With the introduction of the “Two-Child Policy,” the resource allocation of kindergartens has been unprecedentedly challenged by many factors such as time, space, and geography. This study starts with the content of the curriculum resources of kindergarten and discusses the construction and development of the think tank of kindergarten curriculum in the context of the big data era. Based on the experience of educational think tank at home and abroad, the concept of think tanks in the kindergarten curriculum is clarified. Under the premise of excavating the four characteristics of the kindergarten-based curriculum think tank, including cross-age, knowledge sharing, interaction, and cultural inheritance and development, the ideas and core elements of the kindergarten-based curriculum think tank construction is proposed. The first one is the integration of the think tank resources of the kindergarten curriculum; the second one is the collection and application of practical results of the think tank of the kindergarten curriculum; the third one is the influence and evaluation of the think tank of the kindergarten curriculum; the fourth is the cultural heritage and development of the think tank of the kindergarten curriculum. It is expected to provide theoretical and practical references for the resource integration, construction, and promotion of children’s think thank and kindergarten curriculum in the future.

Wood believes that Western democracy is a sham based on the separation of politics and economy; it is an imperialist ideology, a tool of the capitalist hegemony, and a mechanism of social operation. To go beyond the Western democracy must eliminate the capitalist private ownership of the means of production, exercise economic and political democracies, and establish socialist patterns of distribution and consumption. This conception has im- portant implications for the political civilization construction in China： firstly, we must coordinate political and eco- nomic developments; secondly, we must strengthen the legal system construction to maintain social fairness and jus- tice; thirdly, we must promote political reforms, transform government philosophy of management, and create a lean, efficient, and service-oriented government that rules by law; and finally, we must consolidate the guiding po- sition of Marxism in the construction of political civilization, consciously resist the erosion of Western consumerism and neo-liberalism, and actively explore the road of socialist democratic politics.

Spatial Prediction and Changes of Groundwater Depth in Fengqiu County

Abstract： Groundwater depth is not only the important content of monitoring and evaluation of groundwater resources, but also one of the main driv- ing factors affecting the spatial distribution of habitats and agricultural production layout. Predicting the dynamic change trend of groundwater level and revealing groundwater depth and its spatial distribution variability are of great theoretical and practical significance for agricultural production and eco- logical environment protection. Based on the observed groundwater level data of 22 observation wells in 2008, the terrain attributes derived from 5m grid resolution DEM and the distance raster files of Yellow River, this research implements a spatial prediction of the maximum groundwater depth of Fengqiu County in 2008 through Regression Kriging method.

On Schiller＇s Aesthetics of Drama --His Theory of Comedy
ZHA NG Yu-neng （College of Chinese Language and Literature,Central China Normal University,Wuhan,Hubei,430079） Abstract： Throughout his life Schiller never wrote a comedy or an essay specifically on comedy. His limited discussion of comedy, however, formed the most unique theories of comedy and comedy aesthetics in the history of Western Aesthetics and literary theory. Schiller thinks tragedy ranks higher than comedy in terms of dramatic subject and objectives, but seen from the freedom of representation comedy should be superior to tragedy. Comedy represents the beautiful mind, and helps maintain the freedom of soul, but the comedian pursues an even higher purpose, which, once achieved, will make all tragedies become redundant. Schiller＇s theories of comedy and comedy aesthetics ended the classical comedy theory which degrades comedy and comedy art, and returned comedy to its due position, sublime purpose and great function. Scholars in Liaoning University

Professor and Dr. Shi Qing-huan, female and Han nationality, was born in Shuangliao, Jilin Province in 1958. She is a professor of School of History in Liaoning University currently and taught in History. Department of Heilongjiang University and Northeast Normal University in the past. She is a member of Council on American History Research Association of China. Her teaching and research focus on the modern--contemporary world history and American political system history. She got funds from United Board for Christian Higher Education in Asia and did research on ＂The Comparative Studies on Bureaucracy between China and The West＂ in Augustana College of the United State from 1997 to 1998. She again got funds from Fulbright Program and worked on ＂The Civil Service and Bureaucracy in The United States＂ in Texas University at San Antonio of the United States from 2001 to 2002. She has published four books which mainly include The United States Civil Service and Bureaucracy in the 20th Century. Additionally she has published more than thirty articles in core social science journals of China such as World History, American Studies, Journal of Historical Science and Journal of Historical Collection.

At last, the paper advances three countermeasures, including empowerrnent of social workers, optimization of college professional education and improvement of policy advocacy.

On the Path of Social Workers＇ Intervention in the Elderly Health Management in Communities
Abstract： The elderly health management in communities involves health assessment, classification and treatment. In the assessment stage of elderly health management, social workers play the role of managers and professionals of resource mobilization; in the stage of classification, social workers act as instructors and supporters; in the stage of treatment, social workers function as providers of services and advocates of policies. The paper holds that government should play a leading role in the process of elderly health management, strengthening the construction of social work human resources and broadening social workers＇ intervention in the elderly health management.

The Difficult Transformation of Marx＇s New View of History in The German Ideology： Comments on Marx＇s Criticism and Inheritance to Hegel＇s View of History/Weng hanbing （School of Marxism, Southeast University, Nanjing 210018, China） Abstract： The German Ideology is very significant in the logical development of young Marx and the formation process and historical position of Marx＇s new view of history is an important research topic. Based on young Marx＇s criticism and Inheritance to Hegel＇s view of history, the paper discusses how Marx jumps out of the framework of Hegel＇s historical idealism through the study of economics. At the same time, Marx insists the logical belief from Hegel＇s view of history, which goes beyond the ideological method of bourgeois economics research. However, due to the limitations of Marx＇s economics research level and horizon, the construction of the new view of history and its methodology still bears a transitional nature. Abstracts and Key Words of Major Articles Wang Guowei and Gong Zizhen PENG Yu-ping （Department of Chinese, Sun Yat-sen University, Guangzhou, Guangdong 510275） Abstract： The poems and Ci of Gong Zizhen are unique in style. Besides, situated in the Chinese transitional stage, the internal world that his works carried and the historical responsibilities his works assumed co-existed paradoxically. The six volume Gongding＇an quanji edited by Wang Guowei was thus logically influential on Wang＇s literature and academic practice. This paper has Gong Zizhen＇s influence on Wang Guowei as the basic thread, with the large number of uses of ＂renjian＂ （human world） by both, and exposes their likely common derivation and the differences between them. There is strongly theoretical co-relatlon between Gong Zizhen＇ s zunqing （respect of emotion） and the natural expression of the real scenes and real feelings stressed in Wang Guowei＇s Jingjieshuo （theory of state）. ＂Wan＂（~） illustrated by Gong Zizhen was actually the basic principle on which Wang Guowei interpreted the works of Qu Yuan. In the process in which Wang Guowei absorbed some of the thoughts of Gong Zizhen, Wu Changshou, who edited Ding＇an wenji （Anthology of Ding＇an） and compiled Ding＇an xiansheng nianpu （Chronicle of Mr. Ding＇an）, played an important role. From Wang Guowei, some of the influence of Gong Zizhen on the creation of poetry and poetic thoughts in the 20th century can be seen.

Abstract： In Hegel＇s Criticism of Legalist Philosophy and its Introduction, Marx criticizes the ontological basis of Hegel＇s speculative idealism theory of the state built on Feuerbach＇s humanism materialism. It is asserted that existence comes from existence itself and thinking stems from sensual existence. Thus, thinking is interpreted by sensual existence and political state and the spirit are accounted for by realistic sensual existence to understand the relationship between civil society and political state.

SUPERVISION AND NATURAL MONOPOLY IN NATURAL GAS TRANSMISSION AND DISTRIBUTION
Abstract：Natural gas transmission and distribution is of a very high level of natural monopoly, which provides the basis for economies of scale but on the other hand has some drawbacks. For the purposes of consumer rights and sus- tainable development of natural gas industry, effective supervision must be implemented by government. Based on natural monopoly theory and natural gas supervision policies overseas, this paper suggests that supervision of natural gas transmission and distribution in China should cover the following aspects：establishment of natural gas network access system, restriction on pipeline transportation prices and franchise to natural gas transmission and distribution. Strategies of effective supervision are also suggested.
