Faith-based development organizations (FBOs) have been argued to deliver more cost-efficient development projects than their secular counterparts through exclusive access to faith networks, which provide predictable decentralized funding, the recruitment of volunteers, low employee salaries, and less overhead and indirect costs. To date, however, comparative analyses of religious and secular organizations have relied on a case-by-case approach, limiting the generalizability of findings. This study addresses this methodological gap by analyzing Registered Charity Information Return filings and organizational websites of 844 Canadian development NGOs to determine the proportion of FBOs and their organizational distinctiveness. The results show that FBOs comprise 40% of the Canadian NGO sector in terms of the number of organizations and their expenditures in developing countries, and are significantly less reliant on federal funding (p?<?.1), pay employees lower salaries (p?<?.01), but do not exhibit a significant difference in their expenditures on overhead and indirect costs. Thus, Canadian FBOs participation in faith networks shapes their organizational modus operandi but does not result in a low overhead alternative to secular NGOs.

All organizations, including nongovernmental organizations (NGOs), need funding to survive and fulfill their mandates. What is the best strategy for securing that funding? Should groups work to attract government attention and be a focus of government debate or should they avoid this type of scrutiny? This article uses innovative data to systematically examine how being the subject of debate in parliament is related to NGO funding for Indigenous, women, and environmental groups. We also examine if the relationship between debate and funding is dependent on the political party in power. We use data collected from Canadian Public Accounts, which lists all grants to groups by the federal government, and the index of Hansard, a full record of parliamentary debates at the federal level in Canada. Our findings demonstrate that the relationship between debate and funding is dependent on the issue area. While debate is positively associated with funding in all areas, it is a stronger predictor of funding for environmental and Indigenous groups than for organizations focusing on women. In addition, the party in power is critical for shaping how debate is related to funding. Debate has a much stronger effect on environmental funding when Liberals are in power than it does when Conservatives control the Prime Minister's office. This research shows that NGOs must be strategic when garnering attention to their cause as more debate does not necessarily lead to more funding across issue areas and contexts.  相似文献

Previous authors have noted that there are significant differences between the provisions of union and nonunion pension plans. I present evidence that sheds light on two hypotheses. The first (Parsons, 1983) posits that union pensions should encourage earlier retirement because productivity falls as workers age, but union rules prohibit firms from lowering wages. The second (Freeman, 1985) argues that union pension plans reflect the preferences of older, more senior workers. I find some support for both hypotheses. This study examined whether prenatal reflective functioning (RF) was related to mothers’ interactive style across contexts with their 6‐month‐old infants (M age = 6.02 months, SD = 0.41, 54% boys), and to what extent quality of prenatal RF could account for the influence of accumulated risk on maternal interactive behavior. Accumulated risk was defined as the sum‐score of a selection of risk factors that have been associated with suboptimal infant development. Mother–infant dyads (N = 133) were observed during free play, two teaching tasks, and the Still‐Face Paradigm (SFP). Better prenatal RF was associated with more positive maternal behavior in all settings and less negative behavior during teaching and SFP reengagement. Accumulated risk and prenatal RF predicted shared variance in maternal interactive behavior (with unique predictive effects observed only for RF on sensitivity during teaching and SFP play, and for accumulated risk on sensitivity and positive engagement during SFP play, and internalizing‐helplessness during SFP reengagement). Accumulated risk had an indirect effect on maternal sensitivity during teaching and SFP play through prenatal RF. These findings suggest not only that RF may be targeted prenatally to improve mother–infant interactions, but also that enhancing RF skills may ameliorate some of the negative consequences from more stable perinatal risk factors that influence parent–child interactions.  相似文献

Using a qualitative approach, this study explored the experiences of African American women in Milwaukee, WI as they transitioned from welfare to work and the barriers and challenges that impeded their movement to a position of economic self-sufficiency. The study also sought the perspectives of employers on their experiences with post-welfare African American women in the workplace. The study found three systems of barriers to impede the women’s progress. These barriers were the work-first philosophy and case management practices at the local level, labor market conditions and employment practices, and personal history and responsibility. These findings suggest that any reform effort must address both the personal and structural barriers that inhibit movement towards economic self-sufficiency. Our principal ethical concern is that children have greatly differing opportunities to have their developmental needs addressed in the custody process. We illustrate this variation with example cases in five different adult contexts: custodial parent, relocates; natural father disputes an adoption; gay parents break up; “psychological parents” come forward to claim custody or visitation; and the Indian Child Welfare Act of 1978 is invoked and may disrupt a placement. We acknowledge and then evaluate in relation to our cases, the recent guidelines for custody issued by the American Law Institute (Principles of the Law of Family Dissolution: Analysis and Recommendations, 2002). Summary

When Canada was founded, health care was delegated as a provincial responsibility. Although the federal government shares a portion of health care costs, it is not directly responsible for the planning, delivery, and governance of health services. The 1984 Canada Health Act set national standards for the provision of physician and hospital services, but it does not apply to home care and long-term care facilities. Consequently, each province has established a unique approach to long-term care, resulting in a health policy mosaic. This paper examines different approaches to funding long-term care with a particular emphasis on the impacts of regionalization and of the implementation of case-mix-based funding systems.  相似文献

Using a generalized autoregressive conditional heteroscedasticity (GARCH) model, we study the effects of Canadian and U.S. central bank communication and macroeconomic news on Canadian bond, stock, and foreign exchange market returns and volatility. First, Canadian central bank communication is more relevant than its U.S. counterpart, whereas in the case of macro news, that originating from the United States dominates. Second, we find evidence that the impact of Canadian news reaches its maximum when the Canadian target rate departs from the U.S. target rate (2002–2004) and thereafter. Previous literature has suggested that federal funding can hinder the efficiency of nonprofit organizations, but this has yet not been empirically tested. This study used a two‐stage data envelopment analysis (DEA) model to measure the efficiency of a set of private nonprofit teaching‐oriented colleges, then estimate the impact of federal and state funding on organizational efficiency. The findings indicate that, on average, increases in neither state nor federal funding effect efficiency of nonprofit colleges. Increasing state funding negatively impacted the efficiency of public colleges (N = 799). This study suggests that the challenges for nonprofits that accompany government funding may not rise to a quantifiable negative effect on efficiency.  相似文献

A focus group of Reno area Gamblers Anonymous members identified four psychological traits contributing to risk for problem gambling, including: Escape, Esteem, Excess and Excitement. A panel of four experts authored 240 Likert-type items to measure these traits. By design, none of the items explicitly referred to gambling activities. Study 1 narrowed the field of useful items by employing a quasi-experimental design which compared the answers of Reno area Gamblers Anonymous members (N = 39) to a control sample (N = 34). Study 2 submitted successful items, plus new items authored with the knowledge gained from Study 1, to validation in a random sample telephone survey across Queensland, Australia (N=2577). The final 40 item Four Es scale (4Es) was reliable (α=.90); predicted gambling problems as measured by the Canadian Problem Gambling Index of Severity (PGSI, Ferris & Wynne (2001). The Canadian Problem Gambling Index: Final Report: Canadian Centre on Substance Abuse); and distinguished problem gamblers from persons with alcohol abuse problems. The new scale can provide a basis for further study in harm minimization, treatment, and theory development.  相似文献

This article reports on a study that examined a cohort of African American kinship (n = 57) and nonkinship (n = 53) foster parents' perceptions of their role responsibilities as a foster care provider. The Foster Parent Role Perception (FPRP) scale was used to measure perceived role responsibility. Results indicated that both the kinship and nonkinship foster parents perceived their primary role responsibilities as that of caring for the needs of the foster child(ren), while perceiving much less role responsibility for working with the biological family of the child(ren) or partnering with the agency. The implications of these findings for practice are discussed.  相似文献

This study utilized the community structure approach to analyze newspaper coverage of posttraumatic stress (PTS) in veterans in 26 U.S. cities. The study examined whether media placed responsibility for PTS treatment on government or society through a review of 353 articles from March 20, 2003, to March 20, 2013. Researchers coded articles for “prominence” and “direction” to produce a “Media Vector” for each paper, ranging from 0.8403 to ?0.3592. Results showed that 25 of 26 Media Vectors (96%) supported government responsibility. Pearson correlations yielded nine significant findings. Results disconfirmed buffer hypotheses linking privilege with support for government responsibility (privilege defined by percentage of college educated, percentage of family income $100,000 or more, and percentage of professional/technical occupational status; r = ?.486, ?.524, ?.553, respectively, significant at the .006 level). Stakeholder hypotheses were also disconfirmed; greater percentages of age 65 and older correlated with more emphasis on government responsibility (r = .340, p = .048), whereas greater percentages of age 25 to 44 correlated with less emphasis (r = ?.342, p = .047). The only confirmed hypothesis linked percentage of age 45 to 64 with less emphasis on government responsibility (r = ?.559, p = .002). A regional finding was noteworthy: Media in the Midwest supported government responsibility more than other regions. Regression analysis revealed three variables influencing coverage most significantly: Family Income $100K+ (26% of variance), Percentage of Hispanic (8%), and Professional/Technical Occupational status (5%). It must be noted that nearly all newspapers yielded positive Media Vectors. This indicates that coverage in major cities generally favors government responsibility for veterans' PTS treatment, and Pearson correlation results may represent differences in the degree of support and demographic characteristics influencing this support.  相似文献

In response to the recent The American Sociologist special issue on Canadian sociology, this rejoinder dialogues with some of the perspectives offered there on the discipline north of the border with an eye towards lessons that American sociologists might learn from the Canadian experience. My reflections build on a larger analytic piece entitled “Canada’s Impossible Science: The Historical and Institutional Origins of the Coming Crisis of Anglo-Canadian Sociology” to be published soon in The Canadian Journal Sociology. Particular attention is paid to the different institutional arrangements of higher education in Canada and the United States, Anglo-Canadian reliance on the particularly English “weakness as strength” strategy for sociology, tensions between the cultural values of populism, egalitarianism, and excellence, and the trade-offs between professional and public intellectual work. A critique is offered of the “origin myth” of Canadian sociology as a particularly vibrant “critical sociology,” with discussion of Dorothy Smith's influence on sociology in Canada. His research interests are in sociological theory, the sociology of culture, and the study of intellectuals from the perspective of the sociology of organisations and professions. He is studying Edward Said as a “global public intellectual” as part of a Canadian government-funded interdisciplinary grant on “Globalization and Autonomy” at McMaster University. He is also working “Canadian professors as public intellectuals,” a project also funded by the Social Science and Humanities Research Council of Canada.  相似文献

The dominant approaches to public health policy on childhood obesity are based on the neoliberal emphasis of personal choice and individual responsibility. We study adolescents’ (N = 81) beliefs about responsibility for childhood obesity as a public health issue, through an innovative participatory method, PlayDecide, organised in two countries: the UK and Spain. There is no evidence of a blanket rejection of individual responsibility, rather, a call for renegotiation of the values that inform adolescents’ food choices. The findings suggest the need to broaden the framing of obesity‐related policy to go beyond the nutritional paradigm and include other values that signal health.  相似文献

The availability of public funding for charitable church activity has increased dramatically in recent years. A key dispute over this increase is whether congregations’ propensity to provide charitable services depends upon the local community’s racial composition. Using three congregation‐level data sets, this article investigates how race affects charitable church activity. Each data set indicates that all‐white congregations become less charitably active as the share of black residents in the community grows. This response is found only for charitable activities and not for other activities. Additionally, all‐white congregations favorably disposed toward receiving government funding respond no differently to black residents than do not‐all‐white congregations.
