Rural studies: Modernism, postmodernism and the ‘post-rural’   总被引:1,自引:0,他引:1  
In response to Philo [(1992b), Neglected rural geographies: a review. Journal of Rural Studies8, 193–207), who calls for rural studies to take the study of ‘others’ more seriously, we argue the need to take postmodernism more seriously. The paper focuses upon the production of knowledge about rural areas by academics. In the narrative that we provide here, the ‘rural’ had a strong presence until Pahl's critique of the rural-urban continuum which both diminished the status of the rural and emphasised the role of class in shaping particular spaces. Newby and his colleagues applied class analysis to agriculture, likewise undermining the significance of the rural. Further applications of general social theory, such as the political economy and restructuring approaches, show how modernist rural studies seem to be fighting a losing battle to posit the indispensability of the significance of the urban-rural division as an explanation; articulating and rearticulating the divide within a whole range of processes: economic, social and cultural. Rural social scientists have woven this modernist narrative, but, as Philo shows, one effect has been the neglect of certain social groups, cultures and identities. However, in contrast to Philo, we argue that a rather fundamental reassessment of social scientific approaches to the rural is required if these ‘neglected others’ are to be satisfactorily considered. We believe a ‘sociology of postmodernism’ would offer a more reflexive perspective on the processes which give rise to ‘the rural’. We thus call for an end to the use of universal or global concepts such as ‘rural’ (or the ‘urban’) and for a concern with the way places are ‘made’. This will entail a focus on ‘power’ as certain actors impose ‘their’ rurality on others. We term this the study of the ‘post-rural’.  相似文献

This paper describes the historical development of social work education in South Africa, paying particular attention to the transformation of social work education and training post‐1994, and provides some detail about the efforts being made toward the development of a regional qualifications framework. It also describes the constitution of the Social Work Standards Generation Body (SGB), its functions, the processes followed by the SGB, and details the outcomes generated by the SGB. The potential costs and benefits of the development of minimum standards are discussed, with specific reference to the debates around the ‘whole qualifications’ and ‘unit standards’ approaches to generating standards. Although the registration of social work qualifications on the National Qualifications Framework (NQF) is a statutory requirement of the South African Qualifications Authority (SAQA), and was imposed, it holds promise and signifies an achievement by the social work profession. Since the inception of social work education and training in South Africa in the 1920s these are the first nationally formulated standards that have been accepted.  相似文献

Taking climate change as the 21st century's major global threat, this paper considers three significant public relations challenges arising from it. The first is how the field can engage with the social equity and ecological dimensions in ways that might enhance rather than diminish the profession's public reputation. The second is how the discipline adapts to deal with the radical perceptual shifts accompanying the meteorological transformations and possible geopolitical fallout, and the third is the issue of trust – interlinked with emotions, economics, ecology, and neuroscience – as the strategy of eco-catastrophe denial becomes less and less tenable. This paper starts with a short discussion of the book Standards for Evaluations of Educational Programs, Projects and Materials by the Joint Committee on Standards for Educational Evaluation (McGraw-Hill, 1981). It then goes on to examine the usefulness in countries other than the United States of these standards and argues that evaluation of “programs” is more complicated and more politically biased than evaluation of “projects” and “materials.” In Europe, evaluation of educational programs (school systems) has proved to be highly correlated with the overriding objectives of different political parties, e.g., conservative, liberal, socialist, whereas educational policy in the United States is less bound to political parties, varying rather from case to case. In order to show how generally agreed upon educational goals can be interpreted according to different values, the author has reanalysed some studies of mean achievement in reading comprehension and science for 10- and 14-year-old students in 15 countries (IEA Project, 1973). The rank order of these countries is changed if, instead of national mean achievement, one takes proportion of students under a minimum level or above a prescribed top level as the criterion. Also the national (program) standard is evaluated in terms of between-school variance in results and in proportion of single-school units with exceptionally low or exceptionally high mean results. The conclusion is that the book on standards for evaluations of educational programs provides a good checklist of prerequisites for a reliable and valid evaluation. However, it is also concluded that—due to differences in values of program outcomes—such standards do not guarantee that the result of the evaluation will be indisputable.  相似文献

Competitive planning programmes for global integration have been created in cities throughout developed and developing countries during the past 2 decades. In China, global aspiration planning has been characterised by the establishment of Pudong New Area of Shanghai in 1990, with a group of foreign direct investment (FDI)-oriented themed zones targeting different types of global flows. Pudong very rapidly became a focus of FDI in the city, which extended to China as a whole in the 1990s, and now is further extended to playing a global role. However, spatial planning for the themed zones in Pudong has been limited in its scope to the physical design, land use, and the pattern of transport routes. This limited role of land use planning has been inadequate to coordinate the mutual engagement between global and local factors; however, an improved mechanism for coordinating planning has not yet emerged to replace it. The competitive and entrepreneurial approach of land management in conjunction with the imperatives of global firms has effectively diminished the original plan's intention that each zone should focus on particular industries, with each of them complementing the others.  相似文献

The children's rights and child protection sectors are at a critical juncture: will they evolve to reflect and respond to changing conceptualisations in the 21st century or will they continue to reproduce 19th- and 20th-century preoccupations with saving child victims? Informed by systematic reviews of the English- and Latin American academic literature in Spanish and Portuguese and key informant interviews with international stakeholders, this paper fosters global dialogue with some Global South and Global North perspectives about the interconnections of children's rights. It explores current conceptualisations of child participation and protection, and concludes that children's rights will only progress after recognition of limitations inherent to current conceptualisations.  相似文献

This in-depth qualitative case study explores how one social studies teacher implemented teaching Global History for Latino/a English Language Learners (ELLs) in an urban newcomer high school. Using a framework for culturally and linguistically relevant citizenship education, this article seeks to highlight how the teacher discussed, designed, enacted, and reflected on their Global History curricula through observing, interviewing, and gathering artifacts in a social studies classroom. Findings reveal that although the teacher faced great pressures and demands of implementing a high stakes, standards-based curriculum, he was able to enact a curriculum that focused on accessing and building upon ELL students' cultural, linguistic, and civic assets and experiences. This article explores the curricular and instructional design implemented by the social studies teacher, and aims to provide readers with an example of and insight into how best to meet the needs of ELLs in the social studies classroom. Various examples of social studies teaching strategies and English language learning techniques are discussed, including: experiential learning, writing and revision, inquiry-based learning, discussion, group work, and social studies concept formation.  相似文献

In preparing students to function as competent social workers, educational establishments have to be mindful both of the need to communicate the ideals and values of the profession and the requirement to produce practitioners who are capable of functioning productively within the organisational environment. It cannot be assumed that these two tasks are necessarily complementary. Feedback from former students suggests they feel less well prepared for the latter. This paper explores the way in which one Diploma in Social Work programme attempts to prepare its students for the realities of the organisational context of their work with service users. It focuses on a module which aims to teach students about some of the key tensions inherent in social welfare organisations by arranging for them to interview managers and practitioners in their chosen pathway setting. Their findings are analysed in relation to the theoretical teaching given at the start of the module. The positive feedback from the students suggests the overall learning experience for the student group is very positive.  相似文献

To many, development and adoption of professional standards for measurement and evaluation (M&E) is one of the most promising approaches for advancing public relations practice. In recent years, there has been a surge in efforts to develop standards for M&E in different parts of the world. Prominent examples of this include standard terminologies, metrics, principles for best practice in the field, and evaluation frameworks. Regardless of their alleged importance, however, the acceptance and application of such M&E standards in the practice varies significantly. To better understand the process by which standards in this field are developed and adopted, this article draws on recent concepts from organization studies (cf. Slager, Gond, & Moon, 2012) to analyze the trajectories of four seminal standards attempts: The Barcelona Principles and the AMEC Integrated Evaluation Framework on an international level, the DPRG/ICV Framework used in German-speaking countries, and the GCS Framework in the United Kingdom. The article reveals, by way of an interpretive qualitative approach, the various strategies undertaken to a) develop common sets of terms and rules, b) engage relevant actors in the design, promotion, and implementation of proposed standards, and c) to reinforcing standards symbolically.  相似文献

Medical humanitarianism and global health are two distinct but co-dependent spheres of global health security. Their actors differ in their units of analysis, understanding of neutrality, and organizational capacities. While health underpins the normative principles of humanitarian action, humanitarian ideas, and notably medical humanitarian organizations, are absent from global health security planning. This article develops the work of Lakoff [‘Two regimes of global health’, Humanity, 1(1), 59–79 (2010)], distinguishing between these two governance spheres and how this had stark consequences in the 2014/15 Ebola outbreak in Liberia and Sierra Leone, framed as a problem of global health but which rapidly became a humanitarian crisis. Such a frame excluded medical humanitarian organizations from the initial global strategy and resulted in the creation of a new organization (UMMEER – United Nations Mission for Ebola Emergency Response) and the involvement of militaries to bridge the health-humanitarian divide. Reconciling the distinct but co-dependent relationship between medical humanitarianism and global health is fundamental to effective delivery of global health security.  相似文献

Postmodern philosophy has presented significant challenges to the practicality, universality, and justice of a pervasive paradigm in public relations theory: Excellence Theory, including the concept of the two-way symmetrical worldview. Conversely, however, the practical value of postmodern public relations remains problematic for current practitioners. This article seeks to show that the symmetrical rhetoric of Isocrates – with its values of moderation, justice, and inclusive discourse – presents a practical, successful model for the infusion of postmodern values into 21st-century symmetry.  相似文献

Qualitative studies are much more the practice in Europe and increasingly elsewhere than in the United States. For an international audience, therefore, there needs to be much greater emphasis on qualitative techniques than there is in the standards report. The most difficult ethical problem arises from the conflict between the right to privacy of research subjects and the right to know of audiences. By its nature, qualitative research focuses on the particular, the detailed analysis of the specific incident. It is therefore often difficult to conceal the identity of the individual organisations and people concerned. Even a confidential report might work to the detriment of the subjects studied. Published reports pose the same problem. Have subjects the right to have material they believe to their disadvantage excised from a report even if that renders the report valueless? There are two technical points in the standards document that should be amplified. The first concerns the verification of data. We need to specify procedures to ensure credibility for qualitative studies. The second concern is the specification of quantitative techniques for the analysis of qualitative data. The statement in the standards document is too weak. We need to define much more clearly the steps that should be taken to ensure that qualitative data can be tested rigorously. Finally, there is the problem of collusion, the danger that the qualitative evaluators will select from their material the data which are in conformity with their own predilictions or presuppositions, the expectations of their audience, or the requirements of their sponsors. This problem may be acute in some parts of the world. To be of maximum international value, the standards report needs to be extended and to pay much greater attention to problems arising with qualitative evaluation.  相似文献

Voluntary sustainability standards (VSSs) in global production networks (GPNs) have grown significantly in prominence. Existing research largely assumed that VSSs create linear upgrading outcomes for all GPN actors and has studied VSSs from the point of adoption in the GPNs, rather than a broader range of stages in their lifecycle. To address these limitations, and building on literature around power and agency in GPNs, we develop the constellation of priorities (CoP) model to unpack the diverse and often diverging boardroom (Northern lead firm) and local (Southern supplier) priorities involved in such standards. Through in-depth fieldwork on horticulture in Kenya and cocoa in Nicaragua across the VSS lifecycle, we find significant divergences in priorities between farmer groups in both countries and lead firms in the UK and Germany. We demonstrate analytically and empirically that diverging priorities coupled with power asymmetries produced contestations, leading to simultaneous economic and environmental downgrading, and social upgrading.  相似文献

This article employs anti-essentialist Marxist analysis to shed light on the diverse economic activities that Filipina contract migrants are engaged in at home and overseas. We point to the limitations of dominant representations of these women as 'heroes' of national development or 'victims' of a global capitalist economy, which tend to foreclose a discussion of multiple class processes engendered by transnational labour migration. In drawing on a fluid theory of class, we investigate how contract domestic workers are involved in multiple class processes that allow them to produce, appropriate and distribute surplus labour in innovative ways. We also discuss the activities of the Asian Migrant Centre, a non-governmental organization working with domestic workers in Hong Kong, whose efforts to inspire the entrepreneurial aspirations of these women reflect the importance of recognizing migrant workers' multiple economic identities. This analysis has implications for how we imagine the agency of contract workers, as well as the performativity of research and advocacy work.  相似文献

With technological advances in data-manipulation, the increased 'informability' of our daily lives and the potential for social management, surveillance has become a key site for understanding the workings of power within the global informational economy. Jeremy Bentham's Panopticon has, courtesy of Foucault, become a dominant metaphor in surveillance studies. This central eye, aimed at the moral reform of institutionalized bodies and operating through a de facto closure of individual agency, tends to limit our conception of the complex ways surveillance serves and disrupts power. Through analysis of commercial and workplace surveillance, this paper shows that power is contested and agency never completely closed down. To comprehend this negotiated relationship, an alternative framework - 'plague management' - is presented. This envisions surveillance within a social setting operated by multiple agents who themselves are open to the gaze of those surveyed. The aim of this project is to categorize rather than to reform and cure, and moreover space is available for resistance. On the global scale, new technologies have opened up space for informal, local surveillances to be effectively linked to media and Internet audiences. These 'surveillance networks', informal alliances of a variety of actors, have the potential to radically alter orthodox relations of power by evading the information controls of the state and connecting a local gaze with the global community. This paper concludes that although surveillance studies has rightly been concerned with the control capacities of IT, a balance must be actively sought with the facilitative, enabling and even democratic impulses nascent in the new technology.  相似文献

Global capitalism is approaching a general crisis of capitalist rule. It is urgent to renovate a popular revolutionary project and refound the state if we are to combat the onslaught of the neo-fascist right. Amin’s call for a new Internationale is a timely move in that direction, notwithstanding the many challenges of organizing such an Internationale. Developing an umbrella program must engage political and theoretical debate on the nature of the new global capitalism, learn from the failures of Syriza in Greece and the Pink Tide in Latin America, and reconceive the three-way relationship between states, parties, and social movements. The downward mobility and destabilization of working classes in the former First World and the destruction of the old labor aristocracies provides the recruiting grounds for 21st century fascism but also new opportunities for transnational North-South solidarities. A new Internationale must identify and prioritize the class antagonisms within and across countries and regions over core-periphery or Global North-South contradictions.  相似文献

Grounded in first and second level agenda building and agenda setting, the relationships among public relations, global media, and public opinion were explored in the context of the 2008 United States presidential election. Two candidates’ speeches, press releases, and foreign media coverage were analyzed and compared with global public opinion. The results showed that object salience (issue and candidate) relationships were found between public relations messages and global media coverage while affective attribute (tone) salience relationships were partially found among public relations messages, global media, and public opinion.  相似文献

An internationally recognised body of knowledge is both possible and necessary for the future success and professionalisation of public relations. Through extensive content analysis of 31 credential schemes, education frameworks, and scholarly articles produced across six continents, the Global Alliance for Public Relations and Communications Management has developed a foundational list of knowledge, skills, abilities and behaviours (KSABs), which entry and mid/senior-level practitioners across the world should possess. This study and list of KSABs is laying the foundation for development of an internationally accepted framework which professional associations and academic institutions across the world will be able to use to benchmark professional credentials and curriculum outcomes.  相似文献
