Implementing inclusive education requires significant changes to values, systems, and practices. Hong Kong began to implement the inclusive education policy on the basis of voluntary participation in 1997. The government later launched a school partnership scheme, under which schools with proficient practices in whole-school approach to inclusive education were invited to serve as resource schools to support other schools. Data on what has led school leaders to join the reform under the policy of voluntary participation and how they tackle problems during implementation cannot be located. Thus, the purpose of this qualitative study is to uncover the reasons for school leaders' decision to participate in and what they did to facilitate the school wide effort to practice inclusive education, as well as challenges encountered. Key findings included Christianity and Confucianism as the prime reasons for practicing inclusive education, partnership with teachers and a shared vision as the key to successful implementation, and a competitive education system together with inadequate resources and teacher training as the main challenges. Recommendations consist of incorporating value development and building relationships with stakeholders in principal training programs, integrating knowledge and skills for inclusive education into the pre- and in-service teacher training programs, and appropriating resources with increased stability and autonomy.  相似文献

In this profile of the personal backgrounds and careers of top labor leaders, data indicate that they have followed a long and steady climb from their working-class backgrounds through the ranks of the union hierarchy. Similarities between labor leaders’ backgrounds and careers and those of earlier leaders are provided. The concept of social capital seems to be a very compatible, useful, and important one for nonprofit organizations. Nonprofits must sustain and enhance the original social capital with which they were formed and broaden it into a variety of key areas. Nonprofits and their leaders must foster social capital in order to recruit and develop board members, raise philanthropic support, develop strategic partnerships, engage in advocacy, enhance community relations, and create a shared strategic vision and mission within the organization and its employees. Nonprofit executives have a pivotal role in carrying out these functions, but they do so through relationships and networks with others. These activities are time‐consuming and demanding, and they require planning. This article provides a focused literature analysis on the concept of social capital as it applies to nonprofit management and leadership. The author views the literature with respect to definitions of social capital and the way nonprofits generate and mobilize social capital in order to achieve organizational goals. One hundred subjects participated in an experiment to assess emotional reactions to the expressive displays of political leaders. Attitudes were assessed through questionnaire items, and facial EMG, heart rate, and skin conductance were recorded while subjects watched silent expressive displays of intense happiness/reassurance, mild happiness/reassurance, and anger/threat by President Reagan and Senator Hart. Half of the subjects reported their global affective reaction during each display, and all subjects reported discrete emotional reactions following each display. For Reagan, main effects were found for display type and for prior attitude in the self-report scales and in facial EMG, although significant Prior Attitude X Display interactions indicated that the intense happiness/reassurance displays most strongly differentiated supporters from opponents. Main effects were found for Hart's displays on the self-report scales and on facial EMG, and post hoc analyses revealed attitude effects. These results support previous research concerning affective reactions to dynamic expressive displays of emotion, but they also show the possible influence of prior attitude toward the expressor on both somatic and subjective measures of emotional response.This research was supported by National Science Foundation Grant SES 83-10176 and the Lincoln Filene Endowment to Dartmouth College and was part of a collaborative project involving Professors Roger D. Assume that players strictly rank each other as coalition partners. We propose a procedure whereby they “fall back” on their preferences, yielding internally compatible, or coherent, majority coalition(s), which we call fallback coalitions. If there is more than one fallback coalition, the players common to them, or kingmakers, determine which fallback coalition will form. The first player(s) acceptable to all other members of a fallback coalition are the leader(s) of that coalition. The effects of different preference assumptions—particularly, different kinds of single-peakedness—on the number of coherent coalitions, their connectedness, and which players become kingmakers and leaders are investigated. The fallback procedure may be used (i) empirically to identify kingmakers and leaders or (ii) normatively to select them. We illustrate the model using data from the U.S. Supreme Court, 2005–2009.  相似文献

Two public health objectives, one methodological and the other substantive, are realized in the present study. First, average survey ratings are replaced by negated mean cumulative logits (MCLs), which have the advantage of interitem commensuration. Second, these negated MCLs improve the analysis of two Florida tobacco control surveys of community leaders. Because of their common logit metric, negated MCLs for different item types are compared on their expressed antitobacco sentiment. They are also averaged to construct a precise indicator of overall sentiment. These results show that in 1998 and 1999, community leaders were most averse to selling to minors, kids buying cigarettes, and restaurant and workplace smoking. The latter aversion anticipated voters' overwhelming support of the 2002 Florida constitutional amendment prohibiting smoking in restaurants and workplaces. The authors hope that this analysis for antitobacco programs will improve other substance-abuse monitoring with surveys whose items are yet unwritten.  相似文献

This study analyzes the effect on municipal employee wages of interjurisdictional competition in municipal service markets. The impact of market conditions are analyzed utilizing a bureaucracy model of local governmental decision making. The study develops hypotheses concerning the degree of competition in this market, constructs empirical measures of competition, and investigates the relationship between competition and wage levels for three categories of municipal workers. The empirical results suggest that local market conditions may be as important a determinant of local wages as local labor market conditions, including union membership. Also, the wage effect of unionization appears to be greater in less competitive local government environments. Financial support from the Earhart Foundation is gratefully acknowledged. This article provides an overview of the diverse sources of law that regulate sexual development and its resulting behaviors, dispositions, and outcomes. After exploring how the law influences sexuality by regulating families, schools, media, and social service delivery, the article examines the role of criminal and civil law in regulating partners influences on sexual relationships. The article then briefly analyses how the law influences the manner individuals themselves influence their intimate relationships and social environments. The article emphasizes that the necessary brevity of the overview masks many complexities but that existing laws and trends highlight how the law plays a dominant role in our lives, how the law seeks to promote certain dispositions, that the law must be harnessed to foster healthy relationships, and that contending with the law s dictates provides social scientists with important opportunities to foster social reform and structure healthy, supportive social environments conducive to responsible behaviors, attitudes, and dispositions.  相似文献

Abstract

Universities have undergone significant changes in the last decade. Universities have become ‘corporate’, integrating the values, assumptions and ethics of corporate economic capitalism. Within universities, social work practice expertise is negated as a criterion of valued ‘technological role expertise’ of social work academics. The paper describes and analyses the compounding impact of changes in the role of universities upon the historically problematic relationship between social work practice and social work education, The paper suggests a means to integrate both roles in the roles of practitioner-academic and academic-practitioner A typology is developed which identifies the knowledge and skill basis of social work practitioners and academics. The typology enables an identification of the cross fertilisation of each role on the practice expertise of the other. Through such a typology an alternative valued criterion of ‘technological role expertise’ can be established by the profession itself for utilisation in both academic and practice appointments and promotion assessment.  相似文献
