This article describes factors that predict the use of early childhood education and care among Latino families, as compared to non-Latino black and non-Latino white families in the United States in two age groups (0–2 and 3–5 years old). Using National Household Education Survey data, this study presents a framework and examines the association of numerous child and family characteristics with the number of hours children spend in care, the number of care arrangements, and the type of care used. Multinomial logit results show that once preexisting differences between Latino and black families and between Latino and white families are equalized, differences in the type of care are often eliminated. Findings suggest that the observed enrollment patterns of Latino children are due in part to their over-representation in families that are poorer, have lower levels of maternal education, and have lower levels of maternal employment.  相似文献

This study examined the child care arrangements of children in immigrant families. Using data from the Survey of Income and Program Participation (SIPP), the study found great diversity in the child care arrangements of children according to their nativity status. Children in immigrant families, especially those in low‐income immigrant families, were found less likely to use centre‐based child care. Mexican, Asian, and other Hispanic children are also less likely to use centre‐based child care. Because quality centre‐based child care has been shown to benefit preschool‐age children and help prepare them for school, both scholastically and psychologically, less use of centre‐based child care among children in immigrant families compared to children in non‐immigrant families is a potentially troubling finding. Public policies promoting greater access to and more use of centre‐based child care, especially for low‐income immigrant families and two‐parent immigrant families, may make a significant difference to their children's long‐term adaptation, and their children's school readiness and achievement.  相似文献

Using data from interviews with 323 low‐income women living in rural counties in 11 states, child care arrangements for 672 children under 13 are described in relation to women's employment status, partner availability, and child age. As found in previous studies of rural areas, informal care is frequently used, regardless of full‐ or part‐time work or partner availability. Single mothers rely more on regulated care arrangements than mothers with partners and are more likely to pay for informal care than other mothers. Work in part‐time and service jobs suggests the need for flexible arrangements. Public data on child care availability and access in rural areas, the cost of care, and state subsidy programs suggest reasons for rural women's child care decisions. Policy implications of the study findings are shared.  相似文献

This study examined the use of multiple, concurrent, nonparental child‐care arrangements among children under 5 with employed mothers in the NICHD Study of Early Child Care and Youth Development (N= 759). Older children, those primarily cared for in informal child care, those living in cohabitating or single‐parent households, and those whose mothers were employed for 40 or fewer hours per week were likely to be in multiple arrangements. Higher quality primary child‐care and lower maternal satisfaction with primary care predicted the subsequent use of multiple arrangements. Little support for income differences in selection into multiple arrangements was found. Findings highlight the importance of child‐care characteristics and structure in child‐care choice. Policy implications are discussed.  相似文献

By investigating how locally available early childhood education and care quality relates to maternal employment choices, this study extends the literature, which mostly has focused on the importance of day care availability or costs. The authors provide differentiated analyses by the youngest child's age and for West and East Germany to examine moderating influences, such as work‐care cultures, in a market with strongly state‐subsidized provision and near‐universal participation of preschool children. The empirical analysis linked the Socio‐Economic Panel and the Families in Germany Study for 2010 and 2011 (N = 3,301 mothers) with regional structural quality data and applied multivariate regression models. In East Germany, mothers with a child under age 3 years who lived in districts with smaller day care groups were more likely to be employed and to extend their work hours. For mothers in West Germany and those with older children, day care quality was not significantly related to employment.  相似文献

The purpose of this study is to examine the predictors of formal, early child care usage and to study the differences between immigrant and nonimmigrant families in their use of formal (center-based, preschool, Head Start, and family child care) and informal child care arrangements (grandparent and nanny) among California’s children. Since the California Health Interview Survey (CHIS) had children from California’s immigrant and nonimmigrant families, the data for 897 preschool age children who attended child care for 10 h or more were retrieved from the CHIS 2005 Child Survey. This study found that immigrants are twice more likely (OR = 2.006; p < 0.005) to use formal child care than nonimmigrant families in California. This study examined independent and interactive relations between the interparental relationship and maternal employment in predicting fathering within low‐income, Mexican American two‐parent families (N = 115). Interparental conflict was negatively related to quality fathering, and these relations were noted only for single‐earner families. The parenting alliance was positively related to quality fathering irrespective of maternal employment. Fathering was associated with lower levels of child depression and conduct problems. Results suggest that bolstering quality fathering is a useful avenue for improving child well‐being and that strengthening the interparental relationship can support quality fathering and child mental health within Mexican American families.  相似文献

This study examined the influence of maternal education and other child and family characteristics on the enrollment of children in early childhood education and care. Data come from the National Household Education Survey for a 14-year period and include children ages 0-5 years old. Multinomial logit analysis was employed to show the effect of maternal education on the likelihood of being enrolled in a specific type of care arrangement including both formal and informal settings. Findings suggest that more advantaged children, even those under 3 years of age, enroll in higher quality settings, thereby granting them an advantage when they begin school.  相似文献

While enrollment into early education programs has increased significantly in the past two decades, many low-income children still do not attend these programs due to lack of funding and access. This study uses data from the 2005 National Household Education Survey to examine the effects of child care subsidies on the enrollment of low-income children in early childhood education programs. Multinomial regression results show that families that receive child care subsidies are more likely to place their child in center-based preschool programs. The analyses also show that subsidy receipt increases the probability of using center care for low-income households. These findings indicate that policies aimed at increasing funding and availability of early education for low-income families can help close the gap in enrollment.  相似文献

Using the nationally representative Early Childhood Longitudinal Study, Birth Cohort (2001–2006; N ?7,900), the authors examined child‐care arrangements among teen parents from birth through prekindergarten. Four latent classes of child care arrangements at 9, 24, and 52 months emerged: (a) “parental care,” (b) “center care,” (c) “paid home‐based care,” and (d) “free kin‐based care.” Disadvantaged teen‐parent families were overrepresented in the “parental care” class, which was negatively associated with children's preschool reading, math, and behavior scores and mothers' socioeconomic and fertility outcomes compared with some nonparental care classes. Nonparental care did not predict any negative maternal or child outcomes, and different care arrangements had different benefits for mothers and children. Time spent in nonparental care and improved maternal outcomes contributed to children's increased scores across domains. Child‐care classes predicted maternal outcomes similarly in teen‐parent and nonteen‐parent families, but the “parental care” class predicted some disproportionately negative child outcomes for teen‐parent families.  相似文献

This study examines the relationships between maternal employment, nonparental care, mother‐child interactions, and preschoolers’ outcomes. Data from the Canadian National Longitudinal Survey of Children and Youth (N= 1,248) show that maternal employment during the previous year, especially full‐time employment, was related to care by nonrelatives, longer hours in school settings, fewer positive mother‐child interactions, and less reading with parents at ages 2 and 4. Controlling for these mediators, maternal employment was related to children’s lower hyperactivity, more prosocial behavior, and less anxiety at age 4, although little relationship was found at age 2. The results indicate that preschoolers may benefit from maternal employment, but benefits may be offset by long hours of nonparental care and fewer positive mother‐child interactions.  相似文献

The purpose of the current study was to assess a structural level explanation of racial disparity in child maltreatment. Using data from Florida counties (1998–2001) and the 2000 census, the effects of poverty, concentrated poverty, and female‐headed families in poverty on Black, White, and the difference between Black‐White rates of child maltreatment were assessed (N= 67). Results suggested that the structural covariates of maltreatment vary by race and that differences in female‐headed families in poverty can explain some, but not all, of the Black‐White racial disparity in child maltreatment. Increasing programs that focus on reducing poverty among female‐headed Black families and the exposure of Black families to concentrated poverty should decrease some of the overrepresentation of Black children in the child welfare system.  相似文献

Child‐care instability is associated with more behavior problems in young children, but the mechanisms of this relationship are not well understood. Theoretically, this relationship is likely to emerge, at least in part, because care instability leads to increased parenting stress. Moreover, low socioeconomic status and single‐mother families may be more vulnerable to the effects of instability. This study tested these hypotheses using data from the Fragile Families and Child Wellbeing study (N = 1,675) and structural equation modeling. Three types of child‐care instability were examined: long‐term instability, multiplicity, and needing to use back‐up arrangements. Overall, findings showed little evidence that parenting stress mediated the associations between care instability and child behavior problems among the full sample. Among single‐mother and low‐income families, however, needing to use back‐up arrangements had small positive associations with parenting stress, which partially mediated the relationship between that type of care instability and child externalizing behavior problems.  相似文献

Early care and education (ECE) enables parental employment and provides a context for child development. Theory suggests that lower child care costs, through subsidized care or the provision of free or low-cost arrangements, would increase the use of ECE and parents’ employment and work hours. This paper reviews the research literature examining the effects of child care costs and availability on parental employment. In general, research suggests that reduced out-of-pocket costs for ECE and increased availability of public ECE increases ECE attendance among young children, and has positive impacts on mothers’ labor force participation and work hours. However, there is considerable heterogeneity in findings. Among U.S. studies that report the elasticity of employment to ECE price, estimates range from ?0.025 to ?1.1, with estimates clustering near 0.05–0.25. This indicates that a 10 % reduction in the price of child care would lead to a 0.25–11 % increase in maternal employment, likely near 0.5–2.5 %. In general, studies using more recent data or data from non-U.S. countries find smaller elasticities than those using U.S. data from the 1990s. These differences may be due to historical and cross-national differences in ECE attendance, labor force attachment, and educational attainment among mothers with young children, as well as heterogeneity in the methodological approaches and data used across studies. More research in the U.S. using contemporary data is needed, particularly given recent changes in U.S. ECE policy.  相似文献

Using data from the birth cohort of the Early Childhood Longitudinal Study (n = 1,200) and the Mexican Family Life Survey (n = 1,013), this study investigated the living arrangements of Mexican‐origin preschool children. The analysis examined children's family circumstances in both sending and receiving countries, used longitudinal data to capture family transitions, and considered the intersection between nuclear and extended family structures. Between ages 0–1 and 4–5, Mexican children of immigrants experienced significantly more family instability than children in Mexico. They were more likely to transition from 2‐parent to single‐parent families and from extended family households to simple households. There were fewer differences between U.S. children with immigrant versus native parents, but the higher level of single parenthood among children of natives at ages 0–1 and the greater share making transitions from a 2‐parent to a single‐parent family suggest ongoing erosion of children's family support across generations in the United States.  相似文献

This study examined reunification outcomes among Mexican immigrant families involved in the child welfare system, and compared characteristics of Mexican-origin and non-immigrant children involved in the child welfare system. An exploratory retrospective longitudinal design using administrative data from two counties in Northern California was utilized. The quantitative sample (N = 2152) included children entering the foster care system for 8 or more days between January 1, 2001 and December 31, 2007 in the two participating counties. Child welfare administrative data (CWS/CMS) were merged with eligibility data (CalWIN) in order to obtain parent and child place of birth and citizenship status. Quantitative measures drawn from the merged CWS/CMS and CalWIN dataset included the following: demographic characteristics, immigrant characteristics, case characteristics and reunification outcomes. Results indicated that a significantly higher proportion of Mexican immigrant families (70.7%) were reunified than non-immigrant families (43.1%). Significant correlates of reunification among Mexican immigrant families included the following: mothers with authorized citizenship status (vs. unauthorized citizenship status), mothers whose primary language was Spanish (vs. English), and children with two or fewer placements (vs. three or more placements). Differences between Mexican-origin and non-immigrant children were that Mexican-origin children were older on average than non-immigrant children, and they were more likely to experience physical abuse, sexual abuse or emotional abuse; they were also more likely to be placed in foster care or a group home (vs. relative care). Implications for social work practice and policy are discussed.  相似文献

Combining conceptual models from immigration and educational research, this study investigated whether a normative antecedent to the transition to formal schooling in the contemporary U.S. – early child care – links Mexican immigrant status to various aspects of school readiness. Regression models with nationally representative data revealed that children from Mexican immigrant families were overrepresented in parental care and underrepresented in center‐based care compared to their native peers from other race/ethnic populations, which helped to explain a significant but small portion of their generally lower rates of both math achievement and externalizing symptoms in kindergarten. This mediating role of early child care, however, paled in comparison to family socioeconomic circumstances.  相似文献

The welfare reforms of 1996 changed the administration of public assistance to children and families. One of the key provisions, requiring parents to join the workforce, resulted in an expanded need for child care. Prior research demonstrates that welfare recipients, particularly in rural areas, utilize informal child care arrangements. Further, recipients in rural communities face greater challenges due to a lack of transportation, geographic spread, and less access to services. This qualitative study examined the child care selection experiences of 33 welfare recipients in six rural Northern California counties. More families selected home-based than center-based child care. During their search processes, welfare recipients utilized both formal and informal routes to locate child care providers. Parents took advantage of their connections with the social service system, but also accessed their social networks for recommendations. Rural families also reported that their choices were constrained by the available programs, transportation, and by the quality of the programs they were able to access. Given the high rate of utilization of home-based arrangements among families in welfare-to-work programs, quality of care in such programs should be improved. Recommendations for increasing quality and access, as well as supports for welfare to work participants, are discussed.  相似文献

Within the United Kingdom there is growing awareness of the need to identify and support the small number of children who are living in families experiencing multiple problems. Research indicates that adverse experiences in childhood can result in poor outcomes in adulthood in terms of lack of employment, poorer physical and mental health and increases in social problems experienced. It is acknowledged that most of these children are known to child welfare professionals and that some are referred to social services, subsequently entering the child protection system. This paper reports research conducted with 28 experienced child welfare professionals. It explores their views about families known to the child protection system with long‐term and complex needs in relation to the characteristics of children and their families; the process of intervention with families; and the effects of organisational arrangements on practice. The research indicates that these families are characterised by the range and depth of the problems experienced by the adults, such as domestic violence, mental health difficulties and substance misuse problems, and the need for professionals to have good inter‐personal skills and access to specialist therapeutic services if families are to be supported to address their problems. Combining work and family responsibilities is challenging when children have special needs, and mothers commonly make employment‐related adjustments. In this study, the authors examined associations between maternal work absence and child language impairment and behavior problems in preschool children. Questionnaire data at child age 3 years from 33,778 mothers participating in the prospective population‐based Norwegian Mother and Child Cohort Study were linked to national register data on employment and long‐term physician‐certified sick leave at child age 3–5 years. Mothers who reported having a child with language impairment had a consistently higher risk of not being employed and were at increased risk of taking long‐term sick leave at child age 5 years. Co‐occurring problems were associated with excess risk. Language impairments in preschool children, in particular when they are co‐occurring with behavior problems, are likely to have a range of negative short‐ and long‐term consequences for the financial and overall health and well‐being of mothers and their families.  相似文献
