This article uses the censuses of 1842 of Canada East (modern-day Quebec) and Canada West (modern-day Ontario) to help explain the historical differences in living standards between Canada and the United States. The wage and price data contained in the censuses suggest a gap of 42 percent between Canada East and Canada West. We argue that Canada East was substantially poorer than the rest of Canada and, as it represented such a large proportion of the total population of the initial four Canadian provinces (over 35 percent), that relative poverty weighed heavily in determining the extent of differences in living standards between Canada and the United States. These findings change the perspective on the roots of the differences between the two countries. We propose that any research agenda trying to explain those differences should focus heavily on Quebec.  相似文献

Studies taking a mediation perspective have highlighted how the actual impact of economic globalisation is mediated by institutions that include welfare regimes. Some have examined how the welfare systems of East Asian developmental states have changed and adapted since the Asian financial crisis of 1997/1998. Using Hong Kong as a case study, this article examines how the developmental state of Hong Kong mediated the impact of the global financial crisis of 2008, particularly on disadvantaged groups. Hong Kong's welfare regime has provided insufficient support to ‘non‐productive’ groups despite incidents of social crisis. The government's welfare responses have been characterised by long‐term strategies to improve the competitiveness of the economy, and short‐term measures to boost the spending power of the general public. Measures targeted at disadvantaged groups have been piecemeal and minimal. The government's approach towards crisis management after 2008 has been similar to that taken after the 1997/1998 financial crisis.  相似文献

This historical‐institutionalist case study of public–private change in the rehabilitation health sector in Ontario, Canada, seeks to build on literature about the politics of policy drift, particularly with respect to health care systems. Rather than turning to higher‐order institutional factors, such as federalism and overall financing agreements between states and the medical profession, or to economic indicators such as change in expenditures, however, it posits that the particularities of how welfare‐policy sectors are organized with respect to their decision‐making contribute to drift. Such organization is framed by two factors. The first is the set of rules by which the public–private boundary is drawn, and the second is the structuring of public institutions that set legislation and regulation, and organize the policy networks attendant on them, around these boundaries. The degree of coordination or fragmentation among these, this case suggests, is a factor in the politics and dynamics of drift.  相似文献

I argue that the ontology of human social institutions and collective intentionality could be anchored in the normative notion of ‘practical reasonableness’ as collective reason for action. This involves the deontic idea of mutuality, accepted rules, and shared attitudes of other‐regardedness. I examine John Searle's three primitive notions of social ontology: collective intentionality, assignment of social functions, and constitutive rules and procedures. I use these notions to provide a plausible basis for understanding how people reason, in order to arrive at practically reasonable decisions and collective agency. Searle argues that social reality, institutions, processes, and facts are grounded in collective intentionality and the acceptance of social rules, procedures, and functions. I argue that collective intentionality and socially accepted rules are anchored in the need for human interdependence that engenders the social rules and norms or attitudes of ‘practical reasonableness’. I analyze the concept of ‘practical reasonableness’ as a representation of human mode of reasoning that involves collective intentionality.  相似文献

Canada, Denmark, the Netherlands and Sweden have advanced multi‐pillar pension systems. Using micro‐simulations, this article presents a close examination of the interaction of pillars in these countries. The relative importance and the role of the different pension pillars vary from country to country, and according to age, income, gender and socio‐economic dimensions as well as between generations. A further area of investigation is the mitigation capacity of the four pension systems. On the one hand, adverse labour careers lead to lower life‐time earnings and lower private pension accruals. On the other hand, these effects are mitigated through the design of pillars and their interaction. Mitigation is important to income security and stability in retirement and to post‐retirement income distribution. However, mitigation mechanisms come at the cost of incentives. Moreover, in many countries, the generosity of public benefits is set to decrease – increasing the importance of private pensions. This will shift risk and uncertainty from employers and pension institutions to individuals. Thus, risks and uncertainties related to private pensions will become more important, raising questions about the division of responsibilities between public and private pensions, and about the potential of mitigating such risk through pillar interaction. These concerns are further reinforced by labour market changes. Although a pension system free of distortions is inconceivable, this article seeks to contribute to addressing how mitigation should be designed, and how mitigation and risk sharing should be balanced against incentives, challenges which are as much political as technical.  相似文献

Objective. This article examines the factors that determine whether an intercollegiate athletic program is in compliance with Title IX, the statute requiring gender equity in educational programs. Methods. I conduct a series of econometric regressions that examine the compliance status of Division I institutions as well as the progress they have made toward compliance. Results. Large institutions and institutions with a lower percentage of female undergraduates are more likely to be in compliance. Institutions with football programs are less likely to be in compliance as are schools in the south. The effect of football revenues, operating budgets, and NCAA sanctions varies across division as well as compliance area. Conclusions. The results of the analysis indicate that current enforcement mechanisms have been relatively ineffective at increasing compliance and that some change either in enforcement or compliance standards is warranted. Additionally, a one‐size‐fits‐all enforcement approach is unlikely to be effective.  相似文献

Micro‐insurance is seen by many as a promising tool to improve the social protection of low‐income earners. This assumption is supported by the positive experience of existing micro‐insurance schemes. At the same time, however, many schemes have failed to organize sustainable insurance arrangements that are affordable for the poor and near‐poor. The question is thus which institutions are best able to arrange for micro‐insurance. Formal institutions such as public agencies or commercial companies are usually too distant in social and spatial terms from the target group of micro‐insurance and face severe difficulties in downscaling. Informal institutions, however, such as self‐help groups or grassroots NGOs, usually lack the know‐how, experience and capacities to design and manage insurance arrangements. They need powerful partners to upgrade. An alternative would be that formal and informal institutions cooperate in providing micro‐insurance. This article argues that such a linking approach is superior to both the downscaling and upgrading approach.  相似文献

This article argues that the concept of the East Asian welfare regime can be further developed by examining the changing role of the family in welfare provision. Beginning with a brief literature review of the East Asian welfare model, the family has been regarded as the main welfare provider among East Asian societies. Nevertheless, from a policy‐centred perspective, the oversimplified picture of the East Asian welfare model does not reveal how families actually perform in welfare provision or how the dynamic change in the welfare mix for vulnerable groups under the welfare regime has been accommodated. This article presents a case study and shows that while most elderly people in Taiwan still live with their children, who are also their main means of support, a significant number of them are living alone and that much of the economic support they used to receive from nongovernmental organisation now comes from the state.  相似文献

This paper explores the dynamics of health system decentralization and recentralization in Italy, investigating why and how the territorial organization of the health system has changed over time. Drawing from discursive and historical institutionalism, the explanatory framework revolves around the role of ideational and institutional factors. The methods include process tracing and interpretive‐discourse analysis. Empirical material is drawn from documents and in‐depth interviews to experts and decision‐makers. Through the analysis of the reform trajectories in light of decentralization and recentralization processes, the paper shows that the territorial organization of the Italian health system has changed through a mechanism of gradual transformative change that I here call ideational and institutional bricolage, which involves the interplay between ideas, discourse, and institutions.  相似文献

In an age of ‘permanent austerity’, growing economic insecurity may increase the demand for protection against labour market risks. At the same time, economic pressures may push governments to scale down on the provision of social protection. In this article, this contradiction is examined by focusing on reforms of two labour market institutions: unemployment benefits and employment protection legislation. It is argued that the incidence of reforms of both institutions follows a different set of logics, depending on the type of economic pressures as well as the political and institutional settings. The article makes use of a new data set on labour market reforms in 14 European countries over the period of 1980–2007. Results from discrete‐time logit‐regression analysis support the main hypotheses that (1) reforming unemployment benefits (UBs) does not follow the same logic as reforming employment protection legislation (EPL), and (2) factors that contribute to expansion/regulation are not the reverse of those that lead to retrenchment/deregulation.  相似文献

This article studies how citizens view the appropriateness of market criteria for allocating services commonly associated with social citizenship rights and welfare state responsibility. The article focuses specifically on a potential role for the market in the provision of social services. The relationship between welfare policy institutions, socio‐economic class and attitudes is explored by comparing attitudes across 17 countries of the Organisation for Economic Co‐operation and Development, using multilevel modelling and data from the 2009 International Social Survey Programme. Results show that public support for market distribution of services is relatively weak in most countries, a result suggesting that public opinion is unlikely to pose a driving force within ongoing processes of welfare marketization. Still, attitudes are found to vary a lot across countries in tandem with between‐country variation in welfare policy design. First, aggregate public support for market distribution of services is stronger in countries with more private spending on services. Second, class differences in attitudes are larger in countries with more extensive state‐led delivery of services. Together, these results point to the operation of normative feedback‐effects flowing from existing welfare policy arrangements. The theoretical arguments and the empirical results presented in this article suggest that future research exploring the relationship between welfare policy and public opinion from a country‐comparative perspective is well advised to place greater focus on the market institutions that, to varying extents in different countries, act as complements to the state in the administration of social welfare.  相似文献

In this article, we critically examine the arguments for and against the exceptional status given human pluripotent stem cell research in Canada (through the latest [December 2010] revision of the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans), and conclude that this exceptionalism is unwarranted and ethically unsound. In our view, the three federal research granting agencies should honor their longstanding commitment that researchers, research sponsors, and Research Ethics Boards in Canada have access to "a single reference document for all research involving humans conducted under the auspices of institutions eligible for Agency funding." As well, responsibility for the development, interpretation, and implementation of Canada's research ethics guidelines should be under the authority of a single oversight body that is independent of the federal research granting Agencies.  相似文献

Muslim communities have frequently been the victim of vilification and discrimination in Australia and the broader Asian region. This article discusses and compares the narratives around Muslim vilification in Australia and Sri Lanka. Despite the fact that these two nations are vastly different in size, demographics and cultural history, I will argue that there are remarkable similarities in how Muslims are subject to attack in both nations. The hate speech occasioned against Muslims in Sri Lanka and Australia is shaped by almost identical narrative structures and is cultivated in similar online environments. In both cases, anti‐Muslim animus is fuelled by a fear of displacement and perceived contamination of what nativists regard as ethnically sovereign territory. I will argue that the underlying sub‐text in both cases is owed to a repulsion to the physical presence of Muslims which can be understood in terms of Mary Douglas' concept of the moral pollutant.  相似文献

In this article, I report on a study that examined how young people are framed within formalized child welfare reviews. The study examined reports of serious case reviews (SCRs) in England over a 6‐year period, 2008–2016. I report on a data set on sexual exploitation. I focus on both the professionals and the reviewers, who are considered experts in child protection. The study focused on two aspects: one, how did professionals produce a “young person,” and two, how is the cultural identity of a young person represented within, and (re)produced by, these documents. A thematic analysis was used to analyse the data. I report on both the semantic and latent levels, discussing the words and phrases used, and the meaning they carry as situated across multiple SCRs. The analysis revealed that young people are literally seen through a visual lens, figuratively through a series of labels and produced as an autonomous, free subject. I conclude by arguing that age is applied in a visual and highly problematic way.  相似文献

In this article, I outline a framework for the sociological study of culture that connects three intertwined elements of human culture (cultural motivations, resources, and meanings) and demonstrates the concrete contexts under which each most critically influences actions and their subsequent outcomes. In contrast to models that cast motivations, resources, and meanings as competing explanations of how culture affects action, I argue that these are fundamental constituent elements of culture that are inseparable, interdependent, and simultaneously operative. Which element provides the strongest link to action, and how this link operates, must be understood as a function of the actor's position within wider social contexts. I argue that on average motivations have the most discernable link to action within a social strata, cultural resources provide the strongest link across strata, and meanings have the greatest direct influence when codified and sanctioned. I then offer a reframing and synthesis that reintegrates previously “competing” theories of culture into a more holistic context‐dependent model of culture in action. Finally, I use evidence from prior empirical research, as well as new data from an ongoing ethnographic study of health behaviors among the aged, to show how various elements of culture are concretely linked to action in eight different social contexts. In doing so, I provide a roadmap for the transition out of the “either‐or” logic underlying much of cultural theory and reemphasize the importance of the classical sociological concern for “when” and “how” various aspects of culture influence action and outcomes in concrete social contexts.  相似文献

Objective. During the past 30 years, women have become an increasingly small proportion of coaches of women's sports. We test several explanations for why some institutions have women coaches and others do not. Methods. Taking the 329 NCAA Division I institutions with women's sports programs as the cases in point, we explore possible explanations for the dearth of women coaches: the resources and prestige of an institution or sport; the gender of the athletic director; and institutional traditionalism. Results. Within Division I schools, women coaches are more frequently found in more prestigious, resource‐richer institutions and those that devote more resources to women's sports. Conclusions. Although the analysis is confined to Division I schools, it appears that more institutional and organizational efforts need to be made to increase the number of women in the eligible pools for head coaching jobs.  相似文献

Most Asian countries are regarded as Confucian countries although each has its own historical and cultural background. Little is known about how people in different Asian countries perceive their family boundaries. This study is an attempt to compare the perception of the family in China, Japan, and Korea. We examined the family perception and found substantial differences among the three. Chinese people showed the widest and paternally extended perception of family. Data from people in Korea nearly matched data from China, but family perception developed bilaterally. People in Japan, however, perceived only blood-tied, intimate relations as family members. In addition, the perception of the family was not substantially different between the genders in Japan and China, but in South Korea, men perceived family boundaries more widely than women, implying that women have a greater family burden than men in Korea. Considering the heterogeneity in family perceptions in these countries, this paper tries to explain how social institutions interact with individuals and impact the perception of family. Finally, this paper concludes that it is inappropriate to tie the three East Asian countries as ‘Confucian civilizations’ in terms of family perception.  相似文献

George Herbert Mead argues that human society is comprised of six basic institutions—language, family, economics, religion, polity, and science. I do not believe that he can be criticized for making institutions the cornerstones of a society, but he can definitely be criticized for his explanation of how our basic institutions originate, how these institutions operate in society after their inception, and how they later change, modifying society in the process. The problem with Mead's explanation of these three critical matters is that he based them on his principle of “sociality” rather than on the principle of “domination.” If Mead's principle of sociality is replaced by the principle of domination and his notion of the “generalized other” is replaced by the notion of the “phantom community,” then most of these problems can be largely solved. Thus, in this paper, I will not only point out the key problems in Mead's theory of society, but I will also offer solutions to them based on the notions of domination and the “phantom community.” The end product is a “radical interactionism” that surpasses Mead's original interactionism in identifying the part that both domination and the composite “other” play in every known human society—big and small, and past and present.  相似文献
