Between 2001 and 2003, 14 assessed placements were provided for social work students through students creating a ‘virtual’ agency offering a service to refugees and asylum seekers. Drawing on research in progress regarding a unique project in South West England, this paper explores an inclusive model that creates a context for students to integrate theory and practice at the cutting edge of professional practice.

The START project is a service to refugees and asylum seekers, a group that experience acute social exclusion and media‐induced hostility, provided for two years entirely by students as part of their professional course requirements. Holistic, needs‐led assessment, cultural sensitivity and advocacy by students allow families and unaccompanied minors to access otherwise inaccessible resources.

In the current context of changing arrangements for practice assessment, emphasis on multi‐disciplinary learning and service user involvement, this offers an alternative to the ‘apprenticeship’ model for students in developing a secure professional identity. Student learning is framed as contribution rather than burden in the organisational and employment arena and service‐user outcomes have been dramatic. The focus of this paper is on the educational impact from the perspectives of students and practice teachers and an alternative model of practice learning.  相似文献

This paper covers Botswana’s emergence as a place of refuge from its troubled white‐ruled neighbours. Botswana’s reception of refugees is seen as a symptom of, and as a catalyst for, its growing identification as a distinct nation in the region. From 1956, Bechuanaland colonial authorities distanced themselves from apartheid South Africa, and from 1957–58 the country received significant influxes of political refugees. The paper pays particular attention to the ‘pipeline’ that took refugees north across the Zambezi. This was initially protected from local police interference probably by Britain’s Secret Intelligence Service (MI6). Nelson Mandela, alias ‘David Motsamayi’, used the pipeline ‘down’ as well as ‘up’ to re‐enter South Africa. Such arrangements continued through independence in 1966 but were almost terminated when guerrilla fighters tried to use Botswana as a refuge in 1966–67. Revaluation of policy towards refugees within Botswana government circles resulted after 1969 in more overt moral support for liberation movements and, boosted by new economic strength, more self‐confident assertion of national sovereignty against neighbouring countries. This set the scene for Botswana to receive a huge influx of refugees as a result of the Soweto rising of 1976.  相似文献

ABSTRACT

This article explores the representation of refugees in Mohsin Hamid’s Exit West, a novel which has been widely celebrated for its response to the refugee crisis of its contemporary moment. In a distinct echo of Salman Rushdie’s claim, thirty-five years earlier, that it ‘may be argued that the past is a country from which we have all emigrated’, Hamid’s novel similarly claims that ‘we are all migrants through time.’ Moreover, like Rushdie’s fiction, Hamid’s novel incorporates elements of magical realism: its protagonists escape their unnamed war-torn city through a ‘door’ that instantaneously transports them to Mykonos, and they subsequently travel through other such ‘doors’ to London and California. Their story is interspersed with a series of vignettes in which other migrants also find themselves magically transported across national borders. As well as considering the ways in which Hamid’s novel seeks to humanise refugees, this article considers the novel’s evocation of a world in which human beings – like capital, images, and (mis)information – have gained access to largely ungovernable networks of instantaneous travel across vast distances. It argues that Hamid’s novel is not just ‘about’ refugees but also constitutes a reflection on how they and their journeys are represented and mediated by actually-existing technologies.  相似文献

This article problematises the ‘vulnerables’ category that the United Nations High Commissioner for Refugees applies to groups of refugees. Drawing on 9 months’ qualitative research with young Congolese refugees in Uganda, it presents research subjects’ self‐identification and lived realities that do not correspond to the homogenous, fixed ‘vulnerables’ ideal. Moreover, it argues that the ‘vulnerables’ categorisation approach can provoke a number of counter‐productive effects, including a focus on symptoms rather than causes, inflated numbers of ‘vulnerables’ and undermining indigenous support structures. An alternative approach that interrogates and addresses the contextual and relational aspects of vulnerability is proposed.  相似文献

This essay uses the contemporary urban consumption practice of speciality coffee as a means to explore the complex ways in which global brands seek to enhance the promotional currency of their products through the mobilizing of local ‘commodity biographies’. It begins by outlining the place-specific strategies of promotion employed by speciality coffee retailers such as Starbucks and the Seattle Coffee Company, examining the range of ways in which Seattle as centre of US ‘coffee culture’ was deployed as the locus of ‘origin’ in order to create lucrative distinctions between speciality coffee and homogenized, mass-market coffee products. It then places this symbolic geography of coffee within the long history of coffee as a global commodity, tracing the recent emergence of speciality coffee as a ‘niche’ product, and situating it in the context of restructuring urban economies geared towards service-sector, consumption-oriented activities. The essay then moves on to consider the difficulties encountered by Starbucks, the market leader in speciality coffee, in monitoring and manipulating the symbolic geographies of its coffee commodities as they migrated from the coffee shop and into other realms of representation. In particular it explores the issue of Starbucks’ product placement in the a number of motion pictures in the 1990s, arguing that such placements were embraced by the company as an opportunity to defuse criticism of the company's activities that amplified as the decade evolved. Finally, the essay looks at the high profile targeting of Starbucks coffee shops by protestors at the anti-globalization protests that accompanied the hosting of the 1999 WTO Ministerial Conference Meeting in Seattle, arguing that this moment can be seen to capture much of the complexity of mobilizing circumscribed place-specific ‘commodity biographies’ for a global product in an era characterized by increased scrutiny of the international division of labour.  相似文献

This paper examines how speakers deploy narrative devices in talking about Sudanese refugees. Particularly, we show how narrative constructions form an important basis for the advancement of accounts about integration problems into the local polity. We analyse talkback ‘phone‐in’ calls to a local Adelaide radio station that provide callers an opportunity to give accounts of events and social phenomena that concern them in their local settings. Analysis shows that speakers regularly deployed narrative constructions, first‐hand ‘witnessing’ devices that functioned to legitimate accounts as veridical versions of events, and contrast devices to explicate the moral and behavioural aberrance of Sudanese refugees. The analysis illustrates how these discursive devices function rhetorically in interaction, in ways that differentiate Sudanese refugees as problematic. Through this analysis, we contend that narrative devices precipitate and bolster socio‐political policies that have serious, negative consequences for Sudanese refugees.  相似文献

It is increasingly becoming common knowledge that one of the major effects of the Single European Act 1986 will be to increase freedom of movement for some within the internal borders of the 12 European Community member States from 1993, while correspondingly restricting the influx of ‘outsiders’. What is still lacking, however, is informed research on the extent of this ‘exclusion’ and the likely impact of such exclusionist policy on the policing and movement of ‘refugees’ and migrants from South to North and East to West. It is the intention of this paper to address some of these issues. The main rationale behind these restrictionist and exclusionist policies is, on the one hand, a fear concerning floods of refugees invading the West from both the South and the East, due to either internal strife or poverty or simply economic disparity. On the other hand, a ‘tightening‐up’ of the asylum regulations and procedures is felt necessary on the official ground of ‘too many bogus applications’ being made to circumvent visa restrictions. This raises two problems in particular. Firstly, if the EC member States are becoming increasingly exclusionary, what happens to the refugee ‘flood'? Secondly, when is an ‘economic migrant’ not a refugee, or a refugee not a migrant, or even a ‘refugee’ not a suitable case for asylum? Moreover, even though it is realized at the political level that a long‐term strategy for ‘social and economic progress in the home countries represents the most important precondition to give the people in those countries a new professional and social perspective, which will encourage them to stay in their home countries’ it is nevertheless the case, unfortunately, that through Schengen and other EC inter‐governmental structures, the emphasis on control policy would seem to be dominant. Now that Hungary has joined the Council of Europe, has been a party to the 1951 (UN) Geneva Convention and the 1967 New York Protocol since March 1989, and together with Czechoslovakia and Poland has applied to join the EC, one has to wonder whether the ‘Cold War’ border between East and West is being shifted further East to become a ‘Closed ‘ border.  相似文献

The last decades' increase in the visual methods in social science has not been reflected in the study of religion. There is a rather perplexing absence of such methods in the study of religion, given the importance of visual symbolism in many religious traditions. This article is about photo-elicitation among young Christians, Muslims and non-religious people in the multicultural Grønland area in inner-city Oslo, Norway. We focus on two images of holy books: a Bible with a pair of aged hands folded on top, and a Qur'an with a prayer bead. Four narratives that these two images elicited form the basis of the article: (1) ‘Everyday life sociologists of religion’; (2) ‘Cousin Religion's holy book: tool for everyday cosmopolitanism’; (3) ‘Translating holy books’; and (4) ‘The image becomes sacred’. From these narratives, we discuss how photo-elicitation can work in the study of religion. We outline which participants provided which narratives. We discuss the potential of images for tapping silent knowledge about different religious life-worlds, and for bridging different social and cultural worlds.  相似文献

The past decade has seen the rapid development of transnationalism research, but transnationalism from below in situations of mass refugee influx has received little attention. However, the case study of Burmese refugees in Thailand clearly demonstrates that those refugees can maintain economic, social, cultural and political links with co‐nationals in all the domains of the refugee diaspora, even if their capabilities are in principle strained. It is argued here that the legal status of the person or diaspora organization concerned, as well as the country of origin and the host country have a larger influence on the type of transnationalism than the label ‘migrant’ or ‘refugee’. The concept of transnationalism should thus be conceived in a more encompassing sense, both geographically, thematically and including all emigrants regardless of their original motivations for migration. The article is based on fieldwork, including over 150 interviews with Burmese refugees and political activists.  相似文献

‘Consumer‐directed personal assistance’ has been a central tenet of the North American Independent Living Movement since its inception. There is, however, surprisingly little research that explores how consumer‐directed assistance gets played out in practice. We conducted a qualitative study that explored the relationships between disabled ventilator users and their personal support workers (PSWs) in supportive housing environments in Ontario, Canada. The results show that while all participants agreed that they adhered to the philosophies of ‘independent living’ embedded in ‘consumer‐directed personal assistance’, how this was understood and enacted varied considerably. Narrow interpretations focused on the task‐oriented aspects of PSWs’ work, while broader interpretations included interpersonal aspects of care, respect and mutuality. We discuss how a conceptualization of consumer‐directed personal assistance can be elaborated to accommodate a notion of ‘care’ while retaining the core tenets of the independent living philosophy.  相似文献

The role of smuggling in forced migration has been a leading policy challenge of the Syrian refugee crisis in Europe and the Middle East. This study investigates how anti‐smuggling government policies have shaped migratory risks for Syrian refugees in five countries: Jordan, Turkey, Greece, Serbia and Germany. Original evidence from in‐depth interviews (n=123), surveys (n=100), expert interviews (n=75) and ethnography reveal that government anti‐smuggler policies have: (a) endangered Syrian refugees by shifting risk from smugglers to their clients; (b) distorted refugees’ perceptions of risk, and; (c) decreased refugees’ confidence in government representatives while increasing dependence on smugglers. These data are unique in scope and topic, expanding the existing literature with an emphasis on understudied experiences during migration. The paper concludes with a policy recommendation that acknowledges the reality of smugglers’ role in forced migrants’ decisions, offering a pragmatic alternative of strategic pre‐emption of smugglers.  相似文献

The ‘Common Code for the Coffee Community’ (4C) was developed as a multi‐stakeholder initiative designed to embed sustainability principles in the mainstream coffee industry. It elicited widespread condemnation from producer countries during its initial ‘testing phase’. Focusing on Indian opposition, this article comes to the conclusion that, unless key issues as defined by producer‐country interests are addressed, any initiatives to advance the economic, social and environmental sustainability of the industry are likely to be seen as vehicles within a neo‐imperialist agenda seeking to establish consumer‐country control over the product supply chain.  相似文献

This paper offers a critical examination of the category ‘lone mother’, which tends to be viewed as an identity category by both ‘lay’ people and social scientists. This in turn leads to the category ‘lone mother’ becoming reified, while the socially constructed nature of it remains hidden. The aim of this paper is to find a way of analyzing the lives of lone mothers without making totalizing claims about these women as individuals, but at the same time without depoliticizing the category ‘lone mother’. I argue that adopting Young's (1995 ), concept of ‘serial collectivity’ in the study of lone motherhood would enable social scientists to avoid positing that ‘lone motherhood’ is a unified category or the basis of self‐understanding, while at the same time being able to make pragmatic political claims regarding the inequalities that lone mothers face. Furthermore, this paper argues for studying ‘lone motherhood’ as a category of practice, focusing on how the category is defined, by whom, and to what ends, and the effects this has on the lives of ‘lone mothers’.  相似文献

In May of 2008, a wave of xenophobic violence erupted in South Africa resulting in the displacement of thousands of ‘refugees’ who ended up in government-established ‘safety camps’. Due to the lack of an adequate response by government and the United Nations, the Treatment Action Campaign (TAC), a South African AIDS activist organisation, began providing relief to the displaced population. In this paper, we are interested in investigating the ‘biopolitical technologies’ used by the TAC in their response to this crisis. We argue that the TAC's approach to providing humanitarian aid to refugees in Cape Town drew on both the organisation's own archive and repertoire of activist techniques and practices and the biopolitical toolkit deployed by international agencies such as the United Nations High Commission for Refugees. The outcome of this cross-fertilisation, we argue, was a hybrid assemblage of tactics and techniques that did not conform to the characterisation of humanitarian aid as simply another kind of bureaucratic antipolitics. The case study draws attention to the ways in which the TAC sought to ‘empower’ refugees and non-nationals as well as pressure and leverage the South African state into responding to the crisis, and thereby fulfil its pastoral role as ‘the watchful shepherd’ and the protector of human life.  相似文献

This article examines the relationship between access to or lack of access to citizenship rights in countries of asylum and the propensity of refugees to return. It hypothesizes that in situations where refugees enjoy civil, social and economic citizenship rights in the context of favorable structural factors ‐ relatively secure employment, self‐employment, social services such as housing, schools, health care and social security ‐ the importance of repatriation may diminish as a viable option. In North America, Western Europe, Australia and New Zealand, where refugees are able to enjoy rights of citizenship with definite prospects for becoming citizens (through naturalization) or denizens through acquisition of permanent status, and where favorable structural factors provide for the enjoyment of a decent standard of living, they tend to remain regardless of whether the conditions that prompted displacement are eliminated. The policy environments and the structural factors for refugees sheltering in Less Developed Countries (LDCs) are the antithesis of those refugees in Developed Countries (DCs). As a result, millions of refugees in the South have been ‘voting with their feet’ homewards to recoup citizenship rights which they lost in connection with displacement and which they have been unable to achieve in exile.  相似文献

In this article I show how Bosniak (Bosnian Muslim) refugees reproduce, contest and construct their ethnic and religious identities. Using ‘ritual’ in a broad sense to refer to everyday routinized activities and practices that characterize family hierarchies and gender relations, as well as more easily identifiable religious rituals, I show that rituals assert belonging to a community and an identity, but are also, in the process of construction and contestation, selectively evoked and ignored. ‘The Other’ constructed through certain rituals is not merely the non–Muslim Bosnian (Serbs and Croats), but also, for refugees, other Bosnian Muslims who stayed behind. Moreover, engagement in secular and religious rituals, and the wider issue of identity constructions cannot be understood fully without exploring the dynamics between refugees and people who have remained in Bosnia. Competing constituencies claiming ‘Bosnianness’ and ‘Muslimness’ can be found across national boundaries and complicate the attempt to construct a community of believers or nationals, or both.  相似文献

Focussing on the inclusion of those primarily affected as stakeholders (refugees and other migrants), this article addresses a key ambition of the compacts themselves. We employ an ‘inside‐outside’ perspective and firstly ask: which groups participated in the consultative processes, what agenda did they set ‘inside’ the meetings, what alliances did they establish and how did they influence the outcomes? Secondly, we investigate what kind of advocacy took place ‘outside’ of these formalized spaces and what impact it had? By this, we not only contribute to an evaluation of the processes themselves, but also advance current academic debates on strategies, spaces and political opportunity structures for civil society and particularly migrant involvement in global migration governance from below and the larger debate on democratizing global institutions.  相似文献

This article offers an alternative understanding of the ‘scientist‐practitioner’ in clinical practice. The ‘dodo bird’ hypothesis or ‘common factors’ findings suggest that the specific technique of a particular treatment protocol, whether supported or not by empirical validation, are not as important as feedback to the clinician as to whether this particular treatment is working or not. A new philosophy of science and cognition suggests that ‘know‐how’ and ‘withness‐knowledge’ is of more importance than any ‘know‐that’ or ‘aboutness’ knowledge. Two hundred years ago Goethe suggested a method of science that was more focused on performativity than representationalism, which is being discovered again by postmodern science and philosophy. This model of science, combined with Levinas' call for an ethics first approach, can provide an alternative to the move towards treatment manuals.  相似文献
