从历史传承角度来理解，新加坡模式一英国的制度＋东方的传统＋中国共产党的作风。源于英国的制度，新加坡政治制度大体继承了议会民主，从而表现出一定程度的让民做主；继承东方的传统，新加坡政府积极发展托管民主，从而表现出绩效显著的为民做主；学习中国共产党的作风，新加坡行动党注意贯彻群众路线，弘扬群众民主，从而表现出着力坚持的认民做主。     

新加坡城市交通发展模式对广州的启示

新加坡在经济快速发展、人口密度极高、土地资源限制下,仍能保持交通便利与行车顺畅,其成功在于塑造了“公交都市”,通过一系列组合政策运用,避免了交通拥挤带来的问题。新加坡的成功经验表明,交通拥堵问题是系统问题,必须从系统的角度寻找解决交通拥堵的良策,这对目前正努力建设公交都市的广州未来交通政策的制定尤其值得借鉴。

The Political Gender Gap in Afghanistan

Women’s empowerment has become a salient issue in nation building in recent times. The need to secure basic human rights may well be at the core of the attention, but development experts appear to have recognized the core role of women in family and community well-being in developing countries and are beginning to tout the importance of women’s empowerment in all the aspects of development policies as reflected in the European Union’s Millennium Development Goals. This study explores political gender differences in Afghanistan, a Muslim country of extensive gender differentiation. The gender disparities we observe are not what one might have expected. Men outperform women only in those specific areas where the prohibitive structural and social limitations placed on women by the larger Afghan society would predict. We contend that these gaps would attenuate as Afghanistan’s nascent democracy deepens and extends more freedoms to Afghan women.     

Development NGOs and Political Participation of the Poor in Bangladesh and Nepal

This paper examines the role of development NGOs (nongovernmental organizations) in furthering the political participation of the poor, with data from Bangladesh and Nepal. The topic is discussed from three aspects: the role of NGOs in prodemocracy movements, the issues raised by antiglobalization movements, and the extent of NGO involvement in local government elections. The paper draws on fieldwork conducted in two villages—one in Bangladesh and the other in Nepal. It is concluded that development NGOs tend to contribute more to elite interests than to the democratic political participation of the poor.     

Tolerance of Homosexuality in 88 Countries: Education,Political Freedom,and Liberalism

Researchers have repeatedly found a positive correlation between education and tolerance. However, they may be victims of an unrepresentative sample containing only rich Western liberal democracies, where political agendas have a liberalizing effect on curricula. In this paper, we specify the relationship between education and liberal attitudes by analyzing data on educational attainment and tolerance of homosexuality (one dimension of liberalism) drawn from a heterogeneous sample of 88 countries over the period 1981–2014. We argue that nonliberal political agendas in some countries undermine the supposed universality of the positive relationship between educational attainment and tolerance of homosexuality. In relatively free countries, education is indeed associated with greater tolerance. However, in relatively unfree countries, education has no effect on tolerance and in some cases encourages intolerance. Specifically, our analysis demonstrates that education is associated with tolerance of homosexuality only when regimes energetically promote liberal‐democratic values. The larger theoretical point is that the agendas of political regimes shape civic values partly via education systems. Especially in an era when democracy is at risk in many countries, it is important to recognize that education is not always a benign force.

自2006年起,我国对低碳城市建设进行了有益的理论研究和实践探索。本文在总结分析我国低碳试点城市建设取得的成果、充分借鉴国外低碳城市建设先进经验的基础上,提出了我国低碳城市的建设模式——“六位一体”的低碳城市发展道路,试图为我国的低碳城市建设提供借鉴和参考。

为准确、及时反映并动态量化上海经济发展方式转变的发展变化,通过构建上海经济发展方式转变评价指标体系,编制上海经济发展方式转变评价指数,动态监测和考评＂十五＂以来上海经济发展方式转变的成效,以认清当前上海经济社会发展中面临的机遇和挑战,并在此基础上进而提出上海在加快转变发展方式和调整经济结构过程中应采取的措施和对策。

新加坡经济发达、人口密集、土地狭小。、但有限的土地并没有成为新加坡经济社会发展的制约。相反,通过借鉴世界城市规划发展的成功经验和自身的创新土地管理,新加坡在土地空间利用上展现了其面对住房、交通、环境、水资源利用等城市发展共同挑战问题时独特的解决方法。长期稳定的综合规划、短期局部的灵活应变和土地效益的综合考量成为新加坡土地政策的三大特征。新加坡在土地管理中对土地使用效率和社会公平兼顾的政策理念与效果,对中国快速城市化进程中的土地管理有非常有益的借鉴。
