models of provision are explored. Firstly, crisis response in relation to child protection and youth justice issues has dominated social services' interaction with Travellers, tending to reinforce existing difficulties in relationships between the two. Secondly, family support was the subject of initiatives beginning in the study areas (selected as more engaged with Traveller issues) to facilitate Travellers' access to services, and plan a more strategic engagement with Traveller communities. Thirdly, specialist work was represented both formally and informally in the study, and demonstrated considerable benefits. Lessons from these findings suggest priorities for developing work with Travellers: recognition of Travellers as a minority ethnic/cultural group; inclusion of Travellers in equality policy and practice; training for workers; changes to referral systems; development of community support services; specialist posts; support to, and outreach work in partnership with, voluntary agencies; interagency initiatives; and, crucially, consultation with Travellers. Under Section 26 (4) of the Children Act 1989, local authorities are obliged to appoint independent people to participate in investigations at stage two of the complaints procedure. The nature of their role and tasks were ill defined by the Department of Health Guidance (1991), and hitherto there has been little research in this area. Using the author's experiences, this discussion paper examines some of the dilemmas of undertaking this role, and raises questions about how independent people are meeting legal requirements. From the material discussed here, it appears that the system of including independent people in complaints' investigations is not meeting the intended objectives of ensuring that complaints by young people themselves benefit from impartial scrutiny. Instead, independent people are mainly engaged with investigating officers in unravelling complex situations, many with long histories of serious breakdowns in communication between parents, carers and local authority children's services. In the light of these findings, the Department of Health's recent consultation paper, Listening to People is welcome, although rather disappointing in restricting its attention largely to procedural issues. In this paper the author promotes greater attention to the growing expertise of independent people currently investigating complaints. The purpose of this paper is to illuminate important aspects of the policy implementation process in UK welfare organizations. We draw on two evaluations in which we were each involved — those of the Integrated Children's System and the Children's Fund. Our interpretive frameworks share a concern to foreground the significance of the local, informal, and ground level, but do so in ways that acknowledge the encompassing governmental and policy contexts. We illustrate and assess the significance of multiple policy aspirations, the significance of local implementation contexts, the diverse ways in which practitioners gain and subsequently develop knowledge of how policy works, and how such knowledge moves about in organizations. We indicate the kinds of expertise that social service workers bring to and achieve as actors within policy innovations, and how they may manage and in some cases seek to control knowledge shifts between providers and users of services. We infer the inadequacy of conventional top-down models of implementing policy innovations.  相似文献

This article addresses two contested issues of crucial importance to policy, namely: formal labour regulations as a cause of informal employment, and so‐called “voluntary” informal employment. The authors provide theoretical overviews on both issues and an extensive survey of empirical studies on the effects of formal labour regulations on informal employment. The article closes with observations on the relevance of the ILO's four decent work objectives for informal employment and economic development, with particular emphasis on the significance of – and potential for – organizing workers in the informal economy.  相似文献

Modernizing health and social services is a major part of the current government agenda in England. As a consequence of this agenda, social workers and their managers are faced with new initiatives designed to increase the effectiveness of social services. Managers and trainers frequently find themselves in a difficult position; they are expected to introduce innovations to a workforce who can feel overwhelmed by the degree and pace of change, and as a consequence some workers can be hostile or resistant to learning about, and working with, new initiatives. This paper describes ways in which a theoretical model of change can be used to analyse likely workforce responses to policy and practice innovations. Based on this analysis, consideration is given to the implications of these responses for training and staff development. The application of the model to the design and delivery of a training strategy is explored: the Framework for the Assessment of Children in Need and Their Families (Department of Health, Department for Education and Employment and The Home Office, 2000) is used as a case example. (This framework is new assessment guidance issued by the Department of Health for use in England.) The paper describes ways in which the model can assist educators promote effective learning and support practitioners and their managers through major change. This paper examines how empirical study of children's involvement in non‐therapeutic health research can contribute to our understanding of the significance of the research to the children themselves. This raises issues that are pertinent to, and which will guide policy relating to ethical protection in research. The paper begins with a brief review of the literature considering how children perceive research in general, and non‐therapeutic health research in particular. The empirical study is then described, outlining the approach to sampling, recruitment and the focus group method used. The Framework for the Assessment of Children in Need and their Families is guidance introduced by the Department of Health in England to improve assessment practice and promote better outcomes for children and their families. This paper considers ways in which the Assessment Framework can improve assessment practice in cases of child neglect. However, as with any national guidance, its effectiveness is dependent on local approaches to implementation. The author has undertaken practice development work around implementation with senior managers and frontline staff in area child protection committees (ACPCs) and social services departments. These experiences are used to explore the local issues and tensions encountered by both practitioners and managers responsible for implementing the Assessment Framework. Abstract

This paper examines the intake practices in child protection in the New South Wales Department of Community Services as a case study of initial assessment in social work intervention. Data was collected in three Department of Community Services local offices where 39 practitioners were interviewed about their child protection work practices. An observational study of the workers' intake practices was also undertaken for a period of approximately 110 days. While official Department of Community Services policy and procedures provided the basis for intake practice, this research found that other important factors relating to the informant, the characteristics of the frontline worker, the workplace environment and the context of child protection practice influenced the intake process. The implications of the research findings for other social work practice settings are considered.  相似文献

This article is developed out of a research project on ‘Global Production and Local Jobs’ launched by the International Institute for Labour Studies of the International Labour Organization (ILO). It identifies salient features of global production networks in the automobile, electronics and apparel industries, and discusses their implications for local industrial upgrading, jobs and development policy. The approach combines in novel forms complementary analytical frameworks such as the global value chain and industrial district perspectives, in order to highlight interactions between global and local forces in the operation of transnational production networks. Central issues revealed by this approach include: the rise of entry barriers into the most profitable, service‐intensive activities of global value chains, that reduce small firms' prospects for industrial upgrading; the uneven benefits derived from participation in global production networks at the local level; and the need for local institutions to devise policy responses through a flexible, network‐oriented approach involving a broad local constituency.  相似文献
