Emergency risk communication (ERC) for smoke emitted from major fires continues to challenge governments. During these events, practitioners (including scientific, communication, and emergency response government staff) are tasked with quickly making sense of the public health risks and the communication options available. Practitioners’ sensemaking—the process of creating meaning from information about an unfolding emergency—is key to effective ERC. This article identifies the factors that ERC practitioners consider the most important to their sensemaking for smoke events. A survey of practitioners (= 86) was conducted to elicit their views on the level of importance of 22 different factors (individual, organizational, and contextual) on their sensemaking. The results indicate that the majority of the factors tested are very important to practitioners. This finding likely reflects the multidimensional nature of emergency smoke events and provides evidence as to why practitioners are challenged when trying to make sense of emergency situations. Despite multiple factors being considered very important to practitioners, the time-limited nature of emergencies means that practitioners will inevitability be forced to prioritize in their sensemaking efforts. Our results also provide insight into practitioners’ prioritization of different information sources. Specifically, practitioners prioritize their own knowledge and the knowledge of other practitioners. The two most important factors were information from other incident management stakeholders and the practitioners’ past experience. Other information, including community-based and academic knowledge, appear to be of lower priority for practitioners. Based on the study results, recommendations for practice and future research are discussed.  相似文献

为揭示作为组织创新与变革直接负责人和承担者的企业核心管理者在引进新管理实践或方法的决策过程中的具体作用机制,揭开管理决策黑箱,尝试从核心管理者个人层面的企业家导向视角出发,在回顾相关文献的基础上,构建企业家导向的3个维度(技术创新性、先动性、风险倾向性)通过创新意愿的中介作用影响管理创新引进水平的研究框架,并对浙江、四川、广东和辽宁等地的237份有效问卷进行四阶段多元回归分析,验证相关假设。研究结果表明,管理者个人层面企业家导向的3个维度均显著影响管理创新引进水平;企业家导向通过创新意愿影响管理创新决策,3个维度之间符合行为理论从态度到意愿到行为的实现过程;创新意愿部分中介企业家导向与管理创新引进水平之间的关系。  相似文献

This paper analyses how top managers account for their consumption of popular management concepts. By ‘consumption’ we refer to managers acting as active users of popular management concepts within their organizations. After reviewing the relevant literature, we argue that the logic of appropriateness is a better theoretical perspective to view, understand and analyse managers' accounts of concept consumption than is the logic of consequence. We apply this perspective to extensive interviews we conducted with top managers in Germany. Based on the managers' own accounts of how they understand and apply popular management concepts, we identified four discourse categories: (1) learning from others' experiences, (2) controlling organizational change, (3) gaining external legitimacy and (4) collective sensemaking. We argue that these discourse categories all draw on the social norm of rationality central to managerial identity, while differing in socially defined rules about how rationality is realized in typical management situations. Our findings strongly encourage researchers, when investigating popular management concepts in the future, to take into account the situational nature of rationality that circumstantiates the consumption of concepts.  相似文献

Sensemaking is the process through which people work to understand issues or events that are novel, ambiguous, confusing, or in some other way violate expectations. As an activity central to organizing, sensemaking has been the subject of considerable research which has intensified over the last decade. We begin this review with a historical overview of the field, and develop a definition of sensemaking rooted in recurrent themes from the literature. We then review and integrate existing theory and research, focusing on two key bodies of work. The first explores how sensemaking is accomplished, unpacking the sensemaking process by examining how events become triggers for sensemaking, how intersubjective meaning is created, and the role of action in sensemaking. The second body considers how sensemaking enables the accomplishment of other key organizational processes, such organizational change, learning, and creativity and innovation. The final part of the chapter draws on areas of difference and debate highlighted throughout the review to discuss the implications of key tensions in the sensemaking literature, and identifies important theoretical and methodological opportunities for the field.  相似文献

For some time, it has been argued that stories articulated by leaders are an important vehicle for exercising influence, but stories of leadership might also serve as a means for developing leadership potential. One critical activity involved in leadership is vision formation, which involves constructing and communicating a future state that guides followers in “making sense” of complex organizational events. Like leader visions, analyzing stories also, by nature, evokes sensemaking processes. As a result, analyzing stories of leadership may provide a natural means for practicing the art of sensemaking. In the present investigation, undergraduates were asked to read six short stories about incidents of either pragmatic or charismatic leadership in business settings. After reading each story, questions were asked to encourage sensemaking of story events, causes, and emotions. Participants were subsequently asked to formulate visions for leading a secondary school –– a transfer task. It was found that stronger visions were produced when participants were asked to analyze both story events and the causes of these events. The implications of these findings for the use of leadership stories in leader development initiatives are discussed.  相似文献

Soldiers operate under conditions of extreme uncertainty and danger, in which sensemaking is both crucial and challenging. A grounded theory analysis of four epic war novels by veterans (Tolstoy, Remarque, Heller, O’Brien) provides insights into soldiers' sensemaking in combat. The findings are of theoretical and methodological relevance. Theoretically, this article contributes to sensemaking theory by identifying alternative sensemaking pathways besides the traditional enactment-selection-retention model. Additionally, while existing literature suggests that sensemaking failures result in organizational breakdown, this study shows that personnel may continue to do their work in the (fictional) belief that other organizational members can still make sense of the situation. Finally, methodologically, this article introduces grounded theory as a systematic approach to analyzing novels in contrast to current heterogeneous uses of literary fiction in organization and management studies.  相似文献

In the 1970s, scenario planning gained prominence as a strategic management tool. Scenario planning encourages managers to envision plausible future states of the world and consider how to take advantage of opportunities and avoid potential threats. In the last decade, finance researchers have developed real option analysis as a way to value investments under uncertainty. Scenario planning and real option analysis have complementary strengths and weaknesses as tools for managers making strategic investment decisions under uncertainty. We combine these two approaches in an integrated risk management process. This process involves scenario development, exposure identification, formulating risk management responses, and implementation steps. We advocate a corporate-level perspective on managing risk that takes into consideration the full range of exposures across a firm’s portfolio of businesses. In contrast with the predominant emphasis on quantitative analysis in the real option literature, this study illustrates qualitative assessment of real options.  相似文献

Despite there being a considerable literature concerning risk in organizational buyer behaviour, necessary reviews of the area are not easy to find. This article attempts to organize, describe and appraise the current literature with a view to gaining a critical perspective for the benefit of future researchers. The discussion begins with the way managers view risk and factors which affect that perception and then considers the role of various risk reducing strategies employed in the organizational setting. This study examines how organizations construct and manage risk objects as a duality of harm–benefit within their normal operations. It moves beyond the existing focus on accidents, disasters and crisis. We study the risk‐transfer processes of 35 insurers where they navigate the tension of retaining risk in their insurance portfolio to increase the benefit of making profit and transferring risk to reinsurance to reduce the harm of paying claims. We show that organizations’ constructions of risk are underpinned by everyday risk management practices of centralizing, calculating and diversifying. Through variation in these practices, not all organizations seek balance and we in turn uncover the sensemaking processes of abstracting and localizing that enable organizations to prioritize harm or benefit. This contributes to the risk literature by illuminating the co‐constitutive relationship between risk sensemaking processes and everyday risk management practices. Following the complex linkages involved in the construction of risk objects as sources of harm–benefit, our analysis also contributes to the literature on dualities. It shows that while immediate trade‐offs between harm–benefit occur, prioritizing one element of the duality is ultimately a means for attaining the other. Thus, while initial imbalance is evident, prioritization can be an enabling approach to navigating duality.  相似文献

In this study, we take the perspective of the individual manager in order to understand the role of culture in managerial sensemaking on interaction within business relationships. Extant literature has found business-to-business relationships and interaction between managers to be an essential part of conducting business. However, it has mostly ignored the role of culture in the process. 社会经济的不断发展促使分工愈发精细,对个人与组织间的技术隔离也愈加明显,亟待创业者个体及组织开展跨层次的交互学习以构建组织创新优势。基于此,本文援引学习理论与意义构建视角,从"行动"与"解释"出发,采用纵向单案例研究方法,基于"个体-组织"整合性分析框架,探究了不同创业阶段内跨层次行动主体间的学习互动模型,揭示了其对企业创新的影响路径。研究发现:创业者个体学习与组织学习间的互动,表现为渐变初期个体利用式学习经"自上而下"团队互动主导形成组织单环式行动;而在调整转变期,个体学习与组织学习发生交互影响,包含个体探索式学习经"横向协同式"团队互动主导形成组织双环式行动,以及组织双环式行动转换为单环式之后,经由持续反思与质询,刺激形成创业者个体利用式学习;最后,在发展突变期,个体利用式学习经"制度化统筹式"团队交互合作促成组织单环式行动,同时个体探索式学习经"跨越层次自主式"团队交互激活组织双环式学习。此外,在不同创业阶段,3种互动逻辑与意义构建框架下的创新决定机制呈现出以个体创意激发与扩散、信息整合与匹配以及平衡矛盾与冲突3种不同的影响路径展开的态势。本研究为创业学习理论和创业实践过程贡献了新的启示。  相似文献

Over the last 30 years, a massive body of literature has been generated for explaining how individuals and groups make/give sense to their experiences in organizations. Reviews on sensemaking have been produced, but they did not update the original Weickian sensemaking model – strongly based on the Darwinian principles – according to the occurred developments. To fill this gap, a Systematic Literature Review (SLR) of 402 contributions on organizational sensemaking has been conducted; sample articles have been interpreted according to a renewed evolutionary lens: co-evolution. This study offers an updated and holistic revisitation of the original sensemaking model and proposes a co-evolutionary framework of organizational sensemaking. In particular, it identifies four new and two evolved properties that compose the sensemaking phenomena, emotional schemata as the new unit of analysis for sensemaking studies, and specifies the individual and collective sensemaking processes.  相似文献

We map out the systems of sensemaking people use to link market and technology knowledge into new products, in innovative versus non-innovative organizations. Systems of sensemaking are organized “webs of meaning” that govern the knowledge people make sense of, and the sense they make. Innovative sensemaking systems link more knowledge because they: (1) frame linking as hands-on practices of value creation; and (2) loosely couple three tensions between tacit and articulated knowledge across organizational levels to draw in, exploit, and recreate knowledge for innovation. This article responds to the call advancing risk science as an independent research field, by introducing a conceptual model for risk analysis based on distributed sensemaking. Significant advances in recent decades have expanded the use of risk analysis to almost every organization globally. Continued improvements have been made to our understanding of risk, placing a wide range of contexts under organizational control. This article argues that four dimensions are central in how organizations make sense of uncertainty in their context and hence do risk analysis: the activities the organization engages in, their sensory systems, the role and competence of individuals, and the ability to coordinate information through organizational structures. The structure enables insight into the decision-making process and the dimensions contributing to how organizations perceive risks and uncertainty in a given context. Three examples from the Arctic context illustrate the network risk analysis model's practical application and how it will expose weaknesses in these organizations’ risk analysis and decision-making processes. Finally, the article discusses sensemaking in network risk analysis and how such an approach supports organizations’ ability to perceive, collect, process, and decide on changes in context.  相似文献

The purpose of this paper is to provide a deeper process understanding of team mental model dynamics in a context of strategic change implementation. To do so, we adopt a change recipient sensemaking perspective with the objective to identify salient determinants of team mental model dynamics. We aim to contribute to the managerial and organizational cognition literature by identifying critical micro-foundations that shape team cognition and interpretation processes during strategic change implementation. This adds to the field’s understanding of the under-researched collective dimension of strategic processes in general and strategic change implementation more specifically. Through an explorative case study conducted at a professional service organization, we identified five determinants of team mental model dynamics: coherence between ostensive and performative aspects of organizational routines, equivocality of expectations, dominance of organizational discourse, shifts in organizational identification and cross-understanding between departmental thought worlds. Case findings reveal that implementation processes of strategic change become intricate and difficult if change recipient sensemaking is not effectively acted upon. The five determinants identified require adequate managerial attention in order to avoid slipping into organizational inertia. As a consequence, professional workers are unable to ‘drop their tools’ and fail to integrate the strategic change effort in updated team mental models.  相似文献

May coaching be leadership? An analysis of literature on the term coaching. An analysis of the German-speaking literature about coaching shows for what the term Coaching or rather the title coach is used in actual publications dealing with the leading manager as a coach. It becomes apparent, that coaching is not seen as a specialized advisory profession. Instead the term is used as an alternative expression for leadership vocabulary as management style or managerial functions. The elaboration of terms and concepts concludes, that semantically it is meant leadership when it comes to the concept of the coaching manager. To be an exception, the management by systemic approach forms a brand-new perspective about organizations. However, to give respects to the German-speaking coaching community there should be a difference between leadership and coaching as well as notions and titles should be used more accurate among professional management coaches.  相似文献

A discussion of the need for organizational behavior management practitioners to shift their application paradigm from a dyadic perspective to a systems perspective is presented. Such a shift would improve the identification of performance improvement opportunities, reduce the effects of unintended contingency interactions, and help ensure sustainable improvement efforts. Nine performance system tools are described that assist the analyst in the design of a performance system and its long-term management and maintenance. Knowledge management (KM) is relatively new, but still a very hot topic in management research and practice. Leading companies are reshaping their organizations in order to increase their ability in managing knowledge sharing and transfer within and across their organizational boundaries. KM is today considered by many scholars the next arena for global competition. Product innovation (PI), in particular, is one of the most promising areas, where KM is today applied and studied. Management literature has underlined how knowledge becomes the only source of sustainable competitive advantage in turbulent contexts, and the cognitive perspective represents the most adequate approach to analysing and understanding PI as a continuous learning process rather than as a sporadic event. Since the early 1990s, many contributions emerged from different fields, but after nearly one decade, KM is not yet a unitary stream of literature but reflects very diverse roots. In this paper, the different streams and approaches emerging in literature on KM in PI are reviewed and described, aiming at providing researchers with an interpretative tool and some directions for further research.  相似文献

Reliability and higher levels of safety are thought to be achieved by using systematic approaches to managing risks. The assessment of risks has produced a range of different approaches to assessing these uncertainties, presenting models for how risks affect individuals or organizations. Contemporary risk assessment tools based on this approach have proven difficult for practitioners to use as tools for tactical and operational decision making. This article presents an alternative to these assessments by utilizing a resilience perspective, arguing that complex systems are inclined to variety and uncertainty regarding the results they produce and are therefore prone to systemic failures. A continuous improvement approach is a source of reliability when managing complex systems and is necessary to manage varieties and uncertainties. For an organization to understand how risk events occur, it is necessary to define what is believed to be the equilibrium of the system in time and space. By applying a resilience engineering (RE) perspective to risk assessment, it is possible to manage this complexity by assessing the ability to respond, monitor, learn, and anticipate risks, and in so doing to move away from the flawed frequency and consequences approach. Using a research station network in the Arctic as an example illustrates how an RE approach qualifies assessments by bridging risk assessments with value-creation processes. The article concludes by arguing that a resilience-based risk assessment can improve on current practice, including for organizations located outside the Arctic region.  相似文献
