Summary

Any social action plan, scheme, or program for welfare or intervention can be formulated only on the basis of data generated by research findings. Empirical data forms the backbone of the formulation of policy. This paper outlines the summary of the Indian research effort in the area of aging. An examination of the research trends shows both strengths and weaknesses. The generation of large and varied pieces of data across disciplines is a strength, while the absence of methodological rigor, integration of research effort, and the building of theory are the lacunae. The needs of the elderly, elder-care issues, State vs. family care, elder abuse, interventional and action plan research are some areas that need accentuation. Documentation of data, creation of databases, and a national body for overseeing research are requirements that cannot be delayed any longer.  相似文献

Individual savings are critical for retirement as government and employer‐based provisions fade or become less secure. Rural communities are vulnerable given their higher proportion of elderly and more who rely on Social Security. Using a telephone survey of working‐age residents in Michigan's rural Upper Peninsula, this research investigates factors associated with participation in tax‐advantaged retirement plans that have largely replaced defined‐benefit pension plans for earmarked retirement savings. The project also identifies factors predictive of making maximum contributions to those retirement plans. We consider several distinct categories of variables to reflect the social embeddedness of economic action. In addition, the research included community variables describing aspects of respondents' social context, a new component of the savings discourse, which we show to be significantly related to saving outside a tax‐advantaged retirement plan and making maximum contributions to a tax‐advantaged retirement plan.  相似文献

This article addresses the question of how creating an age-friendly city has come to be an important policy and planning issue in Portland, Oregon. In 2006, researchers from Portland State University's Institute on Aging examined the meanings of age friendliness among a broad range of participants in Portland, Oregon. The research was conducted in conjunction with the World Health Organization's (WHO) Age-Friendly Cities project and followed the completion of two earlier non–WHO-related projects. The city of Portland, through the Institute on Aging, was one of nine original members to apply for and be accepted into the WHO Global Network of Age-Friendly Cities and Communities. An Age-Friendly Portland Advisory Council was formed to guide the development of an action plan, monitor progress over time, and suggest additional research. To understand how Portland's age-friendly policy effort has developed over time, we use Kingdon's (1984) agenda-setting framework to explain how the policy problem was formulated, how solutions were developed, and the influence of local politics. The policy actors, including individuals and organizations working within and outside of government, are described. The Portland experience provides a case study that other cities, especially those with a strong commitment to community-engaged urban planning, may find useful as they develop age-friendly initiatives.  相似文献

ABSTRACT

Family members are a key source of services and supports for people with disabilities across the life course, helping people to remain living at home and in the community. As part of an effort to generate a strategic plan for research on family caregiver experiences and supports, this issue includes four literature reviews on the current state of research, each specific to a life course stage. This introduction presents a framework that combines life course and ecological perspectives to organize the existing literature of family caregiver support and to identify gaps in existing research, as well as opportunities for future investigations.  相似文献

The debate over immigration continues to be one of the most politically charged policy issues in the United States (US). Given the charged nature of this topic, it is vitally important to have reliable data on not only the number of US foreign nationals but also the characteristics of this extremely heterogeneous group – a population comprised not only of immigrants but also of refugees. There exist a small number of data sources for informing policy and practice at the national level. However, such data are often lacking for smaller geographical areas. This paper describes a recent effort to generate serviceable data on the immigrant and refugee population for a medium‐sized metropolitan area in the US. The objectives of this research were twofold. Our first goal was to provide local stakeholders with information to assist them with resettling and obtaining funding for immigrants and refugees. The second aim was to develop better techniques for tabulating diverse refugees and immigrants in a medium‐sized community. By comparing and contrasting three data sources – that is, refugee services, public schools and a local health plan – we are able to generate estimates of the local refugee and immigrant population. During the period from 2005 to 2007, we estimate the total number of immigrants and refugees in the community to be somewhere between 10,938 and 13,282. Although perhaps a bit on the high end due to methodological assumptions, these estimates seem plausible, based on previously cited figures for the region. While such estimates are valuable, a number of shortcomings related to the data prevent us from painting a more complete picture of these populations. We conclude this paper with a number of recommendations that will assist others in planning research designed to inform migration policy and practice in medium‐sized metropolitan areas.  相似文献

This paper uses case study data from a rural biracial community in Alabama to examine the community-ness of a major economic development effort and selected aspect of the ‘growth machine’ hypothesis. Results of the study suggest that the major economic development effort in the community was not a community-related action. In general, the findings provide support for some of the contentions of the growth machine model. Indeed, community can be an arena of action rather than a cohesive acting unit as posited by the ‘growth machine’ hypothesis and political economy models of community power put forth in the last two decades. The local elites utilized the community as a tool for the pursuit of personal gain at the expense of a majority of local residents. Capitalist development is divisive and the community, as (Molotch (1976) American Journal of Sociology 82(2), 309–332, 10) says, can be a ‘growth machine’ serving not the common good but the interests of those who manipulate that machine for profit. The implications of the findings for the future of biracial rural communities are discussed.  相似文献

Recently, a sustainable development action plan was prepared for the city of Semarang, Indonesia. An essential component of this action plan was the building up of an effective partnership among the diverse stakeholders to ensure their commitment. Such an approach in which the city's stakeholders are actively involved in decision making was new for Semarang. This paper describes the roles and attitudes of the different stakeholders in the development of the action plan, and the complex and difficult process to forge partnerships between them. The paper explores the constraints faced during this participatory process, and suggests that there is a need to build the capacity of all stakeholders involved — local government, civil society and the private sector — so that they will be able to play their envisaged respective roles better.  相似文献

Abstract A qualitative case study of a rural Illinois community whose water supply has been compromised by a farm chemical is used to highlight the social, cultural, and economic factors that shape locally led planning efforts of a type now being advocated by natural resources governmental agencies. The paper answers the question: why did the central Illinois watershed planning effort craft a cooperative rather than a conflictual solution? Trust of and attachment to farmers, both evidence of social capital, helped community members to balance economic, social and health risks. The balance arrived at created a tacit mandate for a farmer-led planning committee to solve the atrazine problem in a way acceptable to farmers and townspeople. The cooperative solution represents a consensus: concerns remain, but people are willing to support the plan. Consensus also demonstrates that planning as a positive action can create new social capital, which can support further planning.  相似文献

Overwhelming issues and barriers often prevent rural and remote physicians (RRPs) from pursuing the many socially accountable research questions they encounter on a daily basis. Although research training programs can empower RRPs to rise to these challenges, there is a lack of evidence on how they should be developed and refined. At Memorial University, a faculty development program (FDP) called 6for6 has been helping RRPs surmount their research quagmires and engage in scholarship since 2014. After an initial three-year (2014-17) pilot, we prepared a detailed plan to evaluate the 6for6 research FDP for RRPs and inform future years of delivery. Using a modified Delphi method and participatory action model a group of program team members, stakeholders and evaluation experts developed an evaluation plan including a logic model and an evaluation matrix addressing five key themes. To our knowledge, this is the first evaluation plan for a research-focused FDP targeting RRPs. While this plan was developed specifically for the 6for6 FDP, our approach to its development may be useful to any institution interested in evaluating an FDP with limited resources.  相似文献

In the current context of economic conservation, accountability and retrenchment from social programs, justification is required in order to maintain human service capacity. In this effort, evaluation is a key component. Yet desire to base action upon information resulting from evaluation must be tempered by increased attention to the effects of the evaluation process. All too often premature application of quantitative indicators formerly used for individual assessment and research to bureaucratic decision making produces side effects that are dysfunctional in nature. Frequently these side effects influence service delivery directly. More insidious, because they are less easily discerned, are distortions introduced into the data by evaluation pressure. These not only delay effects on service but also impair understanding of the very process they are meant to illuminate. In order to illustrate this phenomenon, the author reviews a general literature and utilized examples from mental health care. Common themes are identified and a tentative theory of side effect generation proposed.  相似文献

Employment-based health and retirement benefit programs have followed a similar path of evolution. The relative decision-making roles of the employer and the worker have shifted from the employer to the worker, and workers are more responsible than perhaps they ever have been for their well being--both in terms of their health in general and their financial security during retirement. This shift has been supported, in part, by legislation--namely ERISA, the HMO Act of 1973, the Revenue Act of 1978, and most recently, the Pension Protection Act. This Issue Brief does not pass judgment on this development or address who should bear the responsibilities of preparing workers for retirement or of rationing health care services. The current trend in health care design is toward increased "consumerism." Consumer-driven health is based on the assumption that the combination of greater cost sharing (by workers) and better information about the cost and quality of health care will engage workers to become better health care decision makers. It is hoped that workers will seek important, necessary, high-quality, cost-effective care and services, and become less likely to engage providers and services that are unnecessary and ineffective from either a quality or cost perspective. As employers look ahead toward continually improved plan design, there may be benefits in considering the lessons learned from studying worker behaviors. Specifically, there is evidence about the effects of choice, financial incentives, and information on worker decision making. As a result of research in this area, many retirement plan sponsors have moved toward plan designs and programs that recognize the benefits of well-designed defaults, simplified choices, required active decision making, framing, and commitment to future improvements. With respect to choice, it is now known that more is not always better and may even be worse in some cases. Just as fewer shoppers actually bought a jar of jelly when it was one of 24 as opposed to one of six, evidence has shown that people tend to be less likely to join a company-sponsored retirement plan when more investment options are offered. More choice can also lead to lower satisfaction. It is also known that workers may not be able to appropriately sort through many complex alternatives and that education is not always as effective as employers would hope. Decision complexity often forces people to find a way to simplify, and one of the easiest rules of thumb is to pick the option with the lowest short-term cost, even when that alternative is more costly in the longer run. It is also known that, for good or for bad, choices are constructed on the fly; preferences are dynamic, and logic does not always apply. Financial incentives are helpful in motivating behavior, but they do not affect everyone's decisions. Despite significant financial incentives to participate in 401(k) plans, many workers choose not to. Similarly, despite many of the financial incentives embedded in health care plan design, it can be expected that these incentives will not effectively motivate and engage all workers. One seemingly rational approach to improve workers' decision making is to provide education and guidance to help them sort through complex alternatives and to demonstrate the value of financial incentives. Certainly, providing education and guidance in the form of decision support tools may be an employer's responsibility. However, some studies have shown that, even when "educated" workers have the intent to make improved decisions, they often lack follow-through and fail to take action. In short, education and guidance may not be enough to foster improved health care consumerism. Some employers have begun to design benefit programs with a view toward overcoming behavioral tendencies that negatively affect workers' well-being. Newer retirement plan designs involve careful consideration of default choices. These defaults apply unless workers actively choose a different alternative. Typically, the default attempts to "nudge" workers toward optimal behavior. In the case of 401(k) retirement plan design, more employers are moving toward a default of automatic enrollment in the plan, with automatic investment in a diversified portfolio. Still, additional empirical research and experimentation may be needed to further understand the effects of new retirement plan design features. Future work may also precisely illuminate how the lessons discussed in this Issue Brief may apply to health care plan design that results in improved health-related behaviors. Given the impressive preliminary results in improving retirement planning behaviors, such research and experimentation are likely to be worthwhile.  相似文献

Life style research has become an independent branch of social structure analysis, that systematically complements classical research on social inequality in the explanation of social action and of attitudes. However, there are important theoretical gaps in life style research: firstly, there is a lack of theoretical proposals to explain the statistical connection between life styles on the one hand and social action and attitudes on the other hand. Secondly, it remains unclear, why life styles sometimes are very good predictors of social action and at other times they are not. In a first step this article puts forward an action theoretic framework as foundation for life style research, that implies a conceptual shift from life styles to cultural preferences. In a second step I develop three theses, that state relatively precisely the conditions for a high or low explanatory power of cultural preferences. They are empirically tested in a secondary data analysis, that supports the applicability of the theoretical ideas developed in the paper.  相似文献

This paper explores whether and how documented and undocumented migrant parents communicate with their children about the threats posed by the intensified enforcement of 1996 and 2001 US immigration reforms; whether parents facing potential detention and deportation plan for the care of their children; and whether their children learn from other sources about detention and deportation. The focus of this paper emerged in the context of a multiyear participatory and action research (PAR) process as one effort to understand the multiple meanings and divergent perspectives on parental–child communication that arose among and between participants and coresearchers. The aim is to better understand, in parents' own voices, their embrace of and resistance to direct communication with their children about the threat of deportation. Data are triangulated from in-depth interviews with 18 Central American immigrant coresearchers (Study 1), responses of 132 Latino/a immigrant parents to a survey with open-ended questions (Study 2), and conversations in a series of community meetings and workshops. Findings confirm the importance for advocates, service providers, and researchers to understand migrant parents' decisions about communication within the context of family and community values; gender expectations; lived and psychological experiences of being criminalized; and strategies to manage daily challenges of living without documents while parenting US-citizen children.  相似文献

The concept of power, as commonly formulated in contemporary sociology, is noted to lack any reference to the critical dimension of personal conative striving, or will-power. This deficiency is shown to stem from an overly cognitive conception of action, one in which acts are seen to embody choice and meaning but not emotion or effort, a view that has been reinforced by the use of trivial, easily-accomplished acts as examples to illustrate the nature of action. A perspective is advocated that redresses this imbalance; one that accepts that the immediate cause of all true actions is an act of will and that action is best conceived of as behaviour that individuals allow to happen to them. Power is then defined as an individual's ability to initiate and maintain action despite behavioural resistance, a conceptualization that closely links it to the concept of 'character'. This perspective on human conduct is then shown to be identical to that adopted by Weber in The Protestant Ethic and the Spirit of Capitalism .  相似文献

The concepts of learned helplessness and locus of control have been shown to be reliable predictors of both individual and group behaviors across a wide variety of social situations. Little effort, however, has been directed at understanding the variables associated with these constructs which influence the decision of a disempowered group to take social action when faced with adversity or challenge. This paper analyzes the concepts of perceived self and collective efficacy and discusses how these variables in individual and group behavior impact organizing. The concepts of perceived and collective efficacy are drawn from social learning theory and, within the paper, are hypothesized as the linch pin between various conflict theories. It is argued that once disenfranchised persons are recruited into social action organizations, a certain amount of resocialization must occur that transforms perceived helplessness or personal inefficacy into learned hopefulness with its associated motivation to take action. The role of group leadership in promoting collective efficacy is discussed.  相似文献

An effort is made to extend the scope of the general theory of action to encompass some of the major dimensions of the individual's structure of self-conceptions. This is attempted through formulation of four subjective “senses of self,” one corresponding to each of the functional problems held in action theory to be essential features of all systems. The senses of competence, self-determination, unity, and moral worth are offered as the individual's subjective interpretations of his standing in relation to his objective problems of adaptation, goal-attainment, integration, and pattern-maintenance. It is argued that these four senses subsume and organize many important but scattered themes in the literature of self theory and general symbolic interactionism. Operational, procedures are offered with which these senses may be assessed in empirical research, and some illustrative outcomes are presented from the author's longitudinal study of self-conception changes over the course of retirement. The discussion also touches upon some of the methodological problems encountered in attempting to establish the empirical validation for this kind of theoretical extension.  相似文献

Mental health professionals, lawyers, and judges whose work involves child custody decisions are often presented with social science research on issues related to which parenting plan is in the children’s best interests. Unfortunately, this research can be misrepresented in ways that mislead these professionals and the children’s parents, leading to child custody decisions that are not the most beneficial for the children. The process of misrepresenting the research in ways that create myths and misconceptions has been referred to as woozling. This article describes how social science data can be woozled, illustrating this with examples related to parenting plans for children under the age of 5 whose parents have separated.  相似文献
