Impacts from post‐Fordist and poststaples economic transition in the Canadian natural resource sector have resulted in dramatic challenges to the livelihoods of many rural residents and the viability of many rural communities. This study seeks to understand community response to economic transition through a lens of social ecological resilience. This article puts forward Archer's theory of cultural morphogenesis as an analogous model of social ecological change that focuses attention on cultural systems, cultural elaboration, and collective action within an adaptive cycle of resilience. With case material from focused ethnographies of two forest‐dependent communities, we identify distinctive interactions between culture and agency over time that condition community response to change, and we make an analytical distinction between the social system and cultural system. These insights point to catalysts for collective action and adaptation within a resilient cultural realm that extend beyond institutional factors such as economic dependency or political opportunity. By integrating culture, we also deepen the social theory contribution to social‐ecological resilience.  相似文献

This article examines collectivization as a crucial aspect of the Soviet state’s ambitious effort to “Sovietize” its postwar western borderlands. Given the enormity of this task, the state leaned heavily on local agitators to convince residents to join the farms, and to manage the farms and their workforce. This put heavy responsibility on local activists to get results, but it also gave them power. This article provides a microhistory of these dynamics in the Transcarpathian village of Bila Tserkva. Faced with a failing collective farm and increased state scrutiny in 1949, village activists blamed the local Jehovah’s Witness community for allegedly subverting a successful collectivization effort. In reality, religion provided convenient scapegoats for villagers and the state to disguise a broader indifference and animosity to Sovietization. This case study demonstrates that state control of its borderlands was limited and dependent upon locals for information and the projection of power.  相似文献

This article is a comparative study of the institutionalization of the migration policy frameworks of post‐Soviet states Armenia, Azerbaijan and Georgia since the collapse of the Soviet Union in 1991. All three countries share common historical legacies: a Soviet past, wars and conflicts, unemployment, high emigration, and commitment to integration into European bodies. To what extent do the migration policies of these three countries (driven by contextual forces, i.e. domestic challenges) address country‐specific migration dynamics? Or are they imposed by the European Union? In which dimensions have the national policies on migration of Armenia, Azerbaijan and Georgia evolved, and around which issues have they converged or diverged? Have these trends led to an integration of migration policymaking at the regional level in the South Caucasus?  相似文献

This article draws on an eight‐month ethnography in a feminist social justice organization that supports survivors of domestic violence and shares the storytelling practices that fostered solidarity. These storytelling practices stemmed from decades of decolonizing work undertaken by Māori women to have their knowledge and ways of being equally integrated into the organization. The storytelling practices, grounded in Māori knowledge, emphasized that the land is actively productive of our identity and knowledge; our actions and beliefs are part of a non‐chronological intergenerational inheritance; the personal is collective. I contend that these practices fostered solidarity and situated feminism in a collective history of localized struggle. Accordingly, this article expands our imaginative capacity for how solidarity can be thought of and fostered between feminists in different contexts.  相似文献

The integration problems of immigrants in the post‐Soviet Azerbaijan have not been the focus of researchers' attention. The present article fills this gap. I classify immigrants into three groups: 1) natives of Azerbaijan (re‐emigrants) and their family members; 2) ethnics from Georgia; 3) labour immigrants from different countries, who arrive to Azerbaijan to look for a job or to open their own business. I examine the social resources and practices used by immigrants to support their integration, in the absence of state integration policy. I conclude that the main resource is each immigrant's personal social capital, based on networks. These networks are transnational in their nature. Immigrants build up and integrate in this kind of transnational network, as well as in the transnational spaces of the capital of Azerbaijan (Baku), where the vast majority of them reside after they move to the country.  相似文献

Abstract This work analyzes the reactions of rural residents to the introduction of market-oriented economic reforms in the Russian agricultural sector. Employing primary data collected in a 1995 survey of three villages in the Russian Republic, we argue that strong resistance to the introduction of Neo-liberal market-oriented reforms exists, often based on the respondents' awareness of the importance of social interdependence. Rural residents feel harmed by government reforms, reject further reforms in agriculture, and would prefer a return to pre-1991 conditions. Although most have experienced a decline in village solidarity, they also believe that some forms of collective life will persist in rural communities. Respondents also question the fairness of economic markets given their observation that many have gotten ahead by illegal activities. In general, those with more resources are slightly less negative in their responses. Still, we argue that these results do not necessarily indicate that rural Russians totally reject the move toward a market-based economy. Rather, the results taken together suggest that points of strain and resistance emerge from the rapid introduction of market-oriented reforms, with little protection from unwanted consequences and the uncertainties of capitalism, in a context characterized by a long tradition of collective social relations.  相似文献

Soviet life in the former Pale of Settlement appears in the memories of its residents as a world of living Jewish tradition existing within the professional and business activities of artisans and merchants at a time when the ideology and political structure of the Soviet Union prohibited private enterprise. That is why it occupied the shady parts of the socialist economy. Today, after collapse of the Soviet Union, it still poses moral dilemmas for those associated with its illegal activities. However, recollections about Soviet illegal enterprise also provide a space for critique of the Soviet system and a base for construction of contemporary local identity; in this way people reconcile the economic ethics of the recent Soviet past with modern capitalist reality. Narratives about illegal economic activities in the Soviet period are about the relationship between the people and the state. They are seen as a cosmological system; the Soviet state acted as an economically ineffective external force. Within its matrix was integrated a local world of human relationships with their customs and rules created the own local world of consumption and welfare. At the centre of this space is the socially and economically experienced Jewish entrepreneur whose competence is based on local Jewish tradition. Stories about illegal Soviet economic activity have become the heritage of local communities that approve of local business continuity.  相似文献

This paper examines the factors that are currently affecting the viability of small primary schools (90 pupils or less) in England and Wales. It is argued that the contemporary pattern of rural schooling provision is a reflection of the uneven interplay between the central state, the local state, small schools and their communities. Recent legislative reforms have increased the explanatory significance of national education policies and locally-managed schools, at the expense of disempowered local education authorities. An analysis of policies in a sample of authorities shows how the centralization of educational control, since 1988, has created a more unsympathetic educational and economic environment for smaller schools. However, a review of locally-based support strategies including interschool co-operation, anti-closure campaigns and voluntary fund-raising shows that the future for small primary schools may not be as pessimistic as past trends and a narrow focus on the educational policy framework would suggest. Therefore, this study highlights the importance of studying the impact of individual and collective social action within the context of wider structural factors shaping rural localities.  相似文献

The Soviet regime defined rurality as a collective-farm or kolkhoz-based society. Since the late 1980s such a state-imposed definition of rurality was rapidly unraveling under the tensions and conflicts produced by perestroika and post-socialist reforms. In the new politics of the rural, the role that the news media was playing in shaping public opinion on rural matters was of growing importance. The paper analyzes 3827 articles on rural issues published during the post-independence period (1991–2004) in the leading Lithuanian daily “Lietuvos Rytas” (LR). Two types of discourses in rural coverage are discerned. During the 1990s rural coverage in LR was reflective of conflicts and tensions between relatively prosperous urban classes which benefited from post-socialist reforms and pauperized rural population. Rurality was increasingly associated with the failure of “the moral modernization” of the rural population. Rural population was stigmatized as deficient in values and character, remaining in the grips of the Soviet mentality and state dependency and, therefore, unable to take advantage of opportunities created by the reforms. Since the early 2000s when economic situation in the country improved significantly and Lithuania started negotiations on European Union membership, rurality in LR coverage was gradually re-defined in EU terms as a socio-spacial entity shaped by regional, national, and local policies promoting multifunctionality of rural areas, well-being of rural communities, and active citizenship. Factors that influenced changes in rural discourses are analyzed. Impacts of changing discourses on rural identities, rural politics and policies are discussed.  相似文献

Land tenure regimes shape how households use labor and other resources to construct livelihoods. Within a given tenure regime, shifting land‐labor relationships over the household life cycle present households with changing trade‐offs. In China, alongside growing market exchange of labor and produce, the legacies of land distribution following decollectivization—in particular, secure access to land and constraints on land transfers—create distinct patterns connecting livelihood strategies to household life cycles. Drawing on a household survey conducted in upland southwest China, we use latent class analysis to identify clusters of households with differing livelihood strategies. With multinomial logistic regression analyses, we evaluate the effects of household demographic composition, household resources, and community human ecological attributes on cluster membership. Households that had recently been established at the time of decollectivization have not divided their holdings. Their large labor and land endowments support diversifying strategies that include relatively large scale farming. Among other households, partitioning has yielded middle‐sized households with diversifying strategies and small households that specialize in on‐farm production or deactivate from agriculture. These clusters vary in labor exchange practices and agricultural input use. Rather than a cyclical pattern, this configuration reflects time‐bound relationships among national tenure institutions, local markets, and household processes.  相似文献

Recent scholarship seeks to lift up alternatives to neoliberalism that build community well‐being and a sense of place. This study follows three families in a rural highland Ecuadorean community and their investments in human capital, family businesses, and migration. It applies a human ecological model to show how complex ideologies around community well‐being, such as buen vivir (living well), are articulated at the macroscale and experienced at the meso‐ and microscales through investments in public services and their impact on rural families. Our collaborative ethnography elevates families’ voices to show how they both experience and envision community well‐being. We incorporate human capabilities and a community capitals framework to show how investments and ideologies flow across scales. We highlight the role of local social capital and regional territorial dynamics that support both economic growth and social inclusion. Our collaborative ethnography illustrates how rural residents imagine the good place (buen lugar), a resilient foundation from which they can build their family strategies. However, we find that lack of political and financial investment truncates active citizenship at the local scale, limiting the ability to achieve the full promise of buen vivir.  相似文献

Abstract This paper explores the relevance of extra local market linkages and local‐level social capital to sustainable livelihood outcomes in two agrarian communities on Mexico's Baja Peninsula. Contextualized by the specificity of Mexico's transition from state‐directed rural development to neoliberally‐guided rural development in the 1990s, findings suggest that market linkages can intersect with pre‐existing social capital to both create new and destroy preexisting social capital, thus shaping the direction of development and inequality outcomes. The nature of a community's social fabric is often a result of long‐standing historical legacies. In the communities presented, the quantity and quality of social capital was intricately connected to their history of state‐sponsored or market agriculture; the nature of local institutions, with particular emphasis on the formation and evolution of the ejido; and the access to and availability of natural resources, namely land and water, which are both intricately connected to market access options. Moving beyond a simple demonstration that social capital matters, this analysis explores the complex and dynamic interaction between local‐level social capital and extralocal market linkages. In doing so, it contributes to the larger debate on how the historical legacy of populist reforms and the social and political institutions created during state populism have nuanced the trajectory of neoliberal development in Mexico.  相似文献

Global experience with pro‐poor growth and empirical work spanning India, Malawi and Zimbabwe demonstrates the importance of agricultural growth for poverty reduction in poor rural areas, while also pointing to the need for complementary non‐farm sector growth. Theoretical arguments, historical evidence and livelihoods modelling in poor medium‐potential rural economies suggest that, contrary to thinking dominating much of current development policy, subsidies to relieve critical seasonal credit and cash restraints and reduce market and input supply uncertainties need to help in ‘kick‐starting’ agricultural markets if increased smallholder productivity in food‐grains is to drive rural non‐farm growth. Establishing the base conditions for these to work, designing and implementing them to be effective, and then phasing them out are major challenges facing policymakers.  相似文献

When annual migration data lack reliability, scholars apply alternative methods for estimating international migration. Yet, researchers note that alternative approaches have primarily been tested on developed countries, rather than developing countries that usually have dramatic migration shifts. I close this research gap. I use the example of 15 former Soviet republics to demonstrate several conclusions. First, I show that such alternative approaches as immigration‐by‐origin data of receiving countries do not result in reliable and valid estimates of post‐Soviet migration, given the large variation that exists in how former Soviet republics define “migrant”. Second, I demonstrate that population censuses, while a more superior alternative, fail to capture temporary migrants. In developing countries, the international emigration is mainly due to temporary (undocumented labour) migration. Third, I suggest that scholars and policy‐makers should apply household surveys as a possible alternative. However, while this method seems promising, given the limited use of household surveys in migration measurement in the post‐Soviet republics, future research by both scholars and applied researchers should explore the advantages and limitations of household surveys as an alternative source for estimation of migration. Finally, I outline methodological guidelines that researchers and scholars can advance on migration issues in the post‐Soviet region.  相似文献

Abstract This research focuses on pathways by which national level macro‐social transformations are transmitted to local communities. Our case is Hungary where we examine the relationship between post‐socialist economic restructuring, widespread industrial dislocations, and urban‐rural migration. Using secondary data from the Hungarian Central Statistical Office (KSH) and survey data from a study of 49 villages in 4 distinct rural regions, we demonstrate that post‐socialist population deconcentration involved both suburbanization and net movement to villages, especially villages that are located relatively close to cities. Contrary to our expectations, movement to villages was from nearby settlements, not from large industrial centers. Moreover, migrants to villages were substantially better off than longer term village residents in terms of their human capital and attachment to the labor force. Consequently, post‐socialist population deconcentration is not contributing to rural poverty as feared by some scholars.  相似文献

This article provides new empirical evidence on the impact of emigration on human capital formation by drawing upon the exodus of Russian scientists after the end of the Soviet Union. I create a novel panel data set based on scientific publications to identify former Soviet scientist émigrés and official Russian statistics on the production of PhDs aggregated at the regional and scientific field levels. I show that the emigration of scientists in the post‐Soviet period is associated with lower production of PhDs measured by admissions, graduates, and the number of students. The results suggest that emigration is not increasing investment in human capital at the PhD level. Possible explanations are that there is a lack of mentors to train the next generation of PhD students and that émigrés are acting as a channel for the younger generation to pursue PhD studies abroad.  相似文献

This article presents an ethnographic study of politics of waiting in a post‐Soviet context. While activation has been explored in sociological and anthropological literature as a neo‐liberal governmental technology and its application in post‐socialist context has also been compellingly documented, waiting as a political artefact has only recently been receiving increased scholarly attention. Drawing on ethnographic fieldwork at a state‐run unemployment office in Riga, this article shows how, alongside activation, state welfare policies also produce passivity and waiting. Engaging with the small but developing field of sociological literature on the politics of waiting, I argue that, rather than interpreting it as a clash between ‘neo‐liberal’ and ‘Soviet’ regimes, we should understand the double‐move of activation and imposition of waiting as a key mechanism of neo‐liberal biopolitics. This article thus extends the existing theorizations of the temporal politics of neo‐liberalism.  相似文献
