This paper investigates the causal effect of improvements in health on economic development using a long panel of European countries. Identification is based on the particular timing of the introduction of public health care systems in different countries, which is the random outcome of a political process. We document that the introduction of public health care systems had a significant immediate effect on health dynamics proxied by infant mortality and crude death rates. The findings suggest that health improvements had a positive effect on growth in income per capita and aggregate income.  相似文献

The relationship between financial development, economic growth and millennium development goals are unsettled in the literature. Using four indicators of financial development, this paper studies the link between the three variables in South Africa. In general, per capita income improves per capita spending on education in the short run. However, total domestic credit to GDP ratio decreases spending on education. There are highly significant long run relationships among the variables. Improving access to private sector credit and increasing per capita incomes are associated with improvement in health outcomes in South Africa. There are no short run nor long run relationships between household spending on clothes, economic growth and financial sector development. Improved private sector credit also improves household spending on food. In general, there are long run relationships between per capita spending on food, per capita income and financial sector development.

This discussion of some problems regarding the policy of controlling population growth in China focuses on the formation and the development of the policies of planned population growth control, how demands of modernization require a policy of only 1 child for each couple, and the need for ideological education as well as essential economical and administrative measures. The process of forming and developing the population control policies of China can be divided into 3 phases: the mid-50s to the early 1970s; the early 1970s to March 5, 1978 -- the date the new constitution became effective; and March 5, 1978 to the present. The 1st formal policy on planned popultion control emerged in 1956 at the 8th national meeting of the Communist party. The necessity for propagating planned birth control and advocating planned birth was recognized at this time. During the 2nd phase, the planned birth program was almost stopped by interference from an anti-revolutionary group. The maladjustment between population development and economic development were getting worse during the 1966-1971 period. Health services in both rural and urban areas were developed, and maternal and child health care services were reinforced in order to lower the death rate and to increase the practice of birth planning. The objective was to adjust the birth rate by improving production development and the living coinditions of the people. The new constitution indicated that the country should advocate and practice planned birth. The special committee on planned birth of the State Council, meeting in June 1978, established guidelines for the national planned birth program. The population policy of only 1 child for each couple was proposed for the longterm benefit of China and its people and because of the urgent demand of the 4 modernizations. The indication of the achievement of the 4 modernizations by the end of the 20th century is a per capita income of 1000 United States dollars. To reach the $1000 figure, the per capita income needs to be increased 3-fold. This is a difficult task, and to realize it effort must be placed on both material production and population control. Problems that may result from the advocation of only 1 child for each couple are reviewed. The way to promote the exeuction of the policy of planned control of population growth is to apply ideological education as the major method and to integrate it with economical and administrative measures.  相似文献

The paper analyzes an economy with an agrarian and an industrial sector. Demand is determined by Engel's Law. Population growth follows a non‐linear income dependent path according to the theory of demographic transition. In case of decreasing returns to scale in the agrarian sector the existence of a stable low‐income equilibrium with high population growth can be shown. If this equilibrium is globally unstable, the system evolves towards a steady‐state of perpetual economic growth and low population growth. The path of demographic transition coincides with a path of structural change from an economy specialized in agriculture to a fully industrialized economy. The introduction of an income dependent savings rate allows the interpretation of the low‐income equilibrium as a limit cycle and, therefore, the explanation of high fluctuations in population growth and per capita income in least developed economies.  相似文献

This paper studies the relationship between public education and pay-as-you-go social security in a representative democracy, where the government reacts both to voting and lobbying activities of workers and pensioners. While an intergenerational conflict prevails concerning actual social security contributions, workers may prefer public education for its positive effect on later pension benefits. Population aging diminishes the relative lobbying power of pensioners, leading to a higher contribution rate, educational expansion, and higher per capita income growth. Across the demographic transition, declining mortality followed by declining fertility produces decades of rising support ratios as child dependency falls. These improving support ratios raise per capita consumption, other things equal, but eventually deteriorate as the population ages. Population aging and the forces leading to it can produce not only frightening declines in support ratios but also very substantial increases in productivity and per capita income by raising investment in physical and human capital. Longer life, lower fertility, and population aging all raise the demand for wealth needed to provide for old-age consumption. This leads to increased capital per worker even as aggregate saving rates fall. However, capital per worker may not rise if the increased demand for wealth is satisfied by increased familial or public pension transfers to the elderly. Thus, institutions and policies matter for the consequences of population aging. The accumulation of human capital also varies across the transition. Lower fertility and mortality are associated with higher human capital investment per child, also raising labor productivity. Together, the positive changes due to human and physical capital accumulation will likely outweigh the problems of declining support ratios. We draw on estimates and analyses from the National Transfer Accounts project to illustrate and quantify these points.  相似文献

The Chinese State Council exhorted the masses in 1984 and 1986 to improve upon its adherence to the birth policy. The policy of 1 child per couple is the proper policy reflecting specific historical conditions. China's goal to modernize cannot be realized if the population grows unchecked. With the exception of minorities and certain rural families, all couples are affected by this policy. The 1 child rate jumped from 20.73% in 1970 to 58.3% in 1984, while the 3 child rate dropped to 19.8% from 60.21% during those years. In order to solve one of China's major future population problems, it is necessary to continue advocating 1 child per couple. With the 1986 population at 1,060,080,000, China's average per capita income is among the lowest in the world. It is not enough simply to improve the economy. Population growth must be contained at 1,200,000,000 by 2000. If every couple were permitted 2 children, and allowing for unplanned births, the population would be 1,300,000,000 in 2000. Therefore, it is essential to encourage more couples to limit families to 1 child through example by officials, propaganda, material incentives and priorities in jobs and housing.  相似文献

Education alone cannot effectively control population growth. Benefit to the individual must be coordinated with the benefit to the community and the country. It is absolutely necessary and possible to control population by economic means. The economic policy in Tienjing includes: 1) give preference to single child families in child care, health benefits, education, and employment, and financially punish families with more than two children; 2) establish a better rationing policy, one not based on a per capita ration, and give preference to single child families; 3) establish retirement benefits and guarantee higher living standards for retirees who have either no children or only 1 or 2 children, and give paid sick leave to people experiencing complications following sterilization operations; 4) establish equal inheritance rights for both male and female offspring; and 5) give bonuses to units with excellent family planning results and to medical personnel with fewer complications during sterilization operations, and financially punish groups with poor family planning results. In order to effectively implement the economic means, coordinate bonuses with punishment, and coordinate local policies with those of the entire society. The key is strong leadership, but the voluntary and active involvement of the public insures success.  相似文献

This paper reviews the issues in evaluating public policy interventions that are designed to address the economic burden of population ageing. It then briefly reviews the main public policy options with application to Australia. The economic burden of ageing is defined as the burden on national economic well-being over time and the extent to which this burden is shared between the public and private sectors. A key policy issue is the extent to which the economic burden of ageing should be spread out over present and future generations. This depends on how we value the economic well-being of future generations relative to our own, future projections of economic growth, and the rate at which our subjective sense of well-being improves with our living standards. The paper discusses policies to boost the labour force participation rates of older workers, measures to boost fertility and immigration policy. Also discussed are several policies to shift the burden of ageing from the public to private sectors: the establishment of government financial funds such as the Future Fund, superannuation policy, and health and aged care policy.  相似文献

I relate the demand for children to parental incomes and the cost of rearing children — especially to the value of the time spent on child care and to public policies that change the cost of children. This paper also links the demand for children to investments in their human capital and other dimensions of the so-called quality of children. Fertility is shown to depend too on child and adult mortality, uncertainty about the sex of children — if there is a preference for boys, girls, or for variety — uncertainty about how long it takes to produce a conception, and other variables.Since biological necessity dictates that succeeding generations overlap, it is not surprising that fertility in one generation influences the fertility of succeeding generations. The overlapping generations approach provides a useful framework for relating fertility choices to population growth and macroeconomic changes.The modern approach to fertility leads to very different interactions between population growth and economic growth than is implied either by Malthusian or the usual neo-classical growth models. In particular, it provides a framework for analyzing how societies escape a Malthusian-like stagnating equilibrium and embark on the journey toward becoming modern economies, where per capita incomes, human capital, and physical capital all continue to grow, fertility declines to rather low levels, and married women participate extensively in the labor force.This essay was prepared for the Nobel Jubilee Symposium, Lund, Sweden, December 5–7, 1991. Production of population and goods are closely related, mutually restricted, and should be included in our economic plan. Population projection is important in implementation and study of population policy. It is also the foundation of population regulations. Assuming 2 children per couple the population growth rate will be 1% in 1985 and .6% in the year 2000. Therefore, we cannot realize our goal of .5% population growth rate by 1985 and 0% by 2000. A 9% annual growth rate of national production will be required to reach our goal of $1000 U.S. per capita income by the year 2000, a goal that history proves is difficult to achieve. 2 children per couple, therefore, cannot meet our urgent requirements of modernization and educational improvement. A 2nd assumption of 90% single child families after 1 year would yield an average annual population growth rate of .38% in 1985 and .012% in the year 2000. This assumption leads to a rapid population decrease, too rapid for most to accept the change. The 3rd assumption is a gradual increase in single child families to 50% in 1985 and 90% in the year 2000. The resulting growth rates will be .5% in 1983 and near 0% in the year 2000. The projected population boom from 1987 to 1996 will be decreased to an annual increase of .4-.5%. This assumption provides time for people to understand and recognize the importance of the policy. It meets the requirements of modernization and will help improve China's educational and living standards. All 3 assumptions were based on 3 children per couple for minorities.  相似文献

Coordination of population growth with economic development is the fundamental element for the development of society. Based on China's present condition and our future goal--to be a communistic society--per capita income was suggested to be the most important criterion. Because the primary requirements of a communistic society and the goal of our socialistic production are material abundance and a highly developed civilization, per capita income is also the best criterion to measure the level of our "Four Modernizations" program and the coordination of population with the economy. The economic development based on per capita income also has international significance, for it will indicate the excellence of our system and contribute our strength to world peace in the future. In order to continue increasing per capita income the primary goal is increased production. On the other hand, a rapid population growth delays economic development. A comparatively small difference in population growth rate (a decrease from 1.5% to .5%) leads to a large difference in total population and the investment in the population after many years (e.g. 20 to 40 years). For China's present condition the slower the population growth rate the better for our economic development and the faster the per capita income will increase.  相似文献

In a recent paper, Hashimoto and Tabata (J Popul Econ 23:571–593, 2010) present a theoretical model in which the increase in the rate of dependence due to aging of the population leads to a reallocation of labor from non-health to health production and, as a consequence, to a decline in economic growth. We argue that these results rely heavily on assumptions of a “small economy” and perfect capital mobility, which tie down the amount of capital. In this paper, we proceed by analyzing the case of an economy in which the availability of capital is endogenously determined by domestic savings. We find that the new “capital accumulation effect” is opposite to the previous “dependency rate effect,” leaving the effect on economic growth ambiguous. In particular, if the former prevailed, population aging would foster economic growth, a result that finds support in recent empirical work.  相似文献

In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

China's family planning program is described in reference to its goals, approaches, and achievements. Between 1949-83, China's population increased from 541 million to 1,024,950,000. The population has a young age structure, and the median age is 22.9 years. 80% of the population is rural, and 90% of the population lives in the southeastern region of the country. In view of this demographic situation, the government recognizes the need to control population growth. China's goals for the year 2000 are to increase industrial and agricultural input by 400% and to keep population size below 1.2 billion in order to ensure that per capita income increases. In accordance with these goals, the government, in 1979, began advocating a 1-child policy. To ensure the survival of single children, the government also launched a program to upgrade maternal and child health (MCH). In some rural areas and among certain minority groups, the 1-child restriction is not applied. Family size goals will vary with time. These variations will reflect the need to maintain a balance between economic growth and population growth. A variety of incentives are used to promote the 1-child family. For example, single children receive medical and educational benefits, and in some rural areas, the parents of single children can obtain additional land contracts. Economic disincentives are also used. The government seeks to obtain compliance with the policy primarily through educating the public about the consequences of uncontrolled population growth. All channels of the mass media are used to deliver the messages, and the publicity campaign is especially intensive in rural areas. A comprehensive plan to provided family planning and population education for middle school students is currently being implemented. Each local area develops its own fertility control plan. This plan is then incorporated into the nation's overall plan and the overall plan is implemented from above. Family planning workers bring free contraceptives directly to the people, and family planning motivators are found in almost all villages, neighborhood committees, factories, and military units. As a result of these efforts, China made great strides in controlling population growth and improving MCH during the last decade. The birth rate declined from 27.93 to 18.62, and the total fertility rate declined from 4.01 to 2.48. 124 million couples were practicing contraception by the end of 1983. 41% used IUDs, 37.4% relied on tubal ligation, 12.9% relied on vasectomy, 5.1% on oral contraceptives, and 1% on other methods. The quality of maternal and child care also improved. 92.7% of all deliveries are now performed by trained midwifes. Infant and maternal mortality rates declined considerablely in recent years. Currently the respective rates are 35.68/1000 live births and 0.5/1000 live births. In 1983 alone, the gross national agricultural and industrial output increased by 46.1%. Since 1979 per capita income increased annually by 18.3% among rural residents and by 10.7% among urban workers. China controls and operates its own population program, but in recent years, it increased its cooperation with UN Fund for Population Activities, other UN agencies, and nongovernment agencies. China recently completed its 3rd national census, and demographic research institutes have been established in 10 universities.  相似文献

Employing an overlapping generations endogenous growth model in which parents derive utility from having children and, additionally, expect children to support them in old age, this paper explores the interrelation between growth, fertility, and the size of pay-as-you-go financed public pensions. It is shown that small sized public pensions stimulate per capita income growth, but further increases in public pensions eventually reduce it. Fertility, on the other hand, falls by an increase in public pensions if they are either small or large. Medium sized public pensions, however, may stimulate fertility. Sri Lanka has been an oft-cited example in the demographic literature of developing countries over the past 4 decades. Despite its low level of per capita income, Sri Lanka has managed to achieve the lowest level of fertility in South Asia. Sri Lanka's population policies, especially with regard to fertility, have been rated as strong by some writers. The evolution of policies on population growth in Sri Lanka is described in the following sections: the problem of population growth, strategies for controlling population growth, the period of indirect government participation from 1948 to 1965, policy change during 1965-77, 1977 as the beginning of a new era of increasing government commitment to domestic population polices, and strategy changes from 1989 onwards. During this current, most recent, phase of population policy in Sri Lanka, the government has focused upon satisfying the demand for various family planning methods, demand which has been created by a well-promoted fertility control program during the preceding phases of policy implementation. Greater emphasis is simultaneously being given to improving reproductive health.  相似文献

Human history observed significant changes in life expectancy over the last three and half decades (1960–1995). This study attempts to explore the determinant factors behind improvements in life expectancy in most of the countries in the Post World War II period. In this context the study estimates a double logarithmic convergence type model where the dependent variable is relative change of life over the period and the explanatory variables are initial per capita real gross domestic product, initial per capita calorie intake as percentage of requirement, adult literacy rate at the initial point of time, and initial physician per thousand of population. The study estimates different variants of the basic model. Female population has been treated separately. All estimates have been offered for three broad income groups low, middle and high. An attempt is also made to take into account the effects of some public health measures such as access to safe drinking water and access to sanitation.  相似文献

本文利用STIRPAT扩展模型,对1985—2007年湖南数据进行分析,探讨人口数量、人均消费、人口城市化、产业结构、老龄化对碳排放的影响,研究结果表明:人口数量、人均消费、城市化和老龄化驱动碳排放增长,而以产业结构表示的技术水平显著地抑制碳排放的增长:在不同阶段,人口数量、人均消费、人口城市化、产业结构、老龄化对碳排放的影响不同。人口数量的影响程度逐步降低,而人均消费和人口城市化逐步超过人口数量成为第二和第三驱动力.老龄化是驱动碳排放最主要的因素。针对各因素对碳排放的影响,本文提出相关政策建议。  相似文献
