Over the past two decades, child protection authorities internationally have begun to implement models of family participation in child protection decision‐making. Debate exists about the extent to which these models promote family involvement in decision‐making. While a significant body of research on family and professional experience and perceptions of models of family participation in decision‐making has emerged, there has been little observational research of these approaches. In this paper, we report on observational data from 11 family group meetings (FGMs) in a child protection context in Queensland, Australia. Under Queensland child protection law, these meetings are referred to as an inclusive process for child protection decision‐making and planning. We draw on observational data to analyse how family inclusion in child protection decision‐making is facilitated, or limited, by the FGM process. We consider tensions in the realization of a participatory ethos in child protection services systems and discuss what practitioners can practically do to enhance family participation in child protection decision‐making.  相似文献

The ‘child’ in child welfare/protection is seen as a dependent waif and an object of interest, on whose behalf adults speak and act. An alternative perspective has argued for child‐centredness, and includes concepts of child liberation, rights and citizenship. Policymakers and practitioners who may accept the underlying principles may be concerned about the appropriateness and applicability of such principles in relation to practice with children and their parents in child welfare/protection cases. This paper discusses a conceptual framework for research that aims to explore participatory and child‐centred professional practice by critically evaluating and developing, for professional practice, the practical meanings of ‘participatory’ and ‘children as citizens’. We do not present research outcomes based on empirical data; instead, we present our conceptual framework as the first stage of research in progress into participatory and child‐centred professional practice.  相似文献

Summary This paper examines the effects of discourses about participationon child protection practice. The paper critiques the prevalentconceptualizations of participation on the grounds that, often,these ideals have been imported from other disciplines withoutdue regard for the specificities of child protection practice.Initially, the critique is focused on how participatory discourseshave resisted adaption to the child protection field. For example,participation and paternalism are often paired dualistically,with the consequence that participation is seen as an unquestionablegood, whilst practices that do not conform to this ideal areassociated with paternalism and considered to be antitheticalto just child protection practice. By examining some of thetypical responses, within the child protection literature andamongst child protection professionals, to the prevalent discoursesabout participation it is argued that these discourses haveactually thwarted the development of participatory processesin child protection work. This is because these discourses donot engage with the expectations associated with child protectionwork, particularly the use of statutory power that such practicedemands. The final part of the paper identifies how post-structuraltheory, particularly the work of Foucault, can highlight anddismantle some of the assumptions about power on which participatorymodels have rested and allow for the development of a participatoryethos which is receptive to the specificities of child protectionwork.  相似文献

This paper takes the opportunity of the current child welfare system change in Ireland to promote the value of learning from history to better understand the interface between family support and child protection. The paper draws from the histories of child protection and family support to illuminate the commonalities and differences that have come to define the two practices. Using findings from two historical studies – one on family support and the other on child protection – the paper demonstrates the unique features and the many integrated elements of family support and child protection in Ireland. It is argued that students and practitioners need to be provided with a stronger sense of the historical developments that have shaped the present. This will enable comprehension of the complex context within which current relations between ‘protection’ and ‘support’ are negotiated and help to avoid operating in a vacuum of a present only viewpoint. The paper concludes with reference to the need for students and practitioners to navigate the complex relationship between family support and child protection at practice, policy and organizational level through a well‐informed knowledge of the historical as well as the present context.  相似文献

Previous studies have found mixed results about the effects of family support services within the child protection system. The purpose of the study is to examine whether family support services are associated with the need for child removals at the community level. The material of the study consists of Finnish municipalities (N = 292) and their child protection indicators. Linear regression analysis was conducted to analyse the associations between the dependent variable (child removals) and the main predictors (child welfare notifications and family support services). It was found that family support services are associated with child removals. The more children there are in family support services, the more there are also child removals in a municipality. The key finding of the analysis is that a higher rather than lower proportion of clients in family support services buffers the increased effect of demand (child welfare notifications) on child removals better. In this sense, the demand for child removals is not only associated with the characteristics of children and families but may be partly explained by the role of family support services in a municipality. The present study underlines the significance of a system-level approach to child protection.  相似文献

Children's participation is essential to achieve good outcomes for children involved in child protection systems. Despite this, research has consistently found children report low levels of participation, are poorly consulted and feel inadequately involved in decisions about their lives. To explore how practitioners understand children's participation, 18 in-depth interviews were conducted with statutory child protection practitioners in Australia. The interviews explored the ways child protection practitioners understand children's participation. Our findings show practitioners conceptualize children as rights holders and believe it is essential to hear directly from children about their needs and wishes to keep them safe. Practitioners identified the importance of transparent processes and decisions. Different understanding of participation emerged, with some participants talking about children as their central focus but not discussing meaningful participation of the child. It appeared that children's participation relied largely on the views and skills of individual workers, as well as their ability to incorporate meaningful participation in limited time and in complex practice environments where children's safety is a primary concern. Systemic changes to address time barriers, training practitioners to understand and implement participatory practice, and seeking children's input into service design, will support consistent and meaningful participation.  相似文献

This paper critically examines the relationship between statutory family support and child protection using the case study of Ireland. It builds on the work of Devaney and McGregor (2017) to offer an additional contribution to existing frameworks for practice through adapting the Hardiker Exton and Barker (1991) model of prevention. Using evidence from current Irish developments, the case for moving away from linear and simplistic differentiation of family support and child protection is made. Evidence from three main sources in Ireland is presented to develop the argument. This evidence includes the Child Care Law Reporting project (Coulter, 2015, 2018); a recent evaluation of a family support practice model called Meitheal (Rodriguez Cassidy and Devaney, 2018) and recent findings about public awareness of family support (McGregor and NicGabhainn, 2018). We argue that special attention should be paid to families “in the middle” who are in need of both support and protection and propose an adapted version of Hardiker et al. model to aid in this work. We identify what should happen at different levels for macrostructural to micropractice levels. We conclude that the learning from the Irish case study can be applied to an international context.  相似文献

This paper describes the emotional labour and befriending of families in East London by Family Support Workers (FSWs). The study is derived from an evaluation of the Family Welfare Association's Tower Hamlets Family Support Service. A key finding is that engaging the emotions of families enables high quality and effective support in the family home. FSWs win trust and elicit narratives from families, particularly from mothers and children. The narratives of families are a rich source of informing better practice. In line with Government objectives, the participatory work of FSWs helps to balance understanding on family support, health and child protection. According to Government and research, the early identification of child protection issues is particularly important in mitigating their worst effects. FSWs gain trust and early disclosure on child protection cases. This prevents child care problems from deteriorating into child protection issues. FSWs also act as informal advocates and help to balance social service assessments with the views of families. FSWs take a proactive, non‐stigmatizing, non‐intrusive approach to families. FSWs are sensitive and responsive to the emotions, ethnicity and specific needs of families.  相似文献

This paper presents a 'best practice perspective' on child and family work. This involves moving beyond the 'deficit perspective' which dominates how the literature examines practice negatively in terms of what is not being done well to one which sets out best practice positively as a model for learning and developing systems and practice competencies. The paper focuses specifically on the meanings and development of best practice in family support in the context of child protection work. This involves work that is not only sensitive to achieving child protection and empowering practice in the context of power differences, but which meets the challenges of engaging therapeutically with and ultimately helping (often resistant) service users. The paper argues that issues of trauma and healing, and self-actualization more broadly, need to move to the centre of how family support and child protection are theorized and done. The aim should be to promote child protec-tion, welfare and healing through the development of egalitarian relationships in what Giddens calls the 'democratic family'.  相似文献

Abstract

The United Nations Convention on the Rights of the Child (UNCRC) includes provisions to ensure that children and young people participate in decisions affecting their lives. Ghana ratified the convention in 1990 making a commitment to review its child protection policies and legislation in compliance with provisions in the UNCRC. Yet, national policies and legislation do not include practical guidelines to promote children’s participation in the child protection process. Thus, this qualitative study presents findings from in-depth interviews with 15 child protection practitioners on their views about some practical guidelines to promote children’s participation in child protection. Data from the interviews were subjected to constructivist grounded theory analysis. The study findings revealed the age of the child, separate room for children, creating a friendly environment and education as some important factors for practitioners to consider in promoting participatory practices for children. Child protection policies and legislation in Ghana should include these suggestions to ensure that children’s views are heard in the child protection process. To realize the overarching goal of achieving active child participation in child protection, further research may focus on the views of parents and children on how to develop culturally relevant strategies to promote child participation.  相似文献

Participation of children and parents is a central notion in child and family social work. This paper reports on a research dealing with how the participative paradigm comes to the fore in the practice of report writing in the work with looked-after children. As social work is essentially a language-centred activity, report writing is a core skill in social work. A participative practice of report writing would imply that the perspective of the children and parents is present in the reports. The results of our research show that a participatory approach to writing reports is not self-evident. On the one hand, the practice of report writing shows a big diversity in the way the client's perspectives are given attention. On the other hand, the incorporation of the client's voice does not necessarily stand for a participatory approach because it may be used to strengthen professional views rather than clarify clients' perspectives. The case is made in such a way that a participatory approach of child and family social work demands more attention to the practice of writing reports.  相似文献

Child protection authorities in many countries are concerned with reducing the rates of investigations and with diverting at‐risk families from the child protection service system. In several countries, differential responses have been introduced into child protection law providing service providers with some choice between investigative or family support pathways, depending upon the level of risk posed in the circumstance. In this paper, we report on a study into a form of differential response known as Intervention with Parents' Agreement introduced in Queensland, Australia, in 2005. A unique feature of this differential response is that it occurs after an initial child protection investigation, although it does provide child protection services with options for providing supportive interventions to at‐risk families to prevent the further escalation of concerns. In this paper, we analyse practitioners' perceptions of factors that inhibit and promote implementation of the Intervention with Parents' Agreement. Drawing upon interviews with 25 practitioners, we identify factors that become important for securing participation after an initial investigation has occurred. We discuss the implications for the development of differential responses in child protection service systems.  相似文献

The main argument of this paper is that personal social services, including probation, at both a policy and practice level are increasingly focused on issues of risk. We postulate that risk assessment, risk management, the monitoring of risk and risk-taking itself are rapidly becoming the dominant raison d'être of such agencies, thus supplanting ideologies of meeting need or welfare provision. In turn they have become key to priority setting and rationing, the basis for organizational rationales and structures, the central focus for professional activity and accountability, and measuring quality. Thus an analysis of risk as an organizing principle offers fundamental insights into the rapidly changing nature and organization of statutory social work and probation. There is very little literature that focuses on risk across the spectrum of services. Risk analysis, as such, is most developed in the criminal justice and child protection fields. However, the mental health literature, being centrally preoccupied with notions of dangerousness, is quickly adopting risk terminology. Apart from work on elder abuse, literature on child welfare and community care has been framed in terms of need, issues of risk only coming to the fore around potential admission to residential care. We contend that as issues of rationing and accountability become more dominant, so do concerns with risk. Thus we predict the extension of notions of risk as central organizing principles throughout the social services and probation.  相似文献

The reality of child protection systems typically demonstrates a lack of attention to the voices of children. There are studies that confirm this fact and offer evidence of the benefits of participation, but gaps remain regarding the elements and processes that favour it. This qualitative study attempts to contribute to knowledge in this area through a detailed analysis of the perspectives of the actors involved and the role that children play in the return home. This article analyses the elements involved in the participation of the children when a return home is proposed after a period of family or residential foster care. As part of the study, 18 semi‐structured interviews were conducted and 22 discussion groups were created with a total of 135 participants (63 child protection services workers, 42 parents and 30 children and adolescents). The data were analysed using a content analysis process and underwent a peer review process in Atlas.ti. The results indicate that the participation of children and adolescents in the return home centres around (i) understanding the return home, (ii) strategies and emotional processes and (iii) social support.  相似文献

Child protection case conferences (CPCCs) are a fundamental part of child protection processes within the United Kingdom. They provide a mechanism for professionals and families to share information, enter an assessment dialogue, and develop a plan for intervention and support. The participation of parents is a core feature of U.K. and Scottish CPCCs. This reflects an international trend that recognizes the rights of family members to participate in the decision‐making processes of child protection. This article reports on the analysis of 11 qualitative interviews with parents who had attended CPCCs in Scotland. The findings highlight that parents were profoundly affected by these meetings, which were experienced as distressing. Parents lacked clarity about the purposes of CPCCs and found the large number of professionals in attendance intimidating. The discursive practices and structural arrangements of CPCCs acted to privilege professional voices and marginalize the voices of parents. The findings of this study raise important questions about parental participation in CPCCs in the contemporary context of child protection practice.  相似文献

During the Covid-19 pandemic, social workers played an essential role in helping people understand what was happening and cope with new unforeseen difficulties, even carrying out new tasks and activities. Social workers were asked to redefine their work methods to maintain aid relationships with families. This reorganization was complex and challenging for child protection services. The paper will discuss the results of a qualitative research project aimed to describe the Italian child protection social workers' functions during the Covid-19 pandemic. Three online focus groups were conducted with child protection social workers. These focus groups helped researchers explore the new organization of social workers' work in child protection services, which was aimed at maintaining their role and performing the new tasks they need to carry out to support families and children. Three main areas of discussion emerged from the qualitative analysis: (1) postponed and maintained activities; (2) remote work advantages and challenges; and (3) new professional learning.  相似文献

Social workers' constructions of children and childhood are central to how professionals interact with children and support their needs. The aim of this integrative review was to provide a comprehensive portrayal of child protection social workers' constructions of children and childhood. We analysed and synthesized 35 empirical studies with samples of social workers in the child protection domain where issues regarding the child or the child's situation were the study focus. The findings show that children and youth are constructed as a generalized group viewed in light of their parents. We see a fragmented and context‐free child produced by causal shortcuts strongly informed by specific and, at times, simplified and biased psychological knowledge. Moreover, we identify constructions of the child in need of protection and thereby position children as objects for intervention, separating that from children as subjects in their own rights. Although the participatory child is visible in the data material, the actual practice of involving children seems arbitrary.  相似文献

Parents whose children are identified as having experienced or being at risk of experiencing significant harm potentially provide an invaluable dimension to our understanding of the circumstances that result in child abuse or neglect and how best to respond to these invariably complex situations. This paper reports findings from a study of the experiences of six parents.
In-depth interviews were conducted with four mothers and two fathers who had been referred to an intensive family support service by the Queensland statutory child protection authority. Using a critical ecological perspective, the study focused on identifying and understanding the experiences of the parents in using formal family support services, including aspects of service delivery that were helpful or unhelpful. Parents also commented on their experiences of statutory child protection services.
Service components and worker qualities that parents identified as being helpful included being accessible, targeted and integrated and being able to meet a continuum of needs, from a micro to a broader level. Their reports provide invaluable insight into how formal family support services, including child protection services, can better meet the needs of parents in addressing the recurring problem of child maltreatment.  相似文献

This paper is a response to ‘New Directions in child protection and family support in Western Australia: a policy initiative to re‐focus child welfare practice’, written by Nigel Parton and Richard Mathews and published in Volume 6(2) of Child and Family Social Work. Parton and Mathews’ paper describes the policy and provides an analysis of its impact on child protection practice. They find the policy to have been successful on a number of different dimensions. This paper subjects their findings to a broader lens of analysis and arrives at conclusions somewhat different to those of the authors.  相似文献

The chances that children have to participate in child protection services are largely contingent upon the attitudes and skills of case managers. They have a crucial role in ensuring that a child's voice is being listened to and acknowledged in often sensitive dialogues. Therefore, the aim of this study is to investigate what case managers need to facilitate child participation. By handing case managers a participation toolbox developed by children and through the use of reflexive monitoring in action, we elaborated on the barriers faced in practice. The results show that the intention to facilitate child participation is quickly overruled by often subconscious thoughts and beliefs, stemming from the complex interplay of child image, protection, and participation. Case managers need to be aware of this interplay and how this unknowingly steers their actions. Therefore, iterative reflection should be facilitated within organizations for an actual change in their daily practice and to amplify the role of children in the decision‐making processes within child protection services.  相似文献
