Information Technology and Quality Management in Public Social Work

ABSTRACT

Managing a non-profit organization for public social work is primarily a matter of quality management which is the responsibility of the service manager. Because of (a) the actual state of quality assurance in the public social work branches, and (b) the professional character of the organizations, a Public Social Work Quality System asks for intensive involvement of professional workers in the development of the system. PS+QS is both a development method and a system model. It organizes the clients' routing through the institution. The major part of the workflow management concerns phasing of the service and counselling processes. PS+QS is a system of communication structured by information techniques. Professional counsellors and their service managers apply the professional standards and check on their application.     

Gender and New Public Management: Reconstituting Academic Subjectivities

This article is located within the context of British Higher Education. It examines the ‘radical reforms’ of New Public Management (NPM) (marketization and managerialism) in the management of university organizations. The article has two main aims. First, to explore the extent to which NPM initiatives have influenced individual women academics’s day–to–day experiences of the gendered academy and their professional identities. Second, to understand individuals’ active responses to NPM to develop theorizing of individual resistance in public service organizations. Adopting a Foucauldian feminist framework, it is suggested that the introduction of NPM presents a site for political struggle for women academics. The article explores the gendered nature of NPM, to determine how, in three individual universities, different women academics have responded to the ‘managerialist challenge’. Finally, the article focuses on the ways in which different women academics might accommodate, resist, or transform the discourses of NPM, the factors facilitating this, and the material outcomes.

New Public Management Is Dead--Long Live Digital-Era Governance

The "new public management" (NPM) wave in public sector organizationalchange was founded on themes of disaggregation, competition,and incentivization. Although its effects are still workingthrough in countries new to NPM, this wave has now largely stalledor been reversed in some key "leading-edge" countries. Thisebbing chiefly reflects the cumulation of adverse indirect effectson citizens' capacities for solving social problems becauseNPM has radically increased institutional and policy complexity.The character of the post-NPM regime is currently being formed.We set out the case that a range of connected and informationtechnology–centered changes will be critical for the currentand next wave of change, and we focus on themes of reintegration,needs-based holism, and digitization changes. The overall movementincorporating these new shifts is toward "digital-era governance"(DEG), which involves reintegrating functions into the governmentalsphere, adopting holistic and needs-oriented structures, andprogressing digitalization of administrative processes. DEGoffers a perhaps unique opportunity to create self-sustainingchange, in a broad range of closely connected technological,organizational, cultural, and social effects. But there arealternative scenarios as to how far DEG will be recognized asa coherent phenomenon and implemented successfully.

Breaking Through the Information Blockade: Election and Revolution in Ukraine 2004

The mass media are an important part of modern elections and revolutions. This was certainly the case in Ukraine in 2004 when a key Presidential election erupted into the Orange Revolution and resulted in a change in the country’s ruling political elite. This paper looks at the impact of the mass media on political events in Ukraine during the 2004 presidential election campaign, and suggests that television in particular played a central role in the events which led to the Orange Revolution and its aftermath. It looks at how both the establishment and the opposition used the media to try and achieve their political goals, whether they were successful, and what the implications are.     

The Haitian Revolution,History's New Frontier: State of the Scholarship and Archival Sources

Focusing on the era of the Haitian Revolution, this article analyses recent historiographical developments in both French and English. Though the field has made great strides in recent decades, it occasionally remains hampered by insufficient archival research, a parochial approach by US and French scholars, and linguistic fragmentation. The article also includes a survey of the main archival resources that are available to scholars in Europe, the Caribbean, and the USA.     

Public Management at the Ballot Box: Performance Information and Electoral Support for Incumbent English Local Governments

Publishing performance information about local public services,an increasing trend in many Organisation for Economic Co-operationand Development countries, matters politically because it hasan effect on incumbent local governments' electoral support.Voters are able to use performance information to punish orreward incumbents in the elections that follow their publication,which may fill a gap in the chain of accountability betweenvoters and governments. We model the introduction of publishedComprehensive Performance Assessments of local authorities inEngland, which make summary information about performance availableto voters, as a "shock" to the relationship between voters andincumbents. Controlling for an unpublicized measure of performancechange over time, change in the local tax level, change in localeconomic conditions, and whether the local incumbent is theparty of the incumbent government at the national level, wefind negativity bias. Incumbents in local authorities in the"poor" performance category experience a substantial reductionin aggregate vote share at the election following publication,but there is no similarly sized reward for those in the highestperformance category.     

The Campaign of the Committee on Public Information: Its Contributions to the History and Evolution of Public Relations

The campaign of the Committee on Public Information (CPI) was an ambitious attempt by the U.S. government to influence public opinion. More importantly, the CPI contributed to the evolution of public relations through its use of basic principles of effective communication including unity of voice, message simplicity, and source credibility. The committee's campaign encouraged citizens to be stakeholders in their government and heightened their sense of community. The work of the CPI followed a period of unrest between industrialists and journalists and was an important link between the recognition of the need for public relations services and an understanding of the means through which public opinion is crystallized.     

The Incomplete Revolution

South Africa's negotiated transition promised significant gains for gender equality, as women acquired one-third of the seats in the national parliament, secured constitutional protection, and began a process of legislative and institutional reform. Once apartheid was dismantled, the programs of racial and gender empowerment theoretically should have proceeded at the same rates, given the rhetorical commitments of the liberation parties. Life for the majority of South African women, however, continues to be marked by socio-economic hardships, patriarchal domination, and gender violence. This article asserts that the roots of women's continued inequality are found within the western reform models utilized by the anti-apartheid movement that reproduced public/private, male/female dichotomies in state institutions, thereby entrenching male discourse and power. The data suggest that in order to disrupt the power of the patriarchy women need to challenge male domination within the domestic sphere as well as challenging gender discrimination in public political spaces.

目前,我国基本形成了以廉祖住房为基础、以公共租赁房为重点,包括适当发展经济适用房和限价商品房、加快各类棚户区改造在内的城镇住房保障体系。这种住房保障制度和体系存在诸多问题,如产品种类偏多、管理不善、退出机制缺失等。针对租赁型保障房,应创新运行管理模式,逐步将廉租房与公租房并轨,统一规划、统一建设、统一审核、统一管理,实行分级补贴、租补分离、明收明补,以完善租赁型保障房制度体系。     

上海老旧公房管理与运营机制研究

公房是我国计划经济年代的产物,上海直管公房、售后公房在当前管理运营中存在诸多突出问题。公房管理涉及的内容非常宽泛,包括房屋买卖置换、租金费用收缴、邻里纠纷调解、违章搭建处理以及房屋的维修维护等,是改善居民工作与生活环境、提高居住水平的基础工作,也是城市建设和管理的重要内容。完善上海老旧公房管理与运营机制,应提高物业费收缴率,加强物业管理企业自身建设,健全公房服务收费机制,加强相关政策法规的执行力度,加大政府投入,完善业主大会自治机制等。
