Objective. This article takes issue with the way that second‐generation immigrants have been traditionally defined. In most studies, respondents are considered to be “second generation” if they are born in the United States and if at least one of their parents was born outside the United States. This article considers whether the experiences and outcomes of those with one U.S.‐born parent and one foreign‐born parent (the “2.5 generation”) are different from those with no U.S.‐born parents (the “2.0 generation”) and those with two native‐born parents (the “third generation”). Methods. The article analyzes data from the March Current Population Survey (CPS) from 1999 to 2001. Results. The evidence indicates that the 2.5 generation is a numerically significant population, and that it varies from other groups in age structure, racial identification, educational attainment, and income. Conclusions. In studying the U.S.‐born children of immigrants, scholars should avoid lumping together the 2.5 generation with those who have no native‐born parents. The members of the 2.5 generation also should be treated as distinct from those born in the United States to two native‐born parents.  相似文献

Over the past two decades, the use of ethnographic research methods, in combination with a range of discursive, conversational, and multimodal analytical approaches, have provided vivid accounts of the complex nature of social workers' everyday communication. This paper discusses the potential and the problems of combining a video‐stimulated recall methodology with an explicit theoretical framework, in order to generate critical reflexive “insider” accounts of social workers' direct encounters with children. The framework employed was based on an adaptation of Goffman's concepts of “framing” and “footing,” which were integrated into an analytical process designed to theorize social workers' critiques regarding the nature of their communication with children. Three detailed case exemplars are used to demonstrate the potential of this methodology to explore the “delicate” agency required by social workers in the practice of authentic communication in complex professional inquiries with children. The paper concludes with a brief discussion of the theoretical and practical issues associated with utilizing reflexive methodologies in professional contexts.  相似文献

Abstract The Baltic States – Estonia, Latvia and Lithuania – join the European Union in 2004. This paper examines pension reform in the three countries over the past decade in the light of the “European social model” and the “World Bank model”. Part one seeks to define these two models. It shows how the former emphasizes income adequacy and solidarity while the latter stresses fiscal sustainability, savings and economic growth. Part two looks at reforms made and proposed. Initial reforms involved raising the retirement age and relating benefits more closely to earnings and service. This resulted in the establishment of pension systems similar to those in many European countries. Subsequent reforms involved attempts to shift from a publicly financed, purely “pay‐as‐you‐go” system to one based upon “funding” and private, individual accounts. Such systems have been promoted by the World Bank. The appropriateness of this approach – its high transition costs, potentially high administration costs, and longer‐term implications for the relative income status of retired people – is questioned. Part three draws conclusions. In the short and medium term, policymaker should safeguard income adequacy rather than seek the doubtful advantages of funding – in other words, look more to “Europe” than to “the world”.  相似文献

We have said that gravestone studies is our own corner of research in American attitudes toward death. We begin with a discussion of burying grounds not only because it is our own, but because we have chosen gravestone s t d i e s to represent the historical backdrop against which our contributors view important twentieth century attitudes toward death in America. “Grinning Skulls, Smiling Cherubs, Bitter Words” discusses burial grounds and gravestone motifs in New England from the late seventeenth century through the early nineteenth century, and connects shifts in gravestone imagery to changes in social, intellectual and religious life in New England. “Ideologies in Stone: Meanings i n Victorian American Gravestones,” by Kenneth Ames, expands the geographical area nationwide, and covers the chronological period between 1850 and 1920. Like “Grinning Skulls,”“Ideologies in Stone” is concerned to connect the confines of the burying ground with the social values of the culture that produces it.  相似文献

The professed aim of any social welfare or legal intervention in family life is often to bring about “better outcomes for the children.” But there is considerable ambiguity about “outcomes,” and the term is far too often used in far too simplistic a way. This paper draws on empirical research into the outcomes of care proceedings for a randomly selected sample of 616 children in England and Wales, about half starting proceedings in 2009–2010 and the others in 2014–2015. The paper considers the challenges of achieving and assessing “good outcomes” for the children. Outcomes are complex and fluid for all children, whatever the court order. One has to assess the progress of the children in the light of their individual needs and in the context of “normal” child development, and in terms of the legal provisions and policy expectations. A core paradox is that some of the most uncertain outcomes are for children who remain with or return to their parents; yet law and policy require that first consideration is given to this option. Greater transparency about the uncertainty of outcomes is a necessary step towards better understanding the risks and potential benefits of care proceedings.  相似文献

Amid considerable interest in the experiences of early career professionals in social work in England and internationally, and the relationship between these and retention and progression, this article reports on the findings of one element of a larger evaluation. It reports the findings and analysis of interviews with 42 relative newcomers to social work, some 3 years following qualification, focusing on their current career orientations, and how these appear to affect their future intentions. We identified three distinct groups, designated as “strivers,” “doers,” and “seekers.” Each of these groups demonstrated a different kind and level of commitment to their social work role and identity: Strivers were oriented towards career progression and taking on senior roles; doers were committed practitioners who saw themselves as continuing in front line service delivery for the foreseeable future; and seekers, although still committed to social work in principle, tended to be more unsure about their future place in the profession. This typology appears to be reasonably robust on the basis of our investigation and has implications for career planning and supervision of social work professionals, especially at the early stages of their careers.  相似文献

Past research has identified the salience of the notion of “good motherhood” in countries such as Australia, where women are expected to invest significant time and energy, often through self‐sacrifice, to raise their children. We analysed free‐text comments provided in response to an open‐ended question from the Australian Longitudinal Study on Women's Health (ALSWH) to examine whether the discourse of “good motherhood” played any role in how women articulate their experiences of juggling paid employment with motherhood. Eighty women from the cohort born 1973–78 were included, providing 223 comments. “Good motherhood” underpinned many of the accounts about combining motherhood with paid employment. Women reported life as stressful and hectic as they attempted to juggle the demands of childcare with paid employment and domestic chores. Although some identified “good motherhood” as an unachievable ideal, most were largely unable to disengage with this discourse. Broader social structures, such as inflexible working conditions, were found to reinforce and support this ideal, contributing to the strength of the discourse.  相似文献

Evidence-based standards are becoming increasingly influential in frontline services connected to labor market inclusion of vulnerable citizens. To increase our understanding of standardization in such public service delivery, this study draws on interviews and ethnographic fieldwork from two frontline offices in the Norwegian Labour and Welfare Administration (2017–2018) that use the evidence-based Individual Placement and Support (IPS) standard. Adopting a theoretical perspective of organizational practices, the study highlights two distinct approaches to practicing IPS in the frontline organizations: as a “practice shift” in one organization (i.e., creating and legitimizing radically new service practices involving closer collaboration with employers) and as a “practice revival” in the other (i.e., reinstating more traditional service practices involving a holistic client orientation). Each approach relates to a specific constellation of recruitment practices, dynamics between frontline supervisors and staff, and team integration. The study contributes to the literature in two ways. First, it shows the underlying flexibility embedded in standardization and how standards may be implemented and adapted in ways that may either promote more radical change or revive traditional practices. Second, it nuances positions in the literature on the impact of standards on professional service work. On this basis, the study suggests broadening the attention in research on evidence-based standards in public service delivery from discussions of “what works” to understanding the broader organizational dynamics involved in “making it work.”  相似文献

In this article, I outline a framework for the sociological study of culture that connects three intertwined elements of human culture (cultural motivations, resources, and meanings) and demonstrates the concrete contexts under which each most critically influences actions and their subsequent outcomes. In contrast to models that cast motivations, resources, and meanings as competing explanations of how culture affects action, I argue that these are fundamental constituent elements of culture that are inseparable, interdependent, and simultaneously operative. Which element provides the strongest link to action, and how this link operates, must be understood as a function of the actor's position within wider social contexts. I argue that on average motivations have the most discernable link to action within a social strata, cultural resources provide the strongest link across strata, and meanings have the greatest direct influence when codified and sanctioned. I then offer a reframing and synthesis that reintegrates previously “competing” theories of culture into a more holistic context‐dependent model of culture in action. Finally, I use evidence from prior empirical research, as well as new data from an ongoing ethnographic study of health behaviors among the aged, to show how various elements of culture are concretely linked to action in eight different social contexts. In doing so, I provide a roadmap for the transition out of the “either‐or” logic underlying much of cultural theory and reemphasize the importance of the classical sociological concern for “when” and “how” various aspects of culture influence action and outcomes in concrete social contexts.  相似文献

Based on a large‐scale survey conducted with parents from Japanese language schools in Sydney in 2015, this paper aims to review multiple dimensions of social cohesion in the Japanese ethnic community in Australia. Looking at several indices such as economic, political, and cultural integration, the paper describes the social profile of the Japanese ethnic community, questioning the generic perception of the community as a coherent body of middle‐class migrants in Australia. This was achieved through a comparative analysis with outcomes of a national survey of the Australian population on social cohesion and draws attention to the ways in which a particular sense of social cohesion with Australian society is constructed by Japanese migrants. The study found a differentiated sense of belonging to the local community, country of residence (Australia), and nation of origin (Japan). It found communal diversity in the Japanese community resulting from there being a majority of women migrants who were part of cross‐border marriages and their children living in multicultural family circumstances. It was concluded that this configuration within the community leads to advocacy related to a re‐identification as a possible ethnic group of migrants that should be recognized in an inclusive migration settlement policy in Australia.  相似文献

A plea has been made for replacing the perspective of “symbolic interactionism” with a new interactionist's perspective—“radical interactionism.” Unlike in symbolic interactionism, where Mead's and Blumer's ideas play the most prominent roles, in radical interactionism's, Park's ideas play a more prominent role than either Mead's or Blumer's ideas. On the one hand, according to Mead, the general principle behind the organization of human group life was once dominance, but it is now “sociality.” On the other hand, according to Park, this general principle is now and has always been dominance. Blumer takes a position much closer to Mead's than Park's arguing that the general principle underlying the organization of human group life is sociality. Under certain special conditions, however, it can become dominance. Although like radical interactionism, symbolic interactionism is rooted in pragmatism, unlike in radical interactionism, symbolic interactionism is still plagued with strains of utopian thought, among which the notion of sociality is the most virulent. Sociality may be the principle on which human group life is organized in heaven, but, down here on earth, it remains organized on the basis of domination. Thus, radical interactionism provides a much‐needed antidote to the idealistic overtones still found in symbolic interactionism.  相似文献

This article presents the findings of a research project that explored the perceptions and constructions of Israeli social workers, serving families of Ethiopian origin in Israel, regarding “risk” vis‐à‐vis the children of this community. Thirty semistructured in‐depth interviews with social workers of Ethiopian and non‐Ethiopian origin were conducted and thematically analysed. The study findings indicate that the risk posed to children from the Ethiopian community, as conceived by the social workers charged with their treatment, tends to emerge in the interface between four main contexts: the societal, the neighbourhood, the education system, and the welfare system. Resembling the cycle of poverty, in which a cyclical set of forces trap people in perpetual poverty, children from minority groups are often caught in a cycle of risk. In each of these four contexts, a circular movement was observed in the construction of risk. Breaking the circularity of “risk” requires a context‐informed approach that adopts the perspectives of critical theories, which consider structural factors, power relations, and sociopolitical context when assessing “risk” for children in general, and for children of oppressed groups in particular.  相似文献

Given that explicitly realist perspectives are currently quite unfashionable in applied linguistics, we very much welcome your thorough and careful discussion of the various forms they might take. We find the various categories you identify quite persuasive, and we find much to agree with in your characterisation of several of the positions you outline, particularly in the earlier part of the paper. However, we do take issue with aspects of your characterisation of both “social” and “linguistic systems” realism, and with some of the arguments you adduce particularly against the latter and in favour of your seventh way (“linguistic norm circles realism”). Our response, then, concentrates particularly on the challenges arising from these parts of your paper, and addresses: (1) the ways in which we may define language itself, for the purposes of this debate; (2) the distinction between social and linguistic norms; (3) the properties of language; (4) the role of empirical evidence; and (5) the methodological problems we find with the norm circle approach.  相似文献

Matching children with foster carers is an important step in every nonkinship family foster care placement. Although guidelines for matching are provided in several studies, the case‐specific context of the decision can influence the practitioners' ability to adhere to these guidelines. Therefore, this study answers the following question: “How does the case‐specific context influence the practitioners' decision‐making process regarding matching in family foster care?” Using a qualitative design, 20 semistructured interviews were conducted with practitioners matching children with foster families. Three themes emerged representing different layers of practitioners' everyday decision‐making: matching as planned, matching being tailored, and matching being compromised. The results show that exceptions are part of practitioners' daily work, either due to the belief that it might benefit those involved or because of obstacles presented during the decision‐making process. When the decision is compromised, matching practitioners lower their standards, while at the same time safeguarding the quality of the match. This proves that matching in practice is more than choosing a family, and guidelines are needed to determine what “good‐enough” matching should entail.  相似文献

This article examines the accounts given by child protection practitioners of how the current economic climate has impacted on their practice. We build our discussion on empirical findings emerging from a small but rigorous qualitative research project conducted by one of the authors. This original study examined Scottish and Finnish social workers' perceptions of their abilities to engage effectively with children and families in what many have described as an “age of austerity.” It set out to explore challenges encountered in daily practice through a cross‐national comparative thematic analysis. The paper illuminates practitioners' shared reality of frontline practice in Scottish and Finnish contexts. Despite differing socio‐political environments, participating practitioners found austerity measures to impact negatively on both their professional resources and on the communities they work with. Significantly, practitioners regarded themselves as the key resource, taking individual responsibility to ensure families received a quality service. For many, austerity had resulted in greater empathy for families and awareness of the wider economic and structural impact on their lives. The increased centrality of social justice was pivotal to everyday practice.  相似文献

This article reports findings from a 13‐month ethnographic study of knowledge use and expertise among 78 workers in a U.S. residential treatment center for children. It investigates the question of how youth care workers developed expertise in an organization that did not require graduate professional education and provided little didactic training. It demonstrates how processes of informal apprenticeship allowed some workers to develop locally recognized expertise through working alongside more experienced peers. It analyzes the puzzling initial finding that workers simultaneously attributed expertise to innate “common sense” and reported that they developed this form of expertise through informal on‐the‐job apprenticeship. Taking a cultural perspective on learning, this article conceptualizes youth‐serving organizations as communities of practice in which informal apprenticeship contributes to the development of locally valued forms of expertise and addresses the question of why youth care workers appeared to differ in their ability to make use of opportunities for such learning. It explores implications of these findings for workforce development in youth residential treatment and for social work education in general, suggesting simple methods for maximizing opportunities for situated learning.  相似文献

“Explain or change” was a key term that came into currency in the UK from 2016 onwards to put the onus on public institutions to account for disparities in outcomes on the basis of class, gender, and ethnicity in the main. One of the most prominent outcomes of this policy initiative was the government Race Disparity Audit. This article aims to go behind the headline figures to understand what it means to either “explain” or “change” figures and policies around race/ethnicity in particular. It outlines the findings of a survey and some interviews with staff working in the NHS in London and in universities in England. The findings point to difficulties with the quality of data generated by these organisations, as well as the uses of data. Practitioners feel that data is incomplete and do not provide the routes to policy measures that will make a clear difference to outcomes. At the same time, there is a feeling there is a lack of will to use data to either explain or change their organisation's response to race inequality. Thus, this article concludes that the use of ethnicity data remains the main concern for many participants in this study.  相似文献

In the context of religious expectations that their primary obligations should be child care and maintenance of the home, how do Church of Latter-day Saint (LDS) women and their spouses view the relationship between women’s work and the family? Are these perceptions similar or dissimilar for men and women? This study addresses the work–family nexus by examining associations among religiosity, traditional gender ideology, work-to-family spillover, and family cohesion using data from a random sample of dual-earner LDS couples. Our findings indicate that for LDS men, women’s work outside the home is negatively associated with perceptions of family cohesion. However, this relationship is not significant for women. Gender, therefore, is a key factor in how women’s work is perceived among dual-earner Latter-day Saints.  相似文献

Research highlights the role of key actors and relationships in supporting the educational attainment and progress of children in care and care leavers. We know less about how relationships influence the educational journeys of people with care experience over time and how to support the educational progress and engagement of adults with care experience. The principle of “linked lives” is central to the life course perspective referring to the interdependence of human lives throughout the life course. This paper explores how the principle of linked lives can illuminate our understanding of how relationships positively influence the educational journeys of adults with care experience over time. Educational life history interviews were conducted with 18 care‐experienced adults (aged 24–36) in Ireland. Findings suggest that the principle of linked lives is a valuable conceptual tool for providing new insights on this issue. Four key themes were identified: (a) opportunities for educational support are present across the life course; (b) “family” is a central source of educational support; (c) there is intergenerational capacity for educational support; and (d) relationships beyond the “family” are supportive of education. Implications for practice, policy, and research are explored.  相似文献
