Unaccompanied asylum-seeking children are noted at times tobe silent or circumspect about their origins and circumstanceswhen faced with authority figures, including social workers.Using some key ideas from ethnography and narrative therapy,this article examines existing literature on silence in thelives of unaccompanied minors, and on how the choices they makeabout talking and not talking can hinder or facilitate resettlement.It then describes a small research study within which interviewswere undertaken with local authority social workers to elicittheir responses to unaccompanied minors in such circumstances.These revealed that practitioners understood the children’ssilence in varied ways, and that they could be practically helpful,therapeutically minded and reliable companions, accompanyingthe young people towards resettlement, with or without knowingthe detailed ‘truth’ about their past  相似文献

The ‘social’ context in which social work is located is becoming increasingly unsettled by emerging patterns of mobility. Mobility is constrained for many social work service users who are trapped within disadvantaged areas, while for others it has become a forced necessity to cross national boundaries and inhabit uncertain status in their nations of destination. This article explores the responses of the social work profession to children seeking asylum in the Republic of Ireland. These children's complex needs, produced by the conditions of mobility they have encountered and by the conditions of arrival/settlement in Ireland, force social work practice to be orientated beyond the boundaries of the national welfare state. In order to explore the varied responses of the social work profession in the Republic of Ireland to asylum seeking children, three different groups of children are considered: children seeking asylum who have been separated from their parents; children who are seeking asylum with their parent(s)/family; and young Irish citizens whose asylum seeking parents are in danger of being deported. It argues that the provision of appropriate services for these children requires the development of post‐national forms of social work practice.  相似文献

This paper considers the controversial area of child protection with Black families. It begins by addressing the question of why the issue of child protection and ethnicity is important to social work. It then goes on to consider the current and related research in this field, and supports the arguments that Black families are likely to be over-represented in the child protection system. The reasons for this over-representation are explored in-depth as themes: these include issues around language and interpreting services; child-rearing differences; poverty; and social work assessments. Racism and discrimination are central concepts that underpin each theme. The final section looks at ways forward for social workers and their agencies with regard to working sensitively and appropriately with Black families.  相似文献

Although there are compelling examples of stress put upon refugee families, there is little systematic attention placed upon how the refugee women themselves view child‐rearing. In this exploratory research, refugee women's narratives concerning their understanding and perceptions of child‐rearing in the United States are studied. Seventeen refugee women raising children living in the Greater Portland region in Maine were interviewed. While resettling in the United States, the participants shared being overburdened by the loss of social structures that supported their parenting beliefs and strategies back home. They perpetually encounter cultural conflicts in the United States that result in a continuous process of contradictory interpretations and negotiations while rearing and disciplining children. Recommendations are provided for service providers working with this population. Professionals have to be cognizant of the hierarchical decision‐making and retributive strategies used by refugee families when disciplining children. Tools, that is, explaining, teaching, and rewarding children for coping with parenting challenges without resorting to punitive discipline methods can be introduced to refugee families. Professionals need to focus on providing refugee families with basic needs and addressing social and emotional challenges so that they can better integrate with the new communities as they rebuild their lives.  相似文献

Despite the importance of decision-making in child and family social work, how social workers make sense of information in undertaking assessments and making decisions has received limited attention. Drawing on an ethnographic study of four child and family social work teams across two English local authorities, this article demonstrates how social workers make sense of the lives of children and families through a story-building process. Data comprise interviews with social workers and supervisors (n = 22), recordings of one-to-one supervision (n = 17) and observations of everyday case-talk (n = 21). A model of social work sensemaking is offered, consisting of three stages: (1) initial formulations, (2) developing the narrative and (3) adopted account. Across these stages, social workers engage in different forms of sensemaking activity, such as case framing, testing and weighing information, and generating hypotheses. Collegial and supervisory case-talk provide opportunities for social workers to scrutinize their developing narratives; however, some forms of case-talk can limit or shortcut sensemaking. This model has applications for practitioners and organizations as a tool to promote reflection on how social workers make sense of their cases. Further recommendations include social workers having access to formal and informal reflective spaces where sensemaking case-talk can take place.  相似文献

Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long‐established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations (RCOs). This article discusses the findings of a 2008–2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. In recent years, governments, researchers, non‐government organisations, service providers and international institutions have become increasingly concerned with how to best support the settlement of refugees in UNHCR resettlement nations. Anxieties about the formation of a refugee underclass and the intergenerational impacts of social stratification motivate such inquiries. Settlement is often viewed through either of two lenses; the biomedical frame or the social inclusion frame. These frameworks are complementary rather than exclusive. It is from this combined theoretical perspective that this paper explores the impacts of family separation on the settlement of refugees in Australia. Drawing on focus groups and in‐depth interviews across three refugee background communities in metropolitan Melbourne, the paper finds that family separation has pervasive impacts on the wellbeing of the participants and on their capacity to participate and direct their own futures. Family separation is found to be a barrier to settlement and therefore a crucial consideration for the design and provision of settlement services to people with refugee backgrounds.  相似文献

Refugee resettlement policy in the United States prioritizes family reunification, meaning, resettling families that may have been separated for years are reuniting and reestablishing connections while integrating into a new culture. Scholarship on the impact of resettlement and integration has focused primarily on the individual level, despite evidence that strong family relationships are a documented protective factor for refugee families. This paper aims to explore the impact of resettlement on Karen refugee families' relationships. Data from 6 focus groups with 36 Karen refugee community members and interviews with 8 key stakeholders suggests that refugee families are at risk of a constellation of relational issues that are exacerbated by the stress of resettlement. Data also indicates that families have indigenous strategies for solving problems that could be harnessed to develop culturally relevant family support services.  相似文献

Given that more people 'permanently' migrate today than in the past, migration has taken on a heightened profile internationally. Such mobility raises fundamental social policy questions of entitlement and (re)negotiation of caregiving obligations and arrangements. Social policy has traditionally approached problems and developed responses within the confines of the nation-state and faces difficulties in recognising and addressing issues arising from mobility. Migration contributes to family being 'stretched' beyond national boundaries to become dispersed, global or transnational families. This article focuses attention on one dimension of transnational living – older people as members of transnational families. The combination of increasing population mobility and the elongation of new post-retirement life-stages is resulting in a set of pressing social policy issues. It explores immigration, pension eligibility and portability, and social services and caregiving issues. To illustrate these issues the article draws on New Zealand's diverse transnational family forms and experience.  相似文献

In England, social services departments have a duty to provide care and protection to unaccompanied asylum seeking children from the point they arrive in the country. In recent years, research studies have identified a number of practice and policy issues of concern regarding the social services response to unaccompanied children. This paper focuses on three broad issues that emerge from the literature. The paper explores research concerns associated with (i) the referral and assessment process, (ii) the use of the child welfare legislative framework, and (iii) a number of issues arising from the provision of placements and other support offered to unaccompanied children. The findings of the research reviewed demonstrate that there are indeed clear grounds for concern. However, this paper argues that the evidence base is relatively weak and that as a result we know very little about the nature and context of the social work response to this group of children and young people.  相似文献

Although research on the experiences of unaccompanied asylum‐seeking young people in the UK has grown steadily in recent years, their experience of fostering and of the role played by foster carers in helping their adjustment have been neglected. This paper reports findings from the first UK study into these experiences, describing issues arising from initial assessment and preparation for fostering and the ways in which young people and foster carers adjusted to their lives together. It assesses the progress made by young people during placement, the strategies that appeared helpful to relationship building, and the extent to which young people had become integrated within the wider network of family relationships. Given that most young people first arrive as teenagers, it also considers the ways in which foster carers and social workers helped young people prepare for adult life in the context of uncertainties arising from the asylum process.  相似文献

This review examines the current published and “grey” literature relating to the experiences of homelessness by people seeking asylum within Australia. While many people seeking asylum have experienced homelessness during their flight, inadequate and unaffordable housing are a feature of the settlement experience for a large number of new arrivals to Australia, putting at risk their successful settlement. This study aims to explore the factors influencing access to stable housing. A systematic review of the academic literature and a search of the grey literature identified 11 articles and 20 documents related to homelessness and people seeking asylum in Australia. The academic literature included a variety of methods and approaches to the investigation of the experience of homelessness in Australia. The grey literature was more practice based, including evaluation and research reports, submissions, and newsletters. Findings suggest that experiences of homelessness are multifaceted and have a range of influences, including policy, financial stress, lack of access to education and employment, and a lack of affordable and suitable housing. Any solutions to address homelessness need to be similarly diverse. Discrimination from real estate agents and employers was also identified as a barrier to housing for many people seeking asylum, an issue that will need to be addressed at a systematic level. The lack of research published in the academic literature means that although there may be some programmes or solutions operating in the community, as demonstrated in the grey literature, this information is not being shared beyond organisation websites or subscriber lists, resulting in a lack of coherency or sharing of solutions. This review highlights the need for further attention to the factors influencing homelessness in asylum seekers, the experience of homelessness, and how these can be addressed by government and non-government led strategies and policy development.  相似文献

Although it is only a minority of displaced and persecuted people globally who seek refuge in ‘Western’ countries, they meet an increasingly hostile reception. This paper focuses on the situation facing children seeking asylum with or without their families in Britain and Australia, and the implications for children's rights and for social work. The policy background and its racist foundations in both countries are outlined. Despite geopolitical differences, there are unnerving parallels. Legislative changes and policy complexity signal increasingly punitive attitudes towards asylum seekers. The situation of children and families in the community is discussed in terms of the exclusion of asylum seekers from basic rights, and specific issues for separated children. Even more damaging is the incarceration of children and families in detention centres, and the emerging research is explored. In both countries there is widespread flouting of children's rights, and children also feature as pawns in ideological contests. However, they also act autonomously and illustrate an inclusive model of citizenship. The role of social workers in the statutory and voluntary sectors is considered, and the paper concludes with a discussion of the challenges for social work of avoiding collusion with repressive policies and actively promoting human rights.  相似文献

During the Covid-19 pandemic, social workers played an essential role in helping people understand what was happening and cope with new unforeseen difficulties, even carrying out new tasks and activities. Social workers were asked to redefine their work methods to maintain aid relationships with families. This reorganization was complex and challenging for child protection services. The paper will discuss the results of a qualitative research project aimed to describe the Italian child protection social workers' functions during the Covid-19 pandemic. Three online focus groups were conducted with child protection social workers. These focus groups helped researchers explore the new organization of social workers' work in child protection services, which was aimed at maintaining their role and performing the new tasks they need to carry out to support families and children. Three main areas of discussion emerged from the qualitative analysis: (1) postponed and maintained activities; (2) remote work advantages and challenges; and (3) new professional learning.  相似文献

Social work in the United Kingdom is preoccupied with what social workers cannot do due to having limited time to spend with service users. Yet remarkably little research has examined what social workers actually do, especially in long‐term relationships. This paper draws from an ethnographic study of two social work departments in England that spent 15 months observing practice and organizational life. Our findings show that social work some of the time has a significant amount of involvement with some service users and the dominant view that relationship‐based practice is rarely achieved is in need of some revision. However, families at one research site received a much more substantial, reliable overall service due to the additional input of family support workers and having a stable workforce who had their own desks and were co‐located with managers in small team offices. This generated a much more supportive, reflective culture for social workers and service users than at the second site, a large open plan “hot‐desking” office. Drawing on relational, systemic, and complexity theories, the paper shows how the nature of what social workers do and culture of practice are shaped by the interaction between available services, office designs, and practitioners', managers', and service users' experiences of relating together.  相似文献

This paper explores how social workers intervene with affluent parents when there are child protection concerns about neglect. Based on data gathered from a small‐scale exploratory qualitative study with 30 practitioners from 12 local authorities across England, this study examined three overarching questions: (a) How do social workers identify risk factors for vulnerable children in affluent circumstances? (b) Which factors inhibit or enable social workers' engagement with resistant affluent parents when there are child protection concerns? (c) What kind of skills, knowledge, and experience is necessary for social workers to effectively assert their professional authority with affluent parents when there are concerns about abuse and neglect? The findings revealed that indicators of neglect can be difficult to identify and challenging to respond to when parents are affluent. Results indicate that social workers have to navigate complex power relationships with parents who are able to use their class privileges to resist their interventions. The paper concludes with a discussion of social workers' skills and capacities for engaging highly‐resistant affluent parents in the child protection system.  相似文献

A wide range of issues are explored that are identified by incarcerated mothers during their participation in a Family Reunification Group at a prison for women. They include concerns regarding parent–child visits; lack of communication by child welfare social workers, attorneys, foster parents, and other caregivers; the Adoption and Safe Families Act (ASFA); lack of finances; past and present unresolved trauma issues; and the absence of notification of scheduled court hearings. This article also provides an in-depth look at how a group therapist established a therapeutic alliance with varied women in the group over a period of 5 years (2008–2013) and maintained a sense of professional self in this controlled setting. Finally, the implications for clinical social work practice and social work education are presented. Confidentiality is ensured with the use of de-identified case composite clinical material.  相似文献

The National Association of Social Worker's Standards for Cultural Competence (2002 National Association of Social Workers. 2002. NASW standards for cultural competence in social work practice, Washington, DC: Author.  [Google Scholar]) mandates social work practices that recognize the cultural preferences of different groups in the United States. The NASW Code of Ethic (1996 National Association of Social Workers. 1996. Code of ethics, Washington, DC: NASW Press.  [Google Scholar]) states that social workers have a responsibility to understand culture and its function and to further recognize the strengths that exist in all cultures. This article addresses the void in the social work literature on culturally based and strengths‐oriented family interventions for African American parents. The article describes a culturally competent intervention model developed by the MAAT Center for Human and Organizational Enhancement, Inc. in Washington, D.C. for parents of African American male youths who live in high‐risk environments. The family enhancement and empowerment model (FEEM) is based on Africentric social work principles that are grounded in a strengths perspective. The article describes the FEEM program, including a discussion of practical strategies for building trust and offering support to African American parents and families.  相似文献

A small scale exploratory evaluation of an innovative way (using audiotapes) of keeping social care staff informed about research findings is described. The research was mainly qualitative in style, and explored (i) the extent to which the audiotapes raised knowledge about issues at an individual level, and (ii) subsequent changes in agency practice in terms of discussing and sharing literature‐based information over a period of several months. The study was undertaken in four social services departments in England. A total of 29 social care staff answered an initial questionnaire before exposure to the tape itself. Following exposure, four focus groups involving a total of 25 social care staff were undertaken to reveal their attitudes to the content and style of presentation. Finally, three months later, 20 of the original 25 social care staff answered a further round of questions on subsequent use of the tapes as part of practice development. Results generally revealed that social care staff responded well to more informal, conversational styles of presentation on the tape but were critical where a more formal ‘lecture style’ was adopted. Their uptake of research messages was very driven by the specific demands of their own individual work role. Broader relevance for disseminating research results to social care staff is discussed.  相似文献
