Despite the potential for government employment policies both to encourage and preclude migration among the Aboriginal workforce, little is known about the impacts of such policies. This paper seeks to construct a base line for identifying these impacts by establishing the spatial structure of labour migration among the Aboriginal and Torres Strait Islander population. It makes use of 1986 Census data to describe the volume and pattern of net and gross flows of working-age Aborigines and Islanders through the national settlement system, distinguishing between movements in remote and closely settled parts of the country. Full determination of the links between policy and migration flows awaits comparison with 1991 Census results.  相似文献

Data from the 1991 Census largely confirm earlier projections of the size and structure of the Aboriginal population, although the data for Torres Strait Islanders are markedly inconsistent with previous counts. The 1986 and 1991 Censuses mark the first intercensal period for decades for which Aboriginal population counts have been consistent. This provides an opportunity, taken in this paper, to examine closely the discrepancies between projections and the 1991 Census and to comment on ways in which determinants of Aboriginal population change are diverging from the parameters used for previous projections. We pay particular attention to mortality prospects, because of the occurrence in the 1991 Census of a higher than expected sex ratio and differences between projections and counts for certain age groups. We note the evidence for under-enumeration of the Aboriginal population in particular age groups in the 1991 Census as in previous censuses, and estimate the size of adjustments necessary to correct for some, but not all, of these deficiencies. The analysis shows that Aboriginal fertility increased in the second half of the 1980s.  相似文献

Background

Aboriginal women and families are under-represented in Australian research on pregnancy and childbirth. The Aboriginal Families Study aimed to investigate the views and experiences of a representative sample of women giving birth to an Aboriginal baby in South Australia between July 2011 and June 2013, using methods designed to respect Aboriginal culture and communities.

Methods

A team of 12 Aboriginal researchers facilitated community engagement and recruitment of Aboriginal and non-Aboriginal mothers of Aboriginal infants in urban, regional and remote areas of South Australia over a two-year period.

Results

A total of 344 women took part, around a quarter of all Aboriginal women giving birth in South Australia in the study period (39% urban, 35% regional and 25% from remote areas). Participants were representative in relation to maternal age (mean age of 25 years, range = 15–43 years). Over half of women (56%) first heard about the study via a member of the fieldwork team making contact with them through community connections. Other major sources of recruitment were: Aboriginal health services/programs (20%) and public maternity hospitals (16%). Almost all of the women (95%) recruited via community networks of the fieldwork team completed the questionnaire. In contrast, 51% of women recruited via public hospitals completed the questionnaire (odds ratio = 0.1, 95% confidence interval 0.0–0.1, p < 0.001).

Conclusions

Aboriginal researchers’ community knowledge and leadership is critical to the conduct of successful Aboriginal health research. High levels of participation in research by ‘harder to reach’ populations are achievable when researchers take time to build relationships and work in partnership with communities.  相似文献

Low birth weight in Aboriginal babies has become a persistent quandary as their average birth weight continues to be lower than that of non-Aboriginal babies. Arguments, reviews and research abound to explain this difference which is deemed unacceptable and needing resolution. A précis review of current theories and findings around low birth weight in Aboriginal babies is presented as a background for much needed alternative considerations of this issue. The low birth weight dilemma requires urgent rethinking of Aboriginal women's experiences and feelings of their pregnancies and possible effects on their unborn babies. There is a critical need for empowerment of Aboriginal women that goes beyond rhetoric and dominant ideologies about what is best for them and their babies, and genuinely enables them to assume control and self-determinism in ways that might make a significant difference, including importantly to their babies’ birth weights.  相似文献

The aim of this paper is to explore mortality in Quebec during the nineteenth century from a demographic perspective. During the nineteenth century, there was excess urban mortality in various countries; in order to identify such mortality differentials, we compared mortality indicators for the province of Quebec and then for the urban areas of Montreal and Quebec City. Using data from various studies, we produced life tables and compared life expectancies. We show that at different times during the nineteenth century, spatial variations in mortality levels across the province of Quebec and its urban areas were significant. According to the data we analyzed, mortality is undoubtedly higher in urban areas even though a convergence in trends took place towards the end of the century, resulting in an overall reduction in mortality. Also, exploring life expectancies within a cohort approach at times of fast-changing mortality patterns has proved to be instructive. Life expectancy estimates based on a cross-sectional approach were systematically lower than those resulting from a cohort-specific one. Trends diverged to a greater extent beginning with the 1870 cohort, reflecting the improvements made from that point on to World War II. Since current mortality levels are substantially determined by the cumulative effects of past behaviour specific to each generation, it is quite obvious that mortality analysis will reveal its true meaning only with the help of cohort life tables.  相似文献

Hurricane Katrina’s effect on the population of the City of New Orleans provides a model of how severe weather events, which are likely to increase in frequency and strength as the climate warms, might affect other large coastal cities. Our research focuses on changes in the migration system—defined as the system of ties between Orleans Parish and all other U.S. counties—between the pre-disaster (1999–2004) and recovery (2007–2009) periods. Using Internal Revenue Service county-to-county migration flow data, we find that in the recovery period, Orleans Parish increased the number of migration ties with and received larger migration flows from nearby counties in the Gulf of Mexico coastal region, thereby spatially concentrating and intensifying the in-migration dimension of this predominantly urban system, while the out-migration dimension contracted and had smaller flows. We interpret these changes as the migration system relying on its strongest ties to nearby and less-damaged counties to generate recovery in-migration.  相似文献

Estimates of Aboriginal fertility compiled from an analysis of 1981 and 1986 Census data on children ever borne by Aboriginal women reveal age-specific fertility rates slightly higher than those of other Australian women at ages above 25, but very much higher rates for younger women. The result is a total fertility ratio more than 50 per cent higher than in the total Australian population, with no more than slight variation between States and Territories. A differential analysis using standardized indices shows considerable differences in levels of fertility of categories of young Aboriginal women classified by education, labour force status and income, and also differences between urban and rural areas. Analysis of prospects for Aboriginal fertility levels confirms the likelihood of continuation in the downward drift in levels of fertility that has been established during the past decade. Comparison of the estimates with another recent set of estimates obtained using the own-children method shows broad conformity in levels of total fertility ratios over time, except in the most recent period, the mid-1980s. Nevertheless, the own-children estimates distort the recent trend and also the age distribution of Aboriginal fertility.  相似文献

Abstract Statistics of migrants returning from Canada to Britain and re-registering for national insurance purposes are compared with labour force immigrants entering Canada between 1956 and 1965. Short and long-term indices are calculated which suggest that return migration has been increasing since 1960. A sample survey carried out in 1962-63 distinguishes three types of returning migrant: (a) quasi-migrants who originally planned to return to Britain; (b) permanent repatriates who originally intended to settle in Canada but now expect to remain in Britain; (c) transilient migrants who exhibit a high propensity to move backwards and forwards between two or more countries without becoming permanently rooted in anyone. The demographic, economic and social characteristics of the three types are described. A further comparison is made between migrants who plan to settle in Britain, those who intend to come back again to Canada, and those who are uncertain of their future plans or who intend to move on to a third country.  相似文献

This paper reports on a pilot study of migration to Greater Bombay, initiated on the recommendation of the Population Commission of United Nations, and utilizes both published tables from the 1961 Census of India and a set of specially prepared tables from the same census. Migrants were defined by birthplace and cross-classified by age and duration of residence in Bombay.Data (1901-61) on net migration (obtained from successive age-sex distributions) are analyzed in terms of underlying trends to give historical perspective to the analysis of recent data with special emphasis on changes in industrial and occupotiona structure.For the 1951-61 decade, the extensiveness of out-migration of former in-migrants, its age-sex selectivity, and its high incidence among recent migrants are demonstrated. As is true elsewhere, migration to Bombay is shown to be highly selective for ages of maximum economic activity. Migration streams to Bombay were preponderantly male, and, among males, the married segment predominated. The propensity to migrate was unusually high among minority religious groups. As to educational level, migrants were superior to the general population at origin but inferior to nonmigrants residing in Bombay. The work participation rates of migrants were higher for every age group than for resident nonmigrants; the proportion of employees was higher; and there was evidence of migrant concentration in industries and occupations requiring less skill, less education, and less capital than was true of nonmigrants. There were significant tendencies toward "division of labor" among various migration streams on the basis of skills and abilities acquired not only by formal education but also through tradition and precept. From the standpoint of the promotion of social change, the large volume (and selectivity) of reverse or return migration is especially note-worthy.The paper concludes with a methodological evaluation of the reliability and validity of duration-of-residence data and indicates that the relatively simple techniques of enumeration and tabulation utilized in this pilot study may have wide applicability in other developing countries.  相似文献

The influence of seasonal change and weather on mood, social activity, weight, food consumption, and sleep length was compared across urban Aboriginals (n = 43), urban non-Aboriginals (n = 49), and remote Aboriginals (n = 39) in Ontario, Canada. Such research is important since climate change may differentially shape the well-being of social groups. Behavioral items—including mood, social activity, weight, sleep, and food consumption—were measured using the Seasonal Pattern Assessment Questionnaire, and associations between these items and meteorological data were examined with bivariate and multivariate approaches. Weather variables had consistent, significant associations with behavior except within the remote Aboriginal group despite living in a more extreme climate. Lifestyle and adaptation may contribute to an increased weather tolerance among remote Aboriginal people, intriguing findings as cultures grapple with the implications of future climate change.  相似文献
