We study political activism by several interest groups with private signals. When their ideological distance to the policymaker is small, a “low‐trust” regime prevails: agents frequently lobby even when it is unwarranted, taking advantage of the confirmation provided by others' activism; conversely, the policymaker responds only to generalized pressure. When ideological distance is large, a “high‐trust” regime prevails: lobbying behavior is disciplined by the potential contradiction from abstainers, and the policymaker's response threshold is correspondingly lower. Within some intermediate range, both equilibria coexist. We then study the optimal organization of influence activities, contrasting welfare levels when interest groups act independently and when they coordinate. (JEL: D72, D78, D82)  相似文献

When firms invest in a shared supplier, one key concern is whether the invested capacity will be used for a competitor. In practice, this concern is addressed by restricting the use of the capacity. We consider what happens when two competing firms invest in a shared supplier. We consider two scenarios that differ in how capacity is used: exclusive capacity and first‐priority capacity. We model firms' investment and production decisions, and analyze the equilibrium outcomes in terms of the number of investing firms and capacity levels for each scenario; realized capacity is a stochastic function of investment levels. We also identify conditions under which the spillover effect occurs, where one firm taps into the other firm's invested capacity. Although the spillover supposedly intensifies competition, it actually discourages firms' investment. We also characterize the firms' and supplier's preference about the capacity type. While the non‐investing firm always prefers spillovers from the first‐priority capacity, the investing firm does not always want to shut off the other firm's access to its leftover capacity, especially when allowing spillover induces the other firm not to invest. The supplier's preference depends on the trade‐off between over‐investment and flexibility.  相似文献

The intuitive detection theorist (IDT) model of trust posits that trust in hazard managers stems from judgments about their performance on three criteria: their ability to discriminate safe from dangerous situations (discrimination ability); their tendency under uncertainty to assume danger is present (response bias); and their propensity to be open and honest with the public about events (communication bias). The current article tests the model's robustness using findings from three experiments and four surveys conducted by two different research teams. Study‐specific analyses and an overall analysis of the seven studies combined confirm that all three of the IDT model's dimensions are important for trust, explaining on average 43% of trust variance. These effects occurred largely independently of hazard topic, research method, or investigator. Hypothesized interaction effects among the dimensions, based upon earlier studies, were weak and contradictory; this is the first known study of interactions among trust model variables.  相似文献

A theoretical connection was proposed between certain social personality variables, namely locus of control (Internal or External) and trust (High and Low) and the formal decision-making model of Subjective Expected Utility (SEU). Rather than adopting the traditional definition of these variables as “generalized expectancies” for behavior of self and others, locus of control and trust were reconceptualized as intrapersonal tendencies to favor, prefer, or otherwise bias the subjective probabilities entering into a decision computation. S's high in external control orientation did not differ from internals overall, but external males were more risk averse under certain choice conditions (female-sex-role appropriate dilemma, probability-estimate form). Low-trust S's were also more risk averse than high-trust S's, overall. Low-trust males generated maximally risk-averse choice solutions under the choice condition of feminine role problem appropriateness and probability estimation. In general, female S's made choices that were more consistent with SEU-predicted solutions than males.  相似文献

Optimization of investment decisions in an uncertain and dynamically evolving environment is difficult due to the limitations of the decision-maker's cognitive capacity. Thus, actual investment decisions may deviate from the dynamically optimal decision rule. This paper investigates how a potential investment rule bias affects the expected payoff from a project that has an uncertain development time and an uncertain completion cost. The result shows that the presence of a potential bias in the adopted decision rule dissipates project value and that the dissipating effect is greater for a longer term project if the completion cost is an increasing function of the time to completion.  相似文献

基于对新冠肺炎疫情时空分布的分析,从时段、关键事件、传播动力学、空间分布、感染规模、信息特征、医疗资源等7个维度构建了重大传染病疫情演化的5种情境,提出了各种情境下需要解决的5个关键应急物资配置决策问题。综合考虑应急物资配置的空间、信息、物资、供应、需求和网络等特性,分析了每一个决策问题进行建模优化的关键因素。基于这些关键因素构建了一个多周期贝叶斯序贯决策模型,给出了求解步骤和解析解,并结合武汉疫情进行了算例分析,验证了模型的有效性。在重大传染病疫情演化情境下,综合考虑这些关键因素,应用贝叶斯决策分析进行应急物资配置决策建模有利于建立更加符合实际的决策模型,减少决策损失。  相似文献

Surveys in three U.S. localities (n = 523) with proposed or existing land-based aquaculture facilities probed trust's relationship with perceived net benefits and public intentions to cooperate with siting of this novel technology. The trust, confidence, and cooperation (TCC) model posits that shared values shape willingness to be vulnerable to others (trust), while past performance shapes certainty that others will behave as expected (confidence). Trust affects confidence given moral outweighs performance information, possibly varying by familiarity. Other research suggests that trust shapes benefit and risk perceptions, which drive cooperation (defined here by potentially observable behavior: voting on siting, trying to influence government decisions directly or through citizen groups, and buying or eating facility fish). Confirmatory factor analyses suggested that a two-factor model fit the trust/confidence measures better than a one-factor model or a two-factor model without inter-factor correlation, indicating (despite a strong association of trust and confidence) that they are empirically distinct. Path analyses suggested that trust had stronger direct effects on cooperation than did confidence, reflecting the TCC notion that moral information underlying trust judgments is more influential, and stronger indirect effects through benefit-risk judgments. Model fit was better than if the benefit-risk mediator was omitted. Trust in government had a small direct effect on cooperation and confidence, but a large effect on trust in the corporation, and model fit was much worse if any of these paths was omitted. Low familiarity with the project lowered both model fit and trust–confidence association. We discuss implications for risk analysis theory and practice.  相似文献

We extend research on leadership and emotions by addressing two previously under-researched areas. Prior research has focused primarily on the valence of leaders' displayed emotion and on followers' affective reactions to those displays. In contrast, we examined followers' cognitive reactions to the perceived sincerity of leaders' displayed emotion. Study 1 found that American workers' trust in a leader was related to their perceptions of that leader's emotional sincerity. Study 2 replicated these results among Chinese workers, and further indicated the mechanisms through which perceived emotional sincerity influenced trust and showed how trust influenced performance. The findings demonstrate the importance of including emotional sincerity in studies of leader affect, and suggest the value of adding a cognitive perspective to the current focus on followers' affective reactions to their leaders' emotions.  相似文献

城市突发公共卫生事件的治理是城市公共管理、城市治理体系和治理能力现代化建设的重要工作之一。在分析我国现有突发公共卫生事件治理体系及存在问题的基础上,构建了循证治理的理论框架,并从循证治理的证据、公共价值和领导力三要素出发,总结突发公共卫生事件的循证治理过程,包括循证防控期、循证预警期、循证控制期和事后循证重建期四个过程,围绕循证治理过程中证据的生产、传播和应用,总结突发公共卫生事件的循证治理机制。以2019年新型冠状病毒肺炎(COVID-19)疫情的早期治理过程为案例,对疫情防控过程中证据的生产、传播和使用过程进行实证研究。研究结果表明,COVID-19疫情的早期证据质量被高估,决策者的公共价值导向和决策者的领导力还有待提升。最后从构建循证治理的证据平台角度出发,提出优化突发公共卫生事件循证治理的若干政策建议。  相似文献

COVID-19 has caused a critical health concern and severe economic crisis worldwide. With multiple variants, the epidemic has triggered waves of mass transmission for nearly 3 years. In order to coordinate epidemic control and economic development, it is important to support decision-making on precautions or prevention measures based on the risk analysis for different countries. This study proposes a national risk analysis model (NRAM) combining Bayesian network (BN) with other methods. The model is built and applied through three steps. (1) The key factors affecting the epidemic spreading are identified to form the nodes of BN. Then, each node can be assigned state values after data collection and analysis. (2) The model (NRAM) will be built through the determination of the structure and parameters of the network based on some integrated methods. (3) The model will be applied to scenario deduction and sensitivity analysis to support decision-making in the context of COVID-19. Through the comparison with other models, NRAM shows better performance in the assessment of spreading risk at different countries. Moreover, the model reveals that the higher education level and stricter government measures can achieve better epidemic prevention and control effects. This study provides a new insight into the prevention and control of COVID-19 at the national level.  相似文献

现有研究对于威胁情境和个体亲社会行为的关系并未达成共识.对于两者之间的关系,本研究以新冠肺炎疫情为具体研究情境,从威胁情境的时间和类型两个角度填补了以往研究的空白,以内群体认同和关注他人为中介机制,提出重大公共威胁情境下影响个体捐赠意愿的双路径形成机制和相关调节变量.本文的研究表明,对于新冠疫情这种捐赠方和受助方同时面对的公共威胁情境:1)潜在捐助者所在地的疫情严重程度对其捐赠意愿的影响没有显著差异.2)群体认同和关注他人具有相反的中介作用,其掩盖了潜在捐助者所在地的疫情严重程度对其捐赠意愿的影响;本地疫情严重程度一方面会增强个体的内群体认同继而正向影响捐赠意愿,另一方面会使个体减少关注他人继而减弱其捐赠意愿.3)威胁情境影响过程中,区域文化取向调节了内群体认同的正向中介作用和关注他人的负向中介作用.具体而言,相较于偏个体主义,当区域文化取向为偏集体主义时,本地疫情严重程度对于内群体认同的正向影响能够增强,对于关注他人的负向影响能够减弱.  相似文献

Effective risk management requires balancing several, sometimes competing, goals, such as protecting public health and ensuring cost control. Research examining public trust of risk managers has largely focused on trust that is unspecified or for a single goal. Yet it can be reasonable to have a high level of trust in one aspect of a target's performance but not another. Two studies involving redevelopment of contaminated land (Study 1) and drinking water standards (Study 2) present preliminary evidence on the value of distinguishing between performance criteria for understanding of trust. Study 1 assessed perceptions of several trust targets (councilors, developers, scientists, residents) on their competence (capacity to achieve goals) and willingness to take action under uncertainty for four criteria. Study 2 assessed competence, willingness, and trust for five criteria regarding a single government agency. In both studies overall trust in each target was significantly better explained by considering perceptions of their performance on multiple criteria than on the single criterion of public health. In Study 1, the influence of criteria also varied plausibly across trust targets (e.g., willingness to act under uncertainty increased trust in developers on cost control and councilors on local economic improvement, but decreased it for both targets on environmental protection). Study 2 showed that explained variance in trust increased with both dimension‐ and trust‐based measures of criteria. Further conceptual and methodological development of the notion of multiple trust criteria could benefit our understanding of stated trust judgments.  相似文献

Affective reactions to the departure of work group leaders are proposed as an important determinant of members' trust-related judgments regarding new leaders. A field test of veterinary hospital employees evaluating new leaders revealed that the affective reaction to the departure of the prior group leader predicted trust when there was no history between the individuals. When there was history between the two individuals, the group member's evaluation of the new leader's ability on their prior job was a significant predictor of trust over and above their affective reaction to the succession. The relationships between affective reactions to succession and trust formation were replicated in a longitudinal simulation of trust formation in student groups. The implications of these findings for the study of trust in organizations and leadership succession processes in work groups are discussed.  相似文献

We theoretically analyze the resilience (efficiency) of health insurance systems and diverse factors including trace and test technology, infection and contagion rates, and social distancing/lockdown policy, in coping with contagious diseases like COVID-19. Our findings can be summarized as follows. First, public insurance is more resilient than market insurance, as the former's investment in test technology is made at the social optimum, whereas the latter's investment is less. The decentralized behavior of competing insurers leads to a less resilient outcome. Second, resilience decreases as the market becomes more competitive because the externality effect becomes more severe. Third, a higher contagion rate, a more cost-efficient test technology or a higher initial infection rate unless it is not too high, leads to a higher test accuracy level. Fourth, the socially optimal social distancing/lockdown policy is determined by comparison between its relative costs and the benefit from contagion reduction.  相似文献

While extensive risk perception research has focused on emotions, cognitions, and behavior at static points in time, less attention has been paid to how these variables might change over time. This study assesses how negative affect, threat beliefs, perceived risk, and intended avoidance behavior change over the course of an escalating biological disaster. A scenario simulation methodology was used that presents respondents with a video simulation of a 15‐day series of local news reports to immerse respondents in the developing details of the disaster. Systemic manipulation of the virus's causal origin (terrorist attack, medical lab accident, unknown) and the respondent's proximity to the virus (local vs. opposite coast) allowed us to investigate the dynamics of public response. The unfolding scenario was presented in discrete episodes, allowing responses to be tracked over the episodes. The sample includes 600 respondents equally split by sex and by location, with half in the Washington, DC area, and half in the Los Angeles area. The results showed respondents’ reactions to the flu epidemic increased as the disaster escalated. More importantly, there was considerable consistency across respondents’ emotional, cognitive, and behavioral responses to the epidemic over the episodes. In addition, the reactions of respondents proximally closer to the epidemic increased more rapidly and with greater intensity than their distant counterparts. Finally, as the flu epidemic escalated, both terrorist and accidental flu releases were perceived as being less risky and were less likely to lead to avoidance behavior compared to the unknown flu release.  相似文献

Capacity decisions involve trade‐offs between the cost of capacity and the opportunity costs of lost sales. Accounting researchers posit that accounting performance provides sufficient information about these trade‐offs and thus can be used to formulate simple rules to assist capacity decisions. Empirical research has not examined the role of accounting information in capacity investment decisions at the department level in a multiproduct firm in the presence of social costs. Empirical analyses using department‐level data from California hospitals for the period 1998–2005 show that hospitals are more likely to make capacity investments in departments with high accounting performance. However, in the presence of demand variability, the association between accounting performance and capacity investment is attenuated because of the resulting increase in noise in accounting performance measures. Thus, the weight on accounting performance as a decision tool for capital investments reduces when there is demand variability. Another factor that reduces the weight on accounting performance is capacity utilization. Higher capacity utilization can lead to turning away or rerouting of patients to other hospitals and negatively impacts reputation and quality of care, which increases the hospital's social costs. Hence, hospitals do not require high accounting performance before investing in a department with high capacity utilization. This empirical evidence of the role of accounting performance in capacity investment decisions fills a gap in the capacity investment literature and furthers our understanding of the interactions between accounting performance and the operational determinants of firms’ capacity investment behavior.  相似文献

We study the impact of emissions tax and emissions cap‐and‐trade regulation on a firm's technology choice and capacity decisions. We show that emissions price uncertainty under cap‐and‐trade results in greater expected profit than a constant emissions price under an emissions tax, which contradicts popular arguments that the greater uncertainty under cap‐and‐trade will erode value. We further show that two operational drivers underlie this result: (i) the firm's option not to operate, which effectively right‐censors the uncertain emissions price; and (ii) dispatch flexibility, which is the firm's ability to first deploy its most profitable capacity given the realized emissions price. In addition to these managerial insights, we also explore policy implications: the effect of emissions price level, and the effect of investment and production subsidies. Through an illustrative example, we show that production subsidies of higher investment and production cost technologies (such as carbon capture and storage technologies) have no effect on the firm's optimal total capacity when firms own a portfolio of both clean and dirty technologies, but that investment subsidies of these technologies increase the firm's total capacity, conditionally increasing expected emissions. A subsidy of a lower production cost technology, on the other hand, has no effect on the firm's optimal total capacity in multi‐technology portfolios, regardless of whether the subsidy is a production or investment subsidy.  相似文献

The 2008 global financial crisis has been compared to a "once-in-a-century credit tsunami," a disaster in which the loss of trust and confidence played key precipitating roles and the recovery from which will require the restoration of these crucial factors. Drawing on the analogy between the financial crisis and environmental and technological hazards, recent research on the role of trust and confidence in the latter is used to provide a perspective on the former. Whereas "trust" and "confidence" are used interchangeably and without explicit definition in most discussions of the financial crisis, this perspective uses the TCC model of cooperation to clearly distinguish between the two and to demonstrate how this distinction can lead to an improved understanding of the crisis. The roles of trust and confidence—both in precipitation and in possible recovery—are discussed for each of the three major sets of actors in the crisis, the regulators, the banks, and the public. The roles of trust and confidence in the larger context of risk management are also examined; trust being associated with political approaches, confidence with technical. Finally, the various stances that government can take with regard to trust—such as supportive or skeptical—are considered. Overall, it is argued that a clear understanding of trust and confidence and a close examination of the specific, concrete circumstances of a crisis—revealing when either trust or confidence is appropriate—can lead to useful insights for both recovery and prevention of future occurrences.  相似文献

This research investigates the public's trust in risk‐managing organizations after suffering serious damage from a major disaster. It is natural for public trust to decrease in organizations responsible for mitigating the damage. However, what about trust in organizations that address hazards not directly related to the disaster? Based on the results of surveys conducted by a national institute, the Japanese government concluded, in a White Paper on Science and Technology, that the public's trust in scientists declined overall after the 2011 Tohoku Earthquake. Because scientists play a key role in risk assessment and risk management in most areas, one could predict that trust in risk‐managing organizations overall would decrease after a major disaster. The methodology of that survey, however, had limitations that prevented such conclusions. For this research, two surveys were conducted to measure the public's trust in risk‐managing organizations regarding various hazards, before and after the Tohoku Earthquake (n = 1,192 in 2008 and n = 1,138 in 2012). The results showed that trust decreased in risk‐managing organizations that deal with earthquakes and nuclear accidents, whereas trust levels related to many other hazards, especially in areas not touched by the Tohoku Earthquake, remained steady or even increased. These results reject the assertion that distrust rippled through all risk‐managing organizations. The implications of this research are discussed, with the observation that this result is not necessarily gratifying for risk managers because high trust sometimes reduces public preparedness for disasters.  相似文献
