Social movement organizations (SMOs) engage in the formation of public policy and social beliefs by framing issues and events for the public. These framing activities may offer an alternative source of knowledge and challenge status quo definitions of important social issues. Analyzing the statements and press releases of four peace movement organizations during the seven months of military escalation and war in the Persian Gulf in 1990 and 1991, this article explores the structure and content of social movement framing of a specific event. Findings suggest that the shape and content of the frames used by these SMOs are rooted in a complex amalgamation of each organization's historical and public identity, intended audiences, and contemporary motivations and organizational goals. The collective identity of an organization influences the shape and content of the organization's framing activities. The organizations studied made use of their specific structural and organizational strengths as part of a credentialing process, wherein they shaped their oppositional voices so they could be heard and accepted by specific audiences. This was in turn a matter of the organization's historical practice, the ways it presented that history, and how it constructed its con temporary collective identity (e.g., as Quakers or as Catholic peacemakers). All of this is done with a view toward claiming a voice in the public debate, a voice that may help the SMO create oppositional bases of knowledge, influence public policy, sustain and embolden members, and establish a historical record of opposition.  相似文献

This study examines educators' responses to the local implementation of national special education policy changes for children with “high-incidence,” (mild cognitive and behavioral) disabilities. Sensitized by a sociocultural, developmental perspective, we examined Japanese and U.S. national educational policies for the support of children with high incidence disabilities and their implementation in local public schools. Twenty-six Japanese and 18 U.S. elementary school educators participated in individual interviews and discussed their experiences and perceptions of special education policies and their local implementation. Educators in both countries expressed common challenges, specifically, balancing legal requirements with everyday practices, adjusting to policy shifts, and negotiating support for children within and outside of their classrooms. Yet their experiences were culturally nuanced reflecting 1) relatively flexible (Japan) or fixed (U.S.) legal requirements, 2) shifts to more specialized (Japan) or more classroom-based (U.S.) support, and 3) established practices of classroom-based support (Japan) or pull-out support (U.S.). These cultural differences are examined in historical and sociocultural contexts, and implications are discussed for educators, social work practitioners, and policy makers in both Japan and the U.S.  相似文献

This study explored how Russian and U.S. newspapers covered the death of Osama bin Laden in 2011 through the lens of framing theory. Results reflect significant disparity in how media in different countries covered the same event, suggesting that terrorism events were framed as national concerns rather than global issues, thus potentially limiting governments and the media from building a shared understanding with international audiences. The findings also indicate that more robust media relations efforts are needed to counter simplistic media counterterrorism frames. Finally, the study identified new frames for counterterrorism including secrecy and humanizing terrorists. These new frames suggest the need to expand the framing literature to provide a better understanding of how the media cover counterterrorism, which may impact the U.S. government's public diplomacy and counterterrorism efforts.  相似文献

We often understate the work that activists put into crafting movement tools. This article examines the space between legal texts and movement resources in a study of early activism surrounding Title IX. Though often hailed as a feminist law, the Title IX statute and regulations lay out a narrow set of individual rights and incorporate several conservative principles. In an analysis of early social movement mobilization surrounding Title IX by the Connecticut Women's Educational and Legal Fund (CWEALF), we identify a distinctive legal framing technique tied to the often overlooked practice of lay legal education. In a legal education campaign that targeted schools, CWEALF placed Title IX's actual requirements alongside broader feminist ideas about gender socialization and civic responsibility to imply that the law mandated substantially greater reforms, a tactic we call unobtrusively stretching law. This article contributes to research on social movements and legal mobilization by illustrating how legal education can serve as part of the tool-making kit for social movements as they struggle to transform legislative compromises into movement resources.  相似文献

This study examines research on framing processes in the senior rights movement under the veil of social constructionism. It focuses on the emergence of the nursing home reform movement that led to the formation of the National Citizens' Coalition for Nursing Home Reform (NCCNHR) and the passing of the Omnibus Budget Reconciliation Act of 1987. The research uses content analysis to examine data from six major U.S. newspapers to examine media images of the NCCNHR. Findings suggest that a frame transformation process has countered a recent period of abeyance in the nursing home reform movement. The analysis of media images of the NCCNHR contributes to social movement research examining framing processes and abeyance.  相似文献

Despite social work's longstanding history of serving veterans, few resources support culturally competent practice with this population. If social workers are to serve veterans effectively and efficiently, a basic understanding of the U.S. military is essential. This article presents a basic overview of U.S. military including its structure and history, the propensity to enlist in the armed forces, culture, and training methods and objectives. With an understanding of these aspects of military service and continued effort to learn about their client's military experience, social workers will be prepared to provide culturally competent services consistent with the profession's values and ethics.  相似文献

Scholars of critical race studies, urban history, and information and communications technologies (ICTs) share an interest in the relationship between spatial and racial disparities, including the quality of basic infrastructure, degrees of connectivity, and participatory culture. However, contemporary research on the digital divide struggles to link historical legacies of uneven development, as well as social justice strategies, with digital participation in urban spaces. By examining contemporary digital art that critiques the spatial inequalities encountered by U.S. racial minorities, this article illustrates how public intellectuals use ICTs in ways that draw upon past strategies to territorialize space for political ends. It focuses on digital pop-ups, open-air installations that cast images onto public space using projectors. Historicizing these new efforts illustrates a continuity of tactics engaged by communities of color in response to socio-spatial inequalities in the urban United States, such as the 1970s mural movement’s efforts to re-politicize spaces of exclusion. While existing literature finds that digital inequality results in differential digital human capital, this research indicates that place-based claims, such as digital pop-ups, are important sites for combatting racial injustice and creating more inclusionary spaces, especially among youth adults.  相似文献

The 2014 Ebola epidemic saw the first symptomatic and fatal cases of Ebola in the United States. Concurrently, news coverage in U.S. media about Ebola increased. Research has shown that media’s framing of events influences public perception and understanding. To address framing of the Ebola epidemic in the U.S. media, researchers conducted a content analysis of newspaper articles reporting on the Ebola epidemic during the U.S. contact tracing period from September 30 to December 2, 2014 (n = 718). The top three circulating U.S. national newspapers were used in the analysis. The results show that the human interest, conflict, and action frames had the highest presence across newspaper articles, whereas the presence of attribution of responsibility, morality, and economic frames was lower. This study furthers knowledge of U.S. news media framing and coverage of new public health emergencies, and how newspapers may drive audience understanding and perception of the 2014 Ebola epidemic. This study also discusses implications of the findings and suggests directions for future research.  相似文献

Along with the ever-increasing racial/ethnic diversity in U.S. schools, researchers began to investigate the impact of racial/ethnic identity on young people's understanding of the nation's history. Compared to other racial minorities, Asian American students have received little academic and educational attention. This article seeks to address this gap through a qualitative study on Korean American youth. Drawing from in-depth interviews with twenty Korean American high school students, this article examines how Korean American youth make sense of U.S. history and how their sociocultural backgrounds affect their historical perspectives as well as their ideas and experiences of learning history historical perspectives.  相似文献

The historical experience of colonialism exerts a profound influence upon emergent postcolonial societies. Yet colonial legacies are not passed on in precisely the same way; rather, they are contingent on particular historical processes. In the case of Korea, Japanese colonialism gave way to a brief liberation phase that was followed by another foreign occupation (the U.S. in the south and the U.S.S.R. in the north) during which efforts were made to rebuild the political community. Focusing on the 1946 people's uprisings, the largest popular social movement during the U.S. occupation period, as a pivotal historical event, this article examines why the primary target of the uprisings was not the foreign military government but fellow Koreans, especially police officers, bureaucrats, and wealthy landlords, thereby revealing how Japanese colonial rule influenced the movement's choice of targets as well as its eventual failure. Through this historical analysis, I demonstrate that internal conflicts among Koreans, which were created and rearticulated through Japanese colonial rule, became critical sources of social and political struggles under the American occupation, the important consequence of which lies in the creation of a pattern of internal exclusion that characterized South Korea's post‐war political trajectory.  相似文献

Despite the prominence of framing analysis in social movement research, the ways that power-holders and challengers attempt to persuade the general public remain under-theorized. We develop a multidimensional typology of what content producers frequently anticipate will make their frames potent. Moreover, we argue that several contextual factors influence which of these dimensions are emphasized in frames. To assess these propositions, we conducted an analysis of statements issued by President Bush and 10 US peace movement organizations following the September 11th attacks. Both sides touched upon all dimensions. President Bush's statements took advantage of discursive and emotional opportunities in crafting messages supportive of war and repression. Illustrating their strategic nature, PMO statements either appropriated or rejected dominant discourses for any single dimension. While peace groups took advantage of emotional opportunities, oppositional cultures curtailed their use of discursive opportunities. Lacking democratic legitimacy and rational legal authority, peace groups devoted a higher proportion of text to establishing the empirical credibility and the moral authority of their claims. The study advances social movement theory by highlighting the interplay of culture, power, and agency in the production of public collective action frames.  相似文献

This study analyzes framing processes and their relationships with ongoing social movement change. We examine peace frames found among U.S. peace movement organizations (PMOS) in its period of contraction at the end of the Cold War. On the basis of analysis of a unique two-wave survey of US. peace movement organizations in 1988 and 1992, we assess the extent to which organizational framing of the peace problematic changed. We found an overall shift in emphases from more bilateral frames like the nuclear weapons freeze to frames emphasizing multilateralism and global interdependence. PMO frame transformations that took place between 1988 and 1992 represent a trend towards broader, more radical (or structural) and less exclusive peace movement frames. We describe the frame transformations observed here as the emergence of “retention frames.” Retention frames embody several dimensions of movement abeyance structures and serve to sustain organizational continuity across episodes of movement surges and contraction.  相似文献

With the evolution of communication technologies, traditional public diplomacy is transforming. This study examines the practice of the U.S. Embassy's public diplomatic communication via social media, namely Chinese mainstream blogging and micro-blogging, sites using Tencent for a case study. This study analyzes the embassy's blog and micro-blog entries and an interview with the embassy's public diplomacy officer. Based on the content analysis and interview, this study discerns the key features of the U.S. Embassy's public diplomatic communication using social media and further suggests that the common values and interests related to the global public as well as experience-sharing and relationship-building might become the focus of new public diplomacy research.  相似文献

Cross‐nativity marriages have been a neglected dimension of intermarriage patterns in the U.S., although they provide a vehicle for the easy social and political integration of the foreign‐born spouse and the couple's children. We first present U.S. Citizenship and Immigration Service data to show that cross‐nativity marriages are common among migrants entering the country and appear to be increasing over time. The following analyses based on 2008 American Community Survey data imply several pathways into cross‐nativity marriages that are strongly gendered and race specific and that involve major social institutions such as the higher educational system and the U.S. military.  相似文献

In this paper, we aim to contribute to the elaboration of a framework for the systematic periodisation of health social movement organisations (HSMOs). Drawing on historical and contemporaneous data on two organisations that identify as Alzheimer's disease movement organisations (the Alzheimer's Society in Britain and the Alzheimer Society of Ireland), we consider transformations in these organisations' ‘cause regimes’. By cause regime, we refer to who and what an HSMO is fighting for, as articulated in its public self-identifications; to the broader framing of the cause and to how organisations' public self-identifications of their cause can govern or regulate their operation, including their interactions with and representations of those on whose behalf they advocate. We show that the transformation of HSMOs' cause regime can give rise to a series of organisational tensions and challenges, including the alignment of the public identification of its cause with the patient identities it promotes, or its day-to-day ‘patient identity work’.  相似文献

Between 1898 and 1934, in synchronous and successive U.S. military interventions and occupations in Cuba, Puerto Rico, the Philippines, Haiti, and the Dominican Republic, American soldiers made public works, and especially roads, into a global technology of imperial power. This essay examines infrastructure as a factor in state formation and capitalist transition in these five different imperial spaces as a way to study U.S. empire, and its effects on foreign societies, through a comparative, global, and intra‐imperial approach often precluded by the methodological nationalism of historical and sociological literatures. Despite significant differences between these sites of U.S. war and occupation, both prior to American interventions and during them, U.S. military public works expressed and advanced a common political‐economic logic of state centralization and capital accumulation. Colonial and post‐colonial political institutions and political economies, the strength of central governments, the extent of plantation agriculture and rural proletarianization, world commodity markets, and geography and natural events varied, but determined U.S. imperial infrastructure's outcomes. By the 1930s, the U.S. military had elevated infrastructural improvement to a key repertoire of American imperial power in the world, and one which persisted as the United States turned away from formal colonialism in the era of the Cold War and decolonization.  相似文献

Political public relations became headline news when Kellyanne Conway, Advisor to U.S. President Trump, described provable falsehoods as alternative facts. Other memorable/misstatements became part of the cultural zeitgeist even as journalists continued to interview her. Public relations professionals are inextricably connected to the journalists who shape public opinion. The author therefore conducted a qualitative framing analysis to understand how journalists framed her occupational role and job performance. Articles from The New York Times and The Wall Street Journal revealed that journalists assigned Advocacy and Gendered framing for her occupational role. Analysis also indicated that journalists alternately depicted her performance as adequate, unreliable, and manipulative. Research on public education often concludes that low achievement is partly caused by a lack of student commitment to an educational goal. This study investigates the sense of academic purpose among students in a private secondary school where all graduates go to college, and explores the mechanisms of student commitment built into the social organization of the school. Results show that educational commitment among students develops from intensive face-to-face interaction in a primary community, the sense of history and tradition resulting from continuity in students' educational experiences, and the substantial power students have over their own school lives. These results add qualitative information to the debate over differences between public and private education, and suggest ways to improve public schools.  相似文献

Introducing students to the segregated history of America's public beaches and pools can provide teachers with a novel approach to the study of racism in U.S. history. While most students are aware of segregation in housing, schools, and theaters, many are surprised to learn about the segregated history of America's public waters.
