If the long‐term goal of limiting warming to less than 2°C is to be achieved, rapid and sustained reductions of greenhouse gas emissions are required. These reductions will demand political leadership and widespread public support for action on global warming and climate change. Public knowledge, level of concern, and perceived personal efficacy, in positively affecting these issues are key variables in understanding public support for mitigation action. Previous research has documented some contradictory associations between knowledge, personal efficacy, and concern about global warming and climate change, but these cross‐sectional findings limit inferences about temporal stability and direction of influence. This study examines the relationships between these three variables over a one‐year period and three waves with national data from New Zealand. Results showed a positive association between the variables, and the pattern of findings was stable and consistent across the three data points. More importantly, results indicate that concern mediates the influence of knowledge on personal efficacy. Knowing more about global warming and climate change increases overall concern about the risks of these issues, and this increased concern leads to greater perceived efficacy and responsibility to help solving them. Implications for risk communication are discussed.  相似文献

The importance of knowledge for lay people's climate change concerns has been questioned in recent years, as it had been suggested that cultural values are stronger predictors of concern about climate change than knowledge. Studies that simultaneously measured knowledge related to climate change and cultural values have, however, been missing. We conducted a mail survey in the German‐speaking part of Switzerland (N = 1,065). Results suggested that cultural worldviews and climate‐related knowledge were significantly related with people's concern about climate change. Also, cultural worldviews and climate‐relevant knowledge appeared important for people's willingness to change behaviors and to accept climate change policies. In addition, different types of knowledge were found to have different impacts on people's concern about climate change, their willingness to change behaviors, and their acceptance of policies about climate change. Specifically, causal knowledge significantly increased concern about climate change and willingness to support climate‐friendly policies. We therefore concluded that risk communication should focus on causal knowledge, provided this knowledge does not threaten cultural values.  相似文献

The research reported here examines the relationship between risk perceptions and willingness to address climate change. The data are a national sample of 1225 mail surveys that include measures of risk perceptions and knowledge tied to climate change, support for voluntary and government actions to address the problem, general environmental beliefs, and demographic variables. Risk perceptions matter in predicting behavioral intentions. Risk perceptions are not a surrogate for general environmental beliefs, but have their own power to account for behavioral intentions. There are four secondary conclusions. First, behavioral intentions regarding climate change are complex and intriguing. People are neither nonbelievers who will take no initiatives themselves and oppose all government efforts, nor are they believers who promise both to make personal efforts and to vote for every government proposal that promises to address climate change. Second, there are separate demographic sources for voluntary actions compared with voting intentions. Third, recognizing the causes of global warming is a powerful predictor of behavioral intentions independent from believing that climate change will happen and have bad consequences. Finally, the success of the risk perception variables to account for behavioral intentions should encourage greater attention to risk perceptions as independent variables. Risk perceptions and knowledge, however, share the stage with general environmental beliefs and demographic characteristics. Although related, risk perceptions, knowledge, and general environmental beliefs are somewhat independent predictors of behavioral intentions.  相似文献

Flood risk is a function of both climate and human behavior, including individual and societal actions. For this reason, there is a need to incorporate both human and climatic components in models of flood risk. This study simulates behavioral influences on the evolution of community flood risk under different future climate scenarios using an agent-based model (ABM). The objective is to understand better the ways, sometimes unexpected, that human behavior, stochastic floods, and community interventions interact to influence the evolution of flood risk. One historic climate scenario and three future climate scenarios are simulated using a case study location in Fargo, North Dakota. Individual agents can mitigate flood risk via household mitigation or by moving, based on decision rules that consider risk perception and coping perception. The community can mitigate or disseminate information to reduce flood risk. Results show that agent behavior and community action have a significant impact on the evolution of flood risk under different climate scenarios. In all scenarios, individual and community action generally result in a decline in damages over time. In a lower flood risk scenario, the decline is primarily due to agent mitigation, while in a high flood risk scenario, community mitigation and agent relocation are primary drivers of the decline. Adaptive behaviors offset some of the increase in flood risk associated with climate change, and under an extreme climate scenario, our model indicates that many agents relocate.  相似文献

Despite the growing scientific consensus about the risks of global warming and climate change, the mass media frequently portray the subject as one of great scientific controversy and debate. And yet previous studies of the mass public's subjective assessments of the risks of global warming and climate change have not sufficiently examined public informedness, public confidence in climate scientists, and the role of personal efficacy in affecting global warming outcomes. By examining the results of a survey on an original and representative sample of Americans, we find that these three forces—informedness, confidence in scientists, and personal efficacy—are related in interesting and unexpected ways, and exert significant influence on risk assessments of global warming and climate change. In particular, more informed respondents both feel less personally responsible for global warming, and also show less concern for global warming. We also find that confidence in scientists has unexpected effects: respondents with high confidence in scientists feel less responsible for global warming, and also show less concern for global warming. These results have substantial implications for the interaction between scientists and the public in general, and for the public discussion of global warming and climate change in particular.  相似文献

The potential impacts from climate change, and climate change policies, are massive. Careful thinking about what we want climate change policies to achieve is a crucial first step for analysts to help governments make wise policy choices to address these concerns. This article presents an adaptive framework to help guide comparative analysis of climate change policies. The framework recognizes the inability to forecast long-term impacts (due in part to path dependance) as a constraint on the use of standard policy analysis, and stresses learning over time as a fundamental concern. The framework focuses on the objectives relevant for climate change policy in North America over the near term (e.g., the next 20 years). For planning and evaluating current climate policy alternatives, a combination of fundamental objectives for the near term and proxy objectives for characterizing the state of the climate problem and the ability to address it at the end of that term is suggested. Broad uses of the framework are discussed, along with some concrete examples. The framework is intended to provide a basis for policy analysis that explicitly considers the benefits of learning over time to improve climate change policies.  相似文献

The recent decision of the U.S. Supreme Court on the regulation of CO2 emissions from new motor vehicles( 1 ) shows the need for a robust methodology to evaluate the fraction of attributable risk from such emissions. The methodology must enable decisionmakers to reach practically relevant conclusions on the basis of expert assessments the decisionmakers see as an expression of research in progress, rather than as knowledge consolidated beyond any reasonable doubt.( 2,3,4 ) This article presents such a methodology and demonstrates its use for the Alpine heat wave of 2003. In a Bayesian setting, different expert assessments on temperature trends and volatility can be formalized as probability distributions, with initial weights (priors) attached to them. By Bayesian learning, these weights can be adjusted in the light of data. The fraction of heat wave risk attributable to anthropogenic climate change can then be computed from the posterior distribution. We show that very different priors consistently lead to the result that anthropogenic climate change has contributed more than 90% to the probability of the Alpine summer heat wave in 2003. The present method can be extended to a wide range of applications where conclusions must be drawn from divergent assessments under uncertainty.  相似文献

As climate change impacts result in more extreme events (such as droughts and floods), the need to understand which policies facilitate effective climate change adaptation becomes crucial. Hence, this article answers the question: How do governments and policymakers frame policy in relation to climate change, droughts, and floods and what governance structures facilitate adaptation? This research interrogates and analyzes through content analysis, supplemented by semi‐structured qualitative interviews, the policy response to climate change, drought, and flood in relation to agricultural producers in four case studies in river basins in Chile, Argentina, and Canada. First, an epistemological explanation of risk and uncertainty underscores a brief literature review of adaptive governance, followed by policy framing in relation to risk and uncertainty, and an analytical model is developed. Pertinent findings of the four cases are recounted, followed by a comparative analysis. In conclusion, recommendations are made to improve policies and expand adaptive governance to better account for uncertainty and risk. This article is innovative in that it proposes an expanded model of adaptive governance in relation to “risk” that can help bridge the barrier of uncertainty in science and policy.  相似文献

Many people perceive climate change as psychologically distant—a set of uncertain events that might occur far in the future, impacting distant places and affecting people dissimilar to themselves. In this study, we employed construal level theory to investigate whether a climate change communication intervention could increase public engagement by reducing the psychological distance of climate change. Australian residents (N = 333) were randomly assigned to one of two treatment conditions: one framed to increase psychological distance to climate change (distal frame), and the other framed to reduce psychological distance (proximal frame). Participants then completed measures of psychological distance of climate change impacts, climate change concern, and intentions to engage in mitigation behavior. Principal components analysis indicated that psychological distance to climate change was best conceptualized as a multidimensional construct consisting of four components: geographic, temporal, social, and uncertainty. Path analysis revealed the effect of the treatment frame on climate change concern and intentions was fully mediated by psychological distance dimensions related to uncertainty and social distance. Our results suggest that climate communications framed to reduce psychological distance represent a promising strategy for increasing public engagement with climate change.  相似文献

Climate change may well lead to an increased risk of river floods in the Netherlands. However, the impacts of changes in water management on river floods are larger, either enhancing or reducing flood risks. Therefore, the abilities of water-management authorities to learn that climate and river flows are changing, and to recognize and act upon the implications, are of crucial importance. At the same time, water-management authorities respond to other trends, such as the democratization of decision making, which alter their ability to react to climate change. These complex interactions are illustrated with changes in river flood risk management for the Rhine and the Meuse in the Netherlands over the last 50 years. A scenario study is used to seek insight into the question of whether current water-management institutions and their likely successors are capable of dealing with plausible future flood risks. The scenarios show that new and major infrastructure is needed to keep flood risks at their current level. Such a structural solution to future flood risks is feasible, but requires considerable political will and institutional reform, both for planning and implementation. It is unlikely that reform will be fast enough or the will strong enough.  相似文献

In this article we investigate the complex relationship between environmental risk, poverty, and vulnerability in a case study carried out in one of the poorest and most flood-prone countries in the world, focusing on household and community vulnerability and adaptive coping mechanisms. Based upon the steadily growing amount of literature in this field we develop and test our own analytical model. In a large-scale household survey carried out in southeast Bangladesh, we ask almost 700 floodplain residents living without any flood protection along the River Meghna about their flood risk exposure, flood problems, flood damage, and coping mechanisms. Novel in our study is the explicit testing of the effectiveness of adaptive coping strategies to reduce flood damage costs. We show that, households with lower income and less access to productive natural assets face higher exposure to risk of flooding. Disparity in income and asset distribution at community level furthermore tends to be higher at higher risk exposure levels, implying that individually vulnerable households are also collectively more vulnerable. Regarding the identification of coping mechanisms to deal with flood events, we look at both the ex ante household level preparedness for flood events and the ex post availability of community-level support and disaster relief. We find somewhat paradoxically that the people that face the highest risk of flooding are the least well prepared, both in terms of household-level ex ante preparedness and community-level ex post flood relief.  相似文献

The United States’ National Flood Insurance Program (NFIP) has accumulated over $20 billion in debt to the US Treasury since 2005, partly due to discounted premiums on homes in flood-prone areas. To address this issue, FEMA introduced Risk Rating 2.0 in October 2021, which is able to assess and charge more accurate and equitable rates to homeowners. However, rates must be continually updated to account for increasing flood damage caused by sea level rise and more intense hurricanes due to climate change. This study proposes a strategy to adopt updated premium rates that account for climate change effects and address affordability and risk mitigation issues with a means-tested voucher program. The strategy is tested in a coastal community, Ortley Beach, NJ, by projecting its future flood risk under sea level rise and storm intensification. Compared with using static rates for all the properties in Ortley Beach, the proposed strategy is shown to reduce the NFIP's potential losses to the community from 2020 to 2050 by half (from $4.6 million to $2.3 million), improve the community's flood resistance, and address affordability concerns. Sensitivity analysis of varying incomes, loan interest rates, and conditions for a voucher indicates that the strategy is feasible and effective under a wide range of scenarios. Thus, the proposed strategy can be applied to various communities along the US coastline as an effective way of updating risk-based premiums while addressing affordability and resilience concerns.  相似文献

The current trends of climate change will increase people's exposure to urban risks related to events such as landslides, floods, forest fires, food production, health, and water availability, which are stochastic and very localized in nature. This research uses a Bayesian network (BN) approach to analyze the intensity of such urban risks for the Andean municipality of Pasto, Colombia, under climate change scenarios. The stochastic BN model is linked to correlational models and local scenarios of representative concentration trajectories (RCP) to project the possible risks to which the municipality of Pasto will be exposed in the future. The results show significant risks in crop yields, food security, water availability and disaster risks, but no significant risks on the incidence of acute diarrheal diseases (ADD) and acute respiratory infections (ARI), whereas positive outcomes are likely to occur in livestock production, influenced by population growth. The advantage of the BN approach is the possibility of updating beliefs in the probabilities of occurrence of events, especially in developing, intermediate cities with information-limited contexts.  相似文献

Despite the passage of the U.S. Civil Rights Act in 1964, cries can still be heard for a more diverse workforce. Among the difficulties are retaining often sought-after women and minorities. In this 2-year demonstration, change agents—the provost, deans, and heads of departments/schools of a large public university—were helped to deliberately and directly change the milieu of their departments and schools so as to encourage faculty to remain. Uniquely suited to organizational change, the behavioral approach identifies constructive actions for change agents and, most importantly, provides proven strategies for motivating them. Fostering a supportive climate was defined in terms of change agents’ behaviors. The Building Behaviorally Based Climate Survey was developed and validated. Recognition and feedback were provided in what is typically a feedback desert. This reinforcement model can be used to create and sustain inviting atmospheres, hence enticing all faculty, including women and minority faculty, to stay, hence enabling a diverse workforce.  相似文献

This paper researches productivity in relation to domain complexity and the present knowledge capacity in an organisational context. The study is based on five very different case studies. Three studies are conducted in Denmark, Germany, Mexico and China and are related to knowledge transfer in the relocation of manufacturing facilities. Two studies investigate operation and automation of oil and gas production in the North Sea. The case study method involves semi-structured interviews, surveys, an analysis of historical production data and observations. Based on the findings from the field studies, the paper develops a conceptual framework that management can use for discussions of productivity, development of knowledge and design of learning programmes when considering changes in the complexity of a domain or a change in knowledge.  相似文献

The transformation of Bank of Baroda, one of the largest commercial banks in the public sector in India, into a highly customer centric, technology driven and an innovative entity in retail and SME (small and medium enterprises) segments represents one of India's most remarkable success stories and one of the quickest turnarounds ever in public sector banking.

Known as an important player in commercial banking with international operations for several decades, the bank was gradually declining in recent years. In an environment of competition within the public sector as also due to entry of private banks with latest technology and young staff, the bank plunged into an unprecedented spiral of failing to innovate and adopt new technology.

Drastic action was required to regain its leadership position in the public sector space. Over the next one and a half years, the bank was back in reckoning and was firing on all cylinders. It retained its core business on track with a bang, restored its image as the most vibrant player among public sector banks (PSBs) through wide-ranging initiatives such as a logo change, hiring a cricketing icon as brand ambassador, heightened credit growth, improving the work culture, initiating many customer-centric initiatives and restoring the customer base, derisking the treasury portfolio, and winning several accolades and awards.

Today, Bank of Baroda has embarked upon more wide-ranging changes and a new vision to change the bank from a ‘vanilla banking’ entity to a ‘multi-specialist bank’. The author, who joined the bank as a HR specialist and eventually rose to become CEO of the bank, extensively used his HRD knowledge and academic background to initiate changes to harness energy in the bank's 40,000 staff to drive organization change.

Achieving a successful outcome seems to be far more difficult for a public sector bank with a legacy culture, high degree of unionization, poor compensation and aging staff. In spite of these constraining factors, the paper argues that it is through mobilizing the passion of people that leadership can transform organizations and put them on high growth trajectory.  相似文献

To inform local and regional decisions about protecting short-term and long-term quality of life, the Consortium for Atlantic Regional Assessment (CARA) provides data and tools (for the northeastern United States) that can help decision makers understand how outcomes of their decisions could be affected by potential changes in both climate and land use. On an interactive, user-friendly website, CARA has amassed data on climate (historical records and future projections for seven global climate models), land cover, and socioeconomic and environmental variables, along with tools to help decision makers tailor the data for their own decision types and locations. CARA Advisory Council stakeholders help identify what information and tools stakeholders would find most useful and how to present these; they also provide in-depth feedback for subregion case studies. General lessons include: (1) decision makers want detailed local projections for periods short enough to account for extreme events, in contrast to the broader spatial and temporal observations and projections that are available or consistent at a regional level; (2) stakeholders will not use such a website unless it is visually appealing and easy to find the information they want; (3) some stakeholders need background while others want to go immediately to data, and some want maps while others want text or tables. This article also compares what has been learned across case studies of Cape May County, New Jersey, Cape Cod, Massachusetts, and Hampton Roads, Virginia, relating specifically to sea-level rise. Lessons include: (1) groups can be affected differently by physical dangers compared with economic dangers; (2) decisions will differ according to decision makers' preferences about waiting and risk tolerance; (3) future scenarios and maps can help assess the impacts of dangers to emergency evacuation routes, homes, and infrastructure, and the natural environment; (4) residents' and decision makers' perceptions are affected by information about potential local impacts from global climate change.  相似文献

In the change management literature, most studies on recipients' resistance to change include only the views of agents or of recipients, thereby ignoring that these parties may have different perceptions. In this quantitative study, we include the perceptions of both parties in studying the recipients' resistance and the impact of the agent's leadership behavior. In a sample of 117 agent-recipients groupings, covering 110 different change projects in 90 organizations, we found that agents perceive higher levels of recipients' resistance than do the recipients themselves. Additionally, we found that agents who create space to enable recipients to think and act differently (by employing creating behavior) report higher levels of recipients' resistance, whereas recipients perceive their resistance to be lowered when agents facilitate an emotional connection to the change (framing behavior). The depth of the change appeared to moderate the relationship between agent's leadership behavior and recipients' resistance, indicating that agents and recipients differ in which change leadership behaviors they perceive as increasing or decreasing resistance at different levels of change depth. These findings imply to reconsider the relationship between agent and recipients and we propose some promising avenues for future studies in resistance research.  相似文献

We examined how individuals perceive nuclear energy in the context of climate change mitigation and how their perceptions are associated with trust in different risk information sources. We analyzed the interrelationships between trust, perceived risk of nuclear power, climate change concern, perception of nuclear energy as an acceptable way to mitigate climate change, and willingness to pay (WTP) for alternatives to nuclear power. A nationwide survey (N = 967) collected in Finland was analyzed with structural equation modeling. The associations between trust and perceived risk of nuclear power, climate change concern, and perception of nuclear power as a way to mitigate climate change varied by the type of information source. Political party support and other background variables were associated with trust in different information sources. The effect of trust in information sources on WTP was mediated by perceived risks and benefits. The results will increase our understanding of how individuals perceive nuclear energy as a way to cut CO2 emissions and the role of trust in different information sources in shaping nuclear risk perceptions and energy choices.  相似文献
