The increasingly precarious and vulnerable position of the private, nonprofit social service agency in an environment of government contracting and declining funding has been the subject of a number of articles over the past few years. Nonprofit agencies have been characterized as being controlled by powerful government agencies that dictate the terms and conditions of contracts, the types of services to be provided, the methods of delivery, and the price to be paid for services. One would expect to find nonprofits anxious to terminate their relationships with various units of government, and return to a more independent status. That is not happening. If anything, purchase of service contracting (POSC) with nonprofit agencies is increasing. This national study of nonprofit agencies explores the impact of declining funding from all sources (including POSC), and seeks to determine its impact on clients, staff, and organization.  相似文献

Over the last decade there has been a tremendous growth in the nonprofit sector. Local community centers and foundations are developing Leadership Institutes to educate and assist the burgeoning nonprofit sectors needs for education and consultation. Universities and colleges are also responding to the call for nonprofit education. Since 1990 there has been a 300% growth in universities offering concentrations in nonprofit education. This paper documents how Florida Gulf Coast University, the nation’s newest university, partnered with the Center for Leadership of the local community foundation to conduct a needs assessment of demand for graduate education, training, and consultation in the area of nonprofit management. The partnership began with three focus groups of key administrative personnel from local nonprofit organizations. The survey documented a preponderance of interest in marketing, fund raising and strategic planning across all agencies, regardless of size. Smaller agencies, with budgets of less than $500,000 (52% of the sample) tended to be primarily interested in education, training, and consultation activities involving fund raising and marketing. Comparatively larger agencies tended to be interested in assistance with computer technology, legal and ethical issues, and cooperation among nonprofit organizations. The survey also indicated that that was a high interest among agency staff and board members for a nonprofit management track within an academic degree program or a graduate certificate program in nonprofit management.  相似文献

The wrongdoings of nonprofit organizations have become grist for the media mill. The authors explore five of the more recently publicized cases of nonprofits gone wrong: the United Way of America, National Association for the Advancement of Colored People, Foundation for New Era Philanthropy, Jewish Community Center of Greater Washington, and Upsala College, and their significance in regard to the role and functioning of the board. Discussion focuses on the implications of these cases in regard to nonprofits' credibility and strategic options for enhancing accountability. Unless governing boards address some of their deficiencies, tighter government regulations, increased donor skepticism, and greater demands and expectations upon them will result.  相似文献

This essay explores the role of values in relation to nonprofit organisations' performance. The centrality of values to performance is explored in relation to staff productivity and motivation, investment in organisational development and leadership from both CEOs and Boards. An argument is developed that values are central to the performance of nonprofit organisations. Despite calls for nonprofit organisations to become more “business‐like”, this essay argues that the third sector's performance is directly related to the mission driven nature of our organisations.  相似文献

Children and their parents who become homeless constitute a group of families with a complex range of social care and health needs, including mental health difficulties. In response to this, a local authority housing department established a family support team (FST) that provides assessment and detection of a range of problems, support to parents and children, parenting interventions for child behavioural problems, liaison with other agencies, and referral to specialist services when appropriate. The aim of this study was to establish the perceptions of parents and staff on their experience of the service, and ways of improving it in the future. The study adopted a developmental evaluation approach and used multiple methods, including in‐depth interviews with families; diaries; reflective activities; participatory learning and action; and observation of the FST. The study mapped the innovative service and captured the range of skills in the team and the complexity of agencies the team interacted with. It also identified areas for further development in terms of the mental health needs of children and parents who have become homeless.  相似文献

Social workers who are active in the area of intimate partner violence (IPV) must understand how to structure their coalitions for maximum effectiveness. The purpose of this study was to examine the communication strategies, organizational structures, and relationships between one IPV coalition and its membership to glean recommendations for the field. The authors purposively sampled ten subjects from one state, including staff from the state IPV advocacy coalition (N = 2) and staff from the state coalition's member agencies (N = 8). After completing phone interviews with the subjects, the authors utilized directed content analysis to derive themes from the data. Study findings point to different perceptions regarding access to the coalition, flow of information to and from the coalition, the shaping of the IPV movement, and coalition structure. These differences occurred between executive versus direct practice staff, and nearby versus distant member agencies. Executives and those in nearby regions were more likely to describe a reciprocal relationship between member agencies and the coalition than were direct practice staff or those working in distant agencies. Future research should address the benefits and drawbacks of coalitions cultivating centralized versus decentralized relationships with member agencies, particularly in terms of impact on member agency social service delivery.  相似文献

This paper presents details of a largely qualitative evaluation of an intensive multi‐method Project, with a residential component, which aims to help families facing eviction to overcome their housing‐related difficulties. The families served by the Project had a host of other problems related to parenting, with child care and protection issues, addictions and mental health difficulties figuring prominently. Just over half the referrals came from the local authority housing services, with nearly all the remainder coming from the social work department. The majority of families made good progress, but in some cases it proved harder to have an impact on parenting than on tenancy‐related matters. Nevertheless, the Project was deemed to have helped some families stay together or be reunited, resulting in substantial financial savings for social work services. Crucial ingredients were good management, stable staff, shared ‘ownership’ by other agencies, a repertoire of challenging methods, and a holistic approach.  相似文献

This research study surveyed leaders of Area Agencies on Aging (agencies) to understand their services, training, and beliefs about serving lesbian, gay, bisexual, and transgender (LGBT) older adults. Half of the existing agencies in the United States (320) participated. Few agencies provided LGBT services or outreach. One-third had trained staff around LGBT aging and four-fifths were willing to offer training; these numbers were significantly higher for urban-based agencies. Agencies that had provided staff training and urban-based agencies were more likely to provide LGBT outreach and services, to believe in addressing LGBT issues, and to receive LGBT assistance requests. Third sector organizations are transitioning towards entrepreneurial and managerial models as a result of quasi‐market strategies. This paper reports on the research findings of a survey of nonprofit disability organizations in Queensland and Victoria impacted upon by quasi‐market reform. Enterprising organizations were found to have made substantial change to organizational structures and systems, whilst more traditional organizations made few changes. All organizations demonstrated commitment to a social justice ethos. However across the organizational archetypes there were reports of an organizational ‘fragility’. It is argued that the problems of sustainability of community service organizations that existed prior to quasi‐market reforms remain. This implies community service organizations will experience ongoing difficulties in the post‐market era without further rationalization and change. A conceptual framework for sustainability of the community service sector is presented at the policy and organizational level.  相似文献

Despite the importance of fundraising to the nonprofit sector there has been surprisingly little research on fundraising as a revenue source in Australia. Research that has been conducted both here and internationally has focused on the cost of fundraising – the proportion of fundraising expenses to total fundraising revenue, and fundraising performance – the absolute or relative amount of money raised by organisations via fundraising. This paper examines why some nonprofit organisations are more dependent on fundraising as a source of revenue than others. The paper applies multivariate techniques to examine the influence that three broad sets of factors: organisational; revenue generation model; and fundraising approach, have on what we term ‘fundraising dependency’ – the percentage of a nonprofit organisation's total revenue that is derived from fundraising activities. It finds that fundraising dependency is associated with a range of organisational characteristics (e.g. size, geographical scope of the organisation and tax status); alternative forms of revenue generation (e.g. reliance on government funding and commercial venturing) and fundraising approach (e.g. whether professional fundraising staff are employed, the use of volunteer fundraisers and the number of fundraising practices used). The results support taking a multidimensional approach to understanding fundraising dependency.  相似文献

The purpose of the study was to describe ways that successful culture‐based Aboriginal preventive family service agencies offer employment and education opportunities for staff. Staff in three inner‐city, culture‐based Aboriginal family agencies were asked about their employment and educational opportunities. Forty‐four individuals were asked the question: ‘what employment and education opportunities have you had while in this job?’ A total of 81 unique responses were received. Participants grouped the responses into eight themes including: planning for services, promotion within the agency, specific skill development, enhanced self‐confidence, cultural awareness, teaching others, workshops as well as certified training. Differences between the experiences of study participants and the existing literature indicate that practices within culture‐based Aboriginal family agencies are distinct in relation to funding, staff mobility, strengths‐base, practical training and cultural knowledge, and that these should be understood and recognized formally in funding decisions and in future research.  相似文献

Despite the increasing evidence for the effectiveness of telehealth technology in screening and treating chronic diseases, and comorbid depression among older adults, they have been slowly adopted by home health care (HHC) agencies. Therefore, this study aimed to identify factors that determine telehealth technology adoption. Twenty directors from the National Association for Homecare & Hospice member agencies completed a 45-min telephone interview. Questions were asked regarding their perceptions of telehealth, the key determinants of telehealth adoption and use, and recommendations they would give on telehealth adoption. The majority of the participants perceived telehealth as effective for managing symptoms and reducing cost. Meanwhile, some participants had a mixed feeling toward telehealth for depression care as they did not recognize their agency as equipped with the necessary resources and trained staff. Moreover, significant determinants of telehealth adoption included the agency-related characteristics, the patient-home environment, reimbursement and cost-related factors, and staff telehealth perception. Findings imply that there is a need for financial support both at the state and the federal levels to encourage telehealth adoption among HHC agencies. Future studies should consider exploring strategies used by successful programs to overcome barriers.  相似文献

In order to gain a better understanding of conmunity mental health advisory boards, a survey of board members was conducted to identify their perception of various aspects of board structure and processes and of the adequacy of board and center operations. The sample consisted of 40 respondents representing boards of 15 of the 19 centers of an urban mental health department. Board members tended to be action oriented, highly concerned with the administrative operations of the centers, and satisfied with board meetings and board and center effectiveness. A positive relationship between board members and professional staff, particularly with the director, was associated with positive perceptions of board meetings and members' participation. Strengths and weaknesses of board are discussed and suggestions of topics for future study are offered.  相似文献

Post‐apartheid, South African agencies have been required to shift their services in fundamental ways, including offering services in previously un‐resourced areas, honouring the rights of children and families, ensuring that users, staff and governing bodies are representative of the population and providing developmental social welfare services in place of child protection‐oriented interventions only. A study of urban South African child welfare agencies provides insight into the complex task of managing and leading change. In view of overloaded change agenda and resource constraints, managers focused on effecting incremental change and prioritized the most ‘rewarding’ change efforts. Transforming practice towards a developmental approach was less successful. Structural interventions were also not prioritized. Child welfare agencies internationally face demands to transform in response to the effects of local change and globalization. The study's insights might resonate with agencies working for change in other societal contexts.  相似文献

This paper presents preliminary outcomes associated with an experimental, longitudinal study of a Multiple Family Group (MFG) service delivery approach set within thirteen urban outpatient clinics serving children and their families living in inner-city, primarily African American and Latino communities. Specifically, this paper focuses on parent reports of child oppositional behavior and parenting stress over time. MFG is a flexible, protocol-driven approach designed to address the most common reason for referral to outpatient child mental health clinics, childhood behavioral difficulties. The MFG also aims to enhance family-level engagement and retention in ongoing care. Further, the service delivery model was collaboratively developed with intensive input from parents rearing children with conduct difficulties, parent advocates, community-based child mental health providers and services research staff in order to ultimately expand the number of effective service models that can be situated within "real world," urban child mental health settings.  相似文献

This article describes the development and implementation of a community-based social service program for the elderly. The problems encountered as a new professional unit within the municipality are analyzed and the role of the social worker in resolving those problems is described. The local community is the primary focus of change and strategies of intervention include reaching out and involving members from all levels of the community in the social service program, from members of the client group to individuals with political influence in the governmental system. Planning considerations for social work practice are posed including the relationship of the private, nonprofit sector to the public sector, the demands for service and difficulties establishing program stability.  相似文献
