Since the late 1980s social work in the UK has undergone a period of unremitting change affecting its organizational structure, value-base, and service users. There has been a regrettable narrowness of scope in the social work literature on such changes, as analysis has been limited to policy and service delivery issues, which treat such changes as if they were simply new technical responses to the problems of reorganizing social services. We argue that such analyses do not engage sufficiently with the complex dynamics driving these changes and that there is a need to contextualize change in social work against the wider political and economic context. The transformative nature of the contemporary period is posited with reference to the impact of global macro-level forces and the ways that these interact with national and political variables on micro-level forms of social work practice. This paper reviews selective literature on globalization and draws linkages with changes in social services at the agency and practitioner level in the UK.  相似文献

在全球变暖的影响下,干旱区本身易变的气候条件呈现暖干趋势和更高的不可预测性。面对变化的自然条件,牧民适应能力的强弱取决于当地的社会经济制度是否有利于牧民采取有效的应对和适应策略。本文选择内蒙古锡林郭勒盟荒漠草原的一个嘎查为例,基于近40年的气象数据以及两次田野调查数据,从社会脆弱性的两个过程——风险暴露和应对能力——出发,分析案例地牧民应对自然灾害能力的脆弱性。研究表明,在全球气候变暖的影响下,案例地近40年有暖干趋势,协同灾害增多;而草场划分到户和市场机制的引入不仅增加了牧民的风险暴露程度,而且使牧民原有低成本的灾害应对策略失效,牧民不得不依赖高成本的贮备和移动策略。此外,中央和地方政府实施的一系列草场保护项目又给牧民的灾害应对施加了诸多限制,由此导致牧民应对气候变化的能力减弱,脆弱性增加。  相似文献

Effective collaborative working between the different professions and agencies working to safeguard children is essential. Lack of knowledge of others' roles, perceived differences in status and expertise, and negative stereotypes are examples of why this can be difficult to achieve. A facilitated interprofessional learning (IPL) programme was implemented to assess if such an intervention could overcome some of the barriers to effective interprofessional and inter‐agency team working. Six teams based in primary and secondary care trusts took part with participants from health, education, police and social services. Quantitative and qualitative data were collected from individual participants using a pre‐validated team climate inventory and reflective statements. Findings from this study demonstrate statistically significant changes in five out of six categories in the inventory. Reflective statements suggested that overall the programme offered a positive learning experience at both an individual and team level. The importance of outside facilitation to maintain the team's momentum was acknowledged, as was the difficulty of maintaining a good level of activity once the programme had ended. Nevertheless, the IPL programme provided a timely opportunity to reflect upon the interprofessional and inter‐agency team working needed within Children's Trusts and the implications for staff involved with regard to skills development. Between 1995 and 1998, most of British local government was reorganised, leading to the creation of more, generally smaller, local authorities. Although social services were then the direct responsibility of local government, the potential impact of reorganisation on social work departments and partner organisations was barely considered prior to reorganisation. This article explores the consequences of reorganisation for children's services provided by voluntary sector organisations in Scotland, England and Wales. Drawing on two separate but complementary studies, the paper reviews the impact on funding, boundary problems, changing structures and the fragmentation of local authorities. It concludes that although some advances may be stimulated in the medium term by reorganisation, the overall short‐term impact for projects and their users is likely to have been damaging. In response to the explosive growth and the changing demographic composition of public welfare recipients, this program has undergone four major reforms over the last three decades: the 1962 'Service' amendments, the 1967 Work Incentive program (WIN), the Family Support Act of 1988, and the 1996 program of Temporary Assistance to Needy Families (TANF). These reforms have had a profound impact not only on the scope and purpose of public assistance to needy families, but also on the nature of professional social work practice in this area of public social service. An analysis of the major welfare reforms over the last 35 years reveals how the national entitlement to income maintenance and social services has receded, local responsibility and private delivery of service have increased, and emphases on service functions have shifted from rehabilitative social casework/counselling to work-oriented training, job search activities, and local employment. The provision of public assistance has been transformed from a federal entitlement based on needs to a budget-driven-time-limited benefit enveloped by incentives and sanctions, with welfare clients increasingly subject to mandatory participation in work-related activities. This movement from welfare to workfare has infused the professional role of social workers with a steadily expanding function of social control, which is unlikely to encourage professional participation in the public social services.  相似文献

While it is widely acknowledged that providing services to traumatized populations may negatively impact the mental health of clinicians, little is known about the impact of exposure to traumatized clients and secondary traumatic stress on the physical health status of clinicians. As such, the twofold purpose of this study was to: (1) document the prevalence of STS in a national (US) sample of clinical social workers, and (2) to examine the relationships between exposure to client trauma, STS, and perceived health of clinical social workers. Specifically, we sought to determine if STS mediates the relationship between exposure to client traumas and perceived health. Results indicate clinicians experience intrusion symptoms most frequently, and a significant portion report arousal and avoidance symptoms. Mediation analyses revealed that exposure to traumatized client populations indirectly influenced clinical social workers’ physical health perceptions by way of secondary traumatic stress. Findings call for increased attention toward prevention and amelioration of secondary traumatic stress symptomology among direct service providers, given both its prevalence and potential impact on physical health. Directions for future research are discussed.  相似文献

ABSTRACT

This article presents an analysis of the opportunities for participation of citizens in the public system of social services in Spain and their impact on the design, implementation, execution and evaluation of public policies of social services at a municipal level. The study also involved performing a comparative analysis of cases, assessing the impact, in terms of contributions and possibilities of the councils, upon the increased democratization of local public policies in terms of social welfare and the improvement of the efficiency with which social services and benefits are managed. The results of these investigations permit us, first of all, to present the diverse opportunities on offer for participation at a regional level in social services in Spain and then to identify, from its participants, dimensions that intensify processes of democratization and therefore help to improve efficiency of public well-being policies at a municipal level. In the case of the autonomous communities, we must highlight the changes that new social services laws have brought about in terms of widening citizens’ participation and opening up feedback for users of the system at a local level. In addition, this article discusses the role of different typologies and explores mechanisms, bodies and processes of participation that are applied in the design, management and assessment of social services policies at a local level. Finally, we determine which factors help to increase the efficiency of social public policies, as revealed by increases in citizens’ participation in local governance.  相似文献

ABSTRACT

In this Project CARE study, intervention plans for 83 cases, with a total of 473 strategies, are analyzed in a qualitative content analysis method. The 473 strategies are designed and implemented by an abuse-trained, multidisciplinary, health and social service agency, home care team. Each strategy is rated by the team for its acceptance/refusal by clients and levels of success. The most accepted and successful strategies for abused older adults are concrete: nursing and other medical care and homemaking assistance, followed by empowerment strategies, such as support groups for abused older adults, information about rights and resources and volunteer buddy/advocates. Less successful strategies for abused persons are referrals to general community activities and programs. For caregiver abusers, the most successful and accepted interventions involve individual supportive counselling to reduce anxiety, stress and depression and education and training. Abuser-oriented strategies are most accepted and successful in the study. Thus, it would seem pertinent for intervenors to focus services and strategies on abusers and not only on abused older adults, in particular offering them supportive individual counselling to reduce anxiety, stress, and depression. For abused care receivers, home-based services can offer the necessary support to move out of their abuse situation with the help of volunteers and support group activities.  相似文献

This article is underpinned by the premise that for recovery, healing and post‐traumatic growth to occur after traumatic events such as technological and natural disasters, massacres and terrorist attacks, effective therapeutic services need to be offered at both the individual and community level. Frequently, responses to such traumatic instances have been conceptualised as discrete, polarised interventions offered by various groups of health and welfare professionals at various points post the traumatic event. Traditionally when therapeutic interventions are considered, many practitioners assume that the response would, and should, focus primarily and narrowly, on individuals or their families and the symptoms of post‐traumatic stress. Conversely, the perceived role of community wide interventions has been unnecessarily limited to disaster relief or organised emergency responses most usually offered at the time of the crisis. The consequence of these limited understandings is an apparent failure to explore fully the therapeutic or mediating role of social or community support in surviving trauma. Interventions encompassing the level of community might be therapeutic in two fundamental ways. First, if practitioners embraced ideas from systemic family therapy literature, ideas that acknowledge the importance of social networks, this would encourage a more holistic vision of resilience and recovery. Second, if practitioners recognised that whole communities and social networks might also be traumatised, they could provide support and interventions oriented toward healing at this broader level.  相似文献

Researchers, health and social care workers often seek to understand the perspectives of children; but gathering views directly from children can present difficulties. Parents are often asked to provide accounts of children's feelings or opinions on the assumption that their proxy reports are accurate and unproblematic. This qualitative thematic analysis of open‐question responses from 352 parents and 73 disabled children examines their accounts of the impact of short break services on disabled children. Participants' perspectives differed; children tended to describe immediate outcomes such as enjoying activities and participation; parents acknowledged these, but focused on longer term developmental outcomes for children.  相似文献

Post‐2000, the deterioration of Zimbabwe's socioeconomic and political conditions is widely acknowledged as phenomenal and unprecedented. Consequently, government and local authorities are struggling to provide basic services. At the same time, civil society initiatives are promoting transparency and accountability in service delivery. The article explains how civil society coalitions and citizens are promoting and demanding accountability in the delivery of public services by local authorities. In particular, it focuses on four critical issues; namely local authority–citizen engagement, social accountability focus areas, social accountability tools and emerging social accountability issues. The article concludes that civil society‐led social accountability initiatives are effective under conditions of civil society capacity, institutionalization of social accountability by local authorities, and negotiating local political dynamics.  相似文献

Novel approaches to natural resource management, particularly those which promote stakeholder participation, have been put forward as fundamental ingredients for establishing resilient, polycentric forms of environmental governance. This is nowhere more pertinent than in the case of the complex adaptive systems associated with urban areas. Decentralisation of urban green space management has been posited as an element thereof which, according to resilience thinking, should contribute to the adaptive capacity of cities and the ecosystem services upon which they rely. Implicit in this move towards increased adaptive capacity is the ability to manage through innovation. Although the importance of innovation towards system adaptability has been acknowledged, little work has thus far been carried out which demonstrates that innovative use of urban green space represents a form of adaptive response to environmental conditions. The current paper reports on research which maps examples of organised social-ecological innovation (OSEI) in an urban study area and evaluates them as adaptive responses to local environmental conditions which may contribute to system resilience. The results present OSEI as a coherent body of responses to local social and environmental deprivation, exhibiting diversity and adaptability according to individual contexts. The study therefore provides evidence for the importance of local stakeholder-led innovation as in the building of adaptive capacity in urban social-ecological systems.  相似文献

Previous studies of problem gamblers portray this group as being almost exclusively male. However, this study demonstrates that females comprised 46% of the population ( n = 1,520) of persons who sought assistance due to concerns about their gambling from the publicly-funded BreakEven counselling services in the state of Victoria, Australia, in one 12-month period. This suggests that the model of service delivery which is community based counselling on a non-residential basis may be better able to attract female clients than treatment centres where males predominate such as veterans centres. A comparative analysis of the social and demographic characteristics of female and male gamblers within the study population was undertaken. As with previous studies, we have found significant differences between males and females who have sought help for problems associated with their gambling. Gender differences revealed in this study include females being far more likely to use electronic gaming machines (91.1% vs. 61.4%), older (39.6 years vs. 36.1 years), more likely to be born in Australia (79.4% vs. 74.7%), to be married (42.8% vs. 30.2%), living with family (78.9% vs. 61.5%) and to have dependent children (48.4% vs. 35.7%), than males who present at these services. Female gamblers (A$7,342) reported average gambling debts of less than half of that owed by males (A$19,091). These gender differences have implications for the development and conduct of problem gambling counselling services as it cannot be assumed that models of service which have demonstrated effectiveness with males will be similarly effective with females.  相似文献

This article presents an overview of the challenges facing the diverse rural regions of Europe in delivering social services to its citizens. This is at a time of significant socio-economic and demographic change in Europe. Changes include the impact of globalisation, European integration, population ageing, international and regional migration and restructuring of employment. The uneven impact of change is transforming rural regions in different ways. The article uses findings from a scoping review of the literature that explored different definitions and policy dimensions of the term ‘rural social services’. A desktop search was undertaken of social services and rural policy literature published in the English language, from 1996 to 2007, and the limitations of this are acknowledged. This narrative review aims to scope the broad nature of challenges facing rural regions with regard to social services provision. The findings are grouped in sections exploring definitions, common trends and debates, key questions and underlying paradigms. The article concludes that policy makers and social work professionals may find it useful to take a wide view of existing literature while recognising that it is often limited and compartmentalised.  相似文献

This article describes a change in team practice from a model targeted at individual families to a combined model that supplements family therapy with group programs for children. Unacceptably long waiting lists for family counselling services, high levels of stress in clinicians, and consumer dissatisfaction motivated this change. Robust quantitative data and a qualitative analysis of the project confirm that the change has made a positive impact and the new treatment model deserves to be continued. The article concludes that internal team changes are insufficient in a treatment context which requires more profound changes beyond the boundaries of the team.  相似文献

This paper describes the development of a specialised therapeutic service for parents and their young children in an inner city social services family centre. The Under five's counselling service, based on the Tavistock Model, offers brief psychoanalytic interventions to parents who are worried about their young child's development e.g. crying, eating, persistent crying etc. The premise behind setting up such a service was to provide therapeutic intervention to the parent-child relationship at the earliest possible stage, preventing further ongoing difficulties. The paper draws upon observations and interventions with families I have seen in the first year the service was opened. Particular themes which emerged in the work with these families will be highlighted. In particular a link is made between early childhood difficulties and unresolved loss in the mother's lives. Furthermore, the impact of the service upon the rest of the social services family support services is commented upon.  相似文献

Faith‐based organizations (FBOs) are now being encouraged to seek federal funding for the purpose of supporting faith‐based delivery of social services in local communities (that is, the Compassionate Capital Fund). This shift in the federal perspective has resulted in increased attention to the effectiveness of the services provided by FBOs. Though rigorous demonstrations are needed to determine the relative effectiveness of FBO services, other available alternatives offer a viable avenue to aid FBOs in improving their programs and monitoring their success. One such alternative is the use of outcome measurement techniques, such as those that have been infusing the nonprofit sector in the United States since the mid‐1990s, particularly among United Way–funded programs. This chapter discusses how to adapt secular outcomes measurement approaches to faith‐based organizations and their programs and the likely pitfalls that FBOs will face.  相似文献

Social policy tends to reflect community standards regarding a population's individual rights, expected conduct, and entitlement to public services. Populations, therefore, must be defined and acknowledged by their communities and by their policy makers if they are to be included in these codified standards Lesbian and gay youth have yet to be clearly defined as a population. The origins and subsequent development of the current lesbian and gay movement offer a framework in which to consider future efforts to change social policy regarding lesbian and gay youth. The lesbian and gay community, despite the significant loss of leadership and experience as the result of AIDS, have continued its development as a force for social change. Organizations such as Parents and Friends of Lesbians and Gays, and other groups focused on combating bigotry and expanding civil rights, are of crucial importance to the future of lesbian and gay youth and to the development of enlightened policy. The sooner enlightened policies are developed, the sooner these youngsters will be able to lead happier, healthier, and more productive lives.  相似文献

The social and economic regeneration of inner-city housing estates has been a common feature of successive UK government policies for a number of years. However, their focus has primarily been on the physical regeneration of communities to the exclusion of individuals' emotional and personal problems. Community-based counselling projects are still a rarity in regeneration projects. This article describes the establishment and subsequent history of a counselling project based on an inner-city housing estate in East London, which was undergoing extensive regeneration. It discusses how the service originated from the ongoing work of a participatory action research project and how it challenged stereotypical images of counselling. It demonstrated that free, accessible and locally based counselling services are needed in the regeneration of communities; that extensive planning is necessary both within the organisation and in relation to funding before the project begins; and that on-going core funding is essential to sustaining such innovative and much-needed projects.  相似文献

This paper provides a brief history of Catholic social services in Australia. The underlying theological base has been Catholic Social Teachings. The paper outlines Catholic Social Teachings and its impact on the development of distinctive Catholic social services. Catholic social services is an umbrella term, which includes the diocesan based services - Centacares, religious orders and lay associations such as St Vincent de Paul Society. A condensed history is presented, which highlights the various stages of the development of Catholic social services. These stages have been identified as the early years of the colony - charity for those in need, Industrialisation and ‘Rerum Novarum’- the right of all people to live in dignity, Catholic Welfare Bureau - improving coordination, training and expertise, Conservatism/Innovation and Advocacy - 1949-1986 and Restructuring of human services - the recent period.  相似文献
