This paper provides a brief history of feminist contributions to the analysis of gender, poverty, and inequality in the field of international development. It draws out the continuous threads running through these contributions over the years, as the focus has moved from micro-level analysis to a concern with macro-level forces. It concludes with a brief note on some of the confusions and conflations that continue to bedevil attempts to explore the relationship between gender, poverty, and inequality.  相似文献

This article examines place‐based poverty in Indian Country, emphasizing that reservation characteristics are influenced by the system of federal Indian policy that affects American Indian self‐determination and antipoverty strategies within reservation boundaries. Using data from the American Community Survey five‐year file, 2006–10, I model poverty rates using multivariate, nested regression along key dimensions associated with American Indian antipoverty strategies and place‐based poverty. The results indicate that rates of female‐headed households and opportunity structures, such as lack of work, contribute to higher rates of reservation poverty while gaming acts as a slight buffer against poverty. Surprisingly, natural‐resource‐related occupations, thought to be associated with expropriation of tribal resources, was not associated with higher poverty, while self‐governance compacts, acting as a proxy for tribal autonomy, had no significant impact on poverty rates. As tribal governments seek to address poverty through strategies enabled by self‐determination policies, there is a critical need for more comprehensive and reliable data to understand how and whether tribal governments can effectively adapt federal policies to specific reservation conditions.  相似文献

This paper examines the relationship between measures of income poverty, undernourishment, childhood undernutrition, and child mortality in developing countries. While there is, as expected, a close aggregate correlation between these measures of deprivation, the measures generate some inter-regional paradoxes. Income poverty and child mortality is highest in Sub Saharan Africa, but childhood undernutrition is by far the highest in South Asia, while the share of people with insufficient calories (undernourishment) is highest in the Caribbean. The paper finds that standard explanations cannot account for these inter-regional paradoxes, particularly the ones related to undernourishment and childhood undernutrition. The paper suggests that measurement issues related to the way undernourishment and childhood undernutrition are measured might play a significant role in affecting these inter-regional puzzles, and points to implications for research and policy. In 2002 Save the Children UK carried out a study of child poverty in Uganda, as part of the on‐going Uganda Participatory Poverty Assessment Programme. Using participants from all regions of the country, the researchers asked children about their perceptions of poverty and anti‐poverty strategies, as well as questioning adult key informants about trends in child poverty, vulnerable groups and the effectiveness of government policies in tackling child poverty. This article reports on one aspect of the study, looking at the different indicators that children use to assess poverty, and comparing these with official poverty monitoring indicators. It finds that while some areas—notably, health, education and water and sanitation—are well documented, others, which may be as, or more significant to children's welfare, such as child abuse or quality of parental care, are almost totally neglected. A more holistic framework for assessing child poverty is proposed.  相似文献

In this article, we present a broad-based view of psychology in the Arab countries. We begin by casting light on the relevant contributions by ancient Arab scholars in the Middle Ages. Given that systematic scientific investigation of this legacy has been minuscule, we argue that in the future, scholars seeking to provide a more balanced and comprehensive history of Arab psychology should reanalyze these works. We point out that in the early decades of the modern twentieth century, Western psychology was introduced in the Arab countries, especially in Egypt—the gateway through which such psychology was introduced and practiced. By the early 1960s, a number of universities had been established in some Arab countries, and Egyptian academicians, including psychologists, were invited to perform teaching, research, and administration tasks. Their legacy was a discipline bearing most of the strengths and weaknesses of Egyptian psychology, although in spite of such commonalties, there exist also some interesting differences characterizing psychology in the various Arab countries. The final section of the article summarizes some key aspects endemic to psychology in the Arab countries.  相似文献

Given the prevalence of informality, this article proposes a typology for classifying countries by the extent and nature of employment in the informal economy, rather than by the composition of their formal economies. The author analyses ILO data on employment in the informal economy in 36 developing countries, and shows that there is a significant correlation between cross‐national variations in the degree and intensity of informalization and cross‐national variations in social and economic indicators such as levels of GNP per capita, corruption, poverty, taxation and social contributions. The article concludes by discussing implications for theory and policy.  相似文献

In the last five years there has been an increased drive to include the perspectives and contributions of service users in social work education in the United Kingdom. In this paper we discuss the experience of one project that attempted to bring together service users, academics and practitioners to jointly develop and deliver a module that sought to examine the perspectives of families living in poverty who were in receipt of children and families social work services. Through doing this it was hoped that it would be possible to raise practitioners’ awareness of how poverty impacts on parenting and how they could develop an approach that was non‐punitive and genuinely supportive. The paper starts by exploring the context of service user involvement in social work education and then describes the development and process of this collaborative project. The paper concludes with recommendations for both projects seeking to engage service users in empowering and meaningful ways, as well as social work practice within an anti‐oppressive framework.  相似文献

Understanding the tourism‐poverty link is critical if tourism is to be used as a mechanism for reducing poverty. Yet, the available empirical analysis is insufficient for this. This article proposes a research agenda for closing this gap in the literature. It argues that, while analysing the link poses peculiar challenges, models exist to do so. Second, it contends that the key question is not whether the link exists but under what conditions it is strongest. Finally, it maintains that the best way to analyse the link is to incorporate accurate diagnosis and evaluations into tourism projects, using the approaches and concepts of the literature on impact evaluation.  相似文献

This exploratory qualitative study probed the experiences of fourteen 7–12-year-old children living in poverty. Child-centered activity-based interviewing methods were utilized. Three universal themes with eight life area specific categories emerged from qualitative data analysis. This study's findings suggest that children perceive poverty as a hurtful and detrimental factor in their lives. The findings also suggest, however, that some children living in poverty may not view their current financial situation as limiting to their future prospects, and that in spite of the hardships they themselves face, children living in poverty have tremendous compassion for children less fortunate than themselves. Finally, the study concludes that the child-centered research methods allow for children to make valuable contributions to childhood poverty research.  相似文献

This article explores recent racial and ethnic inequalities in poverty, estimating the share of racial poverty differentials that can be explained by variation in family structure and workforce participation. The authors use logistic regression to estimate the association between poverty and race, family structure, and workforce participation. They then decompose between‐race differences in poverty risk to quantify how racial disparities in marriage and work explain observed inequalities in the log odds of poverty. They estimate that 47.7% to 48.9% of Black–White differences in poverty risk can be explained by between‐group variance in these two factors, while only 4.3% to 4.5% of the Hispanic–White differential in poverty risk can be explained by these variables. The findings underscore the continued but varied association between racial disparities in poverty and labor and marriage markets. Clear racial differences in the origin of poverty suggest that policy interventions will not have uniformly effective impacts on poverty reduction.  相似文献

Changes in the aid architecture have provided a renewed impetus for monitoring and evaluation (M&E), while simultaneously imposing a major reform agenda on the key players involved. More specifically, since 1999, aid-dependent countries have been facing pressure to strengthen their national M&E systems, while donors have been asked to refrain from using their own parallel systems and to rely instead on country systems. Surprisingly, attempts to strengthen national M&E frameworks have thus far largely overlooked the potential of national evaluation societies (NES). Similarly, NES have also remained off the academic radar. Our study aims to fill this gap by mapping key features of NES, as well as their perceived contributions to country-led M&E. In this effort, we rely upon evidence from our survey of 23 NES in Sub-Saharan African countries with Poverty Reduction Strategy Papers (PSRP). Our findings show that there is quite some diversity among NES. Overall, NES are active organisations, whose unique membership features a wide variety of national M&E stakeholders who potentially play key roles in country-led and localised M&E development. Major obstacles faced by NES include the lack of financial resources, donor support and political influence. Survey findings also demonstrate that the increasing interest of donors and governments in NES has yet to materialise into strategic support.  相似文献

Rural U.S. poverty rates have been persistently high. Market-based anti-poverty strategies, specifically microenterprise programs, have gained currency as a feasible avenue for moving women out of poverty. While rural women may share some commonality, homogeneity among rural women is often assumed in poverty scholarship. It is imperative that poverty scholars contribute to closing the gap between theoretical explanations and the actually experiences of poverty among individuals occupying different social locations. As researchers address this gap, this article argues for the value of integrating two important components consistent with black feminist epistemology: (1) an intersectionality perspective, and (2) the voices of the local actors/stakeholders. This article concludes that without a purposeful examination of individuals located at the intersection of race/ethnicity, gender, and/or class; even carefully formulated policy can inadvertently discriminate against or benefit some women more than others.  相似文献

Textbook analysis tells us that in a competitive labor market, the introduction of a minimum wage above the competitive equilibrium wage will cause unemployment. This paper makes three contributions to the basic theory of the minimum wage. First, we analyze the effects of a higher minimum wage in terms of poverty rather than in terms of unemployment. Second, we extend the standard textbook model to allow for income-sharing between employed and unemployed persons in society. Third, we extend the basic model to deal with income sharing within families. We find that there are situations in which a higher minimum wage raises poverty, others where it reduces poverty, and yet others in which poverty is unchanged. We characterize precisely how the poverty effect depends on four parameters: the degree of poverty aversion, the elasticity of labor demand, the ratio of the minimum wage to the poverty line, and the extent of income-sharing. Thus, shifting the perspective from unemployment to poverty leads to a considerable enrichment of the theory of the minimum wage.   相似文献

In this article, as a child and family mental health therapist, I connect the feminist concept of ‘provisioning’ and the experiences of ‘young carers’ to critically examine the family care contributions made by older children living in poverty. I present the findings of a qualitative study consisting of two focus groups in which ten (n = 10) welfare‐reliant lone mothers living in Toronto, Canada described the nature and significance of the contributions made by their older children (11–17 years old) to help their families ‘make ends meet’. Using grounded theory, two main categories emerged: (1) the nature of the provisioning by older children, and (2) the significance of the contributions. The implications of the findings suggest that mental health approaches with older children living in poverty inappropriately misrepresent and pathologise their emotional distress and family contributions.  相似文献

Increasing employment and reducing child poverty are two central goals of current government welfare reform policy in the UK, and single parentswith their relatively low employment rates and relatively high poverty ratesare one of the key target groups for both. This article outlines welfare reform policies in the UK with particular reference to single parents, and discusses the impact of these. Some rural regions of Peru showed remarkable rates of poverty reduction and inequality reduction between 2004 and 2012, while others lagged behind. Using microsimulation-based decompositions, we analyse the driving forces behind these trends, finding that rural poverty and inequality reductions are mainly attributable to increasing labour incomes in Peru’s agricultural sector and, to a smaller extent, increasing public transfers. In earlier years, higher returns to experience drive these results, while in later years, increasing staple-crop yields and prices are of key importance. Further, remuneration of working hours increases in reaction to labour-supply shortages in rural areas. The accompanying rising incomes and non-agricultural job creation is less pro-poor than would be ideal, as they benefit more highly skilled workers. Further, shrinking farm sizes hampers poverty reduction and income-inequality reduction. Policies should target the participation of the poor in high-value (non-)agricultural activities, especially if positive trends in commodity prices are only transitory.  相似文献

There are contradictory statistics about the number of poor people and changes in number of poor people in Ethiopia with statistics ranging from 26 to 86% of the total population in 2013. This paper analyzed how such contradictory statistics feed into national politics focusing on who uses which statistics and based on what justifications of authoritativeness. Drawing from data collected from print newspapers, blogs, websites, published articles, party publications, and interviews with four key informants and combining an actor’s centered discourse analysis (ACDA) with Van Dick’s (1997) approach of identifying and analyzing political discourses, the paper deconstructed the poverty statistics debate in Ethiopia to understand the basic contestations. Synthesis of the data shows that poverty numbers are being used as tools for, and manifestations of, ongoing power struggles in Ethiopia whereby different actors selectively use poverty statistics that promote their political agenda. While doing so, the underlying rationale of actors for choosing one statistics over another was not based on the merit of their preferred set of statistics over the others but on the suitability of the data for their political purpose. As such, the government disregards statistics except its own which portray rapid poverty decline in the country while opposition groups actively use and promote statistics coming from international organizations that depict increasing poverty or a slow rate of reduction of poverty. The paper argues that the underlying cause of such politicization of numbers is linked with the developmental statism ideology of the ruling party in Ethiopia and how it tries to justify its rule in Ethiopia – claiming that it is reducing poverty and bringing development in Ethiopia and therefore should be allowed to continue in power. Therefore, in debating poverty numbers what is being debated is not just the statistics but the legitimacy of the government, hence politics by numbers.  相似文献

The two most prominent measures of material poverty within contemporary European poverty analysis are low income and material deprivation. However, it is by now well‐known that these measures identify substantially different people as being poor. In this research note, I seek to demonstrate that there are at least three ways to understand the mismatch between low income and material deprivation, relating to three different forms of identification: identifying poor households, identifying groups at risk of poverty and identifying trends in material poverty over time. Drawing on data from the British Household Panel Survey, I show that while low income and material deprivation identify very different households as being poor, and display distinct trends over time, in many cases they identify the same groups at being at risk of material poverty.  相似文献

Recently there has been increased interest in developing methods for measuring poverty in a way that takes into account the lifetime experience of individuals. We analyze some specific proposals that take the so-called spells approach and consider how they differ in the manner in which they address issues of lifetime poverty, most notably the measurement of chronic poverty. Comparing these specific measures by applying them to a US panel data set, we provide important insights for further research in conceptualizing and measuring lifetime poverty.  相似文献

During the 1990s, poverty rates in the United States remained relatively stable despite a robust economy in which unemployment and inflation were at their lowest points in many years. Approximately 13% of individuals, 11% of families, and 19% of children lived below the poverty line in 1998, a decline of only 1% or less for each of these categories since 1990. These high rates of poverty result in many severe consequences. This essay reviews the research and theoretical and conceptual developments during the past decade, including: (a) a background on how the poverty line was developed; (b) general research themes in the 1990s; (c) the causes of the virtually unchanged poverty rate; (d) the consequences of poverty, particularly for children; and (e) the lessons we have learned from research over the past decade, with some directions for the future.  相似文献
