There is increasing concern over deep uncertainty in the risk analysis field as probabilistic models of uncertainty cannot always be confidently determined or agreed upon for many of our most pressing contemporary risk challenges. This is particularly true in the climate change adaptation field, and has prompted the development of a number of frameworks aiming to characterize system vulnerabilities and identify robust alternatives. One such methodology is robust decision making (RDM), which uses simulation models to assess how strategies perform over many plausible conditions and then identifies and characterizes those where the strategy fails in a process termed scenario discovery. While many of the problems to which RDM has been applied are characterized by multiple objectives, research to date has provided little insight into how treatment of multiple criteria impacts the failure scenarios identified. In this research, we compare different methods for incorporating multiple objectives into the scenario discovery process to evaluate how they impact the resulting failure scenarios. We use the Lake Tana basin in Ethiopia as a case study, where climatic and environmental uncertainties could impact multiple planned water infrastructure projects, and find that failure scenarios may vary depending on the method used to aggregate multiple criteria. Common methods used to convert multiple attributes into a single utility score can obscure connections between failure scenarios and system performance, limiting the information provided to support decision making. Applying scenario discovery over each performance metric separately provides more nuanced information regarding the relative sensitivity of the objectives to different uncertain parameters, leading to clearer insights on measures that could be taken to improve system robustness and areas where additional research might prove useful.  相似文献

We introduce a special issue of International Journal of Management Reviews that demonstrates how to use review articles to address societal grand challenges—complex, large-scale issues facing humankind, such as climate change, inequality and poverty. First, we argue that review articles possess unique features that make them particularly useful for addressing societal grand challenges. Second, we discuss three distinct but related roles of review articles in addressing societal grand challenges: (1) advancing theoretical knowledge; (2) advancing methodological knowledge; and (3) advancing practical knowledge. We conclude by providing future directions to enhance contributions of review articles for addressing societal grand challenges further by: (a) spanning disciplinary boundaries; (b) engaging practitioners; and (c) using alternative review approaches.  相似文献

Critical infrastructure systems must be both robust and resilient in order to ensure the functioning of society. To improve the performance of such systems, we often use risk and vulnerability analysis to find and address system weaknesses. A critical component of such analyses is the ability to accurately determine the negative consequences of various types of failures in the system. Numerous mathematical and simulation models exist that can be used to this end. However, there are relatively few studies comparing the implications of using different modeling approaches in the context of comprehensive risk analysis of critical infrastructures. In this article, we suggest a classification of these models, which span from simple topologically‐oriented models to advanced physical‐flow‐based models. Here, we focus on electric power systems and present a study aimed at understanding the tradeoffs between simplicity and fidelity in models used in the context of risk analysis. Specifically, the purpose of this article is to compare performance estimates achieved with a spectrum of approaches typically used for risk and vulnerability analysis of electric power systems and evaluate if more simplified topological measures can be combined using statistical methods to be used as a surrogate for physical flow models. The results of our work provide guidance as to appropriate models or combinations of models to use when analyzing large‐scale critical infrastructure systems, where simulation times quickly become insurmountable when using more advanced models, severely limiting the extent of analyses that can be performed.  相似文献

Many commentators have suggested the need for new decision analysis approaches to better manage systems with deeply uncertain, poorly characterized risks. Most notably, policy challenges such as abrupt climate change involve potential nonlinear or threshold responses where both the triggering level and subsequent system response are poorly understood. This study uses a simple computer simulation model to compare several alternative frameworks for decision making under uncertainty -- optimal expected utility, the precautionary principle, and three different approaches to robust decision making -- for addressing the challenge of adding pollution to a lake without triggering unwanted and potentially irreversible eutrophication. The three robust decision approaches -- trading some optimal performance for less sensitivity to assumptions, satisficing over a wide range of futures, and keeping options open -- are found to identify similar strategies as the most robust choice. This study also suggests that these robust decision approaches offer a quantitative, decision analytic framework that captures the spirit of the precautionary principle while addressing some of its shortcomings. Finally, this study finds that robust strategies may be preferable to optimum strategies when the uncertainty is sufficiently deep and the set of alternative policy options is sufficiently rich.  相似文献

Infrastructure adaptation measures provide a practical way to reduce the risk from extreme hydrometeorological hazards, such as floods and windstorms. The benefit of adapting infrastructure assets is evaluated as the reduction in risk relative to the “do nothing” case. However, evaluating the full benefits of risk reduction is challenging because of the complexity of the systems, the scarcity of data, and the uncertainty of future climatic changes. We address this challenge by integrating methods from the study of climate adaptation, infrastructure systems, and complex networks. In doing so, we outline an infrastructure risk assessment that incorporates interdependence, user demands, and potential failure‐related economic losses. Individual infrastructure assets are intersected with probabilistic hazard maps to calculate expected annual damages. Protection measure costs are integrated to calculate risk reduction and associated discounted benefits, which are used to explore the business case for investment in adaptation. A demonstration of the methodology is provided for flood protection of major electricity substations in England and Wales. We conclude that the ongoing adaptation program for major electricity assets is highly cost beneficial.  相似文献

Climate change is one of the big challenges of our time. A better understanding of how individuals form their evaluation of the risk related to climate change seems to be key to win broad support for climate change mitigation efforts. Extant research indicates that biospheric values (BV) are an important antecedent of individuals’ perception of the risk and consequences related to climate change. However, risk perception scholars have only recently started to study how BV relate to individuals’ climate change risk perception (CCRP) and much is still to be learned about this relationship. The present study contributes to this growing literature by studying the BV–CCRP relationship in a multinational context. The results suggest that the BV – CCRP relationship varies in strength between different countries. These differences can be explained in part by societies’ cultural leanings (i.e., individualism vs. collectivism) and societies’ wealth. The present research adds to our understanding of why individuals in different countries perceive climate change related risk differently and how this perception is shaped differently by biospheric values in different countries. In this way, the findings help to build a more nuanced theory of how CCRP are formed. The presented results also have implications for policymakers and NGOs who wish to increase individuals’ engagement with climate change and its consequences in different populations. In particular, the findings suggests that it might be necessary to use different strategies in different societies to achieve a greater awareness of climate change related risks.  相似文献

Feeling at Risk Matters: Water Managers and the Decision to Use Forecasts   总被引:1,自引:0,他引:1  
Experts contend that weather and climate forecasts could have an important role in risk management strategies for community water systems. Yet, most water managers make minimal use of these forecasts. This research explores the determinants of the use of weather and climate forecasts by surveying managers of community water systems in two eastern American states (South Carolina and the Susquehanna River Basin of Pennsylvania). Assessments of the reliability of weather and climate forecasts are not driving their use as water managers who find forecasts reliable are no more likely to use them than are managers who find them unreliable. Although larger systems and those depending on surface water are more likely to use forecasts for some (but not all) purposes, the strongest determinant of forecast use is risk perceptions. Water managers who expect to face problems from weather events in the next decade are much more likely to use forecasts than are water managers who expect few problems. Their expectations of future problems are closely linked with past experience: water managers who have had problems with specific types of weather events (e.g., flood emergencies) in the last 5 years are likely to expect to experience problems in the next decade. Feeling at risk, regardless of the specific source of that weather-related risk, stimulates a decision to use weather and climate forecasts.  相似文献

Dangerous Climate Change: The Role for Risk Research   总被引:3,自引:0,他引:3  
The notion of "dangerous climate change" constitutes an important development of the 1992 United Nations Framework Convention on Climate Change. It persists, however, as an ambiguous expression, sustained by multiple definitions of danger. It also implicitly contains the question of how to respond to the complex and multi-disciplinary risk issues that climate change poses. The invaluable role of the climate science community, which relies on risk assessments to characterize system uncertainties and to identify limits beyond which changes may become dangerous, is acknowledged. But this alone will not suffice to develop long-term policy. Decisions need to include other considerations, such as value judgments about potential risks, and societal and individual perceptions of "danger," which are often contested. This article explores links and cross-overs between the climate science and risk communication and perception approaches to defining danger. Drawing upon nine articles in this Special Issue of Risk Analysis, we examine a set of themes: limits of current scientific understanding; differentiated public perceptions of danger from climate change; social and cultural processes amplifying and attenuating perceptions of, and responses to, climate change; risk communication design; and new approaches to climate change decision making. The article reflects upon some of the difficulties inherent in responding to the issue in a coherent, interdisciplinary fashion, concluding nevertheless that action should be taken, while acknowledging the context-specificity of "danger." The need for new policy tools is emphasised, while research on nested solutions should be aimed at overcoming the disjunctures apparent in interpretations of climate change risks.  相似文献

Policies on risk constitute a core topic of risk analysis and risk science, and it is common at risk conferences to present real-life cases of such policies, for example related to the handling of climate change and pandemics. Although these are of broad interest, showing how important issues in society are dealt with, it can be questioned to what extent and how these cases contribute to enhancing risk analysis and risk science. The present paper addresses this concern. It is argued that, in order to learn from the cases, they need in general to be more thoroughly followed up with discussions of concepts, principles, approaches, and methods for assessing, characterizing, communicating and handling risk. Describing a governmental policy on, for example, the handling of COVID-19 is a point of departure for interesting discussions concerning its justification and performance, in particular in relation to risk and the most updated knowledge from the risk analysis field. Such discussions are, however, often lacking. The paper points to some key obstacles and challenges for the learning process, including the difficulty of distinguishing between policies, policy analysis, and politics.  相似文献

Sustainable urban water systems are likely to be hybrids of centralized and decentralized infrastructure, managed as an integrated system in water‐sensitive cities. The technology for many of these systems is available. However, social and institutional barriers, which can be understood as deeply embedded risk perceptions, have impeded their implementation. Risk perceptions within the water sector are often unrecognized or unacknowledged, despite their role in risk management generally in informing value judgments and specifically in ranking risks to achieve management objectives. There has been very little examination of the role of these risk perceptions in advancing more sustainable water supply management through the adoption of alternative sources. To address this gap, this article presents a framework that can be used as a tool for understanding risk perceptions. The framework is built on the relational theory of risk and presents the range of human phenomena that might influence the perception of an “object at risk” in relation to a “risk object.” It has been synthesized from a critical review of theoretical, conceptual, and empirical studies of perception broadly and risk perception specifically, and interpreted in relation to water practitioners. For a water practitioner, the risk object might be an alternative water system, a component, a process, or a technology, and the object at risk could be public or environmental health, profitability, or professional reputation. This framework has two important functions: to allow practitioners to understand their own and others’ risk perceptions, which might differ, and to inform further empirical research.  相似文献

Theories proposing climate change apathy is explained by inadequate knowledge do not account for why many informed and concerned Americans fail to act. While correlations between knowledge, efficacy for climate change, and attitude to mitigation have been observed, few studies have examined efficacy for climate change as a mediator. This study aimed to investigate the influence of specific climate change knowledge on attitude to mitigation via efficacy beliefs. A cross-sectional survey of 205 US adults recruited from Amazon's Mechanical Turk assessed participants’ climate change knowledge, efficacy for climate change, and attitude to mitigation. Indirect effects of self-efficacy for climate change were observed in three mediation models, suggesting efficacy for climate change explains some of the relationship between specific climate change knowledge and attitude to mitigation. The findings suggest risk communication can motivate pro-environmental attitudes with interventions that deliver information about climate change and develop efficacy for mitigation behavior.  相似文献

It is critical for complex systems to effectively recover, adapt, and reorganize after system disruptions. Common approaches for evaluating system resilience typically study single measures of performance at one time, such as with a single resilience curve. However, multiple measures of performance are needed for complex systems that involve many components, functions, and noncommensurate valuations of performance. Hence, this article presents a framework for: (1) modeling resilience for complex systems with competing measures of performance, and (2) modeling decision making for investing in these systems using multiple stakeholder perspectives and multicriteria decision analysis. This resilience framework, which is described and demonstrated in this article via a real‐world case study, will be of interest to managers of complex systems, such as supply chains and large‐scale infrastructure networks.  相似文献

Technology developments have transformed the business landscape by accelerating connectivity, transparency and unpredictability. We argue that the most dramatic consequence is not the possibilities created for companies but rather the challenges that emerge as a result of customer behaviour undergoing fundamental changes. Technology transformation has paved the way for empowered customers who are increasingly influencing businesses and markets, and the challenge for practitioners and researchers alike is to make sense of the role of these customers in such business environments. These developments have yielded a need to revise companies’ business models and to innovate new offerings. In scholarly research on marketing, this need has become evident and, beyond suggesting new concepts, completely new marketing management perspectives have been proposed, and each has its own core assumptions and focus. Broader views have emerged, and these stress the applicability of these perspectives not only to the top-level management of businesses but also to any non-commercial organisation.In this article, we reflect on the customer-dominant logic (CDL) of marketing, which stresses the customer's primary role in business. As such, CDL differs from approaches that focus on the provider's perspective. The CDL approach is an expression of the research ideals and goals that are based on the Nordic School of Service Management. We argue that CDL is well aligned with emerging challenges in most markets, both established and nascent, and that it is more managerially relevant than many other perspectives. This is also in line with the recent calls for a soul of relevance for European management research (Chia, 2014; Hernes, 2014).  相似文献

Resilient infrastructure systems are essential for cities to withstand and rapidly recover from natural and human‐induced disasters, yet electric power, transportation, and other infrastructures are highly vulnerable and interdependent. New approaches for characterizing the resilience of sets of infrastructure systems are urgently needed, at community and regional scales. This article develops a practical approach for analysts to characterize a community's infrastructure vulnerability and resilience in disasters. It addresses key challenges of incomplete incentives, partial information, and few opportunities for learning. The approach is demonstrated for Metro Vancouver, Canada, in the context of earthquake and flood risk. The methodological approach is practical and focuses on potential disruptions to infrastructure services. In spirit, it resembles probability elicitation with multiple experts; however, it elicits disruption and recovery over time, rather than uncertainties regarding system function at a given point in time. It develops information on regional infrastructure risk and engages infrastructure organizations in the process. Information sharing, iteration, and learning among the participants provide the basis for more informed estimates of infrastructure system robustness and recovery that incorporate the potential for interdependent failures after an extreme event. Results demonstrate the vital importance of cross‐sectoral communication to develop shared understanding of regional infrastructure disruption in disasters. For Vancouver, specific results indicate that in a hypothetical M7.3 earthquake, virtually all infrastructures would suffer severe disruption of service in the immediate aftermath, with many experiencing moderate disruption two weeks afterward. Electric power, land transportation, and telecommunications are identified as core infrastructure sectors.  相似文献

Researchers in judgment and decision making have long debunked the idea that we are economically rational optimizers. However, problematic assumptions of rationality remain common in studies of agricultural economics and climate change adaptation, especially those that involve quantitative models. Recent movement toward more complex agent‐based modeling provides an opportunity to reconsider the empirical basis for farmer decision making. Here, we reconceptualize farmer decision making from the ground up, using an in situ mental models approach to analyze weather and climate risk management. We assess how large‐scale commercial grain farmers in South Africa (n = 90) coordinate decisions about weather, climate variability, and climate change with those around other environmental, agronomic, economic, political, and personal risks that they manage every day. Contrary to common simplifying assumptions, we show that these farmers tend to satisfice rather than optimize as they face intractable and multifaceted uncertainty; they make imperfect use of limited information; they are differently averse to different risks; they make decisions on multiple time horizons; they are cautious in responding to changing conditions; and their diverse risk perceptions contribute to important differences in individual behaviors. We find that they use two important nonoptimizing strategies, which we call cognitive thresholds and hazy hedging, to make practical decisions under pervasive uncertainty. These strategies, evident in farmers' simultaneous use of conservation agriculture and livestock to manage weather risks, are the messy in situ performance of naturalistic decision‐making techniques. These results may inform continued research on such behavioral tendencies in narrower lab‐ and modeling‐based studies.  相似文献

Many studies have examined the general public's flood risk perceptions in the aftermath of local and regional flooding. However, relatively few studies have focused on large‐scale events that affect tens of thousands of people within an urban center. Similarly, in spite of previous research on flood risks, unresolved questions persist regarding the variables that might influence perceptions of risk and vulnerability, along with management preferences. In light of the opportunities presented by these knowledge gaps, the research reported here examined public perceptions of flood risk and vulnerability, and management preferences, within the city of Calgary in the aftermath of extensive flooding in 2013. Our findings, which come from an online survey of residents, reveal that direct experience with flooding is not a differentiating factor for risk perceptions when comparing evacuees with nonevacuees who might all experience future risks. However, we do find that judgments about vulnerability—as a function of how people perceive physical distance—do differ according to one's evacuation experience. Our results also indicate that concern about climate change is an important predictor of flood risk perceptions, as is trust in government risk managers. In terms of mitigation preferences, our results reveal differences in support for large infrastructure projects based on whether respondents feel they might actually benefit from them.  相似文献

This article discusses the potential role that emotions might play in enticing a lifestyle that diminishes climate change. Climate change is an important challenge for society. There is a growing consensus that climate change is due to our behavior, but few people are willing to significantly adapt their lifestyle. Empirical studies show that people lack a sense of urgency: they experience climate change as a problem that affects people in distant places and in a far future. Several scholars have claimed that emotions might be a necessary tool in communication about climate change. This article sketches a theoretical framework that supports this hypothesis, drawing on insights from the ethics of risk and the philosophy of emotions. It has been shown by various scholars that emotions are important determinants in risk perception. However, emotions are generally considered to be irrational states and are hence excluded from communication and political decision making about risky technologies and climate change, or they are used instrumentally to create support for a position. However, the literature on the ethics of risk shows that the dominant, technocratic approach to risk misses the normative‐ethical dimension that is inherent to decisions about acceptable risk. Emotion research shows that emotions are necessary for practical and moral decision making. These insights can be applied to communication about climate change. Emotions are necessary for understanding the moral impact of the risks of climate change, and they also paradigmatically provide for motivation. Emotions might be the missing link in effective communication about climate change.  相似文献

The concept of the return period is widely used in the analysis of the risk of extreme events and in engineering design. For example, a levee can be designed to protect against the 100-year flood, the flood which on average occurs once in 100 years. Use of the return period typically assumes that the probability of occurrence of an extreme event in the current or any future year is the same. However, there is evidence that potential climate change may affect the probabilities of some extreme events such as floods and droughts. In turn, this would affect the level of protection provided by the current infrastructure. For an engineering project, the risk of an extreme event in a future year could greatly exceed the average annual risk over the design life of the project. An equivalent definition of the return period under stationary conditions is the expected waiting time before failure. This paper examines how this definition can be adapted to nonstationary conditions. Designers of flood control projects should be aware that alternative definitions of the return period imply different risk under nonstationary conditions. The statistics of extremes and extreme value distributions are useful to examine extreme event risk. This paper uses a Gumbel Type I distribution to model the probability of failure under nonstationary conditions. The probability of an extreme event under nonstationary conditions depends on the rate of change of the parameters of the underlying distribution.  相似文献
