This paper is aimed at explaining the role of public accountability in promoting public trust in public organizations. Initially
a conceptual model was developed. Then, the model was tested empirically in Iran. The result shows that public accountability
influences the public trust by improving citizens’ satisfaction. In other words, legal, ethical, financial, functional, and
utmost political accountability affect public trust through influencing citizens’ satisfaction. This study also confirms that
changes in social trust, citizens’ trust in government, and media will moderate trust in public organizations.

In this paper we hypothesize that CEOs will be motivated to manage earnings prior to a turnover decision. This motivation
comes from the horizon problem for CEOs nearing retirement age and for CEOs whose profit-based bonus is a large portion of
their total compensation. We find that firms in which CEOs are nearing retirement age have large discretionary accruals in
the year prior to turnover. Although we find firms with a larger proportion of profit-based bonus pay have larger discretionary
accruals, this result is not robust with the inclusion of control variables in the regressions.

Global economic forces have been prompting the institutional changes in the public sector based on the market-oriented principles
and such changes greatly have affected the postal savings system in Japan. Postal savings system’s public roles were fundamentally
changed because of current administrative reform undertakings. In this article, firstly the role of collecting savings from
ordinary citizens for fiscal policies was reviewed and the assessment of this public role is conducted. Secondly, abolishment
of Universal Service Obligation due to the privatization of the postal savings system and the possible occurrence of Financial
Exclusion are analyzed.

The Japanese government implemented drastic restructuring of the central government in 2001. As a part of this reform, the incorporated administrative agency (IAA) system was newly introduced in view of carrying out certain public functions in a more flexible, business-like and autonomous way. Research and development activities in the public sector are now mostly conducted by the incorporated administrative agencies. In this article, the purpose of this reorganization is firstly described followed by the outline of this system and current accomplishments. In concluding, the Japanese undertaking of a new public organization is analyzed in comparison with the European and “Anglo-Saxon” countries.

In 1819, the US Supreme Court ruled in Dartmouth v. Woodward that Dartmouth College, even though originally chartered by government, was legally akin to a private corporation. This landmark
decision was the founding legal document of what has become the American private nonprofit sector. While the decision has attained hagiographic status, this paper explores what the US nonprofit sector would
look like if the Supreme Court had ruled the other way. Using alternate history and scenario writing as research methodologies,
it highlights the invisible losses due to the decision and depicts what a public nonprofit sector would have looked like.

The measurement of service quality is a theme of great importance to service providers, particularly public agencies. Over
the years their role has been changing by providing more and more high quality services, away from basic ones. In this paper
the service quality of a local government is analyzed through the measurement of customer satisfaction. The analysis, based
on a questionnaire survey, identified and classified the most essential factors that make up the customer satisfaction with
the services provided by the Demographic Department of Gioia del Colle, a town in southern Italy.

Globalization involves risks and opportunities for the Arab world. Realistic knowledge of these possibilities is essential

To explore the determinants of global e-government performance, this paper examines the aggregate data of 163 different countries
by conducting multivariate statistical analysis. The results of multivariate regression analysis indicate that the performance
of digital government is likely to be determined by economic wealth, education, urbanization, civil liberties, government
effectiveness, and the interaction between Internet usage and economic wealth, while the extent of internet penetration alone
does not determine e-government performance. More importantly, this study indicates that government effectiveness is much
more important than any other factors in determining global e-government performance. The countries with high e-government
performance are likely to be the wealthy, developed, and Western countries or the rapidly developing Asian countries.

This paper reports the results of a survey of 400 respondents in Ethiopia about factors generating corruption and the potential
of e-Governance to mitigate corruption. It is suggested that e-Governance can help not only in weeding out corruption but
also in the establishment of sounder government citizen relationships in Ethiopia. While e-Governance cannot cure all the
structural factors that breed corruption in the society, strategic implementation of e-Governance can help improve the critical
variable in combating corruption-government citizen relationships. It is argued that while e-Governance initiatives can make
important contributions to improving public services they can best do so by helping improve overall relationships between
governments and citizens.

The paper attempts to analyze the consequences of political pressure placed on the Public Service Commission (PSC) of Bangladesh.
Through extensive literature review and empirical research, the authors conclude that the independence, efficiency and effectiveness
of the PSC largely depend on the politics–administration relationship. Furthermore, this relationship is affected by regime
types and it regulates the optimum functioning or malfunctioning of the institution.

Theories of interest group mobilization are central to political science but current research on interest organizations has
not proven useful for scholars in related fields. I argue that, by adapting organizational theory to account for the particular
function of interest organizations, scholars can build a widely applied theoretical framework. The key step is an analysis
of the role that organizations play in the mobilization of influence: they are intermediaries, reliant on their constituents
and their lobbying targets. Reviewing research on ethnic politics and political economy, I demonstrate that this intermediary
view of interest organizations encourages theoretical ideas to travel between subfields.

The shirking incentives arising within team production are in general counteracted by monitoring and sanctioning. However,
these mechanisms are usually associated with high monitoring costs and cannot be applied to all parts of the production process.
In a laboratory experiment we analyze the impact of less costly elements of organizational structure, such as normative codes
of conduct and screening tests, on team production efficiency. We find that more allusions to a firm context lead to higher
contributions. In particular, codes of conduct significantly increase cooperation and at the same time reduce free-riding
behavior. Our study provides empirical evidence that normative codes of conduct are an effective means of increasing team
production efficiency.

Corporate governance codes extensively appeal to ethical standards of conduct. Rather than being articulated alongside economic
axioms, ethical and moral precepts are intertwined within neo-classical economic argumentation across corporate governance
standards. This paper explores the fusion between ethics and modern economic rationality and reflects on the scientisation
of economics and ethics in academic discourse. The argument is then made that the enlistment of ethics within the epistemologically
privileged posture of economics characterises corporate governance codes. The UK Combined Corporate Governance Code of 2006
is analysed to draw out the paper’s contention.

Radio frequency identification (RFID) has been used to improve business supply chain management for over 35 years. As often
happens, private sector technology migrates to the public sector where it is adapted for use. RFID use in governments is spreading
far and wide at the federal and state levels with virtually no debate or performance analyses to inform adoption decisions.
Implementation of RFID technology impacts government efficiency and effectiveness in many areas. Data show that most RFID
applications promise enhanced effectiveness but also pose increased costs. A model is constructed to assist state and local
managers in choosing to adopt RFID and to discern the status and impacts of this bold new innovation.

In public economics, effective tax rates (ETRs) are often used to measure the combined effects of tax rates, tax bases, and
the time effect of taxation. Until now, the modelling of comparable figures for revealing tax effects and tax-induced distortions
is not solved satisfactorily. This paper derives an ETR approach based on neutral tax systems. In contrast to traditional
measures of ETRs, the neutrality-based ETR discloses preferential or discriminatory taxation of investments regardless of
their pre-tax rate of return. Moreover, comparing different ETRs exposes the degree of tax-induced investment distortions.

While quasi-markets should be regulated, in practice regulation may be problematic for market designers because of the competing
interests and values involved. This article outlines and problematizes the regulatory process for quasi-markets by focusing
on the choices and actions of the regulator (i.e., the public organization). The article concludes that market designers act
in different ways based on their different points of reference. These reference points may differ, not only between quasi-market
designers but also for the individual quasi-market designer over time. The quasi-market designer may therefore exhibit blind
spots because some aspects of operations are in focus in the regulation process, but others may be neglected.

Mergers and acquisitions (M&A) aim to increase the wealth of shareholders of the acquiring company, in particular by creating
synergies. It is often assumed that relatedness is a source of synergies. Our study distinguishes between business, cultural,
technological, and size relatedness. It discusses the reasons why these different forms of relatedness can lead to an acquisition
success and we conduct a meta-analysis of 67 prior M&A studies. Results indicate that positive effects can be expected under
specific conditions only and have a limited overall impact on acquisition success. A moderator analysis finds that synergies
stemming from relatedness depend on industry-, country-, and investor-characteristics.

Regarding the effect of product variety on purchase probability, there exist findings which demonstrate a positive effect
of variety for small assortments and a negative effect of variety for large assortments. Despite these results, little evidence
exists about the causal mechanism of this effect. We conduct a field study among German consumer electronics customers to
investigate the previously proposed constructs of anticipated product utility, anticipated regret and evaluation costs. The
results suggest that anticipated regret and evaluation costs play a powerful role in explaining the negative link between
variety and purchase probability for high variety assortments. Anticipated product utility on the other hand serves to explain
part of the positive causality for low variety assortments. The results obtained give rise to recommendations for the planning
of assortments.

Our current views of economic competition are still rooted in the imagery of the isolated firm that transacts with its buyers,
suppliers, and competitors via largely anonymous factor and product markets. Yet this view is fundamentally at odds with the
growing importance of business groups in the global economy. We thus need a reconceptualized version of our idea of economic
competition, which is capable of explaining competitive advantage at the group-versus-group rather than firm-versus-firm level
of analysis. In the present paper we build on insights derived from organizational sociology and organizational economics
to develop a business group-level theory of competition and competitive advantage based on embedded competencies.
