刚刚闭幕的十一届全国人民代表大会再次提出了政府机构改革和转变政府职能的问题．本文结合城市供水行业发展的实际．谈谈关于政府对供水行业实施监管的粗浅认识。     

我国政府向NPO购买公共服务的监管问题与对策研究

当前,我国政府向NPO购买公共服务的管理实践正呈现方兴未艾之势。然而,由于我国政府向NPO购买公共服务仍处于探索之中,项目的运作管理存在很多问题。而且现行政府监管建设存在严重的滞后性,政府的监管行为已不能满足政府向NPO购买公共服务发展的需求,日益成为阻碍公共服务社会化的障碍。本文以我国政府向NPO购买公共服务的监管问题与对策为研究主题,对其进行了较为系统的研究。首先界定了政府向NPO购买公共服务监管涉及的相关概念。然后介绍了目前我国政府向NPO购买公共服务监管的现状,并深刻总结了监管存在的具体问题。最后提出改善我国政府向NPO购买公共服务监管的具体措施。     

行政许可后续监管的问题与对策

在现有行政许可后续监管中多头监管模式无法在短时间内完全改变的背景下,必须建立起行之有效的沟通协调机制,以明确各监管主体在监管职责、监管标准、监管对象、监管程序等方面各自的范围和界限.通过厘清现有监管体系,明确各部门机构权限功能和监管的侧重点,建立起高效的配合机制,避免交叉监管、模糊监管的现象发生,做到谁监管谁负责,从而真正使多元监管模式的优势得以充分发挥.     

关于我国地方政府债务风险的特点、成因和对策的研究

目前我国地方政府债务风险在局部已经显现,未来潜在的风险很大,如不积极防范和化解,向中央政府转嫁,将会严重威胁国家的经济安全和社会稳定。因此,研究我国地方政府债务风险的特点和成因,并提出防范化解的对策,具有非常重的现实意义。     

企业安全生产的政府监管问题研究

随着我国经济快速腾飞,社会经济制度、社会法制也在逐渐完善变革。上世纪90年代的中国正值社会转型时期,中共十三届三中全会通过的社会发展十年规划以及八五计划为中国的发展勾画了重要的蓝图。互联网的逐步普及更是给中国经济带来了不一样的可能,人们的生活方式在快速变化,世界也朝着多极化格局发展。正是由于多重矛盾的挤压,国内企业发展遭遇了一个瓶颈期。在向现代化、法制化企业发展的过程中,企业的安全隐患问题屡屡受到质疑。而新闻屡屡播报的中国企业安全事故更是加深了外国对于中国企业的不良印象。在国际市场上,中国企业仿佛成为一种安全隐患的代名词。负面形象的固化是我国在现代化进程中的一大阻碍,因此,21世纪初期我国领导人便着重治理国内企业安全生产问题,将企业安全生产纳入法律监管范畴,以政府的权威性和强制性监管国内企业的安全生产问题,建立和谐、安全、法制的国内经济环境。通过政府监管,国内企业安全生产问题得到了大大的改善,但依旧存在部分问题,本文将重点阐述存在的问题以及解决的相应措施。     

治理现代化下的财政、国资监管资源与政府审计资源整合研究

政府审计对象分为财政与财务收支两大类。这两大类又与财政、国资两部门的部门监管高度相关。由于三部门监管目标相近,导致同一监管对象存在严重的重复监管。本文分析了财政、国资部门监管资源与政府审计资源整合的必要性,探讨它们之间整合的可能性,研究监管资源与政府审计资源整合的对策。

1994年11月16日公布的<联合国海洋法公约>(以下简称公约)把总面积为3.61亿平方公里的世界海洋划分成两大部分:国家管辖海域,包括沿海国家的内海、领海、毗连区、专属经济区、大陆架,面积为1.093亿平方公里,占世界海洋面积的30.3%,人们称作海洋国土;公海和国际海底面积为2.517亿平方公里,占世界海洋面积的69.7%,人们称作海洋公土.     

Role Strain,Emotion Management,and Burnout: Homeschooling Mothers' Adjustment to the Teacher Role

Drawing from three years of field research with a homeschooling support group in the Pacific Northwest, I present the emotional stages mothers passed through as they tried to integrate the teacher role into their busy lives. In most cases, mothers found teaching more demanding than they had expected, straining their other roles as mothers and homemakers, as well as causing emotional burnout. To manage their insecurity, anxiety, and stress, mothers employed a variety of emotion management techniques. Mothers who successfully overcame burnout prioritized some roles, combined others, and received significant support from their husbands. I conclude by discussing the implications for theories of burnout.     

Parenting Style,Child Emotion Regulation and Behavioral Problems: The Moderating Role of Cultural Values in Australia and Indonesia

Abstract

Research has shown that the congruence of parenting styles with cultural values, rather than parenting styles alone, impacts child adjustment. This study examined if parents’ cultural values moderate the relationships between parenting styles and child outcomes across both an individualist culture (Australia) and a collectivist culture (Indonesia). Three hundred and eighty-seven parents of 2–10-year-old children from both countries reported their parenting styles, the importance of the collectivistic values (security, conformity, and tradition), and their child's emotion regulation and behavioral problems. In both countries, authoritative parenting was associated with higher child emotion regulation and lower levels of behavioral problems, and authoritarian parenting was associated with lower child emotion regulation and higher levels of behavioral problems. Although cultural values did not moderate the relationship between authoritarian parenting and child adjustment, in both countries greater importance placed on tradition attenuated the positive effect of authoritative parenting on child outcomes.     

Contraceptive Use Patterns Within Females' First Sexual Relationships: The Role of Relationships,Partners, and Methods

This study used the 1995 National Survey of Family Growth (NSFG) to assess whether characteristics of females' sexual partners, relationships, and choice of contraceptive methods were associated with contraceptive use patterns within their first sexual relationship. White, Black, and Hispanic females under age 25 (N = 915) provided retrospective information on sexual activity and contraceptive use for first sexual relationships that occurred between 1991 and 1995. Females with older sexual partners and with same race/ethnicity partners (among Hispanics) had reduced odds of ever using contraception and/or uninterrupted use. Longer sexual relationships were associated with higher odds of ever using contraception but lower odds of uninterrupted use. Females who were older at first sex, who used hormonal methods (among Whites), or who switched to more effective methods during their first sexual relationships had higher odds of ever using contraception and/or uninterrupted use. In contrast, switching to less effective methods during a first sexual relationship was associated with reduced odds of uninterrupted use.     

Shift Work,Role Overload,and the Transition to Parenthood

This article examines how the work hours, work schedules, and role overload of working‐class couples are related to depressive symptoms and relationship conflict across the transition to parenthood. Data are from 132 dual‐earner couples interviewed 5 times across the transition. Multilevel modeling analyses revealed that working evening or night shifts, as opposed to day shifts, was related to higher levels of depressive symptoms. For mothers only, working rotating shifts predicted relationship conflict. Increases in role overload were positively related to both depression and conflict; working a nonday shift explained variance in depression and conflict above and beyond role overload. Results suggest that for new parents, working nonday shifts may be a risk factor for depressive symptoms and relationship conflict.
