Abstract. This paper examines the labour market in Macedonia, a country with the highest unemployment rate in Europe. I describe labour market institutions and policies during the transition. I also examine job creation and job destruction using firm‐level data and I estimate short‐term and long‐term elasticities of the labour demand. The analysis shows that there are regulatory barriers to the labour market flexibility. I can also conclude that the privatization of socially owned enterprises has failed to promote job creation. Nevertheless, labour market problems seem to stem from factors other than substantial sluggishness of firms in adjusting employment to variations in wages.  相似文献

In Germany the international peace process has important consequences for the economy, especially for the labour market. The German armed forces will be reduced from 520,000 to 370,000. Nearly three quarters of the approximately 830,000 foreign soldiers stationed in Germany are in the process of leaving the country. Parallel to this there will be a reduction of about 100,000 jobs for civil employees. There are strong indicators showing that the market of civil employees is an “internal market” (of the type often described by labour market segmentation theory) and there are high barriers against the mobility of workers. Measures of active labour market policy (especially of the German Federal Office of Labour) supports the transition of civil workers into new jobs. These provisions are assisted by measures of regional policy in regions with relatively high unemployment rates, where the dissolution and reduction of garrisons affect the prosperity of entire regions. In conglomerates with high growth rates, however, positive consequences of the disarmament process can be expected.  相似文献

This article analyses the linkages between financial development, labour market institutions and market income inequality for 18 Organisation for Economic Co‐operation and Development countries over the 1980 to 2012 period. With the help of a dynamic panel data model with an interacted term, one crucial contribution of this article is to analyse the interacted impact of labour market institutions (i.e. union density and employment protection legislation) on the one hand and financial development on the other hand on the income distribution. Our results indicate that changes in the financial/credit and labour market regulation affect the income distribution. Estimates of the marginal effects show that by increasing labour market regulation one also weakens the impact of the flexibilization in the financial/credit market on the increase in income inequality.  相似文献

Most human resource management (HRM) research has been conducted in countries that have relatively weak labour market institutions such as the UK and the USA. There is little research about the scope for and constraints on the adoption of HRM practices in countries with strong statutory regulations. The research presented here is based on 16 case studies of banks and chemical firms operating in Germany, that comply with the requirements of the German labour market institutions of collective bargaining, co-determination and initial vocational training, and hence operate under strong institutional constraints. The evidence presented shows that institutional features of the German system encourage the implementation of some ingredients of the HRM ‘recipe’ and inhibit others. It also indicates that constraining influences notwithstanding, a pluralist version of HRM appears to be quite compatible with the highly regulated German context.  相似文献

Private players are often perceived as powerful drivers of innovation and efficiency. This argument remains untested in the field of higher education. This paper examines whether there are differences in the labour market outcomes for graduates of public and private higher education institutions in Egypt. Relying on a unique data set tracing graduates, the analysis shows that the type of higher education institution has no statistically significant effect on graduates’ job security and earnings. Ascribed characteristics of gender and parental socio-economic background, along with the sector of employment, were the key predictors of these labour market outcomes.  相似文献

This paper discusses the possible effects on future prospects in the labour market of those who suffer a plant closure. A multistate duration model is estimated on monthly event data comprising 172 individuals over ten years, with the occurrence of the plant closure among the regressors. An individual can escape to one of several destinations when exiting one of three origin states (unemployed, sick leave, outside the labour force). Our prime concern has been transitions leading to a new job or to destination states outside the labour force (disability pension and at home, without any social security benefit). We find indications of severe negative long-term effects on employment from a plant closure: long durations in unemployment when searching for new jobs, higher incidence of leaving the labour force, longer periods of sick leave and higher incidence of disability pension. Thus, an adverse shock reducing employment may have negative long-term effects on the labour market through long spells of unemployment and a shrinking labour force. Our findings thus support the hypothesis of hysteresis dynamics in the labour market.  相似文献

Abstract. Macroeconomic shocks and labour‐market institutions jointly determine employment growth and economic performance. The effect of shocks depends on the nature of these institutions and the effect of institutional change depends on the macroeconomic environment. It follows that a given set of institutions may be appropriate in one epoch and not in another. We derive a dynamic model of labour demand in which the effect of firing costs on labour demand depends on the macroeconomic environment: when the level of macroeconomic activity is expected to drop and/or the trend rate of productivity growth is small, a rise in firing costs affects mainly (and adversely) the hiring decision and not the layoff decision. This makes firing costs harmful to employment when it may appear most appropriate. In contrast, firing costs can raise employment during periods of high growth and positive shocks. Our hypothesis is supported by empirical results using OECD data.  相似文献

Equal pay for work of equal value has come to be seen as the policy most likely to reduce the gender earnings gap. This paper explores the theoretical basis for widespread undervaluation of women's work and argues that institutionalised discrimination in the labour market also affects internal pay and grading structures. Recent recognition of the scope for discretion in pay determination undermines the “market forces” argument against equal value. The current wage structure reflects an outdated model of social and family organisation. Much poverty is now the result of women seeking economic independence in a market which rewards them as subordinate family members. However, the main obstacles to equal value lie in labour market institutions. The increasing fragmentation of pay bargaining and moves to performance-related pay will reduce rather than promote the relationship between pay and job content.  相似文献

Abstract. In the framework of structural adjustment programs implemented in Africa, the idea that wages in the public sector are too high compared to those of the private sector is partly based on wage policies with regard to the public sector. But the existence of public-wage differentials, inducing a labour market segmentation within the modern sector, has rarely been the object of attentive examination. With the help of earnings functions, based on homogeneous cross-section and logitudinal data of seven capitals of French-speaking Africa, the author plans to verify this hypothesis. The main conclusion of this research is that distortions on the modern labour market of many African countries are less important than one may think. In most of the countries considered, public-private wage gaps are essentially attributable to characteristics of individuals. This suggests that policies aiming to reduce wages of the public sector are no longer justifiable, economically and socially.  相似文献

The persistent failure in the labour market is due to uncertainty and asymmetric information, and relies on a reconsideration of the bargaining process. This process is not generated by individual action but rather by the behaviour of social groups and institutions in which State intervention can immprove the efficiency in matching demand and supply. In this framework we will discuss the ways by which institutional decentralization can be implemented in a labour market characterized by deep regional differences and by long-term unemployment persistence as in Italy. The main conclusion is that this policy option better fits the active labour policies. In fact the actual aim of such supply-side policies is to reduce the regional and skill mismatches and therefore it needs a substantial involvement of local public agencies.  相似文献

This article examines the reaction function of labour market expenditure to unemployment in 24 OECD countries, over the period 1985–2010, using the OECD panel data. The level of public debt is also introduced as a factor that is likely to influence these expenditures. Using a fixed‐effect model with interaction terms, this research focuses on two periods of crisis (1992–93 and 2007–09). The results confirm the counter‐cyclical variation of labour market policy expenditures. Nevertheless, the sensitivity of labour market expenditure to the economic cycle has in general decreased and the policy mix has changed. This could result from the important labour market reforms undertaken in the last 20 years.  相似文献

Abstract. In recent years, labour economics has been the area of study of most interest to economists, both from the theoretical and practical perspectives. The new field of labour microeconomics and the resultant new approaches that have arisen are a fundamental part of what has recently been called ‘microeconomic foundations’. Despite the newness of this topic, recent developments are in fact the result of phenomena recognized throughout the history of economic thought. This paper begins by analyzing the historical and theoretical origins of labour economics, and provides an overview of labour economics theory during the 1960s. 1970s and 1980s. It goes on to examine the relation between the labour market and technological innovation, and labour policy measures at the microeconomic and macroeconomic levels. Finally, it underscores the need for a theoretical construct that sets Keynesian and neoclassical explanations of unemployment in the same framework as demographic, social, institutional, time and economic factors.  相似文献

We review and analyze the growing body of literature that addresses the institutional context of international strategy. By examining articles in eleven major journals from January 2008 to July 2020, we identify six major categories of international strategies and implementation approaches: market entry and internationalization, political strategies, multinational technology and innovation, multinational corporate social responsibility, multinational headquarters and subsidiary relationships, and international human resources management. A parallel analysis of the relevant institutional variables categorizes institutions into eight types: economic institutions, political institutions, regulatory institutions, normative institutions, administrative institutions, cultural/cognitive institutions, demographic institutions, and knowledge institutions. These eight categories allow us to contextualize the institutional environment in which the six international strategies and implementation approaches are employed. Our review identifies important progress in international strategy research that has yielded a greater understanding of institutional impact on multinational activities. Yet, it also reveals that many areas of international strategy research remain fragmented, highlighting the need for future research and suggesting new directions for such investigations. Our analysis concludes by identifying knowledge gaps in each of the six strategy categories and making a series of suggestions for relevant future research.  相似文献

This paper focuses on the effects of Dutch long‐term care and labour market policies on women's labour market participation and informal caregiving decisions. Labour market participation and informal caregiving are estimated jointly through a multivariate dynamic binary probit on European Community Household Panel data. Under Dutch policy, informal care decisions appear to be independent of household non‐labour income and no significant impediment seems to hinder the contemporaneous practice of work activities and care. However, past informal care provision still slightly reduces the probability of currently working and vice versa, leaving room for policy improvements to enhance labour market participation.  相似文献

Abstract. Most West European countries have suffered from stagflation for many years. Mainstream economics has debated the question in particular in terms of the demand and supply of goods, labour and capital. But in recent contributions a new element has been introduced: the institutional structure of the economy as a source of imbalances. In this article we focus on the institutions of the labour market. For more than a century West European unions have been struggling to transform market economies into a more efficient and just order. Moral persuasion, strikes, and revolutionary threats were their main weapons. After the Second World War governments yielded to the pressure by building up, together with the unions, a welfare state. During the sixties however, the struggle was renewed, although the governments continued to improve the social security system and maintained their responsibility for full employment. A short sketch will be given of the ideological struggle during the first half of the twentieth century, leading to a significant institutional change: the transformation of a system of private wage bargaining into a collective wage bargaining system. Then the neoclassical, the Marxist and the Keynesian view on the effects of union power on the economic performance of a market economy and of a welfare state will be presented. The conclusion is drawn that the methods required to transform a market economy into a welfare state are anomalies as soon as a welfare state is more or less realized. This is particularly so, because the transformation of a welfare state into a centrally planned economy cannot be considered desirable. In present circumstances, it would be appropriate to pay more attention to the design of an extensive system of mediation and arbitrage to reduce the use of the strike weapon.  相似文献

ABSTRACT: In this paper, the author outlines the Swedish employment situation and traces the history of the labour market policy it generated, from its earliest development at the turn of the century, through to the Rehn-Meidner model, and then examines the various reactions and criticisms against it. It goes on to look at the trends and developments of the labour market in the‘80s, and concludes by making a speculative analysis on if and how the labour market policy has had an effect on the participation of various sectors of the population in the labour force, and if it has influenced unemployment in the Swedish labour market.  相似文献

ABSTRACT: This contribution endorses the transactional trilogy of institutional economics in order to suggest a theoretical framework for re-examining the relationships between unemployment, labour institutions, and technological and organisational innovation. Labour institutions are usually called into question in the debates on European unemployment. Although the advocates of the biased technological change thesis defend it in order to improve the employment of unskilled workers, this article argues that a deregulation of the labour market may in fact generate losses of dynamic efficiency with respect to knowledge accumulation, the organisation of production and national capabilities of innovation. In addition, the impact of technological and organisational innovation on employment partly depends on the capabilities of firms and nations to initiate institutional learning, regarding bargaining, managerial and rationing transactions.  相似文献

Abstract. Empirical studies of interregional mobility routinely use regional unemployment differentials to characterize economic incentives to move between regions. In this paper, we present a new regional labour market indicator computed from survey data in which respondents are asked to evaluate local employment opportunities in their resident municipality and surroundings. The subjective measures of satisfaction with local employment opportunities have positive and significant impact on interregional migration flows, also when controlling for traditional measures of regional labour market conditions, including the regional unemployment rate. Contrary to most European studies, we find that regional labour market conditions have a strong effect on interregional migration flows.  相似文献

Japanese direct investment is assuming an increasing importance in the U.K. economy, especially in the manufacturing sector where Japanese management and manufacturing techniques have aroused particular interest. Until recently this investment in manufacturing has been primarily restricted to plants of an assembly-based nature and Japanese companies have sought out labour markets which best satisfy the needs of this type of operation. However, early signs are appearing which suggest that new Japanese manufacturing investment is becoming increasingly sophisticated. In the light of this emergent trend, this paper uses recent research to draw attention to the labour market problems that are likely to occur as the skill requirements of Japanese employers increase. The paper then concludes by discussing strategies which individual firms should adopt to protect themselves from any consequent labour market disruption.  相似文献

Abstract. We analyse the wage choice of a monopoly union against entry threat. The wage carries information about market demand, which is crucial to an uninformed entrant, and in addition affects the entrant's post‐entry cost through labour market institutions. The union may wish to deter or accommodate entry depending on whether the entrant will hire from a different source or from the union. Equilibrium wage is distorted downwardly (upwardly) for deterrence (accommodation); but because of wage correlation a low (high) wage can also turn entry profitable (unprofitable). Therefore, separating equilibrium may not always exist, and entry outcomes may be inefficient.  相似文献
