This article is based on my experience with translating research about AIDS, masculinity and risk in Malawi into the public sphere. My work was misinterpreted as demonstrating that African men want to get AIDS because they think it reaffirms their masculinity. I use the concept of gender-as-knowledge to organize my analysis of this response. I argue that media representations of AIDS in 21st century Africa are filtered through a centuries-old prism of racialized gender knowledge, in which African men are presumed to be irrational, sexually voracious, and uninhibited. This article concludes with cautions about the complexities of translating social research into the public sphere.  相似文献

The article takes a radical democratic starting point arguing the importance of the rural focus of research as a corrective to excessive emphasis on urbanism. Civil society is weak and autonomous public spheres hardly exist outside urban areas. But the author argues that the social and cultural resources that are present in the Southern African villages are both interesting and promising elements for future change. More research and more work will help develop a genuin ‘rural public sphere’.  相似文献

This article discusses concerns pertaining to the impact of continued exposure to violence for African American street life–oriented adolescent males as a public health concern and the importance of social work and human services to address this issue. Youth interviewed in this study discuss issues of exposure to violence and the navigation of multiple systems involvement, including child welfare, juvenile justice, educational systems, and their neighborhood life. Implications for social workers include the development of community-centric interventions that provide opportunities for youth voice and access to relationship building with trusted professionals and mentors.  相似文献

Boundary Politics in the Public Sphere: Openness, Secrecy, and Leak   总被引:1,自引:0,他引:1  
The issue of openness/secrecy has not received adequate attention in current discussion on the public sphere. Drawing on ideas in critical theory, political sociology, and cultural sociology, this article explores the cultural and political dynamics involved in the public sphere in modern society vis-à-vis the practice of open/secret politics by the state. It argues that the media, due to their publicist quality, are situated at the interface between publicity and secrecy, which thereby allows for struggles over the boundary of state openness/secrecy in the public sphere. A theory of boundary politics is introduced that is contextualized in the relationship among state forms, the means of making power visible/invisible (media strategies), and symbolic as well as discursive practices in the public sphere. In explaining the dynamics of boundary politics over openness/secrecy, three ideal-types of boundary creation are conceptualized: open politics, secrecy, and leak. The theory is illustrated with a case study of the Patten controversy in Hong Kong.  相似文献

Scholars have analyzed public relations’ role in democracy via proxy concepts like the public sphere and civil society. However, some have critiqued the public sphere on grounds of equal access and portrayed civil society as a guise for first-world imperialism. These critiques have implications for the role of public relations in the public sphere and civil society. This article suggests the normative role of public relations in democracy is best perceived as creating the social capital that facilitates access to spheres of public discussion and in maintaining relationships among those organizations that check state power. To that end, the paper argues that social capital does much to advance public relations theory and prescribe the role of public relations in democracy. Several implications for public relations from a social capital perspective are offered, including the creation of generalized societal trust, the building of cross-cutting or “weak” ties, the engagement of media on behalf of subaltern counterpublics, and the (re)creation of community or a fully functioning society.  相似文献

Historically, African Americans and white girls have not had the same access to playing sports as white boys have had. Changes in laws led to racial integration of sports teams and equal athletic opportunities for girls. Yet, racial and gender gaps in playing sports persist, and intersections between race and gender, as well as different contexts of participation, may contribute to the gaps. This article uses structural resource and racial competition theories to examine the interactions among race, gender, and school environment to determine whether racial gaps persist for boys and girls and whether individual and school-level factors account for gender-specific racial gaps in sports participation. We combine data on every ninth-grade student in North Carolina public schools with data from school yearbooks and find that racial gaps in playing sports differ by gender, and that school factors—including opportunities schools provide to play sports—have unique influences on racial gaps for boys and girls.  相似文献

The post‐repressive‐regime South African government has actively convened a public sphere bristling with institutions and policies designed to facilitate public deliberation. However, certain apartheid legacies and contemporary political compromises facilitate the reach of power into the convened public sphere, leading to the corralling of public deliberation and the attempted silencing of critical voices. By the end of the Mbeki presidency, a cacophony of public dissent erupted, some of it insisting on the importance of open public critique and some of it seeking to limit and shape dissent itself. The article discusses ongoing contests over the meaning of publicness, locating the roots of these different ideas of publicness in different political and intellectual traditions, each with different understandings of the deliberative citizen. It suggests that participation in public debate is increasingly confined to the exertion of a narrowly defined notion of national democratic citizenship. Arguing that the formation of counterpublic spheres in South Africa is inhibited, the article considers the role of what it terms ‘capillaries’ of public deliberation, in which various kinds of radical critiques of cultural values, norms, identities and the fragmentation of historical consciousness take place.  相似文献

There is an unfortunate tendency within some branches of sociology – particularly those usually called ‘critical’, that is, those associated with ‘critical social theory’– to treat with disdain the understanding of the public sphere that many modern governments use daily in making and implementing public policy. The majority of sociologists in those branches seem to prefer, as part and parcel of their normative commitments, Jürgen Habermas's Kantian understanding of the public sphere, which focuses primarily on reason and morality and insists that these two forces are of a higher order than politics and law. This paper offers a set of criticisms of the Habermas–Kant understanding, arguing that its focus on reason and morality, were it to become more widespread, would steer sociology into public policy irrelevance. The paper goes on to describe a very different understanding of the public sphere, a politico‐legal or civil‐peace understanding which operates as the public policy focus of those governments that have relegated questions of salvation (whether religious or ideological) to the private sphere. This understanding emerged from early modern attempts to carve out a domain of relative freedom and security against the deadly violence of religious disputation sweeping across Europe. The paper readily acknowledges that some ‘non‐critical’ branches of sociology already employ a version of this understanding.  相似文献

The authors describe intermediary organizations whose aim is to provide technical assistance to sports organizations about infusing a youth development emphasis into their programming. Team-Up for Youth, Sports PLUS Global, and the National Recreation and Park Association are the three organizations highlighted in this article. Team-Up for Youth's mission is to pioneer innovative strategies to support the healthy development of youth by strengthening and expanding afterschool sports and physical activity programs. Team-Up works with youth sports providers, policymakers and public officials, and staff and students at colleges and universities in the San Francisco Bay Area. It concentrates on five areas: training and education, coaching corps, grant making, public policy, and knowledge creating and sharing. Sports PLUS Global is an international organization that delivers educational training to communities using sports to promote human development, social change, and human rights. It uses the Positive Learning Using Sports (PLUS) method to reach children, coaches, and educators in camps and afterschool programs. The PLUS method employs twelve steps that are described in detail in the article. The National Recreation and Park Association (NRPA) engages national partners and local park and recreation agencies to improve the quality of youth sports nationwide. NRPA, in partnership with Sports Illustrated magazine, developed and manages the Sports Illustrated GOOD SPORTS initiative. Communities are improving youth sports through the following elements: teaching life skills, empowering success among youth, promoting physical activity and healthy lifestyles, and strengthening communities.  相似文献

This essay traces a body of work, as it emerges in the space between visual art and an engagement in the public sphere. A range of projects and exhibitions, using photography as medium, is described in the context of a discussion about the complexity of the photographic transaction. All of these projects explore notions of intimacy, pushing at the boundaries between ‘the private’ and ‘the public’ in the South African public cultural domain. The essay focuses particularly on Hotel Yeoville (2010), a participatory public art project-based online and in the library of the old Johannesburg suburb of Yeoville. Yeoville's estimated 40,000 inhabitants are largely disenfranchised migrants and refugees from every part of the African continent. The project comprised a website and an exhibition space with a series of digital, interactive booths in which members of the public were invited to document themselves through mapping, video, photography, text and social media applications. The essay reflects upon the performative, evocative and expressive potentials of the media platforms that could be accessed through the Hotel Yeoville installation and in this particular social and political context asks questions about the photographic encounter and its relationship to self-representation, truth, knowledge and power.  相似文献

This essay explores how migration within the African continent is framed visually by passport photos as well as artistic documentary projects based in Johannesburg, South Africa. It offers examples of what type of photographic (self-)portraits are constructed, which photographs circulate and how African migrants’ self-images as well as South African society’s perception of them are affected by certain photographic images. The method employed is a close reading of some paradigmatic photographs. In addition, I will discuss different – and often gendered – ways in which African migrant subjects may become visible. In short, this essay asks, what photographic portraits construct the hegemonic view of the African migrant subject in the public sphere? Accordingly, the tension between visibility and invisibility of African migrants’ lives emerges in the interstices of the inquiry. The paper first looks at the taking of identity photographs, since the passport photo exemplifies how the individual is made visible by the nation state. It can simultaneously serve as a poignant reminder of the ambivalent qualities of photography: on the one hand, documenting and codifying, and on the other hand, creatively representing. In this context, the essay explores the possibility of remaining invisible or “opaque,” but also the conceivably more empowering representational aspect of photography such as we see in participatory (art) projects, which may be connected to the visual politics of self-expression and reflection.  相似文献

Abstract

From 1999 to 2004, the Child and Youth Care Agency for Development (CYAD), a South African Non-Government Agency (NGO), has been working in partnership with the University of Victoria's International Institute for Child Rights and Development (IICRD) and Aboriginal Liaison Office (ABLO) to identify and reinforce community and cultural assets in supporting child and family resilience. The project, entitled Circles of Care: Community and Support for Children Affected by HIV/AIDS, has developed and piloted a model for community capacity building that supports traditional African community values, beliefs and governance structures (understood as Setso) in reinforcing child resilience through child rights based advocacy that partners children and traditional leaders (identified as Morena) and healers (called Dingaka).  相似文献

Public inquiries command significant political capital for liberal democratic states that premise their authority on being accountable to a generalized public sphere. By attending to the particular relations of visibility that are generated by these investigative state institutions, this article reveals the differentiated forms of legal and political accountability that structure the proceedings and case history of the 2006 Special State’s Attorney Report, which investigated the torture of African American suspects by Chicago police officers under the supervision of former Commander Jon Burge. More specifically, this article documents the racial relations of power that shape how state actors and institutions are made to answer for their conduct, explicating the ‘racial accountabilities’ that mediated this public inquiry as well as the practices of state violence it was tasked with investigating. On the one hand, these forms of accountability focused blame on the individualized actions of particular state actors, abstracting their conduct from the broader systemic conditions that have rendered African American populations vulnerable to racial state violence. On the other hand, this article explains how the forensic gaze deployed throughout the legal investigations into torture reconstituted its victims as objects of law with differential access to its forms of protection and technologies of redress. By detailing the force and dimensions of these racial accountabilities, this article illustrates how public inquiries and other institutions of law can reproduce and extend racial fields of violence while also regenerating public confidence in the efficacy and equality of the state.  相似文献

In post‐apartheid South Africa, testimony and personal narrative have opened a space for marginalised voices to emerge. At the same time, to testify is to occupy a position of vulnerability. This paper focuses on a series of self‐portraits by black HIV‐positive women and points to how their entry into the public sphere and the global art market has been conditioned by their social and economic marginality. These portraits have been read as ‘maps’, providing access to the truth of the subjects they represent. Such readings perpetuate rather than challenge the myth of the transparent, authentic African subject.  相似文献

This paper investigates contemporary academic accounts of the public sphere. In particular, it takes stock of post‐Habermasian public sphere scholarship, and acknowledges a lively and variegated debate concerning the multiple ways in which individuals engage in contemporary political affairs. A critical eye is cast over a range of key insights which have come to establish the parameters of what ‘counts’ as a/the public sphere, who can be involved, and where and how communicative networks are established. This opens up the conceptual space for re‐imagining a/the public sphere as an assemblage. Making use of recent developments in Deleuzian‐inspired assemblage theory – most especially drawn from DeLanda's (2006) ‘new philosophy of society’ – the paper sets out an alternative perspective on the notion of the public sphere, and regards it as a space of connectivity brought into being through a contingent and heterogeneous assemblage of discursive, visual and performative practices. This is mapped out with reference to the cultural politics of roadside memorialization. However, a/the public sphere as an assemblage is not simply a ‘social construction’ brought into being through a logic of connectivity, but is an emergent and ephemeral space which reflexively nurtures and assembles the cultural politics (and political cultures) of which it is an integral part. The discussion concludes, then, with a consideration of the contribution of assemblage theory to public sphere studies. (Also see Campbell 2009a)  相似文献

Little attention has been paid to how actors account for controversial institutional conduct or contested practices. Relying on a content analysis of letters to the editor, I explore how actors operating in the Habermasian “public sphere” justify the contested practice of linking Native American symbols with sports teams, and suggest that in their rejection of challengers to their definitions of the situation, authors create public accounts. Consisting primarily of justifications rather than excuses, these accounts are of four types: “denial of injury,” “assertion of benefit,” “claim of authority,” and “rejection of challenge.” For those who wish to conduct comparative analyses of contested practices, these concepts may prove useful.  相似文献

This paper is focused on the emergence of the European public sphere debate. This discussion has become more and more prominent between scholars of European Studies who have given it both normative and empirical attention. This is due to a variety of reasons, but in particular the increase in research about the legitimacy of European integration, which has been the subject of a wide debate since at least the beginning of the 1990s. Firstly, the article critically assesses the normative arguments that have supported the development of the European public sphere, by focusing on the social, political and cultural dimensions of European integration. After having assessed this debate and underlined current challenges emerged in light of recent events (such as the euro‐crisis, the rise of euroscepticism and the rise in far right movements), the article then introduces the empirical research on the europeanisation of the public sphere, by looking at the development of an agenda that has more and more concentrated on the fragmentation and fluidity of such construct. This discussion is key to introduce the final part of the article, which focuses on the role of civil society in the broader European constituency and in the public sphere. The article highlights some of the ambiguities inherent to the current research agenda, by calling for a more comprehensive approach to study active citizenship in Europe that departs from a consideration of the NGOs activists as the main locus of analysis.  相似文献

This article describes how infants' bodies were portrayed in a range of Australian popular media texts. Four main discourses on infant embodiment were identified: the infant as ‘precious’, ‘pure’, ‘uncivilised’ and ‘vulnerable’. While, on the one hand, infants were positioned as the most valuable and affectively appealing of humans, they were alternatively represented as uncivilised. Infant bodies were portrayed as appropriately inhabiting the domestic sphere of the home and as barely tolerated or even as excluded in the public sphere. The discussion looks at how concepts of ‘nature’, civility and Self and Otherness underpinned the identified discourses.  相似文献

Democratic theorists and social scientists suggest that a deliberative public sphere would be good for democracy by maximizing emancipatory possibilities and providing broad legitimacy to political decision making. But do ordinary Americans actually want a deliberative public sphere? I examine this question in the context of four contentious “religion and science” debates. Through a multidimensional evaluation exercise with 62 ordinary respondents, I find that evaluation of public representatives in these debates tends to favor open‐mindedness and ongoing debate. Further, respondents explicitly discount elected representatives who participate in public debate precisely because they are seen as violating deliberative norms through their affiliation with electoral politics. Respondents want a deliberative public sphere. However, this desire reflects an understanding of the public sphere and institutional politics as disconnected arenas with incompatible rules and objectives, raising multiple questions for democratic theory and for political sociology.  相似文献

South Africa's negotiated transition promised significant gains for gender equality, as women acquired one-third of the seats in the national parliament, secured constitutional protection, and began a process of legislative and institutional reform. Once apartheid was dismantled, the programs of racial and gender empowerment theoretically should have proceeded at the same rates, given the rhetorical commitments of the liberation parties. Life for the majority of South African women, however, continues to be marked by socio-economic hardships, patriarchal domination, and gender violence. This article asserts that the roots of women's continued inequality are found within the western reform models utilized by the anti-apartheid movement that reproduced public/private, male/female dichotomies in state institutions, thereby entrenching male discourse and power. The data suggest that in order to disrupt the power of the patriarchy women need to challenge male domination within the domestic sphere as well as challenging gender discrimination in public political spaces.  相似文献
