This study investigated if and how active labour market policies (ALMPs) and employment protection interact with each other in light of long‐term unemployment reduction. We argue that how well the interaction between both labour market institutions reduces long‐term unemployment depends on the level of economic growth. To improve analytical clarity, two types of ALMPs were differentiated, namely training and employment programmes. Using data on 20 European countries over 16 years, our results suggest that employment protection moderates the relationship between employment programmes and long‐term unemployment. The combination of high spending on employment programmes and less strict employment protection is associated with less long‐term unemployment. This moderation effect is stronger during an economic downturn. A moderation effect from employment protection on the relationship between training programmes and long‐term unemployment was not found, even when the economic climate was taken into account as a contextual factor.  相似文献

In this article we examine research on effects of unemployment on mental health in Denmark, Finland, Norway and Sweden. We describe studies that use cross-sectional, longitudinal and time-series data, and we discuss studies that investigated the duration-dependence issue in exit rates out of unemployment. Not surprisingly, cross-sectional studies reveal that unemployed persons have worse mental health than do others. Most longitudinal studies suggest that unemployment is associated with deteriorating mental health, even though it is somewhat unclear how long such an effect persists. Most duration-dependence studies were done using Swedish data. It turns out that unemployment benefits and labour-market policies affect the pattern of exit rates out of unemployment.  相似文献

Welfare and the unemployment crisis: Sweden in the 1990s   总被引:1,自引:0,他引:1  
In the 1990s Sweden went through a deep economic recession accompanied by a massive increase in unemployment and a rapidly growing budget deficit. The crisis had large repercussions for the welfare of many citizens and it generated cutbacks in virtually all social policy programmes. This halted a welfare-state expansion that had been going on for decades. It also caused great concern about the state of welfare of the nation. In 1999 the Swedish Government appointed a 'Welfare Commission', a team of academic researchers who were assigned the task of drawing up a balance sheet for the development of welfare in the 1990s. The Commission delivered its final report in October 2001. This article is a condensed account of one of the more central issues for the Commission; namely, how the unemployment crisis affected already socially and economically vulnerable groups. Looking at the development over the entire decade, three groups stand out as particularly disadvantaged in terms of individual welfare resources: young adults, immigrants and single mothers. The downturn for these groups was especially accentuated in terms of employment and income. Young people and immigrants trying to get into the labour market during the crisis years faced the problems of newcomers to the systems of social protection. The poor economic development for single mothers could essentially be attributed to the shortage of work in general and of full-time work in particular that followed from the unemployment crisis. As a consequence, the importance of selective benefits increased and the relative size of all public transfers – despite rationing measures – stayed fairly unchanged. The results highlight the great influence of macroeconomic conditions and policy making for the welfare of vulnerable groups in society.  相似文献

While the Finnish and Swedish social security systems are structurally quite similar, the two countries show marked differences both in the recipiency rates of sickness and work disability benefits and in the level of open un­employment. In Sweden, the usage of sickness-related benefits since the beginning of the 1990s has varied in inverse relation to the level of registered unemployment, whereas in Fin­land, recipiency rates of sickness and work disability benefits have remained fairly constant, registered unemployment having typically been more than twice the Swedish level. Using the available statistical data, the article explores the differences in the prevalences of sickness, work disability and unemployment benefits between Sweden and Finland. Factors that may explain the divergence between the two countries are sought and interpreted from the long-term differences in welfare-state strategies and the structural features of the social security systems under investigation.  相似文献

Unemployment emerged as a specific social issue in the late‐19th century, but the nature of the threat it posed and the governing instruments available to address it varied widely. Using Britain and France as strongly contrasting cases, this article demonstrates the variable and historically contingent constructions of unemployment as a problem, and demonstrates how policy to address it was developed using administrative agencies that embodied specific, normative visions of how society and employment should operate. The different governing trajectories through which the issue was tackled is analyzed in terms of the context within which the problem of unemployment originally emerged. The article demonstrates the socio‐political nature of unemployment's construction and, with reference to recent labour market change, questions its utility as a means of assessing economic or social well‐being.  相似文献

The literature on the Ghent system has focused on the link between voluntary unemployment insurance and union membership in terms of industrial relations. Less attention has been paid to unemployment benefits and employees' decision‐making concerning unemployment insurance, even though the core function of the Ghent system is to provide unemployment insurance. This paper examines both of the options that precarious workers (i.e., part‐timers, temporary employees, and low‐skilled service employees) choose regarding unemployment insurance membership and the change in union density after the Ghent system reform in Finland. First, the results show that the growth of the independent unemployment insurance fund was the main reason for declining union density in the 2000s and early 2010s. Second, in terms of precarious workers, we find that the emergence of the independent fund has affected their choices about unemployment insurance membership and that their choices depend on the type of precarious employment they have. Moreover, part‐timers and temporary employees younger than 35 years of age are much less likely to enroll in unemployment insurance than older employees who have the same types of employment contracts.  相似文献

Long‐term unemployment with dependency on social assistance in Sweden has increased and is particularly high among foreign‐born persons. The present study explored immigrant recipients' experiences of being welfare reliant. Swedish‐Iraqi women's construction of exclusion and belonging in relation to policies and welfare regulations was scrutinised. The women referred to unemployment with frustration, expressing that it renders dependence on social welfare and enforces adherence to the stipulations of the social services. The individual's mobility and agency are restricted and concerted efforts to obtain employment are futile, which increase the sense of exclusion. However, the entitlement to social assistance also engenders feelings of belonging, of being connected to and cared for by the new country. More research is needed to examine the role that social assistance regulations play in forming feelings of belonging and exclusion. It appears essential that political initiatives be taken to reverse the trend of high unemployment among foreign‐born persons.  相似文献

Although there has been considerable research on the relationship between mental health problems and unemployment among youth in a national context, there have been few comparative studies involving countries with different cultures and different levels of unemployment. Surveys in the five Nordic countries (Finland, Iceland, Norway, Sweden and Denmark) of nearly 8,000 young unemployed people enable us to study young peoples' experience of unemployment in a comparative perspective. Representative samples of unemployed youth were drawn from the national unemployment registers. In Sweden the sample consisted of 3,998 young people with a response rate of 63%, in Finland 2,386 (response rate 73%), Iceland 2,280 (response rate 60%), Denmark 1,540 (response rate 76%) and Norway 2,000 (response rate 56%). The data were later coupled to data from the unemployment register in the respective countries. The populations were interviewed 6 to 12 months after they were registered as unemployed.  相似文献

We examine whether it is a psychosocial or an economic need for employment that affects mental health among the unemployed. The relevance of both aspects are examined, concentrating on two measures of each dimension. Two perspectives of work involvement – the degree of connection to working life and the perceived employment commitment – and two perspectives on financial situation – economic security and perceived economic concern – have been analysed, using empirical data collected by means of a cross-sectional survey of 1297 unemployed white-collar workers from the public sector in Sweden. The degree of connection to working life was not significantly linked to the mental health of the unemployed, although there was a strong link between the perceived employment commitment and mental health among this group. The stronger the perceived employment commitment, the poorer the state of the person's mental health. Perceived economic concern was also tightly linked to mental health: the greater the economic concern, the poorer the mental health. Economic security also played – at least, partly – a moderate but significant role. The results provide strong support for the existence of both a psychosocial need and an economic need for employment. The analysis demonstrates that it is the perceived assessed measures of work involvement and financial situation that are linked to mental health.  相似文献

Young people who are unable to find and sustain employment are at risk for long‐term social and economic exclusion. Active labour market policies (ALMPs) addressing the problem of youth unemployment have focused on building the employability skills of young job seekers to expand their employment opportunities. Yet research exploring how young people navigate the job‐search process is limited. Drawing on interviews with young Australian job seekers and their employment consultants, this article addresses the questions of how young people navigate entry into employment through the job‐search process and what challenges they face. The study revealed three common frustrations experienced by the young people during their job‐search: employers' expectations of relevant work experience in the young person's preferred occupation, being required to apply for jobs not aligned with their career aspirations, and the impact of personal factors on their ability to confidently present themselves to prospective employers. The findings highlight the need for ALMPs and employers to facilitate positive employability support mechanisms that will build a stable platform from which young people can build a trajectory towards sustainable employment to reduce long‐term youth unemployment.  相似文献

In this study, we investigated if there has been a displacement in the type and coverage of welfare services available for young unemployed adults in Finland, Norway and Sweden over the last two decades. This question is important because a number of studies have argued that the generous unemployment benefits and extensive labour market intervention found in the Nordic welfare states shield young people from the most severe consequences of economic inactivity. In this article, we instead show that during this period, less generous means‐tested unemployment and social assistance benefits have become the most important form of income protection for young people. In evidence, earnings‐related unemployment benefits now cover only 10 per cent of unemployed Swedes and Finns and 45 per cent of unemployed Norwegians aged 24 years or younger. This development marks a significant change in our understanding of unemployment protection for young people in Nordic countries.  相似文献

In the early 1990s, unemployment levels increased dramatically in Sweden. Although the effects of unemployment on unemployed individuals are well-documented, research on parental unemployment and children has been neglected. The aim of the present study is to explore the relationship between parental unemployment and children's accident risks in Sweden for the period 1991–1993. Two independent samples are used: the Swedish Level of Living Survey 1991 (original sample 6,733 individuals) and the Swedish Longitudinal Study among Unemployed 1992–1993 (original sample 792). The samples were taken during periods of both low and high unemployment. The results indicate that parental unemployment is associated with increased accident risks among children in 1991, 1992 and 1993. The increased risks do not seem to be due to the effects of adverse selection into unemployment on parental well-being, financial difficulties or alcohol consumption. It is also suggested that low parental well-being is of causal significance within the unemployed group.  相似文献

The unemployment rate for a country seems to reflect unemployment policies rather than economic conditions. Variations in employment rates for selected Western countries are presented as a background for a discussion of unemployment and its individual and societal consequences in Sweden. Unemployment is both a private trouble—where individuals see the possibility of controlling their own lives diminishing, which leads to increased risk for psychological and physiological stress—and a public issue, for increased unemployment is associated with societal vulnerability, social polarization, and the breakdown of community ties, which lead to increased societal stress and increased mortality on the national and the community levels. However, for the large majority of workers, the Swedish welfare system buffers first against unemployment, and second against its negative economic effects. Less than 2% of the workforce are exposed to unemployment, and a minority of the unemployed seem negatively affected by the unemployment experience. An empirical longitudinal study of unemployed blue-collar workers and two employed control groups indicated that a coping orientation involving an attitude of mastery or perceived control buffered against psychological and physiological stress reactions.  相似文献

Previous studies have shown that women generally adjust to unemployment better than men. This study shows that young women value work equally as highly as men, and have negative feelings when unemployed, which indicates the existence of a closed gender gap. However, children have a different influence on men's and women's unemployment experiences. Being a parent increases job-search activity and work involvement among men. On the other hand, children moderate negative experiences of unemployment among women, and they decrease their job-search activity and work involvement. Being a parent increases labour-market marginality among young unemployed women. For young men it is a motivational factor for searching for and getting a job. The comparison shows furthermore that patterns of re-employment vary in the involved countries: Denmark, Finland, Iceland, Norway, Sweden and Scotland. They reflect differences in the overall unemployment situation in the countries and the welfare strategies applied.  相似文献

In Denmark the life expectancy of women has been declining since 1980, and is now the lowest of all OECD countries. Based upon analyses of the different trends in mortality of 35–64-year-old women in Denmark compared to women in Norway and Sweden, national differentials in external determinants of morbidity and premature mortality are described. The excess mortality of women in Denmark is linked to lifestyle factors: tobacco smoking, alcohol and drug consumption. We discuss the possible impact of other external factors: full-time employment, work load, job insecurity, unemployment, single motherhood, and social isolation. The main hypothesis is that the daily life of women in Denmark has deteriorated over the years, and that changes in lifestyle and behaviour in part can be explained by evolved strategies in order to cope with anxiety and strain. Contrary to conditions in Sweden, the welfare system in Denmark has not facilitated the combination of child-bearing and paid work. The analysis points to the importance of including data of external stressors in discussions of national variances in lifestyle factors linked to premature mortality.  相似文献

Twenty years ago Dutch society was hit by a serious rise of unemployment that put the Dutch welfare state to the test: Should the welfare state be able to preserve full employment and prevent unemployment from becoming high and chronic as in the 1930s? And should the welfare state be able to prevent mass poverty as in the 1930s? The answers are well known. The ‘Dutch welfare state has not been able to forestall persistent high unemployment and, in fact, has more or less produced a dual society (Zweidrit-telgesellschaft, sociéte à deux vitesses), although without producing mass poverty. This article goes into three issues related to these developments. A bird's-eye view is presented of the unemployment trajectory of the 1970s, 1980s and the first half of the 1990s. The position of the Netherlands relative to other countries in Europe is unfolded. Some issues concerning the effects of chronic unemployment on the functioning of the Dutch political economy are presented.  相似文献
