Publishing with Open Journal Systems (OJS): A Librarian’s Perspective

Abstract

The genesis of this paper is a workshop presentation on publishing with Open Journal Systems (OJS) that was delivered during the Kenya Library and Information Services Consortium Pre-Annual General Meeting held on May 30, 2019, at the Masinde Muliro University of Science and Technology, Kenya. The article lays the context of online hosting of university sponsored journals in Kenya and gives a background of Online Journals Systems. The paper further describes potential roles that librarians can play in institutional journal publishing. The article concludes that librarians possess the requisite skills for participating in scholarly journal publishing and recommends that including publishing literacy skills in information literacy sessions provides an excellent opportunity to showcase librarians’ value in the scholarly journal publishing process.     

Accidental fatalities in transport

Summary. The paper considers accidents on the different modes of transport. Accidents have many kinds of unwanted effects, though the paper focuses on just one: accidental fatalities. The paper reviews the main official sources of accident data and considers the use of past accident data. It then offers data and discussion on the numbers of accidental fatalities per year, passenger fatality rates, major accidents and the fatalities imposed by transport on third parties. The paper concludes with a brief discussion of communicating these results.     

The Role of an Electronic Resources Librarian in Procuring Accessible Online Resources

Abstract

Per the 2019 NASIG Core Competencies for electronic resources librarians (ERL), ERLs “work with concepts and methods that are very much in flux … [they are] knowledgeable about the legal framework within which libraries and information agencies operate… [including] laws relating to… equal rights (e.g., the Americans with Disabilities Act)”. However, the Core Competencies do not define the level to which an ERL is responsible for determining the accessibility of an electronic resource. This article aims to create a better understanding of the steps an ERL can take to develop an accessibility statement pertaining to procuring accessible content. This article synthesizes key laws and policies that ERLs should be aware of in order to draft an accessibility procurement statement for their institution. It will also discuss licensing strategies, documentation collection, and conducting potential audits of electronic purchases.

The Effects of Ignoring Level Shifts on Systems Cointegration Tests

Summary: In this paper I analyse the effects of ignoring level shifts in the data generating process on systems cointegration tests that do not accommodate level shifts. I consider two groups of Likelihood Ratio tests based on procedures suggested by Johansen (1988) and Saikkonen and Lütkepohl (2000b). The Monte Carlo analysis reveals that ignoring level shifts reduces the tests’ sizes to zero and causes an important drop in the small sample power for increasing shift magnitudes. This suggests that one should apply test procedures, which take account of level shifts. * This paper is a revised and summarized version of Chapter 3 of my PhD thesis (Trenkler, 2002). The Effects of Price Aggregation Bias in Systems of Demand Equations

This article illustrates the importance of maintaining consistent levels of aggregation between prices and quantities when estimating consumer demand functions. The impact of violating this condition is quantified by using summary performance measures and estimates of demand elasticity biases. Results derived from an application of 1972–1973 Consumer Expenditure Survey data and supported with a quasi-Monte Carlo experiment consistently indicate that the point estimates of demand elasticities are significantly biased. Thus the study indicates the importance of developing and maintaining price indexes disaggregated to the same level as the expenditure data in consumer expenditure and budget surveys.     

E-journal Management Systems

Abstract

Electronic journals are being added to library collections at exponential rates. Recent developments in e-journal management systems offer libraries a variety of solutions for enhancing the visibility and flexibility of their electronic journals. This article examines and compares Serials Solutions, JournalWebCite, TDNet, and Serials Cybrarian, four current e-journal management programs that create and integrate multiple lists of journal titles, regardless of format, into a single list. These systems can reduce or even eliminate common serials control problems for librarians. Readers will gain insights that will enable them to better understand and consider the value of an e-journal management system. Serials Review 2002; 28:176–194.     

Statistical Certification of Software Systems

Common software release procedures based on statistical techniques try to optimize the trade-off between further testing costs and costs due to remaining errors. We propose new software release procedures where the aim is to certify with a certain confidence level that the software does not contain errors. The underlying model is a discrete time model similar to the geometric Moranda model. The decisions are based on a mix of classical and Bayesian approaches to sequential testing and do not require any assumption on the initial number of errors.     

Inventory Systems with Unreliable Suppliers

The aim of this article is to establish the optimal control of a periodic-review inventory system with two suppliers. One of them delivers orders immediately, the other one is unreliable delivering the orders immediately only with probability p ∈ (0, 1). Two cases are considered. In the first case, it is possible to order any inventory amount from each of suppliers. In the second case, the system budget is restricted.
