Little empirical research has examined the effects of case characteristics on high‐quality teamwork within family meetings in child welfare. We attempted to fill this gap using 497 child welfare cases in a Midwestern state in the United States. We found that overall teamwork was negatively associated with domestic violence, frequent placement moves, and a permanency plan of adoption, whereas teamwork was positively associated with the length of involvement in the child welfare system. We also examined the relationships between the case characteristics and two components of teamwork. The results showed that domestic violence and the length of the involvement were equally significant factors for both team formation and functioning. The permanency plan of adoption was a significant factor for team formation, but not for team functioning. Finally, family voices and frequent team meetings appeared to be stronger factors for improving both team formation and functioning. The results suggest that families in the child welfare system have different experiences in forming and functioning high‐quality family team meetings. Therefore, it is necessary to customize specific processes and strategies to promote teamwork depending on the child and family's characteristics and situations.  相似文献

This paper describes the implementation of a specific, community‐based, multi‐family group (MFG) intervention strategy (Families and Schools Together [FAST] babies) aimed at improving the outcomes for infants of teenage mothers in 11 Canadian communities. The aims of this social work group intervention were (1) to engage the teenage mothers into a socially inclusive experience that might challenge the social disapproval they often experience, (2) to enhance the mother–infant bond, while increasing feelings of parental efficacy, and (3) to enhance the social context of the teenage mother by reducing stress, social isolation and intergenerational family conflict. Groups were co‐led by teams of service users (a young mother, a grandmother of the baby of a teenage mother and a father of the baby of a teenage mother) collaborating with multi‐agency professionals (health visitors and social workers). Teams that reflected the ethnic diversity of the participating family members were trained to facilitate eight weekly group meetings. They showed respect for the young women's ‘voice’, and supported her ‘choice’ to prioritize motherhood as her defining identity. The meetings comprised a range of activities, including crafts and singing, discussion of ‘conflict scenarios’ in cross‐familial, cross‐generational groups, infant massage delivered to babies by the young mothers, grandmother support groups, and a shared community meal. Where necessary, teams made referrals for specialist help. One hundred twenty‐eight young mothers came once to 17 groups, and 90% graduated having attended a minimum of six sessions. Evaluation data from mothers and grandmothers showed positive change when comparing pre and post, based on standardized questionnaires. One‐tailed, paired t‐tests showed statistically significant increases in parental self‐efficacy for the teenage mothers, improved parent–child bonds, reductions in stress and family conflict, and increases in social support. Given that rates of teenage pregnancy in the UK are among the highest in Europe, this paper concludes with a discussion of the feasibility and possible merits of introducing FAST babies to England.  相似文献

The article begins by challenging what is considered to be the relative neglect by child and family social work of the importance for children of school and teachers. Key roles of school in children's lives are conceptualized. School is argued to have potential as an ally for children, a guarantor of basic protection, a capacity builder, a secure base from which to explore the self and the world, an integrator into community and culture, a gateway to adult opportunities and a resource for parents and communities. It is suggested that school can have a special supportive value for children experiencing adversity, including those in state care or under supervision, those whose parents have divorced, and those recovering from abuse or neglect. The implications of the central importance of schools and teachers for child and family social work are discussed with reference to the child as client, work with teachers, work with the wider school and community, and policies in social work agencies and in education and training programmes for social workers and teachers.  相似文献

Over the past two decades, child protection authorities internationally have begun to implement models of family participation in child protection decision‐making. Debate exists about the extent to which these models promote family involvement in decision‐making. While a significant body of research on family and professional experience and perceptions of models of family participation in decision‐making has emerged, there has been little observational research of these approaches. In this paper, we report on observational data from 11 family group meetings (FGMs) in a child protection context in Queensland, Australia. Under Queensland child protection law, these meetings are referred to as an inclusive process for child protection decision‐making and planning. We draw on observational data to analyse how family inclusion in child protection decision‐making is facilitated, or limited, by the FGM process. We consider tensions in the realization of a participatory ethos in child protection services systems and discuss what practitioners can practically do to enhance family participation in child protection decision‐making.  相似文献

This study explores whether family and community social capital variables influence children's school status in Mexico. Additional predictors related to human and financial capital were included as control variables. Two hundred and four mothers were interviewed as part of a larger study on the impact of social capital on children's street work in Monterrey, Nuevo León, Mexico. Logistic regression results suggest that family and community protective factors associated with children's academic achievement include parental help with homework, mothers' academic aspirations, extended family support and mothers' social support networks. The author reports on family- and community-based predictors of children's school status and discusses the social work profession's role in strengthening families and communities to enhance children's academic achievement.  相似文献

To examine educational expectations and the factors that influence them, this paper presents a study of elementary school‐aged children in China, with a particular interest in migrant children. This study revealed the significance of family socioeconomic status (SES), parental involvement, and children's school experiences to children's educational expectations. The findings of this study showed no significantly different patterns of factors influencing children's educational expectations between the migrant and the non‐migrant children in public schools. The implication of this finding is that it is not simply migrant status which affects a child's educational expectation; rather it is a set of family SES and school experiences. Future research considering diverse migrant child population is suggested.  相似文献

This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? This article examines parents' involvement in care order decision‐making in four countries at one particular point in the care order process, namely, when the child protection worker discusses with the parents his or her considerations regarding child removal. The countries represent different child welfare systems with Norway and Finland categorized as ‘family service systems’ and the USA as a ‘child protection system’, with England somewhere in between. The focus is on whether the forms and intensity of involvement are different in these four countries and whether the system orientation towards family services or child protection influences practice in the social welfare agencies with parents. Involvement is studied in terms of providing information to parents, collecting information from parents and ensuring inclusion in the decision‐making processes. A vignette method is employed in a survey with 768 responses from child protection workers in four countries. The findings do not show a consistent pattern of difference regarding parental involvement in care order preparations that align with the type of child welfare system in which staff work. The goal in each child welfare system is to include parents, but the precise ways in which it is carried out (or not) vary. Methodological suggestions are given for further studies.  相似文献

This qualitative study aims to understand the parenting distress and parental investment of Hong Kong Chinese parents with a child having an emotional or behavioural problem. The parents of 24 children and adolescents who sought psychiatric consultation within the study period were interviewed using open‐ended questions. The data revealed a vicious reciprocal interaction in which the symptoms affected the parents’ psychosocial well‐being, which in turn impacted unfavourably on the identified patient. With three exceptions, the parents in this study had engaged in different activities prior to the psychiatric consultation, including information search, changes in the methods of parenting, attempts to reduce family stress, reliance on superstitious beliefs, and reaching out for professional help and social services. The parental investment indicated parents’ resilience in facing the child’s problems. Implications for service development and social work intervention are discussed.  相似文献

Family homelessness is a key social issue across many European countries and is associated with uncertainty, a lack of safety and increased risks for children which can trigger the involvement of child welfare services. Living in homeless accommodation during the early years of a child's life also has the potential to impact on a child in many ways, for example, academically, physically, emotionally and socially. In the current paper, the authors review existing literature regarding the impact of family homelessness on children's development in order to identify key messages for social work practitioners working with children and families experiencing homelessness, for example, in the field of child protection and welfare. Findings reveal that family homelessness impacts on various aspects of a child's world and ultimately on their development, as a result of reduced social networks, inappropriate space to facilitate play, increased school mobility and school-dropout rates and increased levels of behavioural challenges and mental health concerns. These findings are discussed with relevance to social work practice when working with children and families who experience homelessness and how social work professionals can address the developmental needs of children who experience homelessness. Implications regarding future research and the education and training of social workers are also explored.  相似文献

In this article, we present a qualitative analysis of couples’ child care arrangements using an empowerment model. Data are taken from gender-segregated focus group interviews with eight married, co-residential couples parenting young children. We analyze this data using an empowerment model that focuses on individuals’ experiences recognizing and acting on opportunities to exercise control, which in this case we conceptualize as preferences for child care involvement. In addition to this focus on interpersonal negotiation between parents, we build on Bronfenbrenner's (1979, 1986) ecological perspective and understand child care arrangements as emerging within complex social systems, demanding constant negotiation between the person and environment. Thus, our attention to empowerment includes a focus on the notable contexts of work, school, and community. We find that in many ways, both mothers and fathers in our sample felt little control over ecological factors shaping child care arrangements. For mothers, empowerment was a process that involved varying degrees of control over fathers’ involvement in child care within the further confines presented by work and school. Fathers generally felt empowered to engage in child care tasks when they chose to do so. This stands in contrast to mothers’ implicit responsibility for the care of their children and need to request fathers’ involvement unless social contexts demanded it.  相似文献

This study extends the investigation of family process models of parental dysphoria and child adjustment, by examining depressive symptoms in both fathers and mothers, and by examining children's representations of family relationships as possible explanatory mechanisms. Participants were 232 children (Time 1 mean age: 5.99; 105 boys, 127 girls) and their cohabiting parents, who participated for three consecutive years. Children's internal representations of multiple family relationships were assessed by means of a story stem completion task. Structural equation modeling indicated that children's inter‐parental and attachment representations are part of the process whereby parental depressive symptoms influence child externalizing symptoms. Maternal depressive symptoms also predicted changes in children's representations of marital and attachment relationships over time. The implications for family process models of relations between parental depressive symptoms in community samples and child development are discussed.  相似文献

In Australia, like other developed countries, there has been an increase in reports to child protection services about children experiencing domestic violence. While there is research on the importance of the skills and knowledge of the child protection workforce for this growing problem, little is available about practitioner attitudes and beliefs. This paper presents findings on research undertaken in New South Wales, which is the most populated state in Australia. The research considered the attitudes and beliefs of the statutory child protection workforce about domestic violence. It relied on a large-scale survey of 1041 child protection practitioners. In order to compare the attitudes and beliefs of child protection workforce with those of the general community, the survey replicated questions from the Australian National Community Attitudes towards Violence against Women Surveys. Overall, the attitudes and beliefs of the workforce more closely reflected contemporary theory and evidence about domestic violence than those of the community. The research also examined variations in the attitudes and beliefs of the child protection workforce according to practitioner characteristics, finding variations by gender. The implications for the fields of child protection and social work are discussed.  相似文献

The Adoption Assistance and Child Welfare Act of 1980 (PL 96-272) requires that a permanent plan be developed for all youngsters in out-of-home placement. It also requires that agencies provide services to prevent placement out of the home, and that where placement cannot be prevented, the child is to be returned to the biological family as soon as possible. Following the passage of 96-272 increasing pressure developed in the practice community to reunify families, with extensive discussion focusing on the merits of the overall outcome. However, there has been very little emphasis a the systematic investigation of which kinds of reunification efforts work best. This study provided three types of parental involvement at Five Acres-The Boys' and Girls' Aid Society of Los Angeles County, and carefully measured to ascertain which of the different models was most successful toward the goal of reunifying families.  相似文献

The body of ‘service user’ literature confirms the value of parental perceptions of child and family social work and the insight parents and others can offer. This paper lends my voice to the literature regarding parental perceptions, inspired by the work of Pamela Davies, who provided a personal account of the impact of a child protection investigation. This paper draws upon my experiences of being a father of two ‘disabled children’ and undergoing an assessment of need. This paper seeks to draw attention to issues of choice, power imbalances and the role of expertise. My personal experience of undergoing an assessment was that it was an emotionally fraught process, for the duration of the assessment, our family stress increased and we had a sense of having to ‘battle’ for the support we needed. As such, my personal experience fits well with the wider body of literature, which highlights the increased stress of caring for children with additional needs, the challenges of ‘fitting’ disabled children into the frameworks used to assess all children and the difficulty for parents and professionals in distinguishing between ‘normal’ parenting responsibilities and the additional responsibilities of caring for a disabled child.  相似文献

The purpose of the present study was to examine the relations among family ecological factors including parental educational and occupational status, family income and housing conditions, the quality of the marital relationship and social support, parental acceptance and rejection, and social competence in a sample of Chinese children. Four hundred and seventy-six primary school children in Shanghai, P.R. China, and their parents participated in the study. Children were administered a peer assessment measure of social behavior and a measure of their perceptions of parental behavior. Parents completed questionnaires concerning family background, parental acceptance and rejection, perceived social support, and marital conflict and satisfaction. Teachers completed a rating scale concerning children's behaviors in school. Information on children's leadership was collected from the school administrative records. Results indicated that parental educational and occupational status was associated with family psychological conditions which, in turn, were predictive of parental acceptance. Family capital resources were negatively related to parental acceptance. Results also indicated that parental acceptance was associated positively with prosocial-competent behavior in children and negatively with aggressive behavior in children. Parental educational and occupational status was directly associated with children's competent behavior. Finally, it was found that family psychological resources were positively related to competent behavior and negatively related to aggression in children, through the mediation of parental acceptance and rejection. Family capital resources were indirectly and positively associated with child aggression through the mediation of parental acceptance and rejection.  相似文献

Adult–child relationship factors were examined to determine whether they differentiated between individuals who follow expected versus unexpected educational pathways. Low-income participants (96 men, 83 women) in the United States were followed from birth through age 23. Individuals were identified who followed expected versus unexpected pathways to high school graduation or dropping out based on academic achievement and behavioral problems. Patterns of parental involvement in school were significantly different between expected dropouts and unexpected graduates in middle childhood. In contrast, expected graduates had higher levels of parent involvement in middle childhood, more supportive parent–child relationships in early adolescence, and higher levels of social competence with adults than unexpected dropouts .  相似文献

In the last two decades in rural China, increasing numbers of children of economic migrants have been left behind with kin, which is of growing concern for social work and welfare policy. The genesis of this rural to urban migration has been China's rapid economic development and greater opportunities for work in better paying jobs in cities. However, there is growing evidence of the negative impact upon these children. This paper reports the views of caregivers (= 23) and school personnel (= 5) from a small town in Northeast China. Interviews sought adults opinions on these children's needs, with the major outcome being children's need to be empowered – to be respected, to express themselves, to have influence, and to be supported to be able to more fully participate in education and their communities. We argue that caregiver strategies to empower children left behind provide insight into culturally appropriate processes and practices that underpin social inclusion. However, some discrepancies between the views of caregivers and school personnel alert us to the potential for tension between family and broader community and institutional views. Implications for social work practice include responding to the cultural values embedded in child rearing practices and local ideas about children's entitlements.  相似文献

The purpose of this study was to better understand both why some children disclose more about their misbehavior to their parents than do other children, as well as why a child discloses to parents about misbehavior in some situations but not in others. Analyses test parental warmth, children's beliefs regarding the legitimacy of parental authority and their own obligation to disclose misbehavior, and parent's responses to children's disclosure of disagreement with parents’ rules and children's misbehavior as predictors of both between‐person and within‐person variations in disclosing and revealing forms of information management. Parent‐child dyads (n = 218) were interviewed during the summers following the child's 5th (M age = 11.9 years) and 6th grade school years. Feeling obligated to disclose rule violations and believing that parents have legitimate authority to impose rules across more topics explained why some children reveal more and conceal less from parents than do other children. Children were more likely to conceal information about the specific topics for which they felt less obligated to disclose rule violations and following rule violations in areas in which their parents previously punished rule violations.  相似文献
