This article explores agency policy in relation to children's participation in the child protection process. This was done by examining policy documents and conference minutes and by interviewing social workers and conference chairs working in child protection in Wales. Issues and dilemmas surrounding the participation of children and young people in the child protection process are identified and examined. The lack of children's more direct participation was noted, but many agencies were taking action to inform themselves of children's views indirectly. Advocacy was being more frequently used, and highly valued where it was available, but did raise some role dilemmas. The essentially child‐unfriendly nature of child protection processes (particularly the conferences) was identified as a significant barrier to promoting children's voices. The contradiction of trying to promote children's direct participation in a process that is inherently not geared towards their direct involvement was noted. SUMMARY. During this century, the main features of child care policy in Britain have been the creation of a separate system of juvenile justice, the extension of state responsibilities for child protection and substitute care, a growing emphasis on foster care in preference to residential care, and increased professionalism and co-ordination of services. This article, the second in a two-part series, begun in issue 5(2) looks particularly at differences in child care policy between Scotland and England, the most striking of which has been in the juvenile justice arrangements. The Scottish children's hearings are fully committed to welfare principles, keeping young offenders and children in need of care and protection within a single system of decision-making.  相似文献

The children's rights and child protection sectors are at a critical juncture: will they evolve to reflect and respond to changing conceptualisations in the 21st century or will they continue to reproduce 19th- and 20th-century preoccupations with saving child victims? Informed by systematic reviews of the English- and Latin American academic literature in Spanish and Portuguese and key informant interviews with international stakeholders, this paper fosters global dialogue with some Global South and Global North perspectives about the interconnections of children's rights. It explores current conceptualisations of child participation and protection, and concludes that children's rights will only progress after recognition of limitations inherent to current conceptualisations.  相似文献

This paper argues the case for an integrated approach to child protection services, embracing children's safety, risk and needs and incorporating formal assessment instruments. It then provides a brief overview of the new child protection system in South Australia. The steady rise in child abuse/neglect reports raises questions about how best to provide child protection services. Analysis of South Australian data suggests that much of the rise can be attributed to an increase in reports of neglect and emotional abuse and an increase in re‐notifications. This in turn raises questions about the traditional investigative approach. In 1995 Messages from Research advocated that agencies re‐focus on children's needs and concentrate less on investigations into safety and risk. The critical question is how to distinguish families requiring investigation from those needing support. The latest research suggests that such decision‐making in child protection is generally inconsistent and unreliable. This paper argues that statutory agencies should use formal assessment tools to determine the level and nature of their interventions. These arguments have been critical in the development of the new child protection model in SA, which relies on a centralized intake, differential response to reports and the structured decision‐making system. SUMMARY: Western images of the child in modern thought set up an opposition between innocence and experience which is supplemented by discourses of child care and child protection, and reflected in international policies and legislation for children. This article traces idealised conceptions of children of the North and South and unravels dichotomies between work and play as they map onto gendered and cultural spaces. These issues are linked to an analysis of assumptions underlying both international policies for child development and models of economic development, focusing in particular on the Human Development Index put forward in the 1992 United Nations Development Programme. In order to counter the naturalisation and abstraction of development in both, which reflects and contributes to the cultural and economic domination of the Northern hemisphere over the South, the article ends with a call to attend to both the specificity and diversity of children's developments.  相似文献

This article draws on ethnographic research with children and their caregivers to explore the interaction between poverty and the nature and quality of child care in a resource-poor urban community in South Africa. The authors attend to issues such as mobility and “family fragmentation,” the role of the extended family and other networks, and children's contributions to their own and others’ care, all matters that provoke particular concern in the context of HIV/AIDS. The research challenges some of the more conventional interpretations on these matters by pointing to the continuities children experience in what can appear a disrupted care setting as well as the positive aspects of children's involvement in care. It also supports the case for a closer look at men's participation in various child-care roles in a climate where they are often dismissed as absent or unemployed and therefore non-contributory. Future research and policy on child care would benefit from the conceptual approach adopted across this work, which employs a relational lens and encompasses the dynamic contexts in which care is experienced and performed.  相似文献

This article examines children's views on and experiences with participation in the child protection system's decision-making process. The systematic review follows the PRISMA statement and includes 12 peer-reviewed articles published in academic journals from 2006 to 2017. Findings suggest that children's contact with their worker was limited or non-existent, which minimised opportunities to express views regarding their situation; child–worker contacts lacked dialogue, information about the process of intervention and trusting relationships, meaning that without a voice, children were not engaged in making decisions. Although data are limited, they suggest little or no dialogue with children by child protection workers. Furthermore, children voiced their experiences of not being informed of or understanding the process or decisions made about their lives.  相似文献

In common with the rest of the UK, child care and protection practice in Scotland has undergone unprecedented change over the last ten years, including a wide‐ranging three‐year Child Protection Reform Programme. In 2006, The University of Dundee's Centre for Child Care and Protection and Barnardo's Scotland Research and Development team were commissioned by the then Scottish Executive to undertake a process review of the Child Protection Reform Programme (Daniel et al., 2007 ). Drawing on findings from the process review, this article considers the impact of the Child Protection Reform Programme. The process review concluded that, in the view of the respondents, the Child Protection Reform Programme made a substantive contribution towards the improvement and delivery of child protection services in Scotland, particularly in terms of raising awareness and increased multi‐agency working. It was beyond the scope of the review to measure outcomes for children as a result of the reforms. Since the completion of the Child Protection Reform Programme, national policy emphasis has broadened from ‘child protection’ towards integrated support for children under the Getting it Right for Every Child reforms of children's services. The paper concludes with a discussion around where ‘child protection’ now fits within this context of universal support for children and argues that there is a need to ensure that the valuable work which was done to improve child protection services in Scotland under the Child Protection Reform Programme is not lost. In this article, we lament the effects of practice-distant research and associated policy initiatives on contemporary children's services in England. In the last decade, as a result of high profile inquiries into non-accidental child deaths, statutory children's social care services in the UK have been subject to a wide-reaching ‘modernization’ programme. We studied decision-making in the high blame environment of local authority children's services. Our research sought to examine the relationship between performance management and the impact of anticipated blame within the decision-making practices of those providing, supervising and managing these services. We show that systems and technologies can be developed which both assist the users in their daily work and achieve desired organizational goals, but without an ethnographically informed, practice-near approach, unsafe work regimes and practices can ensue.  相似文献

There is strong evidence for the link between domestic violence and child abuse. Agencies' policies regarding domestic violence and child protection are critical in determining the dimensions of practitioner intervention, including safety planning for women and children. This paper explores the issues identified in research around safety planning where there are domestic violence and child protection concerns which was conducted with practitioners in New South Wales (NSW), Australia, in 2001. In particular, the paper focuses on three of the factors that influence practitioner intervention with women and children. These are: definitional understandings of domestic violence and child abuse; child protection legislative changes, including mandatory reporting and domestic violence as a child‐at‐risk category; and the NSW child protection statutory authority's response to domestic violence. The interplay between these factors results in complexities of practice for practitioners as they attempt to maximize women's strengths and minimize risks to children's safety. The resultant inconsistent response to domestic violence and child protection by government and non‐ government agencies suggests the need for domestic violence interagency guidelines. This article investigates policy in the Philippines relating to the protection of children, which, despite policy efforts in this space, and growing evidence of child maltreatment and its impact, remains unexamined by the literature. It examines constructions of childhoods utilising a critical policy analysis of national policy documents concerning children's welfare and protection. Analysis finds conflicting representations of children's agency, defining children as ‘becomings’, but also as rights holders and social actors, viewing children as both embedded in, and reliant on, family, consequently detailing important insights into Filipino policy‐making and society.  相似文献

Recent trends in child well-being research have shown a substantial advancement in studies investigating children's subjective well-being (SWB). This advancement has raised questions concerning the measurement of SWB and the extent to which various measures can be compared across countries and diverse cultures. With a dearth of empirical data on cross-cultural comparisons, the validation of existing measures and cross-cultural comparisons and adaptations, have been identified as a critical course of action. The current study contributes to this process – it aims to report on children's SWB in three African countries (Algeria, Ethiopia, and South Africa), using two multiple item measures of SWB (the context-free Students' Life Satisfaction Scale and the domain-specific Personal Well-Being Index-School Children). Within this process the study further aims to test the structural validity of these measures and to ascertain its cross-country comparability. Data from the second wave of the Children's Worlds survey were used; and includes a randomly selected sample of 3394 children between the ages of 11–12 from Algeria (Provinces of El Bayedh, Oran, and Tlemcen), Ethiopia and South Africa (Western Cape Province). Located within the goodness of fit theoretical framework, confirmatory factor analysis and Structural Equation Modelling were used to test the overall fit structure, while multi-group confirmatory factor analysis was used to test measurement invariance. The results show appropriate fit structure for the individual models, with metric and scalar factor invariance tenable across the three countries for the Students' Life Satisfaction Scale and partial scalar invariance obtained for four items on the Personal Well-Being Index-School Children. The Algerian sample scored significantly higher than Ethiopia and South Africa on both SWB measures. Appropriate fit structure was obtained for the combined model and for the structural model, indicating adequate convergent validity with the single item Overall Life Satisfaction. Metric and partial scalar invariance was tenable for the structural model, suggesting cross-country comparability for correlations, regressions and means. The overall findings suggest that the two measures are appropriate for use with children from the three countries and that meaningful comparisons can be made between the three countries.  相似文献

Evidence shows that displacement, family separation and economic status are risk factors for child protection concerns and children's mental health, and that violence and economic status are risk factors for children's physical, emotional and social development. Family based care, community social support and economic strengthening have been shown to moderate such risk factors. This article explores the introduction of a livelihood project for unaccompanied children into an existing child protection programme in the Dadaab refugee camp complex in Kenya, with the primary objective of strengthening the household economy of foster families and improving the care of the fostered children. In this article the authors reflect on the programme's work in recognising and building on existing traditional clan-based family tracing and care mechanisms for unaccompanied and separated children, as well as the importance of understanding the particular needs of specific groups of children such as those without appropriate care. They discuss issues of insecurity and lack of funding affecting programme quality and programme monitoring, and discus challenges of project design. Consideration of how such challenges can impact on existing traditional care mechanisms is shared. The authors argue for greater acknowledgement and efforts to build on traditional child protection mechanisms within wider debates on child protection systems; greater understanding and consideration of the needs of unaccompanied children in particular contexts; better monitoring of the outcomes of child protection programmes on the children they serve; and adequate and sustained funding for child protection in emergencies.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

This article discusses Norway's implementation of the Convention on the Rights of the Child (CRC) in relation to the field of asylum. In particular, we explore the dilemmas and challenges posed by efforts to realise children's right to express their views and have these views given due weight in decision‐making processes as stipulated in Article 12 of the CRC. The Norwegian authorities have sought to uphold this right through the introduction of ‘child conversations’ within the asylum process. As we explain, children's participation may be crucial in terms of revealing persecution and thus the need for protection in accordance with the 1951 Refugee Convention. However, the early experience of implementing child conversations suggests limited usefulness—indeed the practice may be questioned in the light of the primary obligation of states parties to the CRC to attend to children's best interests. Drawing upon experience from Sweden, the article offers suggestions for how the pursuit of children's participation within the Norwegian asylum system might be developed to ensure that it genuinely serves their best interests.  相似文献

Youth justice under the Coalition government in England and Wales has been characterised by considerable gains — falling youth crime, increased diversion and substantial reductions in child imprisonment — that would generally be associated with a progressive agenda. Focusing on youth justice policy in England and Wales, this article suggests that the tensions implicit in a government of the new right delivering outcomes that demonstrate an increased tolerance to children who offend can be explained by the logic of austerity. That same logic brings with it other policy measures that are potentially less compatible with children's well‐being.  相似文献

The recognition of children's social agency and active participation in research has significantly changed children's position within the human and social sciences and led to a weakening of taken‐for‐granted assumptions found in more conventional approaches to child research. In order to hear the voices of children in the representation of their own lives it is important to employ research practices such as reflexivity and dialogue. These enable researchers to enter into children's ‘cultures of communication’. Drawing on detailed examples from an ethnographic study on child health and self‐care, the article examines issues of power, voice and representation central to the discussion of children's participation.  相似文献

This article presents the results of interviews with 24 children who had been in contact with child welfare and protection, school counselling or the child psychiatric clinic in a suburban community in Norway. The interview was constructed to cover the children's daily life and positive and negative life events, as well as their contact with the child welfare services. The results showed that the majority of the children lived rather structured lives within a variety of family constellations. Many children had little information about their contact with the child welfare services, and consequently had difficulties evaluating the effects of the assistance received. Their confidence seemed to depend upon the personal relationship established with the counsellor. The results can be used to counterbalance the bias from ‘problem- or deviant-oriented' research by focusing on competence and resources to get a realistic representation of client children's lives. Investigations regarding the differences between Chinese only and non-only children primarily examine children's social behaviors, which are closely related to their early relationships with mothers and teachers. In recent years, the number of non-only children born in urban areas has increased because of the softening of the One-Child Policy, which leads to the distribution of non-only children shifting from being primarily in rural areas to being in both urban and rural areas. The present study investigates the current characteristics and influences of mother–child and teacher–child relationships on Chinese only and non-only children's early social behaviors from the perspective of urban and rural differences. Data were obtained from 126 rural only children, 94 rural non-only children, 168 urban only children and 155 urban non-only children from 38 semi-urban kindergartens in Beijing, China. Hierarchical multiple regression analyses found that mother–child closeness positively predicted children's social skills particularly in non-only children, whereas mother–child conflict positively predicted internalizing behavior problems in all four groups. Teacher–child conflict negatively predicted children's social skills most strongly in urban only children. Teacher–child conflict aggravated rural only children's, urban only children's and non-only children's internalizing and externalizing behavior problems, but mother–child closeness buffered rural only children's externalizing behavior problems. Findings underscore the importance for mothers to improve closeness, especially with rural only children, and for teachers to avoid conflict with both urban only and non-only children, as well as with rural only children.  相似文献

Social work training should equip students with both the knowledge and the skills required for good practice. Although research messages are available through books and papers, they may more easily be conveyed through the repeated use of practice tools which have been developed from research findings. The Looking After Children Assessment and Action Records have been used in formal social work training to help students develop competencies, but their value as a means of conveying a knowledge basis of key issues in child development has yet to be exploited. The Children and Families Assessment Programme has a similar potential, to help practitioners set child protection issues within a developmental framework and further their understanding of those factors that impede children's satisfactory progress. New requirements to provide routine data on children's progress for aggregation and analysis can both improve practitioners' skills and understanding of the purpose of management information, as well as providing evidence of the effectiveness of services.  相似文献
