This article examines current debates about gender equality, work‐life balance and flexible working. We contrast policymakers’ and organizational discourses of flexible working and work–life balance with managers’ and employees’ talk about these issues within their organizations. We show how, despite the increasingly gender‐neutral language of the official discourses, in the data studied participants consistently reformulate the debates around gendered explanations and assumptions. For example, a ‘generic female parent’ is constructed in relation to work–life balance and flexible working yet participants routinely maintain that gender makes no difference within their organization. We consider the effects of these accounts; specifically the effect on those who take up flexible working, and the perceived backlash against policies viewed as favouring women or parents. We argue that the location of work–life balance and flexibility debates within a gender‐neutral context can in practice result in maintaining or encouraging gendered practices within organizations. Implications of this for organizations, for policymakers and for feminist researchers are discussed.  相似文献

This article reflects on how to design social work education for internationally diverse cohorts of students. It draws on insights from a Master program for social work practitioners from around the world that has been delivered by a partnership of five European universities since 2013. Three particular issues are explored: developing curricula that achieve a local–global balance and emphasize the significance of context sensitivity in social work; the need for teaching approaches that promote dialogue, critical analysis, and student well-being; the importance of providing students with a strong identity, value base, and connection to the global social work profession. The article is targeted at social work educators involved in international and cross-country teaching as well as scholars interested in debates about the balance of local–global dimensions in social work.  相似文献

This article considers the importance of an explicit focus upon the ‘character’ of social work applicants and students in debates regarding suitability for professional education and practice. Drawing upon the growing body of literature concerning gate-keeping decisions and the literature exploring the relevance of virtue ethics for social work, this article examines the benefits of an approach that foregrounds the assessment and development of moral character. The discussion is located within the context of the most recent reforms to social work education within England, whilst recognising the international relevance of these debates. It is argued that incorporating an approach informed by virtue ethics has the potential to bridge traditional fault-lines within selection debates that have focused upon the tensions between a widening access perspective and a focus upon academic ability. Crucially, this article examines the curriculum and pedagogic issues arising from a commitment to provide opportunities to develop moral character and virtue. The article argues that a dual focus upon selection and pedagogic issues, with an explicit focus upon character throughout, is critical to the development of wise, effective and virtuous social workers who are able to exercise sound judgment and wisdom across a range of practice contexts.  相似文献

Abstract

Advanced care planning and end-of-life decision making are part of contemporary debates about death and dying. A data-mining study reviewing medical records of patient deaths in hospital investigated these issues and the utilisation of social work services. Findings indicated that the majority of records included some form of documentation about end-of-life care, including cardio pulmonary resuscitation (CPR) orders and that family members and surrogate decision makers were more likely to be consulted than patients about these plans. The incidence of referrals to social workers was found to be highest “out-of-hours”. Key social work interventions were identified, including establishing the reliability of surrogates' decisions through social work assessment. This paper discusses elements that contribute to a supportive environment for patients and family members to facilitate the decision making process, including the need for a broader ethical discourse to accommodate the increasing complexity of end-of-life decision making in hospital settings.  相似文献

Within the context of current debates as to how to raise the profile of social perspectives within mental health social work education, this paper seeks to assemble various elements that might belong within a social (or psychosocial) model of mental health practice. A clarification of what may actually be meant by a social model would be helpful in starting to set the parameters of future social work curricula, both at qualification and post-qualification levels, in terms of an appropriate value base and theoretical orientation. This may be seen to be important if social workers are to be properly prepared for taking on some form of leadership around the promotion of social approaches within the practice of multi-disciplinary teams.  相似文献

This article discusses the lack of input from women in international debates about the global economy. Women in the South are the most vulnerable to exploitation and most ignored in international discussions of how to protect fair labor standards. Restructuring has led to loss of secure jobs in the public sector and the expansion of female employment in low-paid, insecure, unskilled jobs. Businesses desire a cheap and flexible workforce. Declines in social services, the elimination of subsidies on basic goods, and the introduction of user fees puts pressure on women to supplement family income. A parallel outcome is reduced employment rights, neglect of health and safety standards, and increased disregard among women for their domestic responsibilities. There is a need for alternative models of development. The Self-Employed Women's Organization in India serves as a model for resisting exploitation among self-employed and home-based employees. Female industrial strikers are demanding attention to excessive hours of work, enforced overtime, bullying, and lack of sanitary and medical facilities. There is always fear that organized resistance will lead to industrial relocation or loss of jobs. The International Labor Organization has had a code for 20 years, but the threat of exposure to the press is sometimes more effective. There must be regulation throughout subcontracting chains of transnational companies. International alliances should revolve around issues/strategies identified by workers. International alliances are needed for influencing multinational companies and national governments and lobbying global economic and financial institutions. Standards that are included in social clause discussions are minimum requirements that do not address gender-specific issues. Women Working Worldwide is developing a position statement of social clauses that incorporates a women's perspective.  相似文献

In this paper we examine new genetics professionals’ accounts of the social context of their work. We analyse accounts given in interview by an ‘elite’ group of scientists and clinicians. Drawing on the work of Gilbert and Mulkay (1984), we consider interviewees’ discourse about knowledge, exploring the way in which they separate science from society through the use of what we have called the ‘micro/macro split’. We then go on to consider the reasons for such a discursive boundary, exploring the interviewees’ wider discourse about expertise and responsibility for the social implications of the new genetics. We argue that interviewees’ discursive boundaries allow them to appeal variously to their objectivity, to dismiss bad science and to characterize the public as ignorant. However, these discursive boundaries are permeable and flexible, and are employed to support the new genetics professionals’ role in guiding education and government policy, whilst at the same time deflecting ultimate responsibility for the use of knowledge on to an abstract and amorphous society. Responsibility is flexibly embraced and abrogated. These flexible discursive boundaries thus promote rather than challenge the cognitive authority of new genetics professionals as they engage in debates about the social implications of their work. We end by challenging the replication of these discursive boundaries, noting some of the implications of such a critique for evaluation of the new genetics.  相似文献

This paper deals with the experience of the two authors working in a number of different settings. Both have been for many years practitioners using the Social Action model, Jennie in England and Eamonn in Northern Ireland. Together we have also been providing training for youth social workers in Ukraine, on issues of Social Action and empowering practice. What we attempt to do in this paper is first consider some of the issues and debates around the concept of marginalization. Then, referring to Northern Ireland, England, and Ukraine, we will provide some perspectives on the situation of young people, with examples of the mechanics of marginalization and blocks to the inclusion of young people in their societies. We hope to show that marginalization is a topical concept in all three places and that it has elements that transcend cultural and national boundaries, despite the social circumstances in Belfast, Derby, and Ukraine being very different. However, there are also aspects of the marginalization of young people that are different. Next, we will go on to describe the Social Action approach and to give some examples of how we have attempted to put the philosophy and approach into practice in three different countries and in the settings of research, practice, and training. To do this we will draw on our experience and work with young people in England and Northern Ireland and with youth social workers in Ukraine.  相似文献

This paper describes the historical development of social work education in South Africa, paying particular attention to the transformation of social work education and training post‐1994, and provides some detail about the efforts being made toward the development of a regional qualifications framework. It also describes the constitution of the Social Work Standards Generation Body (SGB), its functions, the processes followed by the SGB, and details the outcomes generated by the SGB. The potential costs and benefits of the development of minimum standards are discussed, with specific reference to the debates around the ‘whole qualifications’ and ‘unit standards’ approaches to generating standards. Although the registration of social work qualifications on the National Qualifications Framework (NQF) is a statutory requirement of the South African Qualifications Authority (SAQA), and was imposed, it holds promise and signifies an achievement by the social work profession. Since the inception of social work education and training in South Africa in the 1920s these are the first nationally formulated standards that have been accepted.  相似文献

Much is being done by governments and organizations to help workers reconcile their family and employment responsibilities. One such measure has been the introduction of flexible working policies. While academic and policy debates focus on the barriers to flexible working, less consideration is paid to those who work alongside flexible workers. Through a gendered lens, this article focuses on professional women and explores the implications of UK flexible working policies for women's workplace relations in organizations that have traditionally been based on male models of working. Drawing on interviews conducted in three English organizations, it was found that the women's interests did not always coincide and that their social relationships, with respect to flexible working, involved both support and resentment. In particular, the women's interests were affected by organizational and job‐related factors and their stage in the life course. These findings illuminate the ways in which policies are negotiated at the level of daily workplace life and show that co‐workers are a pivotal part of the wider picture of flexible working.  相似文献

Abstract

Professional distance and the parallel concept of models of practice reliant on professional objectivity have been major platforms in professional education. In social work, these ideas are often seen as contentious, unreasonable and, in some cases, unrealistic. Radical, feminist and rural social work approaches, for example, suggest that the expert role is not only inappropriate, but can be counter-productive and disrespectful of the people with whom we work. Postmodern approaches call for a deconstruction of professionalism in favour of context-specific partnerships between worker and client. How can workers ensure good, professional practice within a more flexible approach to professional distance and expertise? What are the issues and how may they be resolved? Are the boundaries of the professional relationship elastic and, if so, what are the consequences for practice and the individual worker? The present article explores the notion of flexible, elastic boundaries using literature and research from radical, postmodern, feminist and rural social work approaches.  相似文献

Televised political debates are the platforms for party leaders to outline their party's political programs and to attack those of their political opponents. At the same time journalists who moderate the debates are testing the party leaders’ ability to clearly outline and defend their programs. Television audiences of election debates evaluate these party leaders and political parties based on their television performances. Prior to the social media era, viewers’ evaluations were collected through phone surveys or web questionnaires. Nowadays viewers share their opinions in real-time on social media. Particularly Twitter is used in the Netherlands as the platform to share these opinions. In this study tweets produced by the audiences of five different televised debates that took place during the campaign for the Dutch 2012 parliamentary elections are analyzed in terms of tweeting about politicians and parties as well as political issues, as well as the content of the debates. This allowed us, using time series analysis, to test the relation between issue salience in debates and issue salience of the audience on Twitter. The issues of ‘Employment and income’ and ‘Europe’ were the most tweeted about, roughly aligning with the attention these issues received in televised debates. Findings further show there are consistent audience reactions to issues discussed in the debates: issues of ‘Housing’, ‘Care for the needy', and ‘Europe’ showing the strongest effects. However, candidates and parties are not explicitly associated by people active on Twitter when certain political issues are being debated on TV.  相似文献

This paper discusses some current issues in relation to doctoral studies in social work in the UK. It draws on recent research and other sources to illustrate that our knowledge about the scope and scale of such doctoral work is limited. However, developments within the discipline and the wider policy and institutional context of professional education suggest that research (in general) has an increasing profile. This trend, together with debates about focus and research approaches in social work, has implications for the possible extension of opportunities for doctoral studies. It is further suggested that 'professional doctorate' programmes or 'PhD by publication' routes may be more suited to the needs of doctoral students in social work, given different career paths relative to students in some other disciplines.  相似文献

This article explores collective efforts by undocumented youth activists to use storytelling to reframe the debates around immigration reform and discursively position themselves as the rightful leaders of a movement that had been dominated by adult citizen‐advocates. Drawing on 19 months of fieldwork, 37 in‐depth interviews, and hundreds of pages of movement documents, I show how youth activists in the United States worked together to develop stories that: (1) drew into question the legitimacy of adult citizen‐advocates to speak on issues of immigration and (2) cast undocumented immigrant youth as the proper authorities on these matters. I argue that through collective storytelling and character work, the activists were able to subvert adult citizen authority and construct themselves as powerful, new collective actors in the contemporary immigrant rights movement. I conclude by discussing some of the practical implications and limitations of using narrative reframing strategies to advance the social change agendas of marginalized movement factions.  相似文献

Cash payments to meet social care needs offer the possibility for the direct employment of personal assistants using public funds. Empirical work internationally has identified the benefits of cash payments. However, there has been less interest in the relationships between employers and their employees. This article offers some reflections upon the employment relationship from the perspectives of employers who have learning difficulties and their personal assistants. The study involved eight employers, their supporters and their personal assistants in an English city. A grounded theory approach was utilised and interviews were analysed using a framework approach. This article argues that the relational aspects of direct employment arrangements have not been adequately considered in academic literature and the policy framework. These insights can add to debates around how social care support mechanisms can offer responsive assistance whilst questioning the assumed ‘empowering’ effect of an unregulated market.  相似文献

It is important for the complexities of homelessness to be considered when constructing policy or practice relating to people who are without safe and stable accommodation. These complexities can be loosely categorised around the definitions, causes and experiences of homelessness. While definitions and causes are topics of current debates, study of the lived-experiences of homelessness remains an area that is largely under-researched. This paper explores some of the implications for social work and social workers when the individual's understanding and experience of her/his identity as a ‘homeless person’ and consequent relationships with service providers are not factored into policy and practice. This article draws on the findings of a study of homeless adults in inner city Adelaide to illustrate the author's arguments. It outlines the importance of listening to service users' perspectives in order to assess whether dominant constructions of social work, homelessness and ‘homeless people’ are meeting the needs of and improving outcomes for individual clients. More broadly, it is hoped that making these perspectives visible will assist in the development of ‘client-focused’ practice and policy.  相似文献

Popular hazards are common activities that involve some risks of harm, such as driving a car, possessing or shooting a gun, drinking alcohol, or smoking marijuana. In each of these cases, many millions of Americans engage in the activity, but only a small fraction of them harm themselves or other people. Because the activity is so common, the number harmed may be substantial, although more serious harms tend to be much more infrequent than less serious harms. Social policy debates almost always focus on some particular popular hazard, yet we can see rhetorical similarities—parallel arguments—in how advocates frame what are understood to be very different social issues. Thus, discourse about legalizing recreational marijuana use tends to invoke claims that are quite similar to those opposing further gun control. The category of popular hazards allows us to recognize parallels in policy debates about seemingly unrelated social issues. Focusing on the underlying policy issue—balancing popularity and hazardousness—encourages considering alternative ways to construct social policies.  相似文献

Changes to social work practice in many parts of the world and the introduction of social work in other parts of the world have raised many issues for educators. One particular area of difficulty is setting up flexible systems for social work education which will meet both individual learning needs and provide high quality professional education. To date, social work education has been traditionally delivered through taught courses that limit access to those who enjoy group learning and are physically able to attend the establishments delivering these courses. This results in a significant number of learners being deprived of learning opportunities. This paper explores the notion of open (distance) 1 learning as a model for empowering students who are unable or reluctant to attend taught courses.  相似文献

This article investigates the value of ethnographic re-studies, and some of the theoretical and methodological issues that carrying out a re-study can generate. It is argued that the disputes that arose around some classic examples in anthropology and community studies are particularly illuminating. For example, Mead’s work on Samoa and Redfield’s study of Tepoztlán, and the re-studies of these, generated considerable discussion, and this still offers lessons for today. Three key functions of re-studies are discussed: replication, mapping change, and producing a fuller portrait of a community or institution. Also explored is the role of the personal characteristics and the theoretical orientations of researchers. It is concluded that re-studies reveal threats to validity that are present in all social research. At the same time, there is a danger that the discrepancies in findings between study and re-study will be exaggerated, indeed that the methodological problems involved will be mistakenly treated as representing a logical impasse.  相似文献

In Norway, as elsewhere in Europe, the debates about immigration, increasing cultural diversity and the need for integration, are heated and polarised. For welfare state workers and institutions, the perceived task and challenge of integration has to a large extent been to both provide space for cultural diversity and to promote social equality through participation in the labour market, education, and civil society. Amidst all this ongoing debate, a large number of people deal with these issues as a part of their daily work. This paper focuses on the dilemmas such street‐level bureaucrats, or diversity workers, encounter in their work with refugees, immigrants and their children. Most of all, it explores the strategies they have developed to handle such situations. Street‐level bureaucrats have a range of strategies to get around integration dilemmas, which are presented here as five distinct response repertoires. The analytical construction of these repertoires is useful because it provides us with a tool to describe and understand what is going on when policies are translated into institutional practices. It shows how public sector employees are handling the everyday dilemmas that policy does not provide the solutions for. Finally, this analysis of repertoires can also be useful in thinking normatively about what kinds of strategies particular institutions ought to nurture and how they can achieve this.  相似文献
