This article analyses an episode of intense socio-political conflict over the question of abortion in 1970s Italy. Considering the shifting positions of feminist groups and other pro-legalization actors on the one hand, and institutions, political parties and the Church on the other, it offers a new analysis of social mobilization, leading to parliamentary debate and legal change. It presents an original approach to an understanding of feminist challenges to patriarchal cultures and institutions, and of the latter’s immediate responses. Focusing on Italy but referring to developments in other industrialized countries, the article inscribes the history of the battle for reproductive rights in 1970s Italy within a framework centred on the Foucauldian notion of biopolitical power. It is argued that the legal settling of the issue came to be seen by state actors as central to the wider socio-political stabilization of the country. For feminists, the question of abortion was less straightforward than is often assumed. Italian feminist debate, while visibly impacting on wider society, was marked by dilemmas around the private and the public, the relationship to the state, and concerns around centring the feminist agenda on reproduction. 相似文献

This study examined the effects of perceived economic inequality and inequality of opportunity on individual preferences for redistributive policies among people in mainland China, Japan, South Korea and Taiwan. Using data from the 2009 International Social Survey Program, a series of regression analyses were performed. Results of the analyses indicate that perceived economic inequality is the most significant predictive factor of attitudes towards redistribution in all four states. Perceived inequality of opportunity was positively associated with favourable attitudes towards redistribution in mainland China and South Korea. Perceived socioeconomic status was not found to have a significant effect on attitudes towards redistribution in South Korea. 相似文献

This paper investigates differential customer racial reaction to negative and positive publicity related to professional athletes. In terms of negative publicity, it analyzes the effect of mention in the Mitchell Report on the price of baseball cards. In regards to positive publicity, it considers the impact of having been identified as a member of the United States Olympic or national team. After controlling for player productivity with performance statistics, the effects of being mentioned in the Mitchell Report are isolated within regression analysis to draw conclusions concerning customer racial attitudes toward the steroids scandal. Similar analysis is conducted to see the impact of being seen as a baseball representative of the United States. Regression results are consistent with the conclusion that negative publicity devalues the cards of nonWhite players but not of White players. Positive publicity, however, increases the value of a player's card regardless of ethnicity. 相似文献

Welfarism and the multidimensionality of welfare state legitimacy: evidence from The Netherlands, 2006 Is it possible that citizens who support a substantial role for government in the provision of welfare are, at the same time, critical about specific aspects of such provision? Based on confirmatory factor analyses, and using a 2006 Dutch survey, this study shows that welfare state legitimacy is indeed multidimensional, i.e. that opinions tend to cluster together in several dimensions referring to various aspects of the welfare state. There is partial evidence for the existence of a single, underlying welfarism dimension which consists basically of views regarding the range of governmental responsibility, as well as of the idea that these governmental provisions do not have unfavourable repercussions in economic or moral spheres. However, the separate dimensions cannot be reduced entirely to this overall welfarism dimension. This is illustrated by the finding that the various attitude dimensions are affected differently by socio‐structural position and ideological dispositions. 相似文献

This article examines the extent to which four major trends in welfare state reform – privatisation, increasing selectivity, increasing activation and increasing discipline – are supported and how this support can be explained. Using recent public opinion data of the Dutch population, it is found that there are two ideological dimensions underlying welfare reform support, the first tapping distributive reform, the latter tapping commodifying reform. While support for distributive reform in the direction of decreasing redistribution can solely be explained by economic interests and economic values, support for commodifying reform can also be explained culturally. It appears that one's cultural position and cultural ideological values are important for support for commodifying reform. 相似文献

ABSTRACTNew Zealand’s party-political system has, in the past, undergone significant transformations. And recent political events around the world have been marked by anti-establishment distrust, electoral disruption and the rise of populist parties. So the present article asks if this country could be on the verge of similar disruption, and whether there is a mood among the public that could precipitate a phase of populism. An online survey run in May 2017 by Stuff.co.nz and Massey University (supported by comparable opinion polls) is used to investigate this. In spite of significant levels of dissatisfaction and desire for changes, the survey did not reveal a mood for disruptive or systemic political change in the short term. Nonetheless, political fragmentation of the kind seen in proportional systems in Europe could occur in New Zealand in the long term. 相似文献

Many scholars have studied public attitudes about abortion and the death penalty, but few have studied the coincidence of strong anti-abortion and pro-death penalty attitudes. What factors best explain how someone can find willful taking of life abhorrent in one context but justified in another? We find that the desire to see criminals punished, combined with a literalist orientation toward the Bible, best predict membership in the pro-life/pro-death penalty group. Policy implications flow directly from these findings. The pro-life/pro-death penalty group likely constitutes approximately 5% of the U.S. population and their literalist, punitive stance toward crime and punishment has ramifications for all crime control policy, not just capital punishment. 相似文献

Asylum‐seeking unaccompanied minors contend with numerous challenges as they adjust to living in a new country. Although increasing attention has been paid to their capacity for resilience, little research has been done on the exact manner in which they cope. This paper describes some of the insights gleaned from a qualitative study undertaken with unaccompanied minors living in Ireland. Six different coping strategies are identified, namely: (1) Maintaining continuity in a changed context, (2) Adjusting by learning and changing, (3) Adopting a positive outlook, (4) Suppressing emotions and seeking distraction, (5) Acting independently, and (6) Distrusting. These are described in turn. Particular attention is paid to the role of religion in relation to the participants' coping strategies. 相似文献

The Maryland Court of Appeals in Grimes v. Kennedy Krieger Institute was sharply critical of the lead abatement study conducted by this Institute, an affiliate of Johns Hopkins University. Grimes ruled that investigators might, given the facts of the case, have a special relationship with subjects, thereby creating a duty of care that could, if breached, give rise to an action in negligence. This ruling has implications for pediatric research practices and long-standing disputes among informed people of good will about what pediatric studies should be permitted. 相似文献

Abstract Although global poverty is one of the world's most pressing contemporary problems, there is a lack of political will to address it, and much of the work is left to non-governmental organizations (NGOs)-many of which have religious connections. However, religion's role in this area is surprisingly understudied. In attempting to fill the gap, this study explores what makes religion effective in mobilizing civil society actors to engage in transnational poverty relief and development. The paper examines the salience of religious actors in the field, before developing a theoretical framework to explain this prevalence, employing sociologically based theories of religious social capital, content, and cultural power. Finally, these issues are investigated practically through case studies of two religious NGOs, World Vision New Zealand (WVNZ) and TEAR Fund New Zealand. The findings corroborate the theoretical framework, demonstrating the considerable potential of religion to mobilize civil society in the fight against global poverty. 相似文献

AbstractThis article examines walking as a spatial-temporal practice as well as a transformative practice within public space. The historical center of Athens has recently undergone a major transformation of its public spaces, produced mostly by major pedestrianization projects within the context of a reworking of the archaeological touristic profile of the capital. This article aims to explore the plural facets of experiencing the city while walking, which have been neglected by Greek planning authorities. Temporality, rhythmicity and presence make walking a meaningful practice that goes beyond the objective perception of the trail. Drawing on the narratives of six citizens while walking, this article seeks to develop a vocabulary capable of informing public space design. The author, who takes a geographical, ethnographic perspective, aims to contribute through developing fieldwork methods and deepening the debate on public space planning by revealing walking as a place-anchored experience. 相似文献

As countries transition from industrial to post-industrial knowledge economies, education and skills are crucial. Consequently, policy-makers around the globe have increasingly focused on social investment, that is, policies aiming to create, mobilize, or preserve skills. Yet, countries around the globe have developed social investments to different degrees and in highly different forms. Our goal is twofold: First, we introduce a new typology of social investment policies, distinguishing nine types along two dimensions: three distributive profiles (inclusive, stratified, targeted) and three functions (skill creation, preservation, mobilization). This differentiation allows fine-grained analyses of the causes and consequences of different kinds of social investments, thus offering a perspective to study the relationship between efficiency and inclusiveness in a way that goes beyond the mere discussion how social investment policies grosso modo affect inequalities (‘equalizing’ versus ‘Matthew Effects’). Second, we theorize on the politics of social investment. We argue that the interaction of policy legacies and socioeconomic factors is the main explanation for which functions of social investment policies are introduced, whereas their distributive profiles are crucially shaped by political coalitions. Social work's role in creating social solidarity requires an engagement with identity politics through careful negotiation of the boundary between the private and the public spheres and hence ensuring a balance between personal freedom to define one's specific identity and the public entitlement to belong to a political community as citizens. Current political and cultural trends, reflected also in social policies, impact severely on that boundary maintenance task inasmuch as privatisation encroaches on formerly public domains while simultaneously details of private concerns receive public attention through their commercialisation by the new media. It is suggested that social work's political role be asserted more explicitly in terms of the application of the Global Agenda which needs to penetrate to the level of person‐to‐person interaction. 相似文献

Contracting of services has become increasingly important over the last few decades. Against this background, public contracts play an indispensable role in setting standards for services as well as in the regulation of labour. This article explores public tendering strategies for a specific service, interpretation in the context of asylum and international protection. Based on an empirical study of tendering strategies of two public agencies in Greece, it analyses core issues related to working conditions and service quality, namely, the importance given to the price and the use of stipulations relating to working conditions and qualifications. The findings reveal that even under high budgetary constraints, individual agencies may seek to strategically counteract a price‐driven competition and point to the importance of the structure of the market as an external constraint. 相似文献

Following Michael Lipsky's well‐known argument that policy is made in the daily encounters between street‐level bureaucracy and citizens, a growing body of research emphasizes that actors and organizations delivering social and labor‐market policy play a crucial role in welfare‐state politics. Using qualitative data collected at three local employment agencies in Germany, this article explores worker‐client relations as a crucial mechanism through which activation policies are translated into practice. The analysis investigates how caseworkers define their role and their relationships with clients. The findings show that it is essential for caseworkers to achieve client compliance. In such a context, building relationships of trust is a strategic instrument in overcoming possible barriers to co‐operation in the caseworker‐client interaction. Caseworkers develop strategies to create the impression of trustworthiness and to motivate both unemployed clients and employers to become trust‐givers in the caseworker‐client relation. While research has often stressed the dichotomy between disciplining and enabling elements of activation policies, our explorative study shows that persuasion and trust‐building are a further important dimension of the frontline delivery of activation policies. This article considers the current ideological and political attack against the floor of benefits for poor families in the United States. It examines a number of punitive approaches to the treatment of families on welfare that were developed in the United States in the late 1980s and the 1990s and contends that such policies will not effectively deter the dysfunctional behavior of some of the poor. Rather these policy developments reflect an attack on current national policies of developing an income maintenance floor that seeks to economically sustain poor families, albeit often inadequately. The article contends that current welfare proposals by conservatives and social liberals are not satisfactory for dealing with the problems of the welfare poor and offers suggestions for dealing with these deficits. It also notes that criticisms of welfare state protection for the poor raised in the United States are much more categorical than those raised in Sweden. 相似文献

It is conventional wisdom that universalism is more effective than selectivism in addressing the problems of poverty and inequality. In providing income security for the elderly, retirement pensions calculated on the principle of social insurance represent universalism and social assistance benefits on the basis of means-test selectivism. Korea has both a contributory pension scheme and social assistance program for the elderly. The social assistance began in 1961. The contributory scheme, the National Pension, started belatedly in 1988 and its coverage expanded to the entire population in 1999. We can, therefore, expect that the social security system, especially the universal pension scheme based on social insurance, has some positive impacts on the reduction of poverty and inequality. This paper, however, raises doubt as to the conventional wisdom and thus reviews the developmental process of the Korean social security system for the aged. It was found that the dominant ideological controversy revolved, not around universalism versus selectivism, but around the option between developmentalism and other strategies. Our empirical analysis showed that the public pension had little impact on the reduction of poverty and inequality, particularly in comparison with advanced welfare states. This is not surprising at all, since poverty eradication and redistribution were not major objectives of the Korean social security system. The controversy between universalism and selectivism was relatively unfamiliar in the policy process of the Korean social security system. Even though the redistributive effect is getting larger as the National Pension system becomes mature, the developmentalist model has been proved to be a more useful tool for explaining the limited role of Korean social security. 相似文献

The technique of factor analysis is applied to a situation in which result data from multiple objective policy analysis need to be reduced to a subset of information for policy makers. Use of factor analysis in this context is developed in some detail, and the process is applied to results of pricing policy simulations from a model of the agricultural sector of the Dominican Republic. It is concluded that factor analysis can be a useful first step for the analyst to determine the relationships among groups of variables. The technique also aids the process of data reduction to allow graphical presentation of tradeoffs. 相似文献

Public health policies to prevent disease within populations are giving rise to shifting patterns of healthcare delivery in the late modern era. There is an inherent tension in modern medicine between evidence‐based standardisation, on the one hand, and patient‐centred specificity on the other. This tension manifests in recent policy narratives regarding public health risk (which we have characterised in terms of the epidemiological clinic) and co‐production. Drawing on co‐produced data with health trainers (lay health workers tasked with supporting behavioural change in patients at high risk of cardiovascular disease) in a deprived post‐industrial region of England, our decentred analysis focuses on three extended narratives from this data set. Our analysis builds on and develops emerging theories of risk work, informed by Habermas, and we explore the extent to which elite narratives of public health risk are resisted, absorbed, or bracketed off by client‐facing health workers—emphasising the heterogeneity of responses—and locate these responses within the context of the workers' employment conditions, their embodied experiences, and their wider beliefs and traditions. We argue that co‐production—albeit in a highly constrained form—is possible while delivering public health interventions. However, in the context of a community where health is so adversely affected by wider social problems and where task shifting has drawn lower status healthcare workers into these client‐facing roles, workers must find their own ways to negotiate and attempt to reconcile this context with the risk‐framed practices they are required to carry out. 相似文献
