Being European with a long standing research interest in evaluation of gender policies, I could not begin my assignment as Editor in Chief with a better task. Readers will forgive me for these few biographical notes. Before presenting this special issue, I owe many thanks to Jonny Morell who involved me in its design as early as June 2018. I also want to thank Susanne Bührer, Clemens Striebing, Evanthia Kalpazidou Schmidt, Rachel Palmén, Sybille Reidl, Florian Holzinger and Jörg Müller, who invited me at the 2019 conference in Brussels, where the final results of the European initiative ‘Evaluation Framework for Promoting Gender Equality in Research and Innovation’ (EFFORTI) were critically debated.1 And drawing on the outline and comments I pointed out on that occasion, in this short introduction, I highlight why this special issue is politically relevant and theoretically innovative.  相似文献

Gender inequality within non‐governmental organizations (NGOs) is constructed on a daily basis through the gendered norms, attitudes and practices of individuals within them. The continual re‐invention of a gendered organization ensures the maintenance of the status quo and therefore the privileging of male/masculine interests over female/feminine interests. Gender mainstreaming is an approach designed to alter the status quo and facilitate women's empowerment. In Malawi, many NGOs have adopted gender mainstreaming as a strategy to address gender inequality both within their organizations and with the communities where they work. Gender mainstreaming initiatives involve a variety of activities including hiring more women staff members, designing policies within the organization to promote gender equality and educating staff members about gender issues through training workshops. While these strategies represent important steps forward for gender equality, it is not clear to what extent these policies and initiatives are translating into meaningful change within the organization.  相似文献

This article explores the processes by which gender is given meaning through social interaction in boardrooms. In Norway, alongside mandatory quotas regulating the composition of Public Limited Company boards, voluntary quotas were designed to increase women's membership on the boards of agricultural co‐operatives. This radical step to secure a minimum of 40 per cent women makes these boards an interesting site for investigating the construction of gender in a traditionally male‐dominated organization. In the debate, arguments in favour of a quota accentuated diversity and differences between women's and men's competences, opinions and values. The analysis of interview data from the boards of four agricultural co‐operatives suggests that equal representation is a muted, taken‐for‐granted value. Equality and diversity are not understood as incompatible ideas, and gender is produced dynamically through practice rather than constituted as an inherent, fixed attribute. Gender as difference is less pervasive than expected as women tend to be recognized as belonging to the gender‐neutral category of a board representative despite any recognized differences. The study demonstrates that voluntary quotas may change the context and both challenge old assumptions and promote new understandings of gender in local situations.  相似文献

Despite the increase in, and focus on, gender equality in European debate – along with a substantial amount of policy initiatives and legal regulations – gender equality in the workplace and in careers is still some way off. In order to see the magnitude of the gap between women and men in European countries we have considered some significant domains such as the economy (employment structure and occupational segregation), education (educational attainment) and politics (political empowerment). The article aims to present data demonstrating that the employment structure in the EU, even in those countries where women have achieved high employment rates, still suffers from segregation, both ‘horizontally’ and ‘vertically’; and to single out some ‘weak signals’ but with a strong potential for social change and some indicators for social alternatives for the future.  相似文献

Gender mainstreaming is the major global strategy for the promotion of gender equality. Clear intergovernmental mandates for gender mainstreaming have been developed for all the major areas of work of the United Nations and the European Commission, including disarmament, poverty reduction, macro-economics, health, education and trade. The evaluation of equal opportunities mainly focuses on qualification measures for unemployed women and improvements in childcare facilities, and on consideration of gender mainstreaming in other policy areas as well as macro-economic effects on employment and unemployment of women. It is evident that the promotion of qualification measures and childcare facilities increases the activity rate of women, although there remain doubts about the quality and sustainability of many measures and the impact on families. In particular this article focuses on the relation between gender mainstreaming and equality issues to examine whether and how the debate on the topic is a real way to improve equality without missing gender differences and women's rights.  相似文献

This article proposes to study the discreet ‘battles of numbers’ at workplace level, particularly exacerbated on pay equity, in relation to its potential additional costs for employers. Figures are at once a framework, an object and a resource for power struggles between social partners. This approach is inspired by ‘statactivism’, a research perspective that studies the ways and contexts in which statistics can become tools for social mobilization. In a European context where bargaining is increasingly decentralized to company level, we argue that researchers should pay attention to statistical resources and quantification skills of negotiators, both on the management and unions side. They should also include in their analytical framework the influence of experts and specialists who advise social partners on how to strategically produce and use gender‐sensitive statistics. In this article, two case studies allow us to open the ‘black box’ of equality bargaining, revealing challenges and controversies of gender pay reporting.  相似文献

Gender mainstreaming has been celebrated as a new policy strategy for change in gender relations. However, its transformative potential seems to be lost in the process of implementation. The aim of this article is to evaluate the policy effectiveness of gender mainstreaming and its ability to bring about change in gendered social structures and practices. Previous research has focused on gender mainstreaming as a policy strategy. This article provides a new perspective on the problems of implementation by approaching gender mainstreaming from an organizational perspective. Gender mainstreaming takes place in certain organizational contexts, implemented by local actors. This article reveals the practices of implementation in the Finnish state administration, specifically in the Ministry of Defence. The analysis is based on a discursive reading of thirteen group and individual interviews collected in the Ministry of Defence in 2012. The article pinpoints two interlinking problems concerning implementation of gender mainstreaming on the organizational level. First, the state officials, who should implement gender mainstreaming, do not have enough information to do so successfully. Second, there is resistance toward gender mainstreaming on the organizational level. This article suggests that negotiations about gender, gender equality and gender mainstreaming as complex issues concerned with social power relations should be included in the process of implementing gender mainstreaming.  相似文献

Using data from the 1995, 1998, and 2001 panels of Aging, Status, and Sense of Control (ASOC) Survey, we examine gender differences in the relationship between self‐rated physical health and mental health over time (n = 2,543). Gender‐stratified path models highlight how the nature of the mental–physical health relationship changes when we use indicators of mental health that have traditionally been labeled as female sensitive (depression) or male sensitive (heavy drinking). Results show that women and men are similar in that mental health has a stronger effect on physical health than the reverse. However, this is only the case when we use gender‐sensitive measures of mental distress: Men who drink heavily and women who are depressed report poorer self‐rated physical health over time, while heavy drinking for women and depression for men have no significant effects on their self‐rated physical well‐being. These results provide evidence of a health process that is gendered in its expression but more universal in its outcome—the exact measure might vary, but men and women alike are physically harmed by mental health problems.  相似文献

Equality is related to relationship success, yet few couples achieve it. In this qualitative study, we examine how couples with children in two time cohorts (1982 and 2001) moved toward equality. The analysis identifies three types of couples: Postgender, gender legacy, and traditional. Movement toward equality is facilitated by: (a) Stimulus for change, including awareness of gender, commitment to family and work, and situational pressures; and (b) patterns that promote change, including active negotiation, challenges to gender entitlement, development of new competencies, and mutual attention to relationship and family tasks. With more than 28 active members, the Mediterranean Engineering Schools Network (RMEI) is the most active network on gender equality in the Mediterranean area. Supported by the HORIZON2020 TARGET project ‘Taking a Reflexive Approach to Gender Equality for Institutional Transformation’, in conceptualizing gender equality learning and system change, the network took a context-specific approach based on a theory of change and other STEM organizational frameworks, to design a self-assessment framework and indicators, considering the systemic view of SDG5 horizontally connected to all SDGs, national context complexity, and transdisciplinary requirements. 95 simple, practical, user-friendly indicators were designed, fitting in the specificities of the Mediterranean-Engineering context. The analysis showed that the network realized its vision, made the ‘passage’ from theory to praxis on gender equality change, effectively developed meaningful processes/structures, formulated a policy statement, built a community of practice and inspired members. It also achieved trustful relationships and inspired outputs, effective communication, sharing of information and resources, and top management commitment. Critical aspects are a) the analysis in depth of issues linked to the existence of gender-based stereotypes and bias in engineering schools of the Mediterranean that entails tackling gender ideologies considering the whole national social system and existing structures; b) sustainability of gender equality structures created at the member institutions with the support of TARGET project which is depending on the willingness of institution’s leaders to continue/advance with gender-sensitive strategies in their institution.  相似文献

In order to achieve “gender mainstreaming” which is a global strategy to promote the development of women, it has in recent years been a major task for the All-China Women's Federation (ACWF) to improve the gender awareness and ability of policy makers and implementers. Thus, researchers should constantly propose and evaluate various possible attempts to improve gender awareness and the ability of individuals. There are few empirical studies on the assessment of gender awareness and the improvement of the ability of staff who have been trained and educated. Research studies focusing on the promotion of gender-sensitive awareness and ability of staff by participating in programs are even rarer.This study presents a specific case, namely the evaluation of promoting social service workers’ gender awareness and ability within the implementation of the “3861 My Home” program. Based on this case, this study examines how to promote gender awareness and ability of social service workers through the implementation of the service program of Women's Federation, and also assesses the quality of the results of this implementation. Moreover, this study also contributes to the literature pertaining to assessing the development of social service workers’ gender awareness and ability. In addition, the study provides an option for enhancing the gender awareness and ability of social service workers in addition to training: The participatory learning or action pertaining to gender awareness and ability based on the Women's Federation programs are able to effectively improve the gender awareness and ability of staff.  相似文献

Rather than critiquing social institutions and practices that have historically excluded lesbians and gay men, as did earlier social movements in the 1960s and 1970s, since the 1990s the politics of sexuality has increasingly been about demanding equal rights of citizenship. These citizenship demands have, at least to a degree, been answered via a raft of recent legislation in the UK including the Adoption and Children Act 2002, Employment Equality (Sexual Orientation) Regulations 2003, Gender Recognition Act 2004 and the Civil Partnership Act 2004, and by associated changes in policy making and practice that emphasize ‘Equality and Diversity’. In this article we consider how the implementation of sexualities equalities policies is related to processes of privatization and individualization. This is illustrated by using sexualities equalities work in local government as a case study to indicate how processes of change and resistance are aided by these processes. The article draws on findings from a study of lesbian, gay, bisexual and transgender (LGBT) equalities initiatives in local government in England, Wales and Northern Ireland, which examined the views of those who now have a public duty to implement recent legislative and policy shifts and are obliged to develop equalities initiatives concerning ‘sexual orientation' and ‘gender reassignment’.  相似文献

Abstract

Girls and women have become the public faces of development today, through the success of “Gender Equality as Smart Economics” policy agendas and similar development narratives that mediate feminist claims through market logic. Women, these narratives assert, are more productive, responsible, and sustainable economic agents for future growth in the context of global financial crisis and therefore their empowerment is economically prudent. In this article, I provide a feminist reading of Foucault's critique of human capital to examine the discursive terrain of the “Smart Economics” agenda and to understand the knowledge it produces about female bodies, subjectivities and agency. Washington, DC: World Bank.[Crossref] [Google Scholar] World Development Report on gender equality, I argue that the current narratives of women's empowerment are premised on a series of gender essentialisms and their “activation” through biopolitical interventions. The activation narrative of human capital appears, under feminist eyes, to reflect the notion that the supposedly intrinsic responsible and maternal nature of women can be harnessed to produce more profitable and sustainable development outcomes and, by extension, “rescue” global capitalism.  相似文献

The relationship that Masters in Social Work (MSW) students in the United States have with feminism appears to be paradoxical, in which MSW students tend to endorse feminist principles but are hesitant to identify themselves as feminists. In an effort to better understand MSW student support of feminist principles, as well as social work students’ relationship with feminism and possible implications for social work education, a survey of MSW students was conducted at a Northeastern US MSW program utilizing an established scale, the Liberal Feminist Attitude and Ideology Scale, which is comprised of five subscales. Scores on the subscales were compared and findings indicate that MSW students were more likely to highly endorse the Gender Roles, Global Goals, and Specific Political Agendas subscales compared to Discrimination and Subordination and Collective Action subscales; suggesting that students promote gender role parity and feminist goals, but were less likely to acknowledge discrimination and the need for collective action. This article will discuss the importance of social work education as an instrument for exploring the ways in which women face gender-based discrimination and highlighting the necessity for students to take a more active role in participating in collective action to reduce gender-based oppression.  相似文献

In response to growing concerns with explaining how work and family interfere with each other and with statistical approaches that do not capture the way in which predictors interact, this study tested statistical interactions involving personal and social resources of 410 full‐time employed women and men. The results indicate that self‐efficacy is a strong predictor of family interfering with work (FIW) and work interfering with family (WIF). Gender moderates the relation between supervisor support and WIF moderates the impact of efficacy beliefs and instrumental support at home on FIW. Specifically, while supervisor support is negatively related to WIF in women and men, high levels of support more strongly affected men's perceptions of WIF. In low self‐efficacy men, high levels of support at home improved their perceptions of FIW but these perceptions worsened in women. These findings contrast with earlier research that focus predominantly on the predictive value of structural demands (for example, the number of hours worked per week and family size). This study shows that gender plays a critical yet intricate role as a predictor of the successful management of work and family roles: it is not gender per se but its interaction with personal and social variables that informs us about differences in the experience of employed parents.  相似文献

Contributing to ongoing debates about what happens when feminism is institutionalized in global governance, this article examines how gender equality is given meaning and applied in humanitarian aid to refugees, and what the implications are with regard to the production of subjectivities and their positioning in relations of power. Drawing on Foucauldian and postcolonial feminist perspectives, the analysis identifies two main representations of what it means to promote gender equality in refugee situations. Gender equality is represented as a means to aid effectiveness through the strategic mobilization of refugee women's participation, and as a project of development, involving the transformation of “traditional” or “backward” refugee cultures into modern societies. The subject positions that are produced categorically cast refugees as either passive or problematic subjects who need to be rescued, protected, assisted, activated, controlled and reformed through humanitarian interventions, while humanitarian workers are positioned as rational administrators and progressive agents of social transformation. In effect, gender equality is used to sustain power asymmetries in refugee situations and to reproduce global hierarchies.  相似文献

Abstract

The inclusion of Gender Identity Disorder and Transvestic Fetishism in a psychiatric diagnostic nosology is a complex topic that is best understood within the larger context of the history and politics of diagnostic classification systems. The diagnostic labeling of gender-variant individuals with a mental illness is a topic of growing controversy within the medical and psychotherapeutic professions and among many civil rights advocates. An overview of both sides of this controversy is outlined, highlighting questions about the potential damage caused by using psychiatric diagnoses to label sexual behaviors and gender expressions that differ from the norm, and the ethical dilemmas of needing a psychiatric diagnosis to provide legitimacy for transsexuals' right to attain necessary medical treatments. The author reviews the use of diagnostic systems as a tool of social control; the conflation of complex issues of gender identity, emotional distress, sexual desire, and social nonconformity; the reification of sexist ideologies in the DSM; the clinical and treatment implications of diagnosing gender for “gatekeepers”; and some recommendations for GID reform.  相似文献

While once upon a time the social science of work and organization neglected or marginalized gender and sexuality, we have now lost sight of what people actually do, that is to say the activity of work. Gender and sexuality have been identified as crucial to organizational dynamics and, notwithstanding different theoretical emphases, this paradigm has become increasingly influential. We argue (contrary to most of its protagonists) that — within this model — the significance of sex and gender for organization rests principally on their role in the production of identities rather than in what they can tell us about production or work in any wider sense. The article highlights parallels with the ways in which prostitution is now generally understood, whether the emphasis is on subordination or agency. This literature also emphasizes gender relations and identities, even where the focus is on re–writing ‘sex as work’. We argue that this focus neglects the wider networks in which all work, whether mainstream or otherwise, is embedded and that a full analysis must take due account of both these networks and the discursive production of identities. Examples — of work in the finance and sex industries — are used to substantiate this argument and a case is made for the importance of the Chicago School’s analysis of occupations.  相似文献

Bullying and substance use represent serious public health issues facing adolescents in the United States. Few large-sample national studies have examined differences in these indicators by gender identity. The Teen Health and Technology Study (N = 5,542) sampled adolescents ages 13 to 18 years old online. Weighted multivariable logistic regression models investigated disparities in substance use and tested a gender minority social stress hypothesis, comparing gender minority youth (i.e., who are transgender/gender nonconforming and have a gender different from their sex assigned at birth) and cisgender (i.e., whose gender identity or expression matches theirs assigned at birth). Overall, 11.5% of youth self-identified as gender minority. Gender minority youth had increased odds of past-12-month alcohol use, marijuana use, and nonmarijuana illicit drug use. Gender minority youth disproportionately experienced bullying and harassment in the past 12 months, and this victimization was associated with increased odds of all substance use indicators. Bullying mediated the elevated odds of substance use for gender minority youth compared to cisgender adolescents. Findings support the use of gender minority stress perspectives in designing early interventions aimed at addressing the negative health sequelae of bullying and harassment.  相似文献

Objective: To investigate how alcohol marketing and peers may promote college students' alcohol use through social media. Participants: College students (N = 682) aged 18 to 22 years from a large Southern university completed paper surveys in April 2014. Methods: Structural equation modeling was used to investigate relationships among variables as well as moderation by gender and race. Results: Drinking behavior was directly related to perceived norms and attitudes toward alcohol that develop, in part, from direct and indirect interactions with their online and offline peers, as well as engagement with alcohol-related content on social media. Gender and ethnicity moderated some effects. Conclusions: College student drinking is influenced by friends' alcohol-related content posted on social networking sites and by greater engagement with traditional and online alcohol marketing. College campus alcohol misuse interventions should include components to counter peer influences and alcohol marketing on social media.  相似文献
