Social welfare agencies have official reasons and requirements for the construction of case records. Sociologists have detected a set of unofficial reasons that shape case records in practice. This paper suggests that case records that record the lives of children in child welfare systems are written, inter alia, to deny the failure of interventions, to justify the refusal to serve “bad clients,” and to justify the decision to extend hegemony over “good” clients.  相似文献

The creation of public internet access facilities is one of the principal policy instruments adopted by governments in addressing 'digital divide' issues. The lack of plans for ongoing funding, in North America at least, suggests that this mode is regarded mainly as transitional, with private, home-based access being perceived as superior. The assumption apparently is that as domestic internet penetration rates rise, public access facilities will no longer be needed. Central to this issue are the varied characteristics of publicly provided and privately owned access sites and their implications for non-employment internet activities. What are the relative advantages and disadvantages of these two access modes? More fundamentally, how do people conceptualize public and private spaces and how does this perception influence their online activities? Finally, why do people choose one over the other, and how do they navigate between the two? This article attempts to answer these questions by drawing on data generated within the Everyday Internet Project, a 'neighborhood ethnography' of internet usage. It argues that the conventional view of private and public access facilities as immiscible, fixed alternatives is inadequate. Rather than 'pure' types, they are better understood as offering hybrid spaces whose identity and character are fluid, perceived differently by individuals in light of the activities being performed, life experiences, infrastructure and architecture. The picture emerging from our study is one where public and private access modes intertwine with each other in a variety of ways, their combination offering significant additional value for many users. From a public policy perspective, these findings suggest that if universal access is to be achieved, there is a continuing need for publicly supported broad-spectrum facilities with integrated technical support and learning opportunities, even if domestic penetration rates approach that of the telephone.  相似文献

ABSTRACT

This paper analyzes the diffusion of neoliberal policies from the UK to Australia and New Zealand, and then to the Asia-Pacific region. The analytical framework employed is the world systems model developed by Immanuel Wallerstein. The primary focus of attention is the spread of public-private partnerships (PPPs) modelled on the UK Private Finance Initiative (PFI). Despite the demise of the PFI in its country of origin, and repeated failures in Australia and New Zealand, there is still considerable enthusiasm for the model in Australasia reflected in eagerness to export national expertise through aid and financial links.  相似文献

This article explores the paradoxical prominence of seemingly private family stories and memories in the democratic public spheres emerging in the wake of the ‘Dirty War’ in Argentina and apartheid in South Africa. In part because the discourse of the family was used in these cases to both uphold and protest dictatorial regimes, individuals who lost family members to state violence became powerful moral agents in the post‐dictatorship and post‐apartheid periods. Narratives told by and about these individuals – ranging from personal testimony given in each country’s truth commission to representations in theatre, fiction and film – have worked to constitute what may be called a ‘public private sphere’. They not only express personal grief, but also (and especially in wider cultural circulation) have been emplotted and mobilised to construct democratic publics. These may or may not correspond to the nationwide publics envisioned in state discourses of reconciliation. Using genealogical fiction surrounding ‘disappeared children’ in Argentina as a lens to analyse South Africa, this article argues that stories of children attempting to piece together their family histories reveal this dynamic as they become sites for convening democratic publics and critiquing transitional politics.  相似文献

In the absence of performance reporting standards, nonprofit organizations face difficulties in accommodating the varied and changing informational requirements of public and private funders. Clients, volunteers, management, and staff also use and demand performance information. The authors studied four human services organizations in Victoria, British Columbia, Canada, and their performance reporting across the management cycle, from planning through implementation and monitoring, to external reporting and auditing. The authors analyzed documentary evidence and conducted interviews with users of performance information. they conclude this article by proposing a set of general standards nonprofit organizations can use in performance reporting.  相似文献

This paper compares the operations and discusses the effectiveness of public and private sector provision of solid waste collection in Kampala, Uganda. Household data suggest that the private sector is more effective than the public sector. Private sector companies provide services like container provision and providing timely and fixed collection time tables. Contrary to popular perception, fees charged by private companies are moderate. Public sector clients are charged fees even when the service is supposed to be free. Clients of private sector providers are more satisfied than those of public sector providers. It is however, revealed that while public sector serve mainly the low incomes, the private sector serves mainly the rich. In spite of these notable differences, clients of both public and private sector perceive the problem of solid waste management (SWM) in Kampala to be very serious. The effectiveness of public and private sector operations in solid waste collection in Kampala is hampered by corruption and lack of transparency. Given the situation of open competition for clients involving both public and private sector in Kampala, it is possible the public sector can operate effectively if they start commercial services officially like their private sector counterparts. This calls for a formal public-private partnership where the public and private sector can work together with the public sector dominating poor and marginalized areas while the private sector concentrates on rich neighborhoods.  相似文献

Are organisational climates in private hospitals compared to public hospitals, more favourable? To assess the differences, motivational orientations, perceived satisfaction with intrinsic aspects of the job, professional commitment orientations and perceived organisational climates by the medical professionals, senior administrative and professional nursing personnel are compared. All the groups in the public hospital tended to be higher in motivational orientations. On the other hand, all the groups in private hospital showed higher satisfaction with intrinsic aspects of the job, professional commitment orientations, and perceived favourableness of the organisational climate. We compare play in private and public committees when insiders care both about how well the committee decision serves organizational goals, and about the rewards which outsiders give for representing their interests. We show that a private committee reaches decisions which better serve organizational goals than either a public committee or the median insider choosing alone; and that a committee can only exhibit a norm of consensus if insiders vote in private. Finally, any insider who does not vote for a private committee’s decision must vote for a decision which better serves organizational goals; whereas a dissident in a public committee votes for a decision which worse serves organizational goals.  相似文献

By the late 1990s, Pierre Bourdieu had become the primary public intellectual of major social scientific status at the head of the anti-globalization movement that emerged in France and in other Western European countries. This article discusses how Bourdieu became a leading public intellectual, a role that seems to contrast with his early years as a professional sociologist. It explores what seemed to change in Bourdieu’s activities and outlook as sociologist and what seems to have remained constant. It identifies several institutional conditions that seemed necessary for Bourdieu to be able to play the kind of public intellectual role he did in his later years. Bourdieu’s movement from a peripheral position to a central location in the French intellectual field, the changing character of the field itself, the growing influence of the mass media in French political and cultural life, the failures of the French Socialists in power, a cultural legacy of leading critical intellectuals in France, a unifying national issue of globalization, and the political conjuncture in 1995 all intersected in ways that opened a path for Bourdieu to choose new and more frequent forms of political action. His responses to that combination of factors at different moments reveal both a striking continuity in desire to preserve the autonomy of intellectual life and a change in view and strategy on how best to do that. The article concludes with a brief evaluation of Bourdieu’s public intellectual role.  相似文献

We prove that Arrow's theorem and, with quasi-transitive social preferences, a version of Mas-Colell and Sonnenschein's theorem, hold when there are simultaneously private and public goods, and the individuals are supposed to have selfish, continuous, convex and strictly increasing preferences.
