ABSTRACT

This study uses geographic and network analysis, and regression techniques, to examine access to services for vulnerable populations in disaster, and offer potential interventions to improve access. The population for this study is 67 organizations providing disaster social services in a U.S. metropolitan area, and an additional 25 organizations which are willing to provide these services but do not have a formal disaster relief function. The findings from this study indicate a lack of relief services for vulnerable populations, including African-Americans, people over 75 years old, and female-headed households with young children. During a disaster, a type of social injustice results from (a) the vulnerability of these populations to disaster, (b) the higher vulnerability to disaster of the areas in which these populations reside, (c) the smaller number of organizations serving these areas, (d) the lower capacities and network interaction of these local organizations, and (e) the formidable geographic barriers slowing redistribution of resources in a disaster. If connectedness of smaller, informal organizations to the disaster network were improved, otherwise isolated organizations could be a source of substantial resources for the metropolitan area. Suggestions are offered for interventions, based on services coordination (Provan & Milward, 1995) and community organization models (Soliman, 1996), for correcting the lack of access to services documented by this study.  相似文献

Support services to families of children with disabilities have previously been documented. While the effectiveness and consequences of some support strategies have been defined, their comparison remains problematic primarily because of the diversified existing definitions. The present study aimed to elaborate and validate a typology to describe different types of support that can be offered to families of children with disabilities. A review of literature highlighted a variety of support services and allowed a categorical grouping. Content analysis ensured that each category was defined distinctively. Afterwards, a panel of experts and representatives of organizations from seven developed countries (Australia, Belgium, Canada, Denmark, France, Sweden and Switzerland) validated the typology. A database of services offered in these countries was created. The resulting typology was divided into four categories related to the family needs: support, respite, child minding and emergency support. Each type of support can be illustrated within organizations in the database. As such, social workers can use the defined typology to identify the needs of families of children with disabilities and suggest alternatives when services are not available. Overall, the described typology should facilitate discussion between stakeholders and families by providing a common communication system.  相似文献

Many rape crisis centers (RCCs) that were founded as autonomous organizations have affiliated with other organizations. The relationship of affiliation type and effectiveness is examined in a sample of 25 RCCs in Florida. Effectiveness is defined in terms of range of services for rape victims and involvement in rape prevention (social change) activities. The data show that 23 RCCs are affiliated with six types of organizations and two are free-standing. Each affiliation type has advantages and disadvantages but, overall, free-standing RCCs appear to be most effective and RCCs affiliated with community mental health centers, least effective. Of the seven types, free-standing agencies are most involved in rape prevention activities aimed at social change.  相似文献

This article examines the phenomenon of Israeli civil society organizations (CSOs) providing services to women as part of the creation of an alternative women's welfare sphere in Israel in recent years, and its influence upon the welfare state and women. The creation and the existence of the women's civil society sphere can be seen as part of a move by the Israeli welfare state towards a liberal‐style economic regime. The article examines the services and mode of operation of fourteen organizations offering welfare, health and educational services to women in Israel, using a qualitative research method. The study identifies four traits characterizing these organizations: their loose connections with the welfare state, the use of sectoral and selective criteria determining eligibility for their services, the mirroring of internal dynamics of the community and its response to gender issues, and the CSOs' holistic, sporadic and unprofessional services. The analysis highlights the gender dimensions of civil society organizations, the characteristics of structure and content of the services they offer, and the role and place of civil society organizations operating parallel to the welfare state. It sheds light on the complex nature of this sphere and its services, which contribute to the empowerment and improvement of women's lives but, simultaneously, strengthen and reinforce their exclusion and marginalization.  相似文献

This article develops linkages between two separate fields of research, namely work on post‐industrial welfare states, and work on nonprofit organizations. It pays particular attention to the emphasis on personal services and the “cost disease” hypothesis found in the former, which places strong constraints on improving pay and job quality in the nonprofit sector. At the same time, it argues that the post‐industrial welfare states literature, despite its emphasis on personal services, has largely ignored the significant and growing role of nonprofits in delivering these services, and thus the potential of these organizations to shape their relevant labour markets. This poses the question about the relative weight of productivity‐related wage restraints in personal services versus the capacity for agency by nonprofits. The final section of the paper engages in a critique of the “cost disease” hypothesis to suggest that space exists to improve pay and job quality in nonprofit personal services, despite productivity‐related constraints.  相似文献

Melanoma is one of the fastest growing cancers worldwide, and the psychosocial impact of its diagnosis and treatment can be substantial. The authors implemented a support group for melanoma patients and caregivers to address a gap in support services. The authors describe insights from the first year of the program, including group format and dynamics, participant feedback, and satisfaction. Feedback was collected using the Group Session Rating Scale and two open-ended questions. Sixty-six members participated and responses demonstrated high satisfaction with the group (Mean = 38.7/40.0). Similar organizations may utilize these strategies to provide a support group option for their population of interest.  相似文献

The political, social and academic attention on migrant workers in China has been focused on the full-time worker while those who seek part-time work are rarely studied. We explore the effect of part-time day-labour employment of older migrants in an odd-job market in Linyi City. The medical, housing needs and available services for them are analysed. The Linyi government pioneered a program providing comprehensive services to part-time migrant workers, allowing this study to explore the strengths and weakness of the model. Building the appropriate social service industry competencies demands a joint effort from the government, community, organizations, researchers and enterprises.  相似文献

In recent years a growing body of literature has examined the peculiar features of human service organizations and the difficulties which these pose for their administrators. This paper begins by reviewing recent writings on this subject, noting the differing emphases emerging from social welfare and public administration backgrounds respectively. The definition of human service organizations is then reconsidered, suggesting that it is useful to examine their characteristics in terms of two clusters of features: one related to their public source of mandate and resources, and the other related to the nature of the services they provide. A proposed definition based on these two clusters of features makes explicit two characteristics generally assumed in previous definitions of human service organizations; their purpose of meeting socially recognized needs, and the relatively powerless position of their clients. The definition proposed, rather than setting categorical boundaries, provides a model against which the features of a variety of organizations which wholly or partly fit it may be examined. The implications of the identified features of human service organizations for their administration are considered briefly, with particular reference to such problematic issues as the clarification of goals, the rights of consumers and the evaluation of services. It is suggested that the training and development of administrators for human service organizations must be based on an understanding of the particular difficulties and challenges arising from the nature of these organizations.  相似文献

Over the last decade there has been a tremendous growth in the nonprofit sector. Local community centers and foundations are developing Leadership Institutes to educate and assist the burgeoning nonprofit sectors needs for education and consultation. Universities and colleges are also responding to the call for nonprofit education. Since 1990 there has been a 300% growth in universities offering concentrations in nonprofit education. This paper documents how Florida Gulf Coast University, the nation’s newest university, partnered with the Center for Leadership of the local community foundation to conduct a needs assessment of demand for graduate education, training, and consultation in the area of nonprofit management. The partnership began with three focus groups of key administrative personnel from local nonprofit organizations. The survey documented a preponderance of interest in marketing, fund raising and strategic planning across all agencies, regardless of size. Smaller agencies, with budgets of less than $500,000 (52% of the sample) tended to be primarily interested in education, training, and consultation activities involving fund raising and marketing. Comparatively larger agencies tended to be interested in assistance with computer technology, legal and ethical issues, and cooperation among nonprofit organizations. The survey also indicated that that was a high interest among agency staff and board members for a nonprofit management track within an academic degree program or a graduate certificate program in nonprofit management.  相似文献

Since the early 1990s in the Netherlands a process of restructuring social security has been going on. A central element is the introduction of regional Centres of Work and Income, stimulating people living on benefits to return to paid work and making services more client–oriented. In these centres, social security organizations and employment services are supposed to cooperate. In practice this cooperation is hard to accomplish. The intended activation of clients is hardly realized. The problems encountered by this policy are characteristic of a top–down reform strategy in a corporatist welfare state like the Netherlands.  相似文献

In domestic violence (DV) shelters, offering psychosocial support services to mothers and children is vital. The program ‘Time for Tony the Turtle’ has been developed for mothers and children residing in DV shelters in the Netherlands. It aims to foster attachment and regulation skills, which can also prepare for trauma treatment if sought after later on. This qualitative study explores the experiences of mothers, children and professionals with the program and its perceived impact and what components function as facilitators and barriers in the implementation of such a program in DV crisis shelters in the Netherlands. We conducted in-depth interviews with 15 mothers, 11 children and 18 professionals from three organizations offering DV shelters. We used thematic analysis to identify patterns of meaning in the interviews. Mothers, children and professionals valued that the program provided a calm moment for reflection in hectic times and that the playfulness in which the program addressed trauma-related topics. However, mothers find it difficult to attend the program in the beginning of their shelter stay, therefore hampering the applicability of the program. Our findings suggest that integrating the topic of discussing father in a program in crisis shelters is complex and deserves more attention.  相似文献

The independent review of children's social care (2022) has proposed a radical reset of England's children's services, shifting a remote, assessment heavy system towards one that works alongside communities to help prevent statutory interventions. However, notions around the harnessing of community resources to deliver Early Help are often underpinned by assumptions regarding the voluntary, community and social enterprise (VCSE) sector and the ease with which such organizations can be integrated into preventative strategies. This paper reports findings from embedded research within a unitary authority in Southwest England during remodelling of its Early Help service to work more collaboratively with local VCSE organizations. The study generated data from ethnographic observations, semi-structured interviews and focus groups with 95 participants, including local parents, service providers, VCSE organizations and Council leaders. The findings illustrate that families value the compassionate, responsive and flexible support available within many VCSE settings. However, differences in practice cultures, regulatory pressures on statutory providers, the need to (re)build trust in communities and sensitivities around power-sharing and resourcing meant negotiating VCSE sector integration was fraught with complexities. Few studies have gained such privileged access to a Local Authority's remodelling of Early Help services, and this paper has significant insights for the debates surrounding the independent review of children's social care (2022) and its recommendation to bring services ‘closer to communities’.  相似文献

This article critically examines recent changes in markets for home (domiciliary) care services in England. During the 1990s, the introduction of competition between private (for‐profit and charitable) organizations and local authority providers of long‐term care services aimed to create a ‘mixed economy’ of supply. More recently, care markets have undergone further reforms through the introduction of direct payments and personal budgets. Underpinned by discourses of user choice, these mechanisms aim to offer older people increased control over the public resources for their care, thereby introducing further competitive pressures within local care markets. The article presents early evidence of these changes on:
  • The commissioning and contracting of home care services by local authorities and individual older people.
  • The experiences and outcomes for individual older people using home care services.
Drawing on evidence from two recent empirical studies, the article describes how the new emphasis on choice and competition is being operationalized within six local care markets. There are suggestions of small increases in user agency and in opportunities for older people to receive more personalized home care, in which the quality of care‐giving relationships can also be optimized. However, the article also presents early evidence of increases in risk and costs associated with the expansion of competition and choice, both for organizations providing home care services and for individual older service users.  相似文献

ABSTRACT

The literature on transgender social services is limited. Taking a case study approach, this article examines the needs of chronically underserved lesbian, gay, bisexual, transgender, and queer (LGBTQ) populations, particularly homeless transgender street youth, and efforts of community-based organizations to address them. To consider their needs, this article considers the legacy of transgender activist Sylvia Rivera along with four organizations that grew out of her work: the Street Trans Action Revolutionaries, Sylvia's Place, Sylvia Rivera Law Project, and New Alternatives for LGBT Youth. These organizations show the promise for using multiple methods, from direct action to direct services, while connecting the lessons of social movements with social services. Future recommendations for improving research and services are highlighted.  相似文献

Human services organizations in the United States are currently faced with the problems of a diminishing and shifting resource base coupled with increasing demands for services. In addition, national demographic changes with increasing social diversity, and a rise in racial, ethnic, gender and other group-based tensions have posed special challenges for human service organizations. By tracing the history of social work approaches to working with ethnic minorities, this paper argues that responses to environmental flux have in fact been inadequate in addressing issues of social inequalities and injustices. We articulate a vision of socially just and diverse human services organizations that are both empowering and empowered. We call these Multicultural Human Services Organizations (MHSO). We spell out praxis and research agendas that continue the social justice-social diversity mission that is central to our vision.  相似文献

Using aggregated national data, this paper compares outcomes of Australian ‘child protection’ (CP) and Norwegian ‘child welfare services’ (CWS). We highlight each nation's context and key elements of their CP/CWS organizations, with emphasis on policy and programme orientation. System outcomes are examined along with the implications of their different approaches. The main policy focus in Australia is protection and risk, while Norway's systemic approach stresses prevention, early intervention and support. These differences influence practitioner's intervention strategies and how the needs of children and parents are met. In Norway, approximately 80% of the children in the CWS receive some sort of supportive services. In contrast, Australian services for supporting families are narrowly targeted. Both countries share the ‘best interest of the child’ principle and an increased focus on children's rights, and have experienced increased service demands and rates of children in out‐of‐home care. The current system for the ethical oversight of clinical research suffers from structural, procedural, and performance assessment problems. Initially conceived primarily to handle local investigator-initiated single-site studies, the system of institutionally-based committee review has become progressively more inefficient given the increased prevalence of commercially or federally sponsored multi-center trials. To date, proposed solutions do not adequately address these problems.

Beginning with a review of these structural, procedural, and performance assessment problems, this article will then consider two proposals for addressing these deficiencies: (a) regional ethics organizations; and (b) IRBNet?, a newly developed web-based program for cooperative IRB review. The strengths and weaknesses of these two approaches will be evaluated in light of recent experience with centralized review. The proposal to establish a system of regional ethics organizations presents a comprehensive approach to many of the problems faced by the current system. However, IRBNet? offers an immediate and feasible solution to many of the problems faced by the review of multi-site clinical studies.  相似文献

Between 2003 and 2011, the Pathways to Work (PtW) initiative was established across Great Britain, as policymakers sought to address the ‘health‐related, personal and external barriers’ faced by people who were out of work and claiming incapacity benefits (IBs). In the first 18 districts that PtW was rolled‐out, the Public Employment Service (Jobcentre Plus) and National Health Service (NHS) organizations worked in partnership to deliver ‘condition management programmes’, which helped IB claimants to cope with health problems. Evaluation research has identified significant health benefits associated with these condition management programmes, but there has been less discussion of the role of frontline NHS professionals in ensuring that services worked effectively on the ground. This article deploys the concept of ‘boundary spanning’ to explore the role of NHS professionals within PtW. Drawing on more than 50 in‐depth interviews, the article concludes that these NHS staff played a key boundary spanning role in facilitating partnerships, based on an ability to engage with the values/practices of other partner organizations (especially Jobcentre Plus) and a willingness to challenge established professional boundaries and ways of working. The article notes that recent policy initiatives have abandoned the PtW partnership approach in favour of more familiar models of contracting out, and that NHS professionals have been excluded from the delivery of health/employability services. It is argued that these recent changes may negatively affect the quality and range of health‐related services available to people on IBs.  相似文献

Abstract

This research examines the awareness of social service professionals of the food security of low-income families in a community-based savings program. Based on survey data of 65 community agencies in seven states that offer the Individual Development Account (IDA) program, the study investigates program providers’ awareness of the food security of IDA program participants. Second, this study presents IDA program provider activities to alleviate food insecurity and summarizes their opinions about how food insecurity could be prevented among their program families. Results show that providers were aware that families did not have enough of the kinds of food they want to eat. This perception was most strongly related to IDA programs with longer durations. Program families’ reports of their children’s food insecurity aligned well with the extent of food hardship reported by the program providers. Access to food and nutritional wellness services was considered most relevant for alleviating food insecurity. Financial security, access to community resources, and direct access to food and family support networks were considered important factors for protecting families from the threat of hunger. Research is needed to identify the role of community organizations that do not provide nutrition assistance for helping low-income families overcome food hardship.  相似文献
