The Association Between Environmental Risk and Internal Migration Flows   总被引:2,自引:0,他引:2  
Over the past several decades, the environmental awareness and concern of the American public has greatly increased. This concern is reflected, for example, in public opinion polls, participation in curbside recycling programs and community mobilization against the siting of environmentally-hazardous facilities. This study examines the possibility that such concern is also reflected by internal migration patterns. More specifically, this research considers the relationship between county-level environmental characteristics and in- and outmigration streams. The results suggest that counties with environmental hazards such as air and water pollution, hazardous waste and Superfund sites do not lose residents at greater rates than areas without such hazards. However, areas with such risks gain relatively fewer new residents.  相似文献

Using a national survey of facilities governed by the Resource Conservation and Recovery Act (RCRA), we examine the sociospatial distribution of a much larger group of hazardous materials handlers than did previous environmental equity studies. Overall we find that RCRA-governed facilities are more likely to be sited in working-class neighborhoods with lower percentages of minority residents. We do not find evidence of stark environmental inequities. RCRA facilities, however, are close to neighborhoods with a higher percentage of minority residents. And in nonmetropolitan areas, they are slightly more likely to be located in neighborhoods with a higher percentage of black residents.  相似文献

Losses due to natural hazards (e.g., earthquakes, hurricanes) and technological hazards (e.g., nuclear waste facilities, chemical spills) are both on the rise. One response to hazard-related losses is migration, with this paper offering a review of research examining the association between migration and environmental hazards. Using examples from both developed and developing regional contexts, the overview demonstrates that the association between migration and environmental hazards varies by setting, hazard types, and household characteristics. In many cases, however, results demonstrate that environmental factors play a role in shaping migration decisions, particularly among those most vulnerable. Research also suggests that risk perception acts as a mediating factor. Classic migration theory is reviewed to offer a foundation for examination of these associations.  相似文献

This research offers an examination of environmental attitudes, concern, and behaviors among individuals presently living within the context producing contemporary American environmental awareness, but who originated from contexts socially, environmentally, and economically distinct. More specifically, data from the 1993 environmental module of the General Social Survey are used to examine variations in environmental awareness across native-and foreign-born individuals. Results suggest that immigrants living in the U.S. do, indeed, express similarattitudes toward environmental issues as compared to native-born residents. However, shorter-term immigrants (those residing abroad at age 16) in particular express significantly higher levels ofconcern with regard to environmental problems as compared to native-born residents. In addition, shorter-term immigrants are more likely to engage in “environmentally friendly” behaviors as compared to native-born residents, although they appear less likely to have signed an environmentally oriented petition.  相似文献

Climate change and environmental hazards affect the entire world, but their interactions with—and consequences on—human migration are unevenly distributed geographically. Research on climate and migration have their own geographies which do not necessarily coincide. This paper critically confronts these two geographies by presenting the first detailed mapping of research in the field of environmentally induced migration. After a brief review of the geography of research on climate change, the paper presents an overview of nearly 50 years of case studies on the basis of CliMig, a bibliographic database of 1193 scientific papers and books on climate/environmental change and migration, among them 463 empirical case studies. We analyze the locations of these case studies, the academic affiliations of their researchers, and the origin of their funding. Mapping the locations of case studies worldwide points toward blind spots in the research and identifies “overstudied” areas. We describe the methodologies used in the studies and present a typology of environmental hazards. Our results show that research on environmental migration is mainly done in countries of the Global South, whereas climate science research in general is focused on countries of the Global North. We contend that the peculiar geography of environmental migration cannot be explained solely by the uneven vulnerability of southern populations to the environment. It must also be understood through the lens of post-colonial and securitization studies as the result of a framing of “environmental refugees” (and refugees in general) as an intrinsically “southern problem” and as a security risk for the North. This paper is an original contribution to the literature on the North-South divide in scientific research and will help to outline future directions of investigation.  相似文献

Environmental Influences on Human Migration in Rural Ecuador   总被引:1,自引:0,他引:1  
The question of whether environmental conditions influence human migration has recently gained considerable attention, driven by claims that global environmental change will displace large populations. Despite this high level of interest, few quantitative studies have investigated the potential effects of environmental factors on migration, particularly in the developing world and for gradual but pervasive forms of environmental change. To address this, a retrospective migration survey was conducted in rural Ecuador and linked to data on topography, climate, and weather shocks. These data were used to estimate multivariate event history models of alternative forms of mobility (local mobility, internal migration, and international migration), controlling for a large number of covariates. This approach is generalizable to other study areas and responds to calls for the development of more rigorous methods in this field. The results indicate that adverse environmental conditions do not consistently increase rural out-migration and, in some cases, reduce migration. Instead, households respond to environmental factors in diverse ways, resulting in complex migratory responses. Overall, the results support an alternative narrative of environmentally induced migration that recognizes the adaptability of rural households in responding to environmental change.  相似文献

Hurricane Harvey resulted in a natural-technological disaster in which flooding caused petrochemical facilities to release hazardous chemicals. Natural-technological disasters are rarely analyzed from an environmental justice (EJ) perspective. We calculated a Hurricane Harvey petrochemical hazard density index (PHDI) based on the locations of 42 facilities with reported releases along the Texas Gulf Coast. We used sociodemographic data from the American Community Survey to examine census tract-level social inequalities in PHDI (n?=?1099 tracts). Results from generalized estimating equations indicate that tracts with higher proportions of Hispanic, disabled, or young residents had greater PHDI. PHDI was positively associated with tract poverty, with a slight downward curve at high poverty. Under conditions of higher Hispanic composition, the positive effect of poverty on PHDI was amplified. With more frequent storms predicted, regulatory agencies need to ensure that the petrochemical industry prepares for rapid shutdowns in order to protect residents from natural-technological disasters.

Research addressing “environmental equity” and “environmental racism” claims that facilities for treatment, storage, and disposal of hazardous wastes (TSDFs) are located disproportionately in minority areas. In the first comprehensive study of TSDFs to use census tract-level data, we find no nationally consistent and statistically significant differences between the racial or ethnic composition of tracts which contain commercial TSDFs and those which do not. TSDFs are more likely to be found in tracts with Hispanic groups, primarily in regions with the greatest percentage of Hispanics. Different geographic units of analysis elaborate on, but are consistent with, these results.  相似文献

Classic studies on local demographic consequences of natural disasters in the United States are now more than 30 years old, raising questions about how and to what extent relevant patterns have changed over intervening years, as the number and cost of recorded environmental hazards have increased. This study examines these questions at the county level for the nation as a whole, using recent census and hazards data in conjunction with statistical methods that account for spatial dependencies among neighboring counties. Results indicate a positive correlation between cumulative disaster impact during the 1990s and changes in local population and housing units; they also reveal patterns of increased socioeconomic polarization among local residents. These findings differ from earlier studies and put recent case studies in broader context, suggesting that current disaster recoveries contribute to the growth of larger and more unequal populations in environmentally hazardous places.  相似文献

This article focuses on the relationship between in-migration from Northern Ghana and changing land tenure norms in Ghana’s central “transition zone” in Brong Ahafo Region. Using the complex adaptive systems (CAS) theoretical framework, it theorizes this relationship as part of a wider set of “co-evolving” social and environmental conditions across Brong Ahafo. It presents new qualitative research findings which show differentiated livelihood trajectories for Northern Ghanaian migrant farmers in Brong Ahafo in three case study sites in different districts and links these to migrants’ diverse land tenure arrangements under customary tenure regimes in Brong Ahafo. I argue that differentiated outcomes for migrants at rural destinations have implications for the extent to which out-migration from environmentally marginal regions such as Northern Ghana can be viewed as a form of “adaptation” to environmental change.  相似文献

Migration is at the centre of demographic research on the population–environment nexus. Increasing concerns about the impacts of environmental events on human population are fuelling interest on the relationship between migration and environmental change. Using data from the Climate Change Collective Learning and Observatory Network Ghana project, we employ binary logistic regression to examine migration intentions of households in response to major community stressors including climate-related ones. The results indicate that the type of community stressor that affects households most does not differentiate migration intentions in Ghana’s forest-savannah transition zone: Even though the majority of the respondents mentioned climate-related events as the stressor that affects them the most, such events do not appear to directly explain migration intentions. However, socio-demographic factors such as age, household size and current migration status are significant predictors of migration intentions, with younger household heads, heads of migrant households and heads of smaller households being relatively more likely to have migration intentions than other household heads. We conclude that migration drivers are multifaceted and deserve further research because even in areas with perceived environmental stress, climate-related events may not be the primary motivation for migration intentions.  相似文献

This paper presents the findings of a systematic review of scholarly publications that report empirical findings from studies of environmentally-related international migration. There exists a small, but growing accumulation of empirical studies that consider environmentally-linked migration that spans international borders. These studies provide useful evidence for scholars and policymakers in understanding how environmental factors interact with political, economic and social factors to influence migration behavior and outcomes that are specific to international movements of people, in highlighting promising future research directions, and in raising important considerations for international policymaking. Our review identifies countries of migrant origin and destination that have so far been the subject of empirical research, the environmental factors believed to have influenced these migrations, the interactions of environmental and non-environmental factors as well as the role of context in influencing migration behavior, and the types of methods used by researchers. In reporting our findings, we identify the strengths and challenges associated with the main empirical approaches, highlight significant gaps and future opportunities for empirical work, and contribute to advancing understanding of environmental influences on international migration more generally. Specifically, we propose an exploratory framework to take into account the role of context in shaping environmental migration across borders, including the dynamic and complex interactions between environmental and non-environmental factors at a range of scales.  相似文献

The number of studies examining racial and socioeconomic disparities in the geographic distribution of environmental hazards and locally unwanted land uses has grown considerably over the past decade. Most studies have found statistically significant racial and socioeconomic disparities associated with hazardous sites. However there is considerable variation in the magnitude of racial and socioeconomic disparities found; indeed, some studies have found none. Uncertainties also exist about the underlying causes of the disparities. Many of these uncertainties can be attributed to the failure of the most widely used method for assessing environmental disparities to adequately account for proximity between the hazard under investigation and nearby residential populations. In this article, we identify the reasons for and consequences of this failure and demonstrate ways of overcoming these shortcomings by using alternate, distance-based methods. Through the application of such methods, we show how assessments about the magnitude and causes of racial and socioeconomic disparities in the distribution of hazardous sites are changed. In addition to research on environmental inequality, we discuss how distance-based methods can be usefully applied to other areas of demographic research that explore the effects of neighborhood context on a range of social outcomes.  相似文献

Explanations of relationships between migration and environmental change now focus on multiple interactions, risks in destination and immobility. This research applies behavioural migration theory to examine the extent to which immobile populations experiencing environmental degradation exercise agency with respect to location and, in doing so, elucidates what it means to be trapped. This research uses individual survey data from a migrant-sending area in highland Peru where the population experiences negative health and livelihood impacts from climate-related phenomena. Analysis of these data reveals three reasons for non-migration: high levels of satisfaction, resource barriers and low mobility potential. Immobility in dissatisfied people is more likely to be caused by attachment to place than resource constraints. Thus, the results suggest that trapped populations exist along a continuum. This highlights the need for policy responses differentiated by the mobility characteristics and preferences of the individual. Caution, therefore, must be exercised when labelling populations as trapped and promoting relocation.  相似文献

China represents the third largest economy and the highest level of national carbon dioxide emissions when compared to other nations across the globe. Yet, little social science research has focused on the environmentally oriented behaviors of Chinese nationals, key to understanding levels of environmental impact. This study examines, in China, gender differences in environmentally oriented behaviors, environmental knowledge, and general environmental concern. Making use of path analyses, we identify a pattern of gender differences similar to common findings in the West: women demonstrated greater participation in environmental behaviors inside of the home (e.g., recycling), while outside of the home (e.g., environmental organization donations) no gendered patterns were exhibited. However, Chinese women expressed lower levels of concern than men—a finding opposite of most Western studies. Also distinct from other settings, in China, higher levels of knowledge regarding environmental issues did, indeed, translate into pro-environmental behaviors—thereby not exhibiting the knowledge-behavior gap demonstrated elsewhere.  相似文献

Resource regimes are complex social–ecological systems that operate at multiple levels. Using data from two distinct cultural and environmental contexts (Mexico and India), this paper looks at the susceptibility and response of such regimes to rural out-migration. As a driver of demographic and cultural change, out-migration impacts both the practices and institutional arrangements that define territorial resource use and management. The research shows that critical yet poorly recognised shifts in migration dynamics can increase the pressures felt locally and serve to reduce the effectiveness of institutional adaptations at the community level. From an environmental perspective, the research adds to the body of work examining the impacts of rural depopulation on land and seascapes and associated biological diversity. We question the assumption that rural–urban migration necessarily simulates ecosystem recovery and aids conservation. This finding is timely as funding agencies and government programs show belated interest in the consequences of out-migration for environmental management, resource use and rural livelihoods in tropical country settings.  相似文献

There is limited empirical evidence of how environmental conditions in the Global South may influence long-distance international migration to the Global North. This research note reports findings from seven focus groups held in Ottawa-Gatineau, Canada, with recent migrants from the Horn of Africa and francophone sub-Saharan Africa, where the role of environment in migration decision-making was discussed. Participants stated that those most affected by environmental challenges in their home countries lack the financial wherewithal to migrate to Canada. Participants also suggested that internal rural–urban migration patterns generated by environmental challenges in their home countries underlay socioeconomic factors that contributed to their own migration. In other words, environment is a second- or third-order contributor in a complex chain of interactions in the migrant source country that may lead to long-distance international migration by skilled and educated urbanites. These findings have informed the scope and detail of a larger, ongoing empirical study of environmental influences on immigration to Canada.  相似文献

Using panel data from the Indonesian Family Life Survey and high-resolution climate data, we assess whether intra- and inter-province moves are used as a response to climatic shocks. We evaluate the relative importance of temperature, rainfall, and monsoon timing for migration. Only temperature and monsoon timing have significant effects, and these do not operate in the direction commonly assumed. Estimated effects vary according to individuals’ gender, membership in a farm household, and location. We also analyze climate effects on sources of household income, which highlights the multi-phasic nature of household responses. Results undermine narratives of a uniform global migratory response to climate change and highlight the heterogeneous use of migration as a response to such changes. By extending previous research on environmentally induced migration in Indonesia, we also highlight the sensitivity of estimates to alternative climate and migration measures.  相似文献

Do changes in environmental security that result from declining access to forest resources shape labor migration in a context where household production and consumption are intimately dependent on natural resources? Using 1996 household data from the Chitwan Valley of Nepal, we examined if a decrease in access to firewood increased the likelihood of migration of individuals for work. The results of multinomial logistic regression showed that, environmental insecurity was a significant predictor for migration regardless of destination, domestic or international. Labor requirements for household maintenance also played an important role in the decision to migrate. Management of forest resources and poverty alleviation by providing firewood substitutes and economic opportunities at the local level is likely to change the labor migration flow, which could be an important issue for future research.  相似文献
