This article points to a current research direction in poverty studies, which explores the knowledge of people living in poverty. The article examines three studies from the USA, Europe and Israel which give voice to the 'life knowledge' of people living in poverty regarding different aspects of their lives. Through these examples, the article examines the potential contribution of 'life knowledge', possessed by people who are welfare-reliant, to the body of knowledge concerning welfare policy. Knowledge of this sort challenges standard preconceptions about the ways in which people cope with hardship and about the ways in which assistance might be given. The article discusses the ways in which 'life knowledge' can be recognised as such and investigated, and how it might contribute to the formation of public policy.  相似文献

Making ends meet: perceptions of poverty in Sweden   总被引:1,自引:0,他引:1  
During the era after the Second World War, Sweden has built a welfare system based on labor market participation and income maintenance. Low unemployment and decent wages are supposed to guarantee people a labor market income or income maintenance, which in turn should provide a proper standard for everyone. However, a rapid increase in unemployment and economic problems have made the future of the Swedish welfare state more uncertain than ever. These circumstances have, among other things, led to the suggestion that Sweden should abandon the income maintenance policy and create a social policy system with the more limited ambition of guaranteeing everyone a minimum income. In that case, one central question must be answered: what constitutes a decent minimum income in today's Sweden? Where should we draw the poverty line under which people will not be forced to live? These questions are central in the current debate. The consensual poverty line method is used in this article to derive a poverty line relevant for today's Sweden. The results shows that more than every fifth household has an income below the consensual poverty line. That is, they have an income that most Swedes would argue is too low to make ends meet. The level of the consensual poverty line was compared with the National Board of Health and Welfare's guidelines for social assistance. The consensual poverty line was shown to be more generous to small households and the norm for social assistance was more generous to larger households. Finally, the expenditure for guaranteeing all Swedish household a minimum income equal to the consensual poverty line was estimated: more than SEK 25 billion per year. The results in the article casts serious doubt on the ability of the Swedish welfare state to secure a decent income to all citizens.  相似文献

Abstract

This qualitative study aimed to explore older adults’ perspectives on volunteering in an activity-based social program for community-dwelling people with dementia called Stepping Stones. Semi-structured interviews were individually conducted with eight older adults who had volunteered in Stepping Stones. Interpretative phenomenological analysis was used to analyze interview data. Four themes related to learning experiences of older volunteers in Stepping Stones emerged. These themes include (a) self-growth and confidence in working with people with dementia; (b) understanding dementia, people with dementia, and needed support for people with dementia and their families; (c) desire not to develop dementia, while recognizing that anything can happen in old age; and (d) exercising person-centered approaches and taking on advocacy roles. Findings suggest that older volunteers gain feelings of personal growth and confidence in working with people with dementia, better understanding, and enhanced attitudes toward people with dementia through volunteering in an activity-based social program for people with dementia. Older adults will be able to fill the needs of community programs for people with dementia, while experiencing benefits from volunteering and learning in later life. Further research is needed to examine to what extent having previous dementia experiences make their experiences and learning different.  相似文献

Pretend play with peers is purportedly an important driver of social development in the preschool period; however, fundamental questions regarding the features of children's pretend play with a peer, and the effect of the dyad for pretend play, have been overlooked. The current study undertook detailed behavioral coding of social pretend play in 134 pairs of 5‐year‐old children (54% boys) in order to address three main aims: (a) describe the duration and proportion of children engaging in key social pretend play behaviors, namely calls for attention, negotiation (comprising role assignment and joint proposals) and enactment of pretend play, (b) examine the effect of the dyad in influencing the occurrence of different social pretend play behaviors, and (c) assess the independent and combined effect of individual child characteristics (i.e., language ability and sex) that may influence social pretend play behaviors beyond the influence of the dyad. Results demonstrated the overwhelming effect of the dyad in shaping children's social pretend play behaviors, with language ability and sex explaining relatively little of the total variability in play behaviors. Results are discussed considering the contribution that this type of study can make to theories of associations between children's social development and social pretend play.  相似文献

This article compares policy and practices for engaging older people in community life in Sweden and Australia. Barriers and support for active engagement through paid work, social activism, volunteering and aged services are compared. Both countries face issues of ageing populations, services for rural areas and people with small needs. Issues for Sweden were the absence of age discrimination legislation, availability of funds and lack of recognition of the growing levels of volunteering. Issues for Australia concerned the new managerialist approach to services, with associated complexities of access and limited social activism.  相似文献

In 2005, Germany implemented major welfare benefit reforms that encourage an adult worker model of the family. In this study, we hypothesised that, despite these reforms, women's assignments to activation programmes would in practice still tend to replicate the degree of labour market attachment to which they had become accustomed relative to their partner in the past. We compared programme entries between women in former male breadwinner, dual earner, no-earner and female breadwinner households and applied event-history analysis to large-scale administrative data. Our findings showed that in western Germany – but not in eastern Germany – women's assignments to activation programmes indeed replicated their prior labour market attachment relative to their partner. Key Practitioner Message: • Among women receiving Unemployment Benefit II in Germany, women with partners participate in activation programmes less often;This tendency applies especially to western German women with less employment experience and lower former earnings than their partners;A framework should be devised to inquire about previously non-employed women's interests in ALMP participation and offer them such opportunities.  相似文献

Young people in statutory care and protection interact with social workers, who hold potential to provide a supportive adult role in their lives. Many however, run away at an early age and end up on the street trading sex for money or other favours. There is potential to improve outcomes for young people in care if the relationship between young people and their social workers is better addressed. This paper uses data from a qualitative study of 14 young people who traded sex and who had experienced interactions with social workers. A thematic analysis identified three themes: the rigidity of social work practice; contesting the family situation; and resisting the at‐risk label. We argue that to have any impact on outcomes for young people in care, social workers need to prioritise relationship‐building above the need to conform to organizational protocols and guidelines. Such guidelines assist the social worker in assessing whether family situations pose high risk for a young person, but the “at‐risk” label is contested by young people, which results in a lack of trust and a barrier to relationship building.  相似文献

This paper explores the relationship between human rights socialwork and issues facing Gypsies and Travellers, and argues thatwork with these groups cannot be properly understood outsidea human rights framework. It outlines different generationsof rights, key current debates, and their significance for socialwork, building on other emancipatory frameworks for practiceincluding anti-oppressive practice, structural social work andcritical postmodernism. These perspectives find some expressionin social work ethical codes. For Gypsies and Travellers, humanrights violations occur in many socio-political contexts, causingcycles of exclusion and disadvantage. However, Gypsies and Travellersare increasingly mobilizing nationally and locally to promotetheir rights. The somewhat limited research on social work inthis area concurs in finding distance between the parties, lackof cultural understanding and engagement, and problematic practiceas well as some clear pointers for improvement. Policy developmentscontradictorily related to promoting rights and increasing disciplinarysurveillance are examined for their relevance to work with thisgroup. The paper explores the importance of an inclusive, participatoryand discursive approach to human rights practice, and examinesits significance for a paradigmatic shift linking social workwith the broader struggle for human rights of Gypsy Travellersand other groups.  相似文献

Several major pieces of legislation in Sweden have been developed and enacted during the twentieth century to enable people with disabilities to live as normal a life as possible. The legal instrument is not supposed to depend on political economic trends. Important changes in the new Act on Special Services for Developmentally Disabled Persons from 1986 include qualitative demands and the right to self-determination for these individuals. The special services covered by the law are called social rights. The implementation of these rights is under the jurisdiction of politically appointed councils in counties or municipalities. The decisions made by these authorities can be appealed in administrative courts. Judicial review is supposed to be an instrument for the protection of citizens from the authorities responsible for services. In theory, at least, when one disabled person wins a case in court, the precedent should trickle down to all individuals in similar predicaments. But this does not always occur. One problem is that the law has no sanctions to force local authorities to follow the precedents or to execute court decisions. This article focuses on the Act and on the interplay between court cases and precedents and the decisions made by local authorities.  相似文献

This study investigates staff and family attitudes towards the use of the fences that surround many aged care facilities in Australia, in the context of indefinite detention of people with dementia. This indefinite detention has been described in a report from an Australian Senate Inquiry as “a significant problem within the aged care context”, which “is often informal, unregulated and unlawful”. Five focus groups comprising direct care workers, family members, nurse unit managers and facility managers discussed the reasons for and their attitudes towards fences. The results show a tension between the provision of physical and emotional safety. This is to say that even while it is illegal to detain people with dementia against their will, and even while participants understood the negative impact of fences on the well‐being and emotional safety of people with dementia, they accepted and supported the presence of perimeter fences because they provided the perception that fences kept people with dementia physically safe. This has implications for redressing the balance between physical and emotional safety in policy and practice.  相似文献
