The global public health problem of intimate partner violence against women (IPVAW) is typically tied to gender inequality. Contrary to what would be expected, however, a 2012 survey conducted by the European Union Agency for Fundamental Rights (FRA) showed lifetime prevalence rates of IPVAW in the Nordic countries which were among the highest of the 28 EU member states, despite these countries being rated as some of the most gender‐equal in the world. The aim of this article is to enable a furthered understanding of this Nordic Paradox through providing an overview of knowledge about IPVAW in Sweden in relation to the apparent paradox. It assembles information on IPVAW prevalence, on Sweden's legal and policy framework, on perceived remaining challenges and limitations in responses to IPVAW, and on potential explanations for the Nordic Paradox as expressed in previous research. We conclude that a clear resolution to the Nordic Paradox has not yet been established. Further research is therefore needed.  相似文献

Along with the other Nordic countries, Sweden, Denmark, andNorway are often perceived of as gender equality pioneers withcomprehensive gender equality policies. But how does the governmentalgender equality policy of today reflect that their populationshave become more culturally diverse during the last decades?My analysis, based partly on governmental action plans for genderequality 2000–2005, including the related parliamentarydebates, points to some similarities but also to major inter-countrydifferences. In all three countries, there is expressed a clearconcern for the agency of women and girls of ethnic minoritybackground, centered on violence and oppression. But, whileethnic minority and gender equality is highly prioritized inthe Danish gender equality policy, the same is not true forthe Swedish equivalent in the period studied. Also, the Danishcase gives the clearest example of what is believed to be conflictbetween minority cultural traditions and "Danish" equality norms,whereas the Swedish governmental rhetoric is dominated by theoriesof ongoing patriarchy, seemingly indifferent to cultural diversity.While Norway is characterized by a lack of overall gender equalityaction plans and parliamentary gender equality debates duringthis period, its policies towards gender and multiculturalismhave been managed largely as discrete issues.  相似文献

Client violence toward social workers has been recognized as a serious problem, and major concern has been raised with regard to its impacts on social workers' practice and physical and psychological health. There is recognition among researchers and policy-makers that it is time for the international social work community to develop conventions and agreements to address this issue globally. A cross-cultural study between Sweden and Iran was conducted to compare and contrast levels of violence between the two countries. Prevalence of violence was 72% in Sweden and 68% in Iran. Iranian social workers show a significantly higher increase in general mental health problems regarding client violence compared to Swedish social workers. Despite differences in rules and regulations between Sweden and Iran, client violence was found to be common in the two countries. Preventive policies for detecting potential violence situation are good but not enough. We suggest taking actions on building trust and supportive structures within organisations.  相似文献

This paper analyzes the role of source country culture on gender roles for labor market assimilation of immigrant women in Sweden. Sweden ranks as one of the world’s most gender-equal countries and at the same time a recipient of many immigrants from countries with more traditional views on gender roles and gender equality. I find that the labor force participation of immigrant women in Sweden is related to their source country culture, in the sense that women from countries where women’s labor market participation is low (high) also have low (high) participation in the Swedish labor market. However, all immigrant women assimilate towards, but do not reach parity with, the participation rate of native women, and the difference between women from high- and low-participation countries diminishes with length of residence in Sweden. This indicates that source country culture on gender roles does not have a persistent effect on immigrant women’s labor market participation in Sweden. Furthermore, the results highlight the importance of taking into account unobservable time-constant individual and source country factors when estimating the relationship between source country culture and immigrants’ labor market outcomes. Neglecting to control for these factors could lead researchers to misrepresent the rate of assimilation and overstate the effect of source country culture.  相似文献

This comparative analysis examines how policy issues centralto the feminist agenda were introduced and eventually establishedin Swedish and Australian politics from the early 1960s to late1980s. The theoretical discussion revolves around the analyticalconcept gender policy logics and its relevance in empiricalanalyses of gender policy-making. Focus is specifically seton the role of administrative structures in the processes ofpolicy formation and on how certain institutional mechanismsaccelerate certain gender policy paths and depoliticize others.The analysis indicates that different mechanisms stand out asdecisive for gender policy-making in Sweden and Australia. Australiangender politics was to a great extent maintained by the actors'organizational skills: by their ability to reconfigure, changearenas, and find alternative coalitions. In Sweden, the crucialcapacity for continuation rather concerned a discursive competence:how to conceptualize the demands and to stretch or revise thepolicies in order to meet approval. Four policy issues wereexamined over time: childcare, job training, sex discrimination,and violence against women.  相似文献

Previous studies, mostly from Anglo-Saxon countries, find a positive correlation between the presence of young children in the household and self-employment probabilities among women. This has been seen as an indication of women with young children choosing self-employment as a way of balancing work and family commitments. This paper studies the relationship between children and female self-employment in a country with family friendly policies and a generous welfare system: Sweden. The initial hypothesis is that we will not find evidence of a positive effect of children on self-employment among Swedish women since there are other institutions in place aiming at facilitating the combination of work and family. Using Swedish register data for the period 2004–2008 we do, however, find that the presence of young children increases the probability of choosing self-employment also among Swedish women. The effect is strongest for women with very young children, 0–3 years of age. These results also hold in a panel data model that takes individual unobserved heterogeneity into account. We also analyze time-use data and find, contrary to what has been found in many other countries, that self-employed women spend more, or as much, time on market work than wage-earning women. This raises doubts about whether women in Sweden chose self-employment as a way of balancing work and family commitments.  相似文献

The demand for results within international development co‐operation has increased over recent decades. Although many development actors agree on the necessity of improving their reporting on results, there is no general definition of what a result is or what the so‐called results agenda entails. With examples from Swedish development co‐operation and Swedish development relations with Uganda, this article explores how development actors are framing the results agenda. The findings, drawn from document analysis and interviews with stakeholders in Sweden and Uganda, reveal that Swedish development actors have different ways of describing the problem they intend to address with the results agenda, leading to misunderstandings over the implementation of the agenda and the effectiveness of the development co‐operation.  相似文献

The article introduces a framework for understanding women's entry into the academic world and how it interacts with internal departmental structures and practices. It presents three specific strategies applied by a group of women to gain a doctorate and acceptance in their department. Few previous studies have stressed women's strategies to cope with the organizational setting in academia. The article draws on previous research on women in academia and how organizational characteristics influence women's careers. It is based on a case study of a Swedish university department. Sweden is often recognized for creating favourable working conditions for women. Yet the Swedish academic world is very male‐dominated at the top and even the medium level. It is also more common than in many other Western countries that academics stay on at the department where they graduated. Therefore, a PhD is often a first step in a career within that department.  相似文献

The proportion of immigrants from countries in the Middle East living in Sweden has increased since the 1970s, and it is a well‐known fact that immigrants from the Middle East suffer from low earnings and high rates of unemployment on the Swedish labour market. There are often great hopes that self‐employment will enable immigrants to improve their labour market situation. Further, in Sweden as in many other countries, the question of whether the existence of ethnic enclaves are good or bad for immigrants’ earnings and employment opportunities has also been widely debated. This paper presents a study of the extent to which Middle Eastern ethnic enclaves and networks in Sweden enhance or hinder immigrants’ self‐employment. The results show that the presence of ethnic enclaves increases the propensity for self‐employment. Thus, immigrants in ethnic enclaves provide their co‐ethnics with goods and services that Swedish natives are not able to provide. The results also show that ethnic networks seem to be an obstacle to immigrant self‐employment. One explanation is that an increase in network size implies increased competition for customers among self‐employed immigrants. The question of whether ethnic enclaves are good or bad for the integration of immigrants into the labour market has been widely debated. The results of this paper provide us with information about the integration puzzle. Ethnic enclaves seem to enhance self‐employment propensities among Middle Eastern immigrants in Sweden.  相似文献

Right-wing, xenophobic and racist parties have enjoyed immense successes in Europe in recent decades. In Sweden, the third-largest party in Parliament is the Sweden Democrats (SD), with 13% in the 2014 general election. Sympathy for the SD among foreign-born Swedish citizens, both women and men, is far lower than among Sweden-born men, but an increasing number of Swedish citizens with migrant backgrounds support the party. The aim of this article is to explore the subject positions open for citizens with migrant background in the Swedish public space with special focus on the identities and worldviews developed by migrant activists who have joined the SD party and are, to differing degrees, racialised and perceived as non-Swedish. Using the concept of migrant respectability, this research is intended to understand why and under what circumstances migrants chose to join and represent a xenophobic and racist party.  相似文献

The housework Swedish girls and boys age 10 to 18 do, and their attitudes towards gender equality in the home are studied. One aim is to see whether the work children do is gendered and if so, whether they follow their parents', often gendered, pattern in housework. A second aim is to see whether children's attitudes are influenced by their parents' attitudes and practices. When it comes to issues like these, Sweden is of special interest because in 1995, Sweden was appointed the most gender equal country in the world by the United Nations. The data used were the Swedish Child Level of Living Survey 2000 (see http://www.sofi.su.se/LNU2000/english.htm), a data set that includes extensive first-hand information from both children and their parents. The results indicate that girls and boys in two-parent families are more prone to engage in gender atypical work the more their parent of the same sex engages in this kind of work. The fact that girls still do more housework than boys in all families independent of, among other things, the parental division of housework and the mother's educational level indicates that housework to some extent signifies gender also to children. However, no clear relation is found between the parents' division of work and the child's attitude towards gender equality in the home. Neither is there any clear relation between the parents' attitude towards gender equality in the home and the children's attitude to the same topic.  相似文献

In a number of countries in Western Europe and in North America homelessness has come to the fore once again over the last 15-20 years, a fact to which many books and surveys bear witness. In a number of countries, organizations have been formed both for and by the homeless.1Newspapers sold on the street to promote the cause of the homeless are becoming an increasingly common sight.2Despite this trend there is at present still no generally acknowledged explanation of the cause of homelessness and we do not know whether the causes are the same in the social democratic European welfare states, in the USA and Canada, or in countries with a poorly developed welfare system. Nor do we know whether homelessness for the individual is a short-term or permanent state. This article highlights Swedish homelessness. It is based on the results of a research project which I ran from 1993 to 1998.3The article has three objectives. First, I wish to provide a brief presentation of the issue of Swedish homelessness using, among other things, a study of how the media have dealt with the issue. Secondly, I wish to discuss the pattern of homelessness in Sweden and provide an explanation of why the length of homelessness varies. Thirdly, I wish to highlight the question of how we explain why people can be homeless in a country where social welfare and housing policies have, decade after decade, been directed at eradicating housing problems. The last two questions were highlighted in a case study conducted by me in Malmö, the country's third largest city.  相似文献

Urban trees are an essential component of urban ecosystems, and management of this resource constitutes an essential element of urban open space management. However, municipal tree inventories in Sweden and elsewhere have received limited attention. It is unknown how common municipal tree inventories are in Sweden, factors governing whether a municipality has an inventory and what the inventories are used for. This study therefore sought to: Create an overview of the state of Swedish municipal tree inventories and determine how municipality size, green space budget and management organisation affect the presence and scope of municipal tree inventories. The research questions examined were: What is the current state of Swedish municipal tree inventories? and what affects the status of these municipal tree inventories? A survey with questions related to strategic and operational perspectives of municipal tree inventories, e.g. how they are conducted and used, together with questions relating to budget and potential use of consultants, was sent to all 290 Swedish municipalities. The response rate was 55.5%. The main findings were that municipality size affects whether a municipality has an urban tree inventory and that the municipal organisation form affects how inventories are used. The existence of an inventory also increased the probability of the municipality having a tree management plan. Based on these results we recommend further research related to strategic management perspectives of tree inventories.  相似文献

In this article we present a comparative study of media texts in Sweden and Finland, two societies traditionally viewed as Nordic welfare states. Focusing on the controversial question of introducing gender‐based quotas on the boards of companies, we analyse how representations of gender and management are affected in Sweden and Finland by contemporary market discourse. We argue that market discourse takes different forms in the two societal contexts and that the space for questioning and criticizing it from a gender equality perspective remains different. Our analysis thus complements recent contributions stressing that both societal particularities and transnational processes must be considered in studies of gender and management ( Calás and Smircich, 2006 ).  相似文献

We examine differences in the intensity of employer stereotypes of men and women with Arabic names in Sweden by testing how much work experience is needed to eliminate the disadvantage of having an Arabic name on job applications. Employers are first sent curriculum vitaes (CVs) of equal merit in a field experiment setup. Arabic‐named CVs are thereafter enhanced with more relevant work experience than Swedish‐named CVs. The results indicate a reverse gender gap in employer stereotypes because initial differences in the number of callbacks disappear for female applicants when Arabic‐named CVs are enhanced but remain strong and significant for male applicants. Thus, contrary to what is often assumed about the interaction of gender and ethnicity, we find that Arabic men face stronger discrimination in the labor market than Arabic women.  相似文献

As labor markets become increasingly global, competition among industrialized nations to attract highly skilled workers from abroad has intensified. Spurred by concerns over future economic needs caused by the demographic challenges of an aging population, both Japan and Sweden have joined this global competition. This article examines Japanese and Swedish immigration policies for highly skilled migrants and compares the highly skilled migrants’ experiences in the two countries through interviews with these migrants. Despite Japan and Sweden's completely different approaches to immigration itself, both countries’ policies, as well as the experiences of the skilled migrants, are strikingly similar. Highly skilled migrants experience language barriers and prejudice in both countries, making it difficult to build social networks with natives. Career development seems to be perceived as a common problem, although less so in Sweden, where labor markets are more flexible. Overall, these issues reduce both Japan's and Sweden's ability to retain skilled migrants. While they share similarities, Sweden's famed work–life balance and gender equality give it an edge in the competition for skilled migrants, which Japan does not share. This comparison identifies which social conditions facilitate or impede skilled migrant settlement.  相似文献

ABSTRACT

Applying a feminist approach to research on ending violence against women and girls (VAWG) is critical because gender inequality is an underlying driver of VAWG, and feminist research aims to empower women and girls, as well as challenge prevailing inequalities through the research process itself. However, feminist research approaches have not historically been applied in the international development sector, although statistical evidence on what works to end VAWG is in high demand from governments and donors. In this article, we explore how researchers could practically reconcile an explicitly feminist undertaking, like ending VAWG, when accepted research practices within this field employ methods that are historically not informed by feminist praxis. We argue that quantitative research and feminist research approaches are not mutually exclusive, rather, they can (and do) overlap. Drawing on five decades of combined experience conducting quantitative studies on VAWG in low- and middle-income countries around the world, we highlight the challenges and opportunities for incorporating feminist research principles throughout the research process – from design, community engagement, data collection, analysis, dissemination, and policy influence. We draw on practical examples from research conducted in countries as diverse as Timor-Leste, Kiribati, and Sri Lanka, among others, illustrating that it is not only possible to apply feminist research principles to large-scale, quantitative survey research on VAWG, but that this should become a priority for good development practice.  相似文献

Sweden has been a role model for many European countries as regards the phasing-out of nuclear power. Nuclear power policy became a strong political issue in 1976, much earlier than in other countries. Sweden was the first country in the world to decide to phase out nuclear energy. A non-binding referendum on this subject was held in 1980. As a result, parliament decided to ban nuclear power after 2010. The main aim of the paper is to understand the complex process of policy change throughout various periods in the Swedish phase-out policy by applying the advocacy coalition framework (ACF) theory. The ACF was designed in 1988 by Sabatier and Jenkins Smith to explain, for example, coalition structure and behavior, belief and policy change in controversial/debatable policy subsystems. In February 2009, the Swedish center-right alliance announced a position paper regarding plans to overturn a 30-year ban on new atomic plants, as a part of a new impulse to increase energy security and fight global warming. Based on a decision taken in the Swedish Parliament in June 2010, when a small majority approved these two aims, Sweden reversed its nuclear power phase-out. This paper will analyze the most relevant factors that led to such a radical policy change.  相似文献

The present article delineates the state of health and socioeconomic situation of migrants and refugees in Sweden. Special attention is given to refugees. Migrants appear to have more extensive health problems and a shorter longevity span than native Swedes. The refugees constitute an especially exposed group of migrants. Experiences in the home country that relate to organised violence is a specific problem for this group. It has been estimated that 20 to 25 per cent of all adult refugees who have arrived to Sweden during the recent years have experienced torture in their native countries. Swedish migrant and refugee policy operates according to a model of decentralisation, aiming to avoid ethnic segregation in the big city areas. However, the integration policy seems, in many instances, to have had a negative affect on the situation of the refugees. During the period of time, in which the refugees wait for a residence permit, they are not permitted to work. The long period of forced inactivity—in some instances up to a couple of years—seems frequently to have aggravated the health of the refugees. In addition it appears to contribute to the ever increasing animosity towards them.  相似文献
