As public policy issues, mandatory retirement and age discrimination are approached differently in Canada and the United States. The legal frameworks, enforcement procedures, and judicial decisions are distinct in the two jurisdictions. The United States, unlike Canada, has specific legislation to protect the rights of older workers, and has a centralized enforcement system. The differences between the two countries are accounted for by the greater emphasis on individual rights in he United States and on communitariamsm in Canada. The different policy choices of each society highlight the tensions inherent in North American labor markets. The United States seems to be in a better position to shift toward a labor-management policy which encourages older workers to remain in the workforce.  相似文献

We analyse data from the Programme for the International Assessment of Adult Competencies to reveal that immigrants in Canada and the United States make over $200 less per month than native‐born workers. In the United States, immigrants disproportionately work in low‐wage occupations, leading to large mean national differences between immigrants and native workers. The wage differential disappears after accounting for education and cognitive skills, indicating policies must focus on reducing education and skill gaps in the United States. In Canada, an immigrant wage gap persists in nearly all occupational fields, suggesting that the better skilled and educated immigrants in Canada are not receiving the same wage premium as native workers. We close with implications for policy and future research.  相似文献

Unlike federal regulation in the United States, variation in provincial regulation across Canada provides a natural laboratory to examine the impact of public policy on pension coverage. Using data from a nationally representative sample of private sector workers in Canada in 1994, we find that higher marginal taxes, earlier vesting, and more permissive eligibility rules increase coverage, while a ban on mandatory retirement has a negative, but insignificant effect. Implications for differences in defined-benefit coverage between Canada and the United States, and pension theory, research, and practice are discussed.  相似文献

Abstract

Legislators in the United States have responded to domestic violence by passing laws to criminalize domestic violence without empirical support of the effectiveness of this intervention. This research examines policy implementation and domestic violence arrest rates to determine the effectiveness of such legislation in Virginia. The implementation of written domestic violence policies and training for law enforcement officers was expected to increase domestic violence arrest rates. The findings show a positive impact of law enforcement training on felony (repeat offender) domestic violence arrest rates. The findings are relevant for social workers involved in policy and resource allocation for domestic violence interventions.  相似文献

We explore the effects of tighter border enforcement and an amnesty on the wages and unemployment rates of natives and immigrants. We extend the Mortensen-Pissarides labor market model to include individuals authorized to work and illegal workers in a framework that accounts for voluntary return migration. Furthermore, we study the effects of an amnesty when a proportion of illegal workers pays payroll taxes. Our results show that the effect of changes in border enforcement on the number of illegal workers in the United States is theoretically ambiguous. While tighter border enforcement deters illegal migration of prospective workers, it also changes the incentives of those already in the United States decreasing return migration. If tighter border enforcement increases the number of illegal workers in the economy, it will also increase the wages of natives as market tightness increases. Our findings show that the larger the proportion of illegal workers paying payroll taxes, the larger will be the decrease in wages, and the smaller the increase in unemployment generated by the decrease in the number of illegal workers in the economy that will follow an amnesty.  相似文献

Based on a survey of 1,124 social workers in the United States, this article examines how practitioners' attitudes towards immigrants and their general knowledge of immigration varied according to the content of their social work education. Although the majority of practitioners reported receiving coursework on practice with immigrants, this showed no effect on their attitudes or knowledge. In contrast, coursework on immigration policy predicted more favorable attitudes towards immigrants. Considering the mounting anti-immigrant sentiment and retrenchment of immigrants' rights in the United States, the results suggest the need to further explore what course work content is needed to prepare social workers for the current needs of the field. We argue that social work education must expand upon existing cultural competence models of practice with immigrants, to better prepare social workers to address the deepening social exclusion of undocumented immigrants in the United States.  相似文献

There is discussion in both Canada and the United States of proposals which require private pension plans to provide indexed pension benefits. This paper employs both an auction and an implicit contract model to identify the compensating wage differentials required of possible policy initiatives. The contract model, motivated by the prevalence (especially in Canada) of ad hoc cost-of-living adjustments to pensions in pay, presumes that workers have a call option on the investment earnings in excess of the interest rate assumption used to value the plan. The analysis indicates that wage offsets are potentially quite large, may be difficult to predict, and may vary substantially across firms. In addition, the case for policy action would appear to rest largely on the implicit assumption that workers misperceive the value of their pension benefits.  相似文献

Many believe that antitrust policy has had a dramatic impact on merger strategies in the United States. For this to be true, enforcement of antitrust laws must affect a wide range of firms, not just those firms whose mergers are contested. This study tests whether or not firms engaged in uncontested mergers are affected by antitrust enforcement, as signalled by Supreme Court decisions. Using event study methodology, we find that antitrust policy against mergers was binding during the 1960s and 1970s as it ulowered the value of targets in ucontested ongoing mergers.  相似文献

As American and British gay, lesbian, and bisexual individuals have made major wins for “pinnacle rights,” such as same-sex marriage, attention has increasingly moved to a previously overshadowed part of the lesbian, gay, bisexual, and transgender community: transgender (trans) people. Alongside more visibility in popular culture, trans people have been the subject of policy debates and proposals in both countries, seeking to both restrict and expand their rights. In this article we examine the extent to which language choice affects public support for policies pertaining to trans people in the United States and United Kingdom. We draw upon two survey experiments conducted in the United States and United Kingdom in July 2016 and find that, in general, different ways of referring to the trans population do not affect policy opinions. This study has implications for both understandings of the effectiveness of framing in increasingly media savvy environments and for the future of trans-related policies in the United States and United Kingdom.  相似文献

Using Catherine Dauvergne's The New Politics of Immigration and the End of Settler Society (2016) as a starting point, this article explores subnational policy dynamics in Canada, Australia and the United States. It considers whether the trends associated with legalization, two-step programmes, rapid policy changes and economic discourses are present in Canadian provinces as well as in U.S. and Australian states. It shows that the forces described by Dauvergne contribute to a further rescaling of policymaking and to the emergence of subnational migration states. However, this article also demonstrates that this common movement varies in its consequences and identifies two central subnational policy responses typical of the new politics of immigration: 1) the “economic subnational migration state” (Canada and Australia) and 2) the “access subnational migration state” (United States). The models and the global trends described in this article have implications for immigration policymaking in federations.  相似文献

Data from the U.S. Health and Retirement Study (N = 2,589) and the Australian Household Income and Labour Dynamics survey (N = 1,760) were used to compare the macro-level policy frameworks on individual retirement timing expectations for pre-baby boomers (61+ years) and early baby boomers (45 to 60 years). Australian workers reported younger expected age of retirement compared to the U.S. sample. Reporting poor health was more strongly associated with younger expected retirement age in the United States than in Australia. Cohort and gender differences in the United States were found for the effect of private health insurance on younger expected age at retirement. Our results draw attention to how cross-national comparisons can inform us on the effects of policies on retirement expectations among older workers.  相似文献

Interest in older workers has recently expanded due to concerns over labor force “graying.” Research and policy on aging adults' labor market participation have, thus far, framed the decision to labor as one shaped solely by the desires and capacities of older workers themselves. This perspective fails to recognize how multiple employer‐side barriers play a large role in defining – and limiting – available choices. In this review, I synthesize the multi‐disciplinary literature on employer‐side barriers to older workers' labor market participation. In particular, I identify and discuss individual‐, meso‐, and social structural‐level barriers that uniquely affect this group, noting where gaps in understanding remain. I consider older workers primarily as a whole to demonstrate how age operates as a distinct, important identity; however, I also reflect on how age overlaps with both other identities and cohort membership. Next, I briefly consider the relationship between these employer‐side barriers and aging adults' life chances, particularly in an era of austerity. Although I focus on the United States case, I also note key cross‐national similarities and differences. Finally, reflecting upon the foregoing review, I suggest that a redirection of public policy is necessary to effectively respond to this contemporary demographic shift.  相似文献

Australia experienced declines in older workers' participation in the labor force similar to that of the United States during the 1970s, but it has taken more than 10 years to enact the same policy changes in age discrimination in employment. In order to promote a considered internationalism as opposed to parochialism in policy, this paper considers two questions about this case, namely, "Why did Australia take so long to change?" and "What has been learned from the North American experience?" On the first question, it is argued that Australians are beginning to move only slowly from a European view of retirement as leisure in "old age" towards the more active notions in North America and among its Asian neighbors. Elites in government are responding to a growing political consciousness among the seed seeking a new deal in rights of a access to work and other activities. On the second question, it is argued that the North American experience leads us to moderate strong claims about age discrimination and to be less optimistic about major improvements in older workers' participation arising from legislation outlawing age discrimination. This evidence has reduced the contentiousness of the issue in Australia and allowed focus on the more practical issues of how to make the legislation work to protect the rights of older people.  相似文献

This paper employs a world society theoretical framework to examine the recent trend among foreign aid donors to focus on security sector reform as an aid priority. Through a comparative qualitative case study based on interview data collected from aid officials and development workers in Canada, Sweden, and the United States (n = 41) in 2006–2007, this paper finds that the extent to which the security sector reform agenda is integrated into donor policy and programs is mediated by catalytic policy processes linked to intergovernmental organizations and the degree of donor agency autonomy from the rest of government. These findings are used to illustrate how common processes of globalization in world society shape similar approaches to foreign aid among donor agencies despite disparate domestic contexts. These processes lead to convergence of donor policy around security issues and at the same time can account for decoupling of practice from world society policy models.  相似文献

Abstract

This thematic issue probes into twenty-first-century security concerns in the United States, Canada and Mexico, and their transnational implications. In particular, it explores three tensions that characterise contemporary security concerns: national security vs. human security, policy measures vs. grassroots activism and scholarly discourses vs. artistic interventions. The 'War on Terror' launched by President George W. Bush marked the beginning of the century with issues of violence and insecurity, with major human rights ramifications. Grassroots activists, however, have resisted the imposition of security policy and stood up to the insecurities they face. This thematic journal issue discusses questions of in/security around a robust people-centred framework that delineates questions of insecurity as a complex nexus that intertwines policy-making, everyday experiences, cultural representations and formal and informal communication networks. This focus presents an alternative to more conventional approaches that examine issues of societal in/security solely from the viewpoint of nation states and law enforcement. The collection’s case studies address the ways in which ordinary people in a transnational North American context experience questions of insecurity. The articles highlight the central position of gender, race, class and sexuality in both strengthening and challenging danger, uncertainty and liminality.  相似文献

This article explores the migration of Taiwanese immigrant entrepreneurs to Canada and their transnationalism. Their presence in Canada is documented and described with statistical data on their demographic characteristics, human capital, and economic capital. An assessment of their transnationalism is provided by primary qualitative data gathered through in‐depth interviews. Overall, the review of the literature on Taiwanese migration to various countries, and their transnationalism, indicates that research has primarily been conducted in Australia and the United States, while it remained understudied in Canada. The article makes a case for contextualizing Taiwanese entrepreneurial migration in terms of a global immigration marketplace and the specific business migration programmes in Australia, United States, and Canada. Further, the article argues for the appropriateness of conceptualizing these Taiwanese entrepreneurs as operating within the theoretical framework of transnational social space. The findings on transnational social space include the importance of transnational familial networks, transnational business circuits, and transmigration. Transnational familial networks constitute a form of “capital” as the dispersal is a “resource”. The transnational business circuits include three types: (1) Asian production‐North American distribution; (2) retail chains; and (3) import‐export, all spatially distributed with their multiple national sites. In selected areas of the presentation and discussion of the data the policy implications of the findings are explored. These include discussion of the implications of this transnationalism on Canadian policies such as immigration, multiculturalism, business development, international trade, economic development, and citizenship. There is clearly a lack of harmonization among migration policy and other social and economic policies in Canada. While Canadian multiculturalism policy facilitates transnationalism, Canadian citizenship policy is shown to conflict with and discourage transnational practices.  相似文献

"This study examines whether or not the likelihood of Puerto Rican workers choosing to migrate to the United States depends on their occupations or skills. The study determined that the occupational composition among those migrating from the island to the United States generally corresponds to the occupational distribution in Puerto Rico. The exception is that, after controlling for labor market conditions in Puerto Rico and in the United States and for other characteristics of the migrants, farm workers, laborers, and craft and kindred workers are overrepresented in the flow of migrants. The two most important factors contributing to the occupational distribution of migrants are whether or not they already have job offers in the United States and whether they are currently employed in Puerto Rico."  相似文献

The mobilization of domestic workers in the United States has strengthened and grown nationally in the last 15 years, and scholars have been paying particular attention to the ways their organizing has undertaken innovative strategies to address social, cultural, and legal exclusions specific to migrant domestic workers. Research has focused on historicizing the entrenched colonial legacy of servitude and domesticity, but more recently studies have concentrated on documenting the challenges and victories domestic workers have achieved as a result of their legislative state campaigns for a Domestic Worker Bill of Rights. This article reviews recent research that analyzes the complex strategies employed in organizing, and the role that migrant domestic workers play in challenging the boundaries of citizenship and integrating a transnational dimension to domestic worker organizing. Although research shows that enforcement continues to be a central issue in states where a Domestic Workers Bill of Rights has been enacted, migrant domestic workers continue to strengthen the coalitional power that has shown to transform new directions in organizing that demand alternate ways of contemplating workers experiences as generating different principles of justice.  相似文献

Older workers are becoming an increasing topic of research interest and policy concern as the populations of Europe, the United States and many other countries age. Some commentators argue that living longer means that there will be an ‘unavoidable obligation’ to work for longer as well. This article considers the reasons for concern about an ageing workforce. It then looks at the different literatures, which seek to research and understand the position of older workers. It provides a snapshot of the work that those over 50 years of age in the UK currently do and poses the question of whether we want to work for longer or whether a culture of early retirement prevails. It concludes by arguing for a more fine grained understanding of the composition of the older worker cohort, differentiated by class, gender and race and for more research on flexible work, gradual retirement and managing health at work.  相似文献
