Objectives. To expand scholarly attention to a neglected area of environmental policy and politics, I attempt to test several empirical propositions drawn from the small body of existing research on the politics of market-based environmental regulation. Methods. I analyze public comments on a recent U.S. Environmental Protection Agency regulatory action guiding states on the design of various market-based air pollution control programs. I focus on the types of commenting organizations and the nature, extent, and foundations of their support or opposition to market-based regulatory instruments. Results. I find more support for than opposition to the use of economic incentive programs in air pollution control. The support from business commenters is not surprising, but the level of support expressed by state regulators departs from previous research findings. Environmental groups are the principal dissenters. Overall, the findings suggest both change and continuity in the politics of air pollution control policymaking, with some possibility of a shift in the contours of the advocacy coalitions in the pollution control policy network. Conclusions. Market-based environmental regulation is still an evolving phenomenon in American public policy. Further research on the politics of its development is in order, and the opportunities to pursue such research are substantial.  相似文献

Australia is one of the few countries which has specific health policies for boys/men and girls/women as distinct groups. In this article I present an analysis of the discourses of gender, equity and disadvantage drawn upon in Australia's men's health policy. Through comparison with the women's health policy, I show that a dual focus on the essential differences between men and women and the ways in which the health system has failed men contribute to an adversarial gender politics, positioning men and women as rivals with competing needs. Reflecting broader debates concerning the negative impact of societal change on boys/men, I argue that, in its current form, Australia's health policy both taps into and, crucially, legitimises backlash politics, enabling it to ‘pass’ as sound public policy.  相似文献

The language of consumerism suggests that through involvement in consumer processes, consumers can influence policy formation and service provision. This paper examines, as illustrative cases in Australia, how two groups of consumers, people with a mental illness and older people, engage with these consumer processes. It finds they critically evaluate the opportunity offered by consumer processes for inclusion in policy and programmes. Both people with a mental illness and interviewed older people indicated how they acted as "agents involved in interpreting their needs", despite finding that in consumer processes their needs were predefined. Rather than allowing themselves to be constructed as passive objects, they positioned themselves as active citizens, having agency not as individual consumers but through drawing on networks. The responses of both groups go some distance toward dismantling power differences between professionals and "consumers", suggesting that social policy and programmes for both people with mental illness and older people can and sometimes do develop in a context of greater inclusivity.  相似文献

This study carries out in‐depth political feasibility analysis of the prospective health financing reform currently taking place in Taiwan. The National Health Insurance (NHI) Program, which was established in Taiwan in 1995, covers virtually all of the island's citizens. Between the years 2001 and 2004, the Taiwanese Government organized a taskforce to carry out the wholesale reform of the NHI program into the so‐called ‘Second Generation NHI Program’. This study is part of the comprehensive review, focusing on the preferences and positions of key policy stakeholders with regard to the financial reform proposals, as well as their network relationships. The approach of stakeholder analysis was employed to conduct this empirical study. The results reveal that the new financing scheme has a certain degree of support from the policy stakeholders participating in this study, and that in particular, the measures concerning equity and sustainability were most welcome. However, controversy remains with regard to the issue of the equitable sharing of contributions. It is clear that there is much strong support for the new scheme amongst the administrative and legislative elite, although the same level of support is not evident amongst the social elite affiliated with employees' associations and welfare groups.  相似文献

This paper responds to a 2004 paper by Warburton et al. The paper acknowledges their exploration of the corporate responsibilities of Australian business, and the importance of such research given the social impact business has in contemporary Australian society. However, while their paper was concerned with the situation at one specific Australian business and its view of corporate responsibility, this paper attempts to utilise their findings to make a normative argument as to the possibilities for overall corporate responsibility in Australian business. In particular it considers their omission of two primary stakeholder groups, the owners and the workers, in conducting their stakeholder analysis. This paper queries whether if it is not possible to include all stakeholders, it makes sense to omit the other stakeholders too; and rather to agitate for more judicious ownership rights in pursuing the concept of corporate responsibility.  相似文献

ABSTRACT

This article reports on focus group data analysis that was used to understand initial, largely positive outcomes from a university-based initiative to disseminate and implement an evidence-based practice (EBP)—Screening, Brief Intervention, and Referral to Treatment for Substance Use (SBIRT)—into student fieldwork placements, which are usual care social work settings. Focus groups were conducted with three groups of stakeholders involved in the ongoing project: social work department faculty (n = 10), bachelor- and master-level social work students (n = 8), and social work fieldwork instructors (n = 6). Dimensional analysis of the focus group data yielded results indicating that dissemination and implementation of SBIRT was influenced by agency- and school-level factors and perceived fit between the EBP and individual professional identity, intrapersonal characteristics, and timing. The resulting model, developed through the focus group analysis, is offered and shows how these factors interacted and affected training, supervision, and use of the EBP. The model provides social work educational programs and agencies a working tool for diagnosing and proactively addressing barriers and breakdowns in the EBP implementation process. Future research that tests the model as a diagnostic tool and generates knowledge about its influence in developing competent evidence-based practitioners is indicated. Future focus groups in relation to this initiative are needed to better understand these barriers and facilitators in the EBP implementation process and their critical roles in the process of translating SBIRT into standard social work practice.  相似文献

In this final and concluding article, I focus on three broad and interwoven themes that cut across various articles in this issue. While these themes partially overlap with those highlighted in the introduction, it is their insinuation into policy discourses and actual formulations that informs their selection. These policy-oriented themes are language, immigrant integration, and the defiance of common sense; racialization, identity formation and second-generation educational achievement; and transnationalism and enforcement policies and immigrant responses. I end with a brief note on how academic research, and researchers themselves, can help further more fruitful and informed public policies.  相似文献

For many years, comparative welfare state research has followed a ‘methodological nationalism’ in the sense that countries were treated as independent units. Yet the recent ‘spatial turn’ in comparative politics has also influenced welfare state research. For some years now, the field has been witnessing a growing interest in questions about interdependencies and policy diffusion between countries. In this article, we provide a structured overview of the state of the art in the policy diffusion and transfer literature that deals specifically with social policy. We present and critically evaluate existing theoretical concepts and quantitative and qualitative methodological approaches that enable the analysis of interdependencies between countries. Moreover, we summarize the empirical findings of quantitative and qualitative studies on the diffusion and transfer of social policy, from some pioneering studies to the latest findings. Against this background we point out what we believe to be promising avenues for future research. We focus on five areas: theoretical work on the mechanisms underlying diffusion and transfer; methodological approaches; the impact of domestic institutions and policy characteristics on social policy diffusion and transfer; programme‐specific dynamics; and the systematic combination of horizontal and vertical interdependencies.  相似文献

There is a growing body of literature about kinship care in the Western world; however, much of it focuses on grandparent care. A lesser known aspect of kinship care is the care of children by nonrelatives known to the child or their family. What little research exists about this group suggests that such placements are less stable than familial kinship care. This article reports a research study in Victoria, Australia, that explored nonfamilial kinship care through analysis of administrative data, interviews with young people and carers, and focus groups with kinship care support workers. It emerged that current administrative databases are not yet able to reliably identify the carer relationship, and thus the extent of such care arrangements cannot accurately be determined. Interviews and focus groups revealed that nonfamilial kinship care is diverse and qualitatively different from familial kinship care, bearing some similarities to foster care yet managed very differently. It is suggested that policymakers need to pay more attention to conceptualizing nonfamilial kinship care within kinship care policy frameworks and that greater attention is needed to the individual support needs of children in such placements and their carers.  相似文献

This commentary provides an examination of the articles within this issue with a focus on common themes throughout. Each article is briefly reviewed in the context of how it contributes to four overarching themes of current intergenerational research. The articles within this issue also have implications for developing policy that fosters intergenerational relationships. This commentary concludes with a discussion of the complex issues that arise in creating such policy and utilizes Allport's (1954) "contact hypothesis" as a framework to guide future policy work addressing the myriad of issues within the realm of intergenerational relationships.  相似文献

This article explores the findings of a study on the role of the social worker in adoption with a focus on ethics, concentrating on the perspectives of adopted people, birth parents, and adoptive parents. Their reflections challenge policy attempts that are framed around “new beginnings” for children. The focus on hope in such policy projects fails to understand that hope inevitably coexists with anger and loss. The concept of ethical trespass, with its recognition of the inevitability of harm, is explored in terms of its possibilities for recognizing the lived realities for multiple stakeholders. The mitigation of ethical trespass requires social work practices that are characterized by humility, honesty, and reflexivity.  相似文献

This research examines how institutional changes associated with the emergence of a "knowledge economy"—specifically the expansion of education and the changing labor market structure —shaped employment experiences of newly arriving immigrants to Canada over the period 1970–1995. Census data on successive cohorts of immigrant men and women (from microdata files for 1981, 1986, 1991, and 1996) show a progressive trend toward lower rates of labor force participation and lower levels of earnings relative to the native-born population, both overall and for most specific origins groups. These trends are only partly attributable to business cycle fluctuations in labor demand. The present article examines the impact of selected educational and labor market changes on successive cohorts of immigrants, using intertemporal substitution methodology. The analysis finds that (1) increased native-born education levels infringe upon the traditional immigrant education advantage, outpacing effects of increased immigrant skill selectivity; (2) increased returns to education among native-born workers do not apply to immigrants; and (3) other institutional obstacles to immigrant success also exist. The declining relative value of immigrant education may be due to the location-specific nature of credential validation processes. Directions for further research and policy analysis are suggested.  相似文献

Age-friendly community initiatives (AFCIs) foster efforts across stakeholders to make localities more supportive and inclusive of older adults, and potentially better for residents of all ages. This study drew on in-depth interviews with leaders of nine newly forming AFCIs in northern New Jersey to develop an empirically based logic model for the initiatives in the early planning phase. The results obtained from a conventional content analysis indicated three main activities in the early planning phase: assessing the community; meeting; and communicating with stakeholders; and facilitating communitywide communications. These activities worked toward two outputs: increased understanding of aging in the community and more engaged stakeholders in aging. Participants described leveraging the contributions of lead staff, consultants, elected officials, organizational partners, volunteers, interns, funders, and other AFCIs to engage in their focal activities. Based on these findings, a logic model for AFCIs in the early planning phase is presented. AFCI leaders can draw on this model to evaluate AFCI processes and outcomes in their formative stages, as well as to strategically plan for the start of an AFCI within a given locality. Findings also suggest important directions for future research on the development of AFCIs and the community changes that they seek to influence.  相似文献

This article exams the social right to receive assistance from the government established through the introduction of China’s new social assistance programs. A qualitative study that included 42 social assistance recipients and 12 policy implementers in urban areas suggests that the social right to receive social assistance has not been fully established. This is partly due to the practice of philanthropy which continues to have a significant influence on social assistance. At present, the underlying idea of social assistance is stuck between the idea of philanthropy and social right to receive assistance. The competing views have resulted in the dilemma of current social assistance development. Findings from this study have implications for policy and practice change to move toward social right to receive assistance and transition out of the dilemma of social assistance versus philanthropy. Future research should be broadened to study the social assistance recipients and policy implementers in rural areas and examine their experiences.  相似文献

In Australian welfare reform debate, a range of approaches and policies has been advocated. Regardless of their diversity, I argue that the debate has an unnecessarily narrow framework resulting from the widespread acceptance of at least three welfare reform myths. First, is the idea that the current system is anachronistic and in disrepair. Instead of this narrow focus on welfare policy, I argue that the welfare reform debate must be widened to include other domains of public policy to involve a ‘joined up’ approach to addressing poverty and disadvantage. The second myth is that welfare recipients need to be the focus of policy attention. Policy reforms focus on changing the behaviour of recipients and their communities. Because structural changes underlie increased benefit receipt, such reforms will only have minimal consequences. The third welfare reform myth is the false notion that the current welfare system lacks obligation.  相似文献

Over the past three decades, irrigation-dependent rural communities in Australia's Murray–Darling Basin have experienced profound economic, social and environmental changes, which they are attempting to accommodate through local government policy. As a contribution to participatory policy design research, in consultation with local governments we carried out focus groups to explore diversity of individuals’ imagined past and present in two rural communities. This was followed by group development of a diverse range of future scenarios and agreement to three likely scenarios. The research identified presence or absence of three underlying themes – irrigation, innovation and inflow of people – that plausibly drive change in these rural communities. These themes are likely to be common to many rural communities that have depended on irrigated agriculture. They provide an example of participatory policy-making, as distinct from the historically employed top-down policy development that has occurred in the Murray–Darling Basin. Because of the diversity of perceptions of past, present and futures, and the ultimate adoption of business-as-usual within the final local government plans, the research emphasises the need to put effort into community deliberations to build cohesion and share ownership of the process for delivering locally nuanced community policy.  相似文献

Objective. This article begins the process of broadly evaluating the role of nongovernmental actors in regulatory markets by specifically examining environmental groups’ use of the sulfur dioxide (SO2) market established by Title IV of the Clean Air Act Amendments of 1990. This research posits that the use of nonexclusionary markets in environmental quality regulation allows interest groups a nonpareil opportunity to seek to directly affect policy outcomes. Methods. This article uses two forms of analysis. The first part of the article provides a qualitative analysis of the motives of interest groups that use incentive‐based policies in an attempt to achieve their desired policy outcomes. The last section of the article uses empirical data from the Environmental Protection Agency's Allowance Tracking System to evaluate interest groups’ use of market‐based policies. Results. The use of market‐based mechanisms in public policies offers interest groups a new form of participation in the policy process, yet it seems that only “new” groups are willing to enter the market. Further, I find that though the participating groups may not be able to affect the relative price of allowances (as they claim they will), they nonetheless are able to reduce the absolute number of allowances available. Finally, using market‐based policies to achieve their preferred outcomes may be a “rational” decision for groups in that the “return” on their investment may indeed be quite high. Conclusions. One aspect of pollution markets is clear—they do create an interesting new mechanism of public activism for groups that wish to protect the environment but do not want to “lobby or litigate.” By purchasing pollution allowances groups attempt to directly affect environmental policy outputs without entering the policy cycle as it has been previously understood. As market‐based policies are employed more broadly, opportunities accorded to environmental groups for active involvement in seeking to limit ambient pollutants, as well as the groups’ potential impact, may only expand.  相似文献

ABSTRACT

Intimate partner violence (IPV) is the most common form of gender-based violence affecting Canadian women. Women often seek help from shelters to deal with IPV and its consequences. These shelters function within a broader context that shapes how services are delivered. This study was undertaken to better understand how structural factors including policies shape shelter service delivery and reveal systemic and structural complexities that influence those services and women's ability to rebuild their lives. This feminist qualitative study combined in-depth interviews and focus groups with 37 staff and 4 executive directors from 4 shelters in Ontario, Canada, and included critical discourse analysis of salient policy texts. The findings illuminate the complexity of the structural challenges faced by abused women and the shelters that support them. Systemic impediments were shown to determine how shelters support abused women, the obstacles women face moving forward, and the extent and availability of their options. Future research should include policy evaluation of policy written and enacted, cost analysis examining the actual costs of delivering shelter services and supporting women after leaving, examination of potential alternatives to the identified structural challenges, and investigation of system coordination of services and support for abused women.  相似文献

Black elderly individuals represent one of the most disadvantaged groups in the United States in terms of income levels, health problems, and access to supportive services. This paper describes four major factors to be considered by social service providers to focus their programs toward needs of the black elderly population in their local communities. A research project designed to examine the social service needs and service utilization of the black elderly in a Midwestern community indicated that the following factons hould be considered if effective service programs are to be implemented: (1) Negotiation Initiative, (2) Responsible Research, (3) Symbolism, (4) Modeling.  相似文献
