Firms have been relying on corporate political activity (CPA) to achieve access and to affect public policy change for decades. Most research on CPA and public policy outcomes has implicitly assumed that access afforded by CPA results in an either‐ or (dichotomous) policy outcome such as votes or election outcomes. Based on recent research on how CPA can be a strategic signal to government agencies, however, it is possible that CPA may in fact, have a linear association with public policy outcomes as opposed to merely a dichotomous one, and we explore this relationship in the unique public policy context of government contract awards. We specifically analyze how higher levels of CPA impact the financial value of government contracts awarded to firms. Utilizing the S&P 1500 sample for 16 years (1997–2012) we find that CPA has a one to one association with the value of contract awards, indicating that CPA and public policy outcomes can be linked in ways that motivate firms to continuously invest in CPA, to maximize their political rents. We discuss the theoretical and practical implications of this finding in light of extant research on CPA and its direct impact on public policy outcomes.  相似文献

Medical leaders need to understand that attending to quality of professional life issues includes dealing with the insidious costs and stress associated with disruptive physician behavior. The disruptive physician or professional undermines practice morale, heightens turnover in the organization, steals from productive activities, increases the risks for ineffective or substandard practice, and causes distress among colleagues. Physician executives need to help reduce or prevent this behavior and develop accepted systems in which to manage, confront, and rehabilitate the person labeled "disruptive." Suggested strategies to consider in developing a system include: (1) Defining reasonable and competent interpersonal behavior; (2) educating in interpersonal skills; (3) evaluating interpersonal skills; (4) developing disruptive policy; and (5) assessing, confronting, and rehabilitating.  相似文献

It is now widely accepted that public policy development requires both an appreciation of public values and an ability to involve insights from local people. Operational research (OR) has made some contributions to public policy development, and there has been a call to use problem-structuring methods (PSM) in this environment. This growing need for greater use of OR/management science (MS) in policy making is due to its ability to work with insights that are sometimes hard to pin down. This paper presents some research about values and local people's voices in public policy making, which the authors believe present a challenge to OR/MS and to the use of PSM. The paper will describe a framework for understanding values and exploring insights into including local voices in policy making using PSMs. Key to the framework is in the emphasis on differences, rather than similarities, in value priorities. A case study in which local people as well as decisions makers and politicians were engaged in a process to decide the future of a local hospital will be described.  相似文献

A key question confronting policy makers during economic crises is how they can support firms to maintain their performance levels until the economic storm has passed. The present study bridges insights from the ambidexterity and public policy literatures to examine how firm-internal responses (that is, ambidexterity) and external public policy incentives (that is, demand-pull policies) affect the stability of firms’ performance in a recessionary economic context. Using data from private German renewable energy firms at a time following the global financial crisis, we find that only firms with low ambidexterity achieve performance stability in light of demand-pull policies. This research draws attention to the relevance of stability as a policy-relevant performance measure during times of economic crises. Further, we suggest that greater insight into the interplay of managerial and political factors is necessary to enable policy makers to support the stability of certain industries during crises.  相似文献

There has been considerable scientific effort to understand the potential link between exposures to power-frequency electric and magnetic fields (EMF) and the occurrence of cancer and other diseases. The combination of widespread exposures, established biological effects from acute, high-level exposures, and the possibility of leukemia in children from low-level, chronic exposures has made it both necessary and difficult to develop consistent public health policies. In this article we review the basis of both numeric standards and precautionary-based approaches. While we believe that policies regarding EMF should indeed be precautionary, this does not require or imply adoption of numeric exposure standards. We argue that cutpoints from epidemiologic studies, which are arbitrarily chosen, should not be used as the basis for making exposure limits due to a number of uncertainties. Establishment of arbitrary numeric exposure limits undermines the value of both the science-based numeric EMF exposure standards for acute exposures and precautionary approaches. The World Health Organization's draft Precautionary Framework provides guidance for establishing appropriate public health policies for power-frequency EMF.  相似文献

One-fifth of the way through the 21st century, a commonality of factors with those of the last 50 years may offer the opportunity to address unfinished business and current challenges. The recommendations include: (1) Resisting the tendency to oversimplify scientific assessments by reliance on single disciplines in lieu of clear weight-of-evidence expressions, and on single quantitative point estimates of health protective values for policy decisions; (2) Improving the separation of science and judgment in risk assessment through the use of clear expressions of the range of judgments that bracket protective quantitative levels for public health protection; (3) Use of comparative risk to achieve the greatest gains in health and the environment; and (4) Where applicable, reversal of the risk assessment and risk management steps to facilitate timely and substantive improvements in public health and the environment. Lessons learned and improvements in the risk assessment process are applied to the unprecedented challenges of the 21st century such as, pandemics and climate change. The beneficial application of the risk assessment and risk management paradigm to ensure timely research with consistency and transparency of assessments is presented. Institutions with mandated stability and leadership roles at the national and international levels are essential to ensure timely interdisciplinary scientific assessment at the interface with public policy as a basis for organized policy decisions, to meet time sensitive goals, and to inform the public.  相似文献

This paper argues that there is not a vigorous contemporary literature in the UK which addresses implementation studies as part of the public policy process, whereas this is not the case in the USA. A review of the literature is presented, and a critique of the more traditional thematic groupings used to review the literature is given. A revised thematic review of the literature is presented based on the four themes of: (1) the role of knowledge and learning in policy implementation; (2) the processes of policy implementation; (3) the role of actors and agents in implementation; and (4) the role of bureaucratic discretion. The paper argues for a revival of research into public policy implementation and suggests a research agenda for the future which can use the aforementioned themes from the literature.  相似文献

Hydraulic fracturing (“fracking”) has recently become a very intensely debated process for extracting oil and gas. Supporters argue that fracking provides positive economic benefits and energy security and offers a decreased reliance on coal‐based electricity generation. Detractors claim that the fracking process may harm the environment as well as place a strain on local communities that experience new fracking operations. This study utilizes a recently conducted survey distributed to a sample of policy elites and the general public in Arkansas and Oregon to examine the role of cultural value predispositions and trust in shaping the perceptions of risks and benefits associated with fracking. Findings indicate that cultural values influence both trust and benefit‐risk perceptions of fracking for both policy elites and the general public. More specifically, we found that trust in information from various sources is derived from the intrinsic values held by an individual, which in turn impacts perceptions of related benefits and risks. We also found that while the overall pattern of relationships is similar, trust plays a larger role in the formulation of attitudes for policy elites than for the general public. We discuss the implications of the mediating role of trust in understanding value‐driven benefit‐risk perceptions, as well as the disparate role of trust between policy elites and the general public in the context of the policy‐making process for both theory and practice.  相似文献

This study develops a theoretical model and then, using Canadian joint replacement surgery data, empirically tests the relationship between government policies that promote privately funded health care and patients’ waiting time in the public health care system. Two policies are tested: one policy allows opt‐out physicians to extra‐bill private patients, and the other provides public subsidies to private patients. We find that both policies are associated with shorter public waiting time, and that the subsidy policy appears to be more effective in waiting time reduction than the extra‐billing policy. Our findings are consistent with a dominant demand‐side effect in that these policies would provide patients an option, and some incentive, to opt out of the public health system, shifting the demand from the public health system to the private care market.  相似文献

Urban and suburban growth in the United States has had a significant impact upon land use, real estate speculation, property taxation and the agricultural sector of the country. Highly productive agricultural lands are being converted to non-agricultural uses; the costs of providing public services are increasing; large quantities of potentially productive farmland are lying idle between rural subdivisions; and the sale of land in remote rural areas of the country for ‘investment’ and second home purposes creates stress in rural communities, undermines the economic viability of agriculture and limits the amount of productive farmland available for food production. This study provides a planning strategy to regulate and monitor this rural-to-urban conversion process.  相似文献

Fiscal policy is procyclical in many developing countries. We explain this policy failure with a political agency problem. Procyclicality is driven by voters who seek to “starve the Leviathan” to reduce political rents. Voters observe the state of the economy but not the rents appropriated by corrupt governments. When they observe a boom, voters optimally demand more public goods or lower taxes, and this induces a procyclical bias in fiscal policy. The empirical evidence is consistent with this explanation: Procyclicality of fiscal policy is more pronounced in more corrupt democracies. (JEL: E62, D73, D78)  相似文献

This article examines how sub-national policy is applied in consenting decisions for major wind energy infrastructure. The study focuses on the Welsh tier of governance and the perspective of the public, building on existing work on ‘territorial politics’ and public participation. It looks explicitly at the regulatory stage of decision-making, which is critical to understanding multi-level governance contexts for energy infrastructure. Two cases of ‘Nationally Significant Infrastructure Projects’ (NSIPs) in the UK are assessed and findings show how conflict is fuelled by the ways in which different tiers of policy and regulation interact.  相似文献

The role of the public sector has expanded significantly in the last 40 years. The ability to anticipate public policy changes has become a critical component of an organization's environmental scanning activities. Today, every segment of society is affected by the development of government policies and programmes. Organizations that correctly anticipate government actions can achieve significant benefits and minimize loss potentials. Given the size and role of government, a significant literature has emerged which attempts to analyse and assess likely public policy developments. The dynamics of organizational risk communication is an understudied topic in risk research. This article investigates how public officials at six government agencies in Sweden understand and relate to risk communication and its uses in the context of agency organizational work on policy and regulation. Qualitative interviews were used to explore the practitioners’ views on some key topics in the academic literature on risk communication. A main finding is that there is little consensus on what the goals of risk communication are; if, and how, uncertainty should be communicated; and what role is to be played by transparency in risk communication. However, the practitioners agree that dissemination (top down) to the public of robust scientific and expert knowledge is a crucial element. Dialogue and participation is used mainly with other agencies and elite stakeholders with whom agencies collaborate to implement policy goals. Dialogue with the public on issues of risk is very limited. Some implications of the findings for the practice of risk communication by government agencies are suggested.  相似文献

A centralized political context such as China provides a harsh environment for public involvement program that intends to share decision-making power with the public, however, there are still learning opportunities that can survive and prepare the public for a meaningful participation in the future. This article illustrates this point by designing a public involvement program that is implementable and educational in Nanji Islands, China. The public involvement program is designed to solve conflicts and tension regarding to an immigration plan between the public and local government and organized by a third party. It includes information sharing, public representatives election, and negotiation meeting between public representatives and governmental officials. The six-dimension framework from Alterman’s classic work is employed to test its feasibility within the local context.

In this article, we address the public issue of mandatory Genetically Modified Organism (GMO) retail food labeling in the U.S., first by reviewing the policy arguments both in support and against labeling food containing GMOs; second, by describing the existing U.S. federal regulatory system pertaining to GMO labeling, and why it does not presently require labeling of food containing GMOs; third, by reviewing and interpreting the results of studies of American consumer attitudes toward mandatory GMO retail food labeling; fourth, by evaluating, through the utilization of issue life cycle analysis in the nonmarket environment, where the issue of GMO retail food labeling stands in the national public policy process; fifth, summarizing the state of scientific evidence addressing the safety of GMO foods and the existing regulatory and public policy environment for this issue; and sixth, offering legislative and litigation strategies for the mainstream food nonmarket strategy framework to formally assess the GMO industry to protect their interests and those of American consumers not concerned with GMO food ingredients, while offering a voluntary labeling strategy for firms responding to and recognizing the “rights” of American consumers who “choose” to purchase non‐GMO food products.  相似文献

Equal pay for work of equal value has come to be seen as the policy most likely to reduce the gender earnings gap. This paper explores the theoretical basis for widespread undervaluation of women's work and argues that institutionalised discrimination in the labour market also affects internal pay and grading structures. Recent recognition of the scope for discretion in pay determination undermines the “market forces” argument against equal value. The current wage structure reflects an outdated model of social and family organisation. Much poverty is now the result of women seeking economic independence in a market which rewards them as subordinate family members. However, the main obstacles to equal value lie in labour market institutions. The increasing fragmentation of pay bargaining and moves to performance-related pay will reduce rather than promote the relationship between pay and job content.  相似文献

A number of critical questions have arisen surrounding the value of using empirical data and analytical procedures in the formulation of social and/or public policy. This exploratory study illustrates how multivariate analyses can contribute to an objective formulation of compromise positions on a complex public policy issue. Both multidimensional scaling and analysis of variance were used to study how the perceptions of three divergent key influential groups could be integrated into a final legislative package. This researchbased methodology provides a more logical approach to public policy formulation than that typically offered by political compromise.  相似文献
