In this paper, the notion of Malaysian identity is conceptualised within a framework of identity and difference, drawing on contemporary theorisations of ethnicity linked to the notion of difference. The notion of Malaysian is problematised as being linked to the interplay between nationalistic official and essentialistic labelling, present and historical social and political events, and experiences of daily living in Malaysia. The author draws on the narratives of 16-year-old Malaysian schoolgirls to illustrate the discourses of ethnicity these girls negotiate in their ways of being and knowing. Being Malaysian and more importantly being Malay, Chinese, Indian or Other is not a simple matter of government-imposed labelling. It is more complicated and negotiated. Ways of being and knowing in Malaysia are multiple, shifting and contradictory as each Malaysian has to negotiate with these labels in their daily lives. The author argues that the politics of ethnic identification in Malaysia are intertwined with the politics of difference, which in turn is linked to power and inequality.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

ABSTRACT

Malaysia is one of the multi-ethnic, multi-cultural and multi-religious countries in Southeast Asia. Due to the pluralistic nature of Malaysia, it has a political structure based on ethnic politics. The ethnic preferential policies affected most domains of this country. The objective of this article is to examine the origin and background of ethnic politics in Malaysia. Findings of this study indicate that, ethnic politics originated during the British colonial period, it became a tool used by the Barisan Nasional for the legitimacy of regime. Moreover, ethnic politics in Malaysia today is intertwined with religion. Besides, there is the dilemma of the choice between the interest of certain ethnic group and national interests. However, with the opposition coalition Pakatan Harapan won the election in 9th May, UMNO-led BN lost power and interrupted its 61 years control, which leaves us an interesting topic to think about the future of Malaysian ethnic politics.  相似文献

The creation of effective Local Safeguarding Children Boards in England and Wales is contingent upon the development of new interprofessional partnerships amongst practitioners, managers and strategic planners. Inter‐agency training will have a role to play in facilitating partnership development throughout an increasingly complex inter‐agency system. The following article reviews the recent history of inter‐agency training and the increasing clarity regarding its distinctive purpose. It highlights three theoretical frameworks that have been influential in the development of ideas about the most appropriate focus and process when working across organisational and professional boundaries. Abstract

In England and Wales nearly 100,000 children are in the care of local authorities. Many of them will have suffered from inadequate, often grossly inadequate, parenting and will consequently be psychologically damaged. Without considerable help they are likely to become extremely disturbed adults, a burden on health, social and prison services, and with little capacity to be parents themselves, thereby repeating the pattern in future generations. But those who control our health and social service resources seem unwilling to look ahead, and the plight of the psychologically homeless child is therefore not seriously addressed. The staff of children's homes are often inexperienced, inadequately trained, given no psychiatric back-up, and paid the pittance which presumably reflects the very low value put on their vital work by society. The intensive psychotherapeutic treatment that, in addition to good enough substitute parenting, could make some lasting impression on the distortions of character typical of the emotionally traumatised child, is available for only a negligible number. The child described below showed the sort of personality disorder commonly found in such children, but was one of the few to receive sufficient help to make some difference to her character and to her future psychiatric health. 100,000 children (D.H.S.S., 1982) are in care in England and Wales, the majority of them in children's homes or foster homes, because they do not have parents capable of providing for their physical or emotional needs.  相似文献

This article documents the development of career counseling in Malaysia from 1957—when the British colonizers departed—to 2000. Although counseling, psychology, and psychiatry had their roots in mental health and medical environments, career counseling had its origins in the system of schooling and has now spread widely to business and industry. This article presents information on the historic and economic context of the development of career counseling, an exploration of the educational system from which career counseling was born, the cultural elements that have formed career counseling in the Malaysian context, and the application of M. Pope's (1995, 2000) stage development model to the development of career counseling in the Malaysian context.  相似文献

Malaysia is one of the fastest developing countries in the world and by the year 2020 it will become an industrialised nation according to the Malaysian government's strategic plans. This dynamic situation poses numerous opportunities and challenges for disabled people in Malaysia. Two positive outcomes are opportunities in the employment sector as well as infrastructure developments. However, there are new challenges especially with regards to mainstreaming of educational and vocational training along with the need for a dynamic placement service. The rise in industrial accidents creates a new challenge, along with the changing demographic trends which could have a negative impact on disabled people. What is striking is that disabled people and their organisations are beginning to articulate these changes and making a claim for inclusion in Malaysian society.  相似文献

The Fifth Malaysia Plan, 1986–1990, represents the fourth phase of Malaysia's Outline Perspective Plan, 1971–1990. Its strategies for the rural sector incorporate broadly technocratic policies outlined in the 1984 National Agricultural Policy (NAP). Maximization of farm incomes, and of the national income derived from agriculture, is to be based on ‘efficiency of production involving the judicious selection of economically remunerative crops and employing the most efficient technology’. The model for the efficient mode of agricultural production is the estate or plantation. The greatest challenge to this ‘modernization’ policy lies in the padi sector. Much of Malaysia's padi land remains low in productivity and many farms are too small to support a family. Although great advances have been made in padi production since 1950, poverty amongst padi households remains high and, since the mid-1970s, there has been an active withdrawal from the industry by substantial numbers of farmers. The problem facing Malaysian planners in the padi sector is that of reconciling the continuation of existing land ownership and inheritance patterns with the need for the creation of larger operating units to permit the use of modern technology and raise the incomes of those working them. In general the technical advances of the last 30 years have widened the income gap between larger and smaller farmers. Weaknesses of the plantation mode of production in the padi sector relate both to its methods per se and their inability to cope with inadequate production by very small farms or shares. With or without major land reforms, which are not on the Fifth Plan's agenda, there is an urgent need to reduce the number of households dependent on padi growing for their living.  相似文献

Generally the processes of modernisation, industrialisation and urbanisation that took place especially after the National Economic Policy (NEP) was implemented in 1971, had transformed the economic structure and the Malaysian society. This transformation took place during an era of rapid economic growth and prosperity in Malaysia. One of the more important phenomena resulting from this transformation is the emergence, growth and expansion of the multiethnic middle class in the country, but particularly the Malay middle class. The emergence of this multiethnic middle class is significant economically, socially and politically. The growth and expansion of this middle class shows that it is very much a dynamic entity. It also shows that the class has yet to consolidate. This paper briefly traces the emergence and growth of the Malaysian multiethnic middle class, followed by a discussion on the roles they play in effecting changes in the Malaysian society.  相似文献

This article explores a so far neglected dimension of the ongoing debate on the relationship between the politically contested position of the ethnic Chinese and their dominant role in the economies of Southeast Asia in general and in Malaysia in particular. While the prominence of the ethnic Chinese in the business life of Malaysia is ubiquitous, they also seem to be the engine of the striking growth of the Christian community, in particular the Pentecostal-Charismatic groups. This ‘charismatic turn’, it has been argued, reflects a major shift in the social position and power relations among the ethnic groups and the consolidation of the position of the Malaysian Chinese in the modern Malaysian nation state. This article critically reappraises this ‘empowerment thesis’ by analyzing the opportunities that conversion to Christianity and membership of Pentecostal-Charismatic groups offer to Malaysian Chinese business people, managers and professionals. In particular, this article identifies the forms of capital (in a Bourdieuan sense) involved and analyzes how these forms of capital are utilized and imbued with meaning in the interface of religion and business.  相似文献

Child protection services are criticised for failing to prevent abuse but demonstrating successful prevention is impossible as it is trying to prove a ‘negative’. The alternative is to examine ‘failures’, i.e. the ‘violent’ deaths of children (0–14 years) to indicate whether matters are improving or deteriorating. This paper uses the latest World Health Organisation data to compare children's ‘violent’ deaths in England and Wales with those in other major developed countries. To account for possible ‘hidden’ under‐reported abuse deaths, undetermined, i.e. ‘other external causes of death’ (OECD) and fatal accidents and adverse events (AAE), deaths are also analysed along with homicides, to compare all ‘violence‐related’ deaths between 1974–76 and 2000–02. England and Wales infant (<1 year) homicide rates were annually 57 per million but fell to 17 per million, a 74% fall. Infant AAE deaths fell in every country with England and Wales falling from 341 per million to 71 per million, a 76% reduction. Both these results were significantly better than those of eight other major developed countries, although England and Wales infant OECD at 26 per million, were high compared to the major developed countries. In the 1970s, combined ‘violent’ deaths of all children (0–14 years) (homicide, OECD and AAE) in England and Wales were 203 per million, they are now 61 per million, a 70% decline with only Italy having lower rates. The worst rates were in the USA which had the highest combined ‘violent’ death rate. These overall results in the major reductions of ‘violence‐related’ deaths in England and Wales can be a boost to the morale of front‐line staff and provide the public with an indication of the progress being made. PurposeThis paper reports findings from two research studies that set out to calculate the rate and predictors of post-order adoption disruption in England and Wales.MethodsAll available national level administrative data on adopted children in England and Wales were analysed, supplemented by national surveys adoption managers. Complete national datasets were available 12 years in England and for 11 years in Wales.ResultsOf the 36,749 and 2,317 adoptions considered, 565 in England and 35 in Wales had disrupted over the follow up period. Kaplan-Meier analyses indicate that cumulative post-order adoption disruption rates were 3.2% and 2.6% respectively for England and Wales. Cox regression models indicate that being older than four years adoptive placement, adoptive parents taking longer than a year to legalise the adoption, being a teenager and previous multiple placements in care were risk factors for post-order adoption disruption.ConclusionThe post order adoption disruption rate is low. Implications for policy and practice are discussed.  相似文献

The ethnic Chinese in Malaysia are a significant minority who call for a critical assessment as far as their cultural identity and political positioning are concerned. Appropriating the concept of ‘multicultural citizenship’, this article attempts to dissect various demands and aspirations of the ethnic Chinese in Malaysia’s multiracial hierarchy. It suggests that using the lens of multicultural citizenship can help shed light on Malaysian Chinese as well as the entire nation, where ethnicity and citizenship are gridlocked in historical formation and political hierarchy. In recent times, Malaysian Chinese have articulated their political desires and demands in order to get rid of the disgrace of racial constraints, and also to envisage a more inclusive multicultural citizenship for Malaysia as a nation-state. This article also compares and contrasts three Chinese public figures who have taken disparate stands and approaches with regard to language, culture, race, nation, and party politics.  相似文献

SUMMARY. Northern Ireland has a health and social services structure which should lead to the easier establishment of effective primary care teams. Following an analysis of constraints on interprofessional collaboration, various models of practice in Northern Ireland and in England and Wales are discussed to demonstrate potential solutions. This paper locates the adoption services in England and Wales within the wider context of children's services, and examines the reasons why adoption, during the 1970s and 1980s, achieved a position at the pinnacle of the available child placement options. The central claim is that adoption survives today as an artifact of a philosophy of permanence that the new Children Act of 1989 sought to abandon, so that it is now divorced, practically and ideologically, from other child welfare services. As a result there is a pressing need, it is argued, for adoption to be integrated into a range of children's services that are founded on collaborative working and partnership. The current review of adoption law in England and Wales seems poised, however, to preserve adoption as a placement system that is fundamentally out of step with other initiatives for consumer-led child welfare services. In conclusion, the paper considers the implications that this twin-track approach holds for services to children and their families.  相似文献

This research note provides an overview of consumer well-being research in Malaysia, and highlights a major research study on consumer well-being by Masud et al. (2010). Masud et al.??s data indicate that Malaysian consumers enjoyed their rights as consumers, held some level of acceptable consumer values, possessed reasonable levels of knowledge, and practiced good consumer principles. Nevertheless, some consumers indicated a low level of overall well-being. The data also revealed the need for strong support from government and market sectors to enhance the well-being of consumers in Malaysia. More studies on consumer well-being in Malaysia are suggested and universities and research institutes are urged to intensify their efforts to convince policy makers and grant providers to appropriate funds for research on consumer well-being in Malaysia.  相似文献

This paper makes a case for why welfare economics should be integrated and taught in social work courses, taking Malaysia a case in point. This is mainly a conceptual paper and secondary data are used to further support the arguments. Commencement of professional social work in Malaysia dates to 1946, to address the socio-economic problems of the Malaysians and migrants at that time. Social workers need a multi-pronged approach that is crucial to address the human problems that includes psychological, social, political, cultural and economic at micro and macro levels. Most of the problems referred to the social workers stem from poverty, unemployment, low access to material resources and corrupt governance practices coupled with unjust economic policies. Keeping in view the diverse economic needs and strengths of the clients referred to social workers, it is necessary that social workers are equipped with appropriate skills that include broader understanding about political economy. This paper argued that integration of welfare economics in the social work curricula is an urgent need considering the Malaysian economic development, austerity measures and the proactive role that social work as a human rights profession could play in the Malaysian society.  相似文献

Youth justice under the Coalition government in England and Wales has been characterised by considerable gains — falling youth crime, increased diversion and substantial reductions in child imprisonment — that would generally be associated with a progressive agenda. Focusing on youth justice policy in England and Wales, this article suggests that the tensions implicit in a government of the new right delivering outcomes that demonstrate an increased tolerance to children who offend can be explained by the logic of austerity. That same logic brings with it other policy measures that are potentially less compatible with children's well‐being.  相似文献

The report of the Scott Committee on Land Utilisation in Rural Areas, in August 1942, constituted the first comprehensive review of rural issues in England and Wales. Never before had agriculture and land-use planning been considered in such an integrated, yet detailed, manner. Through contemporary archival evidence, the paper appraises the circumstances in which the Committee was convened, the preoccupations brought to its deliberations by the Chairman, Stamp and Dennison, and the manner in which Government departments, and most obviously the Ministry of Agriculture, sought to manipulate both the Committee's appointment and findings to their own advantage.  相似文献

The administration of Islamic alms (zakat) funds in Malaysia underwent spectacular transformations since the 1990s, shaped by the appropriation of marketized forms of management and a skyrocketing growth of collection and distribution rates. Simultaneously, local zakat funds are increasingly used to pursue targets of sustainable poverty reduction, such as the empowerment of micro-entrepreneurship. This globally inspired ‘success story’ is referred to by various international observers, including development organizations, as a ‘role model’ for other countries to learn from. After illustrating what makes the Malaysian case so particularly attractive, this article develops a critique of international perceptions of this ‘success story’ by making explicit some of its underlying ambiguities. Instead of narrowly celebrating instrumental aspects of business-style organizational innovation and calling for their globalization, a deeper understanding of the discursive embeddedness of Malaysian zakat management would reveal significant normative tensions with secular humanitarian ethics and human rights law, with implications beyond the Malaysian case.  相似文献
