After the 1990s recession in Sweden, social assistance (SA) recipiency decreased to levels that were clearly lower than before the recession. However, this decrease masked a strong polarisation: the number of short‐term recipients fell, but the number of long‐term recipients was higher than before the recession. This article shows how SA recipiency and dependence changed over a whole economic cycle in Sweden's largest city, Stockholm, and asks whether the increasing dependence can be explained by immigration. It is shown that the relative increase of long‐term SA is similar among immigrants and native‐born, but decomposition analysis reveals that the increase among native‐born is of minor importance for the overall increase. Nearly half the increase can be attributed instead to the increased representation of immigrants in the population, and another 38 per cent to increased dependence among immigrants. Only 15 per cent of the total increase in long‐term SA is a result of increased dependence among native‐born. 相似文献

This paper specifically addresses the behavioural focus of the income management regime, arguing that through its use of market logic and the reduction of social and political complexity, the regime is a technology of neoliberal governmentality. This paper finds that income management, whether compulsory or voluntary, blanket or Community based, regards the individual as the site of dysfunction, depoliticising and dehumanising broader socio economic historical factors in the process. Further, the focus on behavioural change creates the illusion that the market logic of income management will produce responsible citizens, which in turn obscures the possibility of redressing poverty and inequality. 相似文献

Both Canada and the United States are considered liberal welfare states, yet exhibit notable differences in income poverty attributed to social policy. While a more generous welfare system lifts many above income poverty, models of household financial behaviour suggest that more income from the state should displace private savings via a substitution effect. Using nationally representative wealth surveys from Canada and the US from 1998/1999 to 2016 we extend knowledge on the relationship between the welfare state and private wealth accumulation. Specifically, we study household asset poverty defined as financial asset levels that fall below three-month adjusted income poverty threshold. Asset poverty rates varied over time in the two countries and were higher in the less generous US welfare state. Further, income transfer share was positively related to asset poverty in Canada but not in the US. Counterfactual estimates offered evidence of the substitution effect in Canada, where higher levels of transfers may crowd out private asset accumulation. Results invite further consideration of the concept of asset poverty and its relationship to welfare state characteristics. 相似文献

For the past two decades, Nordic social policy has been subject to a range of serious challenges, among which economic problems and critiques by neo-classical economists have been most prominent. This article raises the question whether Nordic social policy has significantly changed during this period of challenges. Based on an empirical analysis of social expenditure data and three central social security programs, this article provides evidence that changes in Nordic social policy over this period have, in fact, been relatively minor. Indeed, the four welfare states of Denmark, Finland, Norway and Sweden have shown remarkable resilience considering the harsh challenges that they have been exposed to since the early 1980s. 相似文献

The Consumer Expenditure Survey makes it possible to disaggregate the income distribution of the whole country into four regional groups. This paper fits models over the regional summary tables of consuming units between income levels. The regional measures of central tendency are compared, and the mode, not normally published by the Census, is added. It also examines how the fulfillment of a federal government policy to pass on income to the poorer segments of the society could be financed if the cost of the subsidy is extracted by taxing a wealthy segment of the society. 相似文献

Recent changes to Australia's welfare system have impacted low‐income single parents who have been moved from a family payment, Parenting Payment Single, to a lower payment directed at individuals looking for work, Newstart Allowance. Research has shown that single‐parent families are particularly vulnerable to the risk of financial deprivation and poverty, and this recent welfare payment change further compounds the often dire financial situation for these families. Twenty‐three in‐depth interviews were conducted with low‐income single mothers who had been recently moved off the Parenting Payment Single and on to Newstart Allowance. As a result of this payment change and the decreased welfare assistance, the women spoke of needing to develop new strategies to compensate for their decreased income. This article focuses on the strategies these families developed and employed, exploring the women's ability to be resourceful in times of welfare changes. 相似文献

The concern that immigration could threaten the sustainability of the European Social Model is a reason to have a closer look at popular images of immigrants in the context of European welfare states. The focus is on Europeans' informal solidarity towards immigrants relative to other vulnerable groups in society. Using data from the European Values Survey 1999/2000 we find that in all European countries the public is least solidaristic towards migrants, in comparison with elderly people, sick and disabled people and unemployed people. Contrary to expectation, there is little relation between welfare state characteristics and people's solidarity, while the relative solidarity towards immigrants is higher in culturally more diverse countries. As expected, the relative solidarity towards immigrants is lower in countries with a more negative opinion climate towards immigrants and in poorer countries of Europe. 相似文献

The political economy of intergenerational income mobility in Singapore This study used the Singapore National Youth Surveys of 2002 and 2010 to measure the intergenerational dependence of youths' income on their parents' income. The pooled estimate of 0.24 gave a scaled value of 0.44, which when compared internationally indicates an economy with moderately low intergenerational income mobility. The findings analysed against Singapore's political economy suggest that the 2009 recession, a widened safety net and immigration might have mitigated the negative effects that a developmental welfare state and rising inequality have on intergenerational mobility. The effects of Singapore's differentiated education system were unclear. However, despite the limitations in data and data availability in Asia, the findings provide useful points of departure for other countries. The findings also indicate the need for more extensive data and research on what effects the current economic and policy trends have on mobility. 相似文献

Income is robustly associated with health status. Higher income is associated with lower mortality and morbidity, both cross-nationally and within societies. This relationship is not just confined to low levels of income, but extends well beyond median levels of income in society with diminishing marginal returns to health status with additional increments in income. Drawing upon the absolute and relative interpretations of income and conceptualising them simul-taneously at the individual and community level, we develop a typology of income–health relationships and discuss the distinctiveness of, and connections between, each type. We conclude that a multilevel conceptual and methodological framework is most appropriate to understand the income–health relationship. 相似文献

Conditionality in Australia’s welfare state has sustained a significant academic critique, including the critique published in this journal. In this Special Issue of the Australian Journal of Social Issues, we contribute to the existing critical literature on welfare conditionality. This Special Issue aimed to provide empirical scrutiny into welfare reform and conditionality in Australia. The articles extend our understanding of welfare conditionality’s underpinnings and its lived effects. These case studies illuminate the aspects of welfare conditionality that have not received enough attention: the role of technology, the question of mobility, the relationship with housing and the little thought given to the state’s role in mutual obligation. What is clear is that the individualisation of structural problems is not just a theoretical and political misstep ripe for critique, but leads to the formulation of policies that impact marginalised people’s capacity to shape life on their own terms. Through different empirical foci, all papers in this Special Issue demonstrate how welfare conditionality is put forward as a solution to address the consequences of structural disadvantage. 相似文献

If public attitudes towards the welfare state, inequality and immigration are becoming increasingly polarized, as recent political events might suggest, the space for progressive social policies is more constrained. Using data from the British Social Attitudes Survey (BSA) spanning 23years, we analyse trends in these attitudes, examining whether there has been divergence between those who have been more and less exposed to disadvantage through changes in the economy and the welfare state across more than two decades. Taken in this longer term context, and examining characteristics not previously considered in relation to public attitudes such as lone parenthood and disability, we find little evidence of polarization in attitudes to welfare, inequality and immigration and even some evidence of attitudinal gaps narrowing. We conclude that given this lack of division, there may be greater room for more pro-welfare and progressive policies than the prevalent narrative of polarization suggests. 相似文献

Immigrants' access to federally-funded Medicaid became limited after welfare reform imposed restrictive noncitizen eligibility rules. This study used a representative sample from the Current Population Survey (N?=?105,873) and state-level data to examine the effects of these policy changes on elderly immigrants. Triple difference-in-differences analyses show that federal restriction of eligibility had a significantly negative association with elderly immigrants' Medicaid coverage, and generous state eligibility had significantly positive relationships with Medicaid and any health insurance coverage. Findings indicate the important role of eligibility on elderly immigrants' health insurance coverage. Results call for social workers' actions to expand elderly immigrants' Medicaid eligibility. 相似文献

The traditionally strong dominance of the state in social security in Sweden has been replaced by a more mixed structure. Individuals are increasingly covered by a mix of private welfare, employment-based corporate welfare and state programmes. There are several reasons behind this development: shifts in the economic and political conditions, strong tax incentives for the individual to buy private insurance, increasing problems for the public system in covering the loss of income for middle and high income earners, repeated media reports that the public welfare system will go bankrupt in the near future and increasing reports on free-riding and cheating in the area of public insurance. The advantage of the more mixed system may be its similarities to social insurance in some of the European Community Member States. However, from a social policy point of view there are also some dangers. There will be increasing tendencies towards inequality. In particular, the difference in social security conditions between the skilfully employed and marginal groups will be even more marked. The unemployed, the young and people with physical or mental handicaps will be left outside the private and corporate structures. There is also a marked risk that some individuals be reach a level of coverage well above the loss of income, and this will be a disincentive to work. Private and corporate welfare systems are also largely invisible in the sense that individuals may not even know under what conditions they are covered. Another problem is that public attitudes towards the public welfare system will increasingly become more negative and different in various parts of the population. The effect of this may be a vicious circle: public social policy becomes increasingly inefficient and unpopular among the working population and remains only as a marginal system for small marginal groups. 相似文献

This study explored changes in net disposable income for low‐income single‐mother families before and after the 1996 welfare reform in the USA. Although many studies on welfare reform have focused on employment or total family income as a way to measure low‐income single‐mother families’ economic well‐being, little is known about their net income after expenses related to entering the workforce. This study analyzed net disposable income after tax deductions and childcare costs to provide a more accurate understanding of income changes using data from the Survey of Income and Program Participation conducted by the US Census Bureau. The results revealed that while low‐income single mothers were working more after welfare reform, their net disposable income decreased during this time because their earnings were low and offset by an increase in childcare costs and a decline in means‐tested benefits, including Temporary Assistance for Needy Families benefits. In most developed countries, disability income support caseloads are on the rise. Little empirical knowledge exists, however, about how policy-makers design these programmes, contributing to caseload growth. This article specifically explores how the boundary between who is eligible and who is not for disability income support is drawn in Australia and Canada. Forty-five interviews were conducted between March 2012 and September 2013 with informants who were or are currently involved in designing disability income support in these jurisdictions. Analysis followed the fundamental steps of grounded theory. Findings revealed that the informants describe this process as “gatekeeping,” which can be subdivided into two stages: (a) establishing the gate (definition of disability) and (b) operating the gate (who interprets the definition and how). I present the results using a conceptual model I developed, deconstructing each stage of the process of gatekeeping into discrete units of analysis. The model is useful for future comparative studies, providing a historical perspective and allows policy researchers to concentrate on specific aspects of the process in detail, which could lead to finding solutions to the challenges related to disability income support. 相似文献
