This paper provides a distance based analysis of the Borda rule with respect to Condorcet’s criterion. It shows that the minimal Condorcet consistency present in the Borda rule, whenever a Condorcet winner (the alternative that wins against every other alternative in a pairwise contest) exists, disappears in the case of voting cycles. First, it is shown that for certain preference profiles the Borda winner is furthest from being a Condorcet winner. Second, it is shown that there exist preference profiles for which the Borda winner is closest from being a Condorcet loser (the alternative that loses against every other alternative in a pairwise contest).  相似文献

The Condorcet efficiency of a social choice procedure is usually defined as the probability that this procedure coincides with the majority winner (or majority ordering) in random samples, given a majority winner exists (or given the majority ordering is transitive). Consequently, it is in effect a conditional probability that two sample statistics coincide, given certain side conditions. We raise a different issue of Condorcet efficiencies: What is the probability that a social choice procedure applied to a sample matches with the majority preferences of the population from which the sample was drawn? We investigate the canonical case where the sample statistic is itself also majority rule and the samples are drawn from real world distributions gathered from national election surveys in Germany, France, and the United States. We relate the results to the existing literature on majority cycles and social homogeneity. We find that these samples rarely display majority cycles, whereas the probability that a sample misrepresents the majority preferences of the underlying population varies dramatically and always exceeds the probability that the sample displays cyclic majority preferences. Social homogeneity plays a fundamental role in the type of Condorcet efficiency investigated here.

Mainstream game theory explains cooperation as the outcome of the interaction of agents who permanently pursue their individual goals. Amartya Sen argues instead that cooperation can only be understood by positing a type of rule-following behaviour that can be (and often is) out of phase with the pursuit of individual goals, due to the existence of a collective identity. However, Sen does not clarify the ontological preconditions for the type of social behaviour he describes. I will argue that Sen's account of collective identity can be best interpreted in the light of John Searle's notion of collective intentionality, while Sen's explanation of rule-following behavior and agency is best understood using the critical realist transformational model of social activity.  相似文献

Social capital has captured the attention of social policy-makers and development administrators, with its emphasis on social relationships, civic participation, collaborative action and norms of reciprocity. Social funds support small-scale community-based development projects aimed primarily at reducing poverty. This article synthesizes the relevant literature and explores the nexus between social capital and social funds in relation to poor communities. Drawing upon primary research in Jamaica, the article reports the outcomes of eight social fund sub-projects that involved local organizations in community-driven development processes. It analyses the role of social networks and the influence of community power structures in social capital creation. Social policy implications of the findings are discussed.  相似文献

Social protection policies in Mexico have been transformed since 1988 through partial retrenchment of social insurance and significant expansion of targeted or means-tested social assistance. These changes reflect a substantial redefinition of social protection through incremental changes in policy. The changes reflect the abandonment of the goal of developing an employment-based, universal welfare regime, which had been pursued by Mexican governments as late as the 1970s. Instead, recent administrations have moved towards the redefinition of Mexico's welfare regime into a residual, means-tested model with significant private provision of benefits and services. This shift in social protection is consistent with the change in Mexico's overall economic development strategy and increasing political competition in the process of democratization.  相似文献

Studies on social influence bring us to fear that influence may alienate us and turn us into an agent of the will and desire of the other. This fear relies on a representation of the relationship of influence: it would be an asymmetrical relationship involving two basically opposite and complementary entities, the source (who has a desire, a will, a power or, failing that, a technique) and the target (who is subjected, subordinate). If some experiments in social psychology demonstrate the effectiveness of some techniques of influence and manipulation, they must however be analysed in detail. Many experiments and theories show that influence is not basically nonreciprocal. These works are neglected because they are too different from the imaginary representation of influence that dominates both social psychology and common sense.  相似文献

This paper explores the implications of globalization for social policy, and teases out those elements of globalization which have impinged most on it. Then it explores the most important ways in which globalization has had an effect on social policy. Seven issues are explored—the way in which globalization has highlighted and/or created new problems, its contribution to hollowing out the state, the way in which it has altered the balance of power between capital and labour, its contribution to stimulating an ideology of competitiveness, its re-establishing of the importance of trade in discussions about social policy and, finally, the way in which it has helped to make the maintenance of social order a new priority. The paper then explores the possibilities for supranational or regional social policy. It examines the case for moving towards such a policy and the problems of so doing.  相似文献

In an era of rising social awareness, both academics and practitioners have been concerned about the effectiveness of pro‐social consumer influence strategies. The main assumption here is that for social marketing to succeed one must first understand the factors underlying pro‐social consumer behavior. Firstly, drawing on two dimensions (i.e. the welfare receiver and restitution intention) the authors first identify four types of social behavior (altruism, compensation, reciprocity, and egoism). Next, the model describes social behavior as a result of preceding social behavior motivation and actual social behavior intention. Norms and economic evaluation have an impact on social behavior motivation, which in turn influences social behavior intention, eventually leading to actual social behavior. Actual control factors, such as the availability of resources and opportunities, decide whether social behavior intention can really translate into actual social behavior. Finally, authors propose message strategies (incorporating message appeal, message frame and central/peripheral processing) for each type of social behavior.  相似文献

This article explores the doctrine of Islam and the different theological interpretations of the position of Islam about family planning in Saudi Arabia, Egypt, Iran and Jordan, following the Sunni and Shia traditions. Principles that led to fatwas (rulings) in both these theological traditions, together with the main arguments of the debate between the proponents and opponents of family planning in Islam and the Higher Judge's interpretation (Islamic Courts in Jordan) of the position of Islam on family planning, are included. Men's and women's views are summarized, based on the findings of natural group discussions and in‐depth interviews conducted in 1998 with couples and individuals within their social networks in the different contexts in Jordan. Based on a gap analysis between doctrine, policy and people's beliefs, this study shows a need for family planning programmes to address men and women in a culturally sensitive manner: Men shape reproductive decisions. It is therefore argued that if men were more pro‐actively involved in family‐planning awareness campaigns, there might be a transformation of values and perceptions around fertility and family planning. Another conclusion drawn from the findings is that local resources, especially religious men, can be instrumental in promoting political trust in—and a sense of ownership of—family planning programmes in Jordan. Using local resources in advocacy for family planning, based on the cultural context of Shari’ah, seems effective in changing the reproductive behaviour of men.  相似文献

Honor is a difficult field of inquiry that deserves systematic attention from social scientists. Honor is an internalized concern for recognition and approval that links reputation with conduct and helps sustain existing patterns of social selection and evaluation. The paper argues that scholars are remiss that consider the field of honor obsolete or a residual category left over from the transition to modern forms of social organization. A modern conception of honor is identified in the relationship of a reflexive self and a larger moral and institutional order. A further effort is made to elaborate a reflexive approach to honor informed by the intersection of Pierre Bourdieu's theory of social reproduction and Erving Goffman's theory of self presentation. Honor is theorized as a multi‐dimensional field that legitimates prevailing standards of evaluation and social selection contested in staged and consecrated interactions that are central to social reproduction.  相似文献

A model of social empathy is described where social empathy is defined as the ability to more deeply understand people by perceiving or experiencing their life situations and as a result gain insight into structural inequalities and disparities. The three components of the model—individual empathy, contextual understanding, and social responsibility—are explored and explained. Social empathy provides a framework for more effective social policies that address disparities and support social and economic justice for all people. Social workers are well positioned to enhance social empathy, and application and suggestions for further enhancement and research are provided.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

Great hopes have been held out for microfinance and other community development finance institutions (CDFIs) in industrialized countries as an instrument of “financially sustainable welfare provision”, following on from their success in many developing countries. Using interview data drawn from an exploratory sample of 45 clients, this paper examines the social and economic impact of three microfinance institutions in Glasgow, Sheffield and Belfast. The tentative conclusion is that most loans we examined do hit the target of the “financially excluded but bankable”, and exert an impact on poverty and social exclusion through the labour market and through helping to build social networks which reduce interpersonal risk. Our initial estimate is that each loan studied here was responsible for about 0.67 exits from unemployment over the two years 2000–2. If this ratio holds good outside the sample (and we emphasize the limitations of small sample size), this could mean that in the absence of microfinance services, the national unemployment total would be higher by some 2.4 per cent (or 22,000 individuals). The loans we have examined also save about £0.4 million on what would otherwise have been social security payments; grossed up again to all microfinance organizations, this implies an annual saving of about £250 million (1.4 per cent) on the total social security budget. However, to achieve this optimal impact microfinance institutions need to diversify their product: for example by switching from business loans into consumption loans, micro‐insurance, and equity, particularly in the rehabilitation of run‐down council estates.  相似文献

This article analyses the pattern of poverty and social exclusion in the Czech Republic and the impact of social policy on this pattern. The analysis is mostly based on data from the Czech Survey on Social Conditions of Households (2001; 27,000 respondents); Eurostat data provide a benchmark for making international comparisons. The poverty rate in the Czech Republic is among the lowest in Europe. On the other hand, material deprivation, as well as concentration of poverty within specific population groups, is high, with the unemployed facing the highest risk of poverty. Social policy measures in effect reinforce this pattern: while the benefit system is highly redistributive and effectively eliminates income poverty among households of employed persons and among pensioners, incomes of persons outside paid employment are protected less effectively. Labour market policy measures are insufficient in scope and inadequate in targeting groups which are facing the highest risk of labour market exclusion and poverty. We argue that although this practice is effective at present, it is not sustainable in the long term.  相似文献

This paper uses the concept of knowledge communities to account for the relatively low impact of spatial perspectives on welfare policy (marginalization in the economic sphere; limited uptake in the social sphere). However, recent developments in the social sciences include a growing recognition of relationships between discourse, knowledge and power. Central to this work is a recognition of the territorialized nature of knowledge. These developments suggest that social policy has the potential to be reconfigured in a much more geographically sensitive manner.  相似文献
