The New Policy Agenda of the Reagan and Thatcher years has profoundly influenced aid flows from the industrialized countries of North America and Western Europe to the developing nations of sub‐Saharan Africa. The application of neo‐liberal principles to the disbursement of multilateral and bilateral aid for social development has resulted in the diversion of donor funding away from the public sector towards non‐governmental organizations. The consequences of relegating the role of the public sector in social development is explored through qualitative research conducted in Ghana with state‐employed community development workers. The study exposes how severe financial constraint within the state sector distorts the targeting of beneficiaries and social development activity. This differs from findings revealed by interviews with social development workers employed by international non‐governmental organizations. These indicate that such agencies are able to sustain effectively resourced fieldworkers who are in a position to form positive working relationships with beneficiaries. The circumstances of the Department of Community Development and its relationships with non‐governmental agencies in Ghana are used to explore the effects on state‐building of the New Policy Agenda in the sub‐Saharan region.  相似文献

Guided by Bourdieu's theory of practice and symbolic violence, this qualitative study explored experiences and perceptions of elderly beneficiaries who had been denied rehabilitation services by Medicare. In semistructured interviews, 12 beneficiaries or family members told of the physical, psychological, and financial consequences of service denial/termination. The resulting perception of Medicare was as a cumbersome, difficult to negotiate system. Findings have implications for future research on service denial and indicate the need for better communication with, and support of, consumers by health care professionals when this occurs.  相似文献

This paper reports the results of an exploratory study that (i) identified parental stress and competence, parents’ perception of their children's attention deficit hyperactivity disorder (ADHD) symptoms, and the parent‐child relationship in caring for children with ADHD; (ii) compared paternal and maternal experiences in these areas; and (iii) examined the effect of children's ADHD behavior on paternal and maternal experiences in Hong Kong Chinese parents. Seventy‐two (59.5%) mothers and 49 (40.5%) fathers participated in the study, in which data were collected using a structured questionnaire. The results showed that: (i) mothers’ level of parental stress was higher than fathers’, but paternal and maternal competence in child‐rearing did not significantly vary; (ii) mothers perceived the child's ADHD behavior more seriously than fathers; (iii) both mothers and fathers had positive perceptions of their parent‐child relationship; and (iv) gender, employment, ADHD symptoms, and parental satisfaction explained the significant variance in parental stress but did not explain the significant variance in parental competence. Implications for social work practice and service development are discussed.  相似文献

Conditional cash transfers (CCTs) are often being promoted for their simultaneous advantages of short‐term income protection and long‐term human capital investments. Yet, existing evaluations have largely failed to test the underlying programme theory, and few empirical case studies have explored inherent contradictions and ambiguous consequences of this hybrid approach. To further understand the programmes' social policy implications, this study identifies and analyzes such ambiguities and paradoxical consequences in the case of Uruguay's CCT‐programme, Asignaciones Familiares (AFAM). Drawing on qualitative data from interviews with beneficiaries and members of the commission who designed the programme, this study reveals major paradoxes in AFAM's design and implementation caused by various endogenous factors. Relevant to social policy in general, and CCT‐evaluations in particular, findings also indicate that the hybrid social assistance approach may have perverse effects on the programme's twin objectives.  相似文献

Charitable donations were essential to social welfare provision in England and Wales in the eighteenth and nineteenth centuries. This article uses a principal-agent framework to examine the governance problems faced by endowed charities - problems that were uniquely acute because, on one side, the principal (the charity's benefactor) was usually long since dead and, on the other, the main intended beneficiaries (the poor) were inarticulate and politically impotent. The reports of the Charity Commissioners on a sample of endowed charities operating in Yorkshire are used to exemplify the type of governance problems encountered. Such difficulties involved the charities' structure, their resource base and their management. It is shown that the benefactors' intentions were most readily frustrated, and the intended beneficiaries most readily denied their welfare provision, when the politically and socially powerful condoned the alteration of the trusts' functions. This was most obvious in the second half of the nineteenth century for the provision of 'doles' to the poor and for the provision of free grammar schools.  相似文献

Social protection is widely considered to have a positive effect on children, including supporting improvements in nutritional, educational and health outcomes. Much less is known, however, about the impact of interventions on children's care. This article considers the impact of a social cash transfer targeted at poor households – Ghana's Livelihood Empowerment Against Poverty (LEAP) programme – on child well‐being, quality of care and preventing children's separation from their parents as perceived by programme and non‐programme beneficiaries in a context of vulnerability, large households and widespread informal kinship care. Findings suggest that cash transfers can improve both material and non‐material aspects of well‐being and contribute to the quality of care and have the potential to prevent children's separation from their parents. At the same time, not all children appear to benefit equally, with non‐biological children being disadvantaged. The combination of large household sizes with programme design and implementation challenges, including low transfer amounts, a cap on the maximum number of eligible household members and poor sensitization and follow‐up, undermine the positive role that cash transfers can play.  相似文献

Changes in youth's behavioral/psychosocial functioning has been found to play an important role in the transitions from mental health residential care to less restrictive settings, and this functioning differs significantly by gender. However, there has been little attention paid to the roles played by psychosocial strength and gender in transitions out of residential care. The current study examined gender differences in the role of strengths in transitions to less restrictive settings using data on 675 youth's admission and discharge records collected from Illinois Residential Treatment Outcome System during 2005–2007 (Mean age = 15 years, SD = 2.0; 57.5% = boys). The results of multivariate logistic regression model indicated that positive recreational activities and lack of chronic illness were related to a higher likelihood of transitions to less restrictive settings among girls, while appropriate sexual development, psychological strengths, and strong spiritual/religious strengths were related to the transitions among boys. This study demonstrates the potential importance of youth strengths in the provision of mental health services and suggests a need to develop models of outcomes that take gender into account. Additional research based on multiple informants including youth self-report is needed to understand the role of gender in transitions out of residential care.  相似文献

This study investigated the significance of friendship for scientific reasoning. We had two main goals: First, assess whether collaborations between friends fostered greater development of scientific reasoning than collaborations between acquaintances, and second, identify which features of friends' collaborative dialogues mediated their greater problem solving accuracy. Fifth graders collaborated on isolation of variables problems of varying difficulty with either a friend or an acquaintance. The results showed that adolescents paired with friends obtained higher problem solving accuracy than adolescents paired with acquaintances during both the collaborative and the posttest sessions. However, the cognitive advantages of working with a friend were only evident in the most difficult isolation of variables problems. Analyses of friends' and acquaintances' dialogues showed that friends were more likely than acquaintances to evaluate their solutions, justify their proposals spontaneously, elaborate and critique each other's reasoning, and engage in transactive discussions. Evaluating outcomes and participating in transactive conflicts were significantly associated with better problem solving, and consequently these may be the two key mechanisms through which friendship effects developmental changes in scientific reasoning. The results are discussed in terms of the need to understand developmental features of relationships and how these features mediate cognitive development and the need to take a longitudinal approach to the study of the relation between transactive dialogues and the development of scientific reasoning.  相似文献

This article examines whether some active labour market programmes (ALMP) targeted at social assistance recipients are more effective for some groups than for others in increasing self-sufficiency , i.e. gross earnings . The study focuses on the interaction between two types of programmes – employment programmes and training programmes – and the social charac-teristics of the participants. The data are derived from the pool of the entire population of social assistance recipients registered in Norway in 1995. The study adopts a quasi-experimental design. To handle selection bias, a matching procedure based on a propensity score approach is applied. Training programmes yield positive outcomes overall and for subgroups, whereas employment programmes produce no significant effects overall. However, for employment programmes there is an interaction effect between the likelihood of participation and outcome: beneficiaries with social characteristics (e.g. age, education, work experience) that are associated with a medium chance of participating experience a positive and significant increase in earnings. For those with lower and higher chances, the effect is negative. This points to the importance of conducting stratified analyses in effect evaluations. Thus, the results are also likely to be more relevant to policy makers.  相似文献

This study examined the association between security with parents and the quality of interactions between adolescent best friends. Thirty-six girls and their best friends, between the ages of 15 and 18 years, were recruited to participate in the study. They were videotaped while discussing unresolved problems each adolescent had experienced in her life. Security with parents and peers, self-esteem, and locus of control were assessed with questionnaires. There were three main findings. Girls high in security with respect to their parents had higher positive interaction scores in the videotaped task, higher self-esteem, higher internality scores, and less feelings of unknown or powerful others control than those low in security. Dyads in which both girls were high in security with respect to their parents had higher total positive interaction scores than those dyads in which at least one girl was low in security. Best friends were significantly concordant with respect to security with parents and peers as well as their positive interaction scores during their own task and their friend's task. Findings are discussed with respect to attachment theory.  相似文献

The present study examined the relationships between caregivers' self‐reported positive and negative emotional expressiveness, observer assessments of children's emotion regulation, and teachers' reports of children's internalizing and externalizing behaviors in a sample of 97 primarily African American and Hispanic Head Start families. Results indicated that higher caregiver negativity and lower child emotion regulation independently predicted more internalizing behavior problems in children. Additionally, children's externalizing behavior problems were negatively predicted by caregivers' self‐reports of positive emotional expressiveness. Importantly, results also suggested that caregivers' emotional expressiveness and children's behavioral problems may be non‐linearly related, and that child gender may play an important moderating role. These results emphasize the importance of family emotional climate and child emotion regulation in the behavioral development of preschool‐age children, and highlight the need for improved theoretical and practical understanding of socioemotional development in diverse populations.  相似文献

This five‐wave longitudinal study examines linkages between adolescents' perceptions of romantic relationship commitment and the development of adolescents' perceptions of commitment to parents and friends. A total of 218 early‐to‐middle adolescents (39.0 percent boys) and 185 middle‐to‐late adolescents (30.8 percent boys) participated. Multivariate growth curves showed that higher base levels of commitment and a stronger positive development of commitment to parents and friends were associated with higher levels of later commitment to romantic partners. The effects were equally strong in early‐to‐middle adolescence and middle‐to‐late adolescence. Also, commitment to parents and commitment to friends were associated equally strong to romantic relationship commitment. No gender differences were found regarding these linkages. Overall, this study shows the importance of parents and friends for boys and girls regarding committed romantic relationships. The results support the idea of one stable and general working model used in different types of relationships.  相似文献

In this study, we examined bidirectional associations between parental responsiveness and executive function (EF) processes in socioeconomically disadvantaged preschoolers. Participants were 534 3‐ to 5‐year‐old children (71 percent Hispanic/Latino; 28 percent African American; 1 percent European American) attending Head Start programs. At Time 1 (T1) and 6.5 months later at Time 2 (T2), parents and children participated in a videotaped free play session and children completed delay inhibition (gift delay‐wrap, gift delay‐bow) and conflict EF (bear/dragon, dimensional change card sort) tasks. Parental warm acceptance, contingent responsiveness, and verbal scaffolding were coded from the free play videos and aggregated to create a parental responsiveness latent variable. A cross‐lagged panel structural equation model indicated that higher T1 parental responsiveness significantly predicted more positive gain in delay inhibition and conflict EF from T1 to T2. Higher T1 delay inhibition, but not T1 conflict EF, significantly predicted more positive change in parental responsiveness from T1 to T2. These associations were not explained by several possible confounding variables, including children's age, gender, race/ethnicity, and verbal ability. Findings suggest that parental responsiveness may support EF development in disadvantaged children, with reciprocal effects of delay inhibition on parental responsiveness.  相似文献

Objectives. As the Voting Rights Act (VRA) comes up for renewal in 2007, its effects on the political incorporation of groups other than African Americans will be of key importance in any debate. Among the questions in any such discussion will be whether the language provisions of the VRA have helped enfranchise “linguistic minorities” in the United States, or whether their effect has been largely symbolic. Second, if the Voting Rights Act has had a positive impact on the participation rates of Asian Americans and Latinos, have these effects been tilted toward first‐generation immigrants—who were not the intended beneficiaries of the Act—rather than native‐born minorities? Methods. This article looks at registration and voting data from the November 1996 and 2000 Census Current Population Supplemental Voting Surveys to explore the differential impact of the Act among immigrants and the native born, and among Latinos and Asian Americans. Results. The analysis finds evidence that the language provisions of the Voting Rights Act have significant and positive effects on the voting rates of covered linguistic minorities. Conclusions. Because the voting rates of Asian and Hispanic Americans in the United States still lag behind those of the population as a whole, the effects of the VRA with respect to these groups are important considerations as Congress weighs the Act's renewal.  相似文献

People support welfare policy if its beneficiaries are perceived as deserving of support. This study found that individuals’ cultural worldviews play a role in assessing the deservingness of welfare recipients. We investigated whether four different cultural profiles find some beneficiaries to be more deserving than others and how this relates to support for social rights (welfare benefit, retraining, job coach) and obligations (mandatory volunteering). A Dutch vignette experiment showed that reasons for supporting social rights differ between people with different cultural profiles: equality advocates grant support if beneficiaries are needy, while the centre and trusting groups do so when beneficiaries reciprocate. We found that irrespective of deservingness, people with equality‐advocating and trusting profiles tend to be more supportive of social rights, whereas socially discontented citizens tend to emphasise the importance of obligations. In general, obliging beneficiaries to do volunteer work was deemed appropriate by almost all respondents in the study, whereas their cultural values determined the ways in which they considered social rights to have been earned.  相似文献

Relationships with pet dogs are thought to provide substantial benefits for children, but the study of these relationships has been hindered by a lack of validated measures. Approaches to assessing the quality of children's pet dog relationships have tended to focus on positive relationship qualities and to rely on self-report questionnaires. The aim of this study was to develop and test multiple measures that could be used to assess both positive and negative features of children's relationships with pet dogs. In a sample of 115 children ages 9–14 years who were pet dog owners, we assessed six qualities of pet dog relationships: Affection, Nurturance of Pet, Emotional Support from Pet, Companionship, Friction with Pet, and Pets as Substitutes for People. All qualities were assessed with child questionnaires, parent questionnaires, and child daily reports of interactions with pets. We found substantial convergence in reports from different observers and across different measurement approaches. Principal components analyses and correlations suggested overlap for many of the positive qualities, which tended to be distinct from negative relationship qualities. The study provides new tools which could be used to test further how relationships with pets contribute to children's development.  相似文献

The Supporting Parent's Benefit was introduced in 1973 in an atmosphere of controversy. It provided Australian government support for certain low income groups of mothers with dependent children, for the first time. An attempt has been made in this study to assess the impact of long term income maintenance on these hitherto unsupported mothers. Changes in the population of beneficiaries have been monitored by analysing annual aggregate figures taken at 30 June for the years 1974 to 1979 which were provided by the Department of Social Security. The non-married subgroup which is the largest group of mothers and children is of particular interest. Claims that adolescents have been encouraged to take on the care of their ex-nuptial children simply because financial support is available are not substantiated. However, it is evident that, for more than half the total number of ex-nuptial mothers, Supporting Parent's Benefit must be relied on for a period of many years. This study indicates that this subgroup generally have fewer material resources than the married supporting mothers so that the long term effects of long term low income existence on mothers and children needs to be known in order to gauge the overall results of the introduction of the benefit. The question why some ex-nuptial mothers become independent of support quickly and others do not merits further investigation as it may provide important clues to ways of improving the benefit program.  相似文献

Social investment policies advocate for more and better jobs by supporting families' work-life balance and investing in human capital. But do they really help to boost employment prospects for women? Earlier literature suggests a positive relationship, but not enough attention has been paid to the type of employment, or to who the actual beneficiaries of these measures are. This article combines ISSP survey data with OECD and national data in a multilevel analysis to determine whether social investment policies benefit female employment, improve job prospects, and apply to all women irrespective of their educational level. We find that training and childcare policies are associated with higher employment levels, however, the claim that social investment increases chances for better job prospects finds little empirical support. These findings suggest that active labour market and childcare policies are associated with more women's employment, but they might still be following a push to ‘just work’.  相似文献

Parenting shapes the development of emotion regulation skills in early childhood, laying a key foundation for social-emotional adjustment. Unfortunately, high adversity exposure may disrupt parental emotion socialization practices and children's regulatory development. The current study used variable- and person-centered approaches to evaluate links among parental emotion expressiveness, children's observed emotion regulation, and teacher-reported adjustment among 214 4- to 6-year-old children experiencing homelessness, an indicator of high cumulative risk and acute adversity. Structured parent-child interaction tasks were recorded on site in emergency shelters over the summer and micro-socially coded for parent and child expressions of anger, positive affect, and internalizing distress. We anticipated that parental modeling of predominantly negative emotion expression would be associated with more child dysregulation during parent-child interaction and worse adjustment at school, as reported by teachers the following school year. Preliminary analyses indicated that children's observed difficulty downregulating anger was associated robustly with teacher-reported social-behavioral problems. Latent profile analysis was used to identify three patterns of parental emotion expression characterized by above-average expression of positive affect, internalizing distress, and anger. Parents’ likelihood of membership in the elevated anger profile significantly predicted children's observed difficulty down-regulating anger and higher social-behavioral problems at school. In addition to ongoing efforts to reduce poverty-related risk, supporting adaptive anger regulation in parents and young children may be important for enhancing resilience among families experiencing homelessness and similar conditions of high cumulative risk.  相似文献

This study examined whether the development of happy victimizing (HV) from early to middle childhood predicted prosocial and aggressive behaviors 3 years later. Participants included 150 children (50% female, Mage at study onset = 4.53 years) and their parents at four annual time points. At each time point, semi-structured interviews were conducted to assess children's emotional expectations after committing hypothetical transgressions. Child and parent reports of children's prosocial behaviors and aggression were provided at the beginning and end of the study. Children who experienced faster declines in HV reported higher prosocial behaviors 3 years later, controlling for initial levels of prosocial behaviors. Children who exhibited increases or lesser declines in HV reported higher aggression at the study end. The development of HV was not related significantly to parent reports of prosocial behaviors and aggression in middle childhood. Findings confirm theorizing on the normative developmental trajectory of HV and suggest that deviations in HV across early childhood may partially explain later behavioral adjustment.  相似文献
