Many studies have investigated public reactions to nuclear accidents. However, few studies focused on more common events when a serious accident could have happened but did not. This study evaluated public response (emotional, cognitive, and behavioral) over three phases of a near‐miss nuclear accident. Simulating a loss‐of‐coolant accident (LOCA) scenario, we manipulated (1) attribution for the initial cause of the incident (software failure vs. cyber terrorist attack vs. earthquake), (2) attribution for halting the incident (fail‐safe system design vs. an intervention by an individual expert vs. a chance coincidence), and (3) level of uncertainty (certain vs. uncertain) about risk of a future radiation leak after the LOCA is halted. A total of 773 respondents were sampled using a 3 × 3 × 2 between‐subjects design. Results from both MANCOVA and structural equation modeling (SEM) indicate that respondents experienced more negative affect, perceived more risk, and expressed more avoidance behavioral intention when the near‐miss event was initiated by an external attributed source (e.g., earthquake) compared to an internally attributed source (e.g., software failure). Similarly, respondents also indicated greater negative affect, perceived risk, and avoidance behavioral intentions when the future impact of the near‐miss incident on people and the environment remained uncertain. Results from SEM analyses also suggested that negative affect predicted risk perception, and both predicted avoidance behavior. Affect, risk perception, and avoidance behavior demonstrated high stability (i.e., reliability) from one phase to the next.  相似文献

Little is known about the perceived health risks of electromagnetic fields (EMFs) and factors associated with risk perception in non‐Western countries. Psychological conditions and risk perception have been postulated as factors that facilitate the attribution of health complaints to environmental factors. This study investigated people's perceived risks of EMFs and other environmental sources, as well as the relationships between risk perception, psychopathology, and the degree of self‐reported sensitivity to EMFs. A total of 1,251 adults selected from a nationwide telephone interviewing system database responded to a telephone survey about the relationships between environmental sources and human health. The interview included questions assessing participants’ psychiatric conditions and the presence and degree of sensitivity to EMFs. One hundred and seventy participants were self‐identified as having sensitivity to EMFs, and 141 met the criteria for psychiatric conditions without EMF sensitivity. More than half of the survey respondents considered power lines and mobile phone base stations to affect people's health to a big extent. Higher sensitivity to EMFs, psychopathology, being female, being married, more years of education, and having a catastrophic illness had positive associations with perceived risks of EMF‐related environmental sources as well as for all environmental sources combined. We observed no moderating effect of psychopathology on the association between degree of sensitivity to EMF and risk perception. Thus, psychopathology had influence on general people's risk perception without having influence on the relationship between people's degree of sensitivity to EMF and risk perception. This study used two randomized experiments in a prospective design (Study 1 N = 297, Study 2 N = 296) to examine how multilevel causal attribution dimensions (internal vs. external to an individual or a country) shape domestic and foreign policy support to counter transboundary risk. Results from Study 1 and 2 showed that external-country (vs. internal-country) causal attribution reduced perceptions of internal-country attributions of responsibility, which had a cross-lagged effect on support for domestic-industry policies to mitigate the risk. In contrast, perceptions of external-country attributions of responsibility increased support for foreign policies in a 2-week follow up. This study offers theoretical insights into the demarcation of multilevel causal attribution dimensions in studying media framing effects. It also highlights some important causal mechanisms of how media frames shape public support for policies aimed at transboundary risk mitigation.  相似文献

The media play an important role in risk communication, providing information about accidents, both nearby and far away. Each media source has its own presentation style, which could influence how the audience perceives the presented risk. This study investigates the explanatory power of 12 information sources (traditional media, new media, social media, and interpersonal communication) for the perceived risk posed by radiation released from the damaged Fukushima nuclear power plant on respondents’ own health and that of the population in general. The analysis controlled for attitude toward nuclear energy, gender, education, satisfaction with the media coverage, and duration of attention paid to the coverage. The study uses a large empirical data set from a public opinion survey, which is representative for the Belgian population with respect to six sociodemographic variables. Results show that three information sources are significant regressors of perceived health‐related risk of the nuclear accident: television, interpersonal communication, and the category of miscellaneous online sources. More favorable attitudes toward nuclear power, longer attention to the coverage, and higher satisfaction with the provided information lead to lower risk perception. Taken together, the results suggest that the media can indeed have a modest influence on how the audience perceives a risk.  相似文献

The purposes of the current study were twofold: (1) to investigate affective and cognitive responses and social‐contextual factors related to Ebola and their intercorrelations in a developed country without widespread Ebola transmission; and (2) to examine the relationships among risk perception of Ebola, levels of knowledge about Ebola, and (blatant and subtle) prejudice toward African immigrants. Between January 2015 and March 2015, an anonymous cross‐sectional survey was conducted among a convenience sample of 486 Italian adults. Results showed that most participants were not particularly concerned about Ebola and did not feel at risk of acquiring the virus. Cognitive dimensions of risk perception of Ebola (i.e., perceived severity of illness, perceived personal impact, perceived coping efficacy, and likelihood of infection), affective response (or worry) to Ebola, and social‐contextual factors (i.e., perceived preparedness of institutions, family members’ and friends’ levels of worry) were interrelated. Prejudice toward African immigrants was positively related to risk perception of Ebola and negatively related to levels of knowledge about Ebola even when controlling for sociodemographic variables including political preference.  相似文献

While extensive risk perception research has focused on emotions, cognitions, and behavior at static points in time, less attention has been paid to how these variables might change over time. This study assesses how negative affect, threat beliefs, perceived risk, and intended avoidance behavior change over the course of an escalating biological disaster. A scenario simulation methodology was used that presents respondents with a video simulation of a 15‐day series of local news reports to immerse respondents in the developing details of the disaster. Systemic manipulation of the virus's causal origin (terrorist attack, medical lab accident, unknown) and the respondent's proximity to the virus (local vs. opposite coast) allowed us to investigate the dynamics of public response. The unfolding scenario was presented in discrete episodes, allowing responses to be tracked over the episodes. The sample includes 600 respondents equally split by sex and by location, with half in the Washington, DC area, and half in the Los Angeles area. The results showed respondents’ reactions to the flu epidemic increased as the disaster escalated. More importantly, there was considerable consistency across respondents’ emotional, cognitive, and behavioral responses to the epidemic over the episodes. In addition, the reactions of respondents proximally closer to the epidemic increased more rapidly and with greater intensity than their distant counterparts. Finally, as the flu epidemic escalated, both terrorist and accidental flu releases were perceived as being less risky and were less likely to lead to avoidance behavior compared to the unknown flu release.  相似文献

Western Canada is experiencing an unprecedented outbreak of the mountain pine beetle (MPB). The MPB has the potential to impact some of Canada's national parks by affecting park ecosystems and the visitor experience. Controls have been initiated in some parks to lessen the impacts and to prevent the beetle from spreading beyond park boundaries. We examine the perception of ecological risk associated with MPB in two of Canada's national parks, the factors affecting perceptions of risk, and the influence of risk judgments on support for controlling MPB outbreaks in national parks. Data were collected using two studies of park visitors: a mail survey in 2003 and an onsite survey in 2005. The MPB was rated as posing a greater risk to the health and productivity of park ecosystems than anthropogenic hazards and other natural disturbance agents. Visitors who were familiar with MPB rated the ecological and visitor experience impacts as negative, unacceptable, and eliciting negative emotion. Knowledge and residency were the most consistent predictors of risk judgments. Of knowledge, risk, and demographic variables, only sex and risk to ecosystem domains influenced support for controlling the MPB in national parks. Implications for managing MPB in national parks, visitor education, and ecological integrity are discussed.  相似文献

Natural hazards, such as major flood events, are occurring with increasing frequency and inflicting increasing levels of financial damages upon affected communities. The experience of such major flood events has brought about a significant change in attitudes to flood‐risk management, with a shift away from built engineering solutions alone towards a more multifaceted approach. Europe's experience with damaging flood episodes provided the impetus for the introduction of the European Floods Directive, requiring the establishment of flood‐risk management plans at the river‐basin scale. The effectiveness of such plans, focusing on prevention, protection, and preparedness, is dependent on adequate flood awareness and preparedness, and this is related to perception of flood risk. This is an important factor in the design and assessment of flood‐risk management. Whilst there is a modern body of literature exploring flood perception issues, there have been few examples that explore its spatial manifestations. Previous literature has examined perceived and real distance to a hazard source (such as a river, nuclear facility, landfill, or incinerator, etc.), whereas this article advances the literature by including an objectively assessed measure of distance to a perceived flood zone, using a cognitive mapping methodology. The article finds that distance to the perceived flood zone (perceived flood exposure) is a crucial factor in determining flood‐risk perception, both the cognitive and affective components. Furthermore, we find an interesting phenomenon of misperception among respondents. The article concludes by discussing the implications for flood‐risk management.  相似文献

Drawing upon both heuristic‐ and threat‐based approaches, we sought to examine whether perceived similarity with injury‐prone people and perceived control over injury occurrence would directly contribute to perceived risk and whether these variables would mediate the previous injury–perceived risk relationship. Judokas (n = 207) reported the number of injuries experienced in the past year and then completed measures of perceived similarity, perceived control, and injury risk perception. Analyses revealed that perceived similarity and perceived control directly contributed to perceived risk of injury; only perceived similarity acted as a partial mediator of the injury–perceived risk relationship. These findings are discussed in relation to the potential influence of the sport context, which universally involves the acceptance of a high risk of injury.  相似文献

Public support for nuclear power generation has decreased in Japan since the Fukushima Daiichi nuclear accident in March 2011. This study examines how the factors influencing public acceptance of nuclear power changed after this event. The influence factors examined are perceived benefit, perceived risk, trust in the managing bodies, and pro‐environmental orientation (i.e., new ecological paradigm). This study is based on cross‐sectional data collected from two online nationwide surveys: one conducted in November 2009, before the nuclear accident, and the other in October 2011, after the accident. This study's target respondents were residents of Aomori, Miyagi, and Fukushima prefectures in the Tohoku region of Japan, as these areas were the epicenters of the Great East Japan Earthquake and the locations of nuclear power stations. After the accident, trust in the managing bodies was found to have a stronger influence on perceived risk, and pro‐environmental orientation was found to have a stronger influence on trust in the managing bodies; however, perceived benefit had a weaker positive influence on public acceptance. We also discuss the theoretical and practical implications of these findings.  相似文献

This study focuses on levels of concern for hurricanes among individuals living along the Gulf Coast during the quiescent two‐year period following the exceptionally destructive 2005 hurricane season. A small study of risk perception and optimistic bias was conducted immediately following Hurricanes Katrina and Rita. Two years later, a follow‐up was done in which respondents were recontacted. This provided an opportunity to examine changes, and potential causal ordering, in risk perception and optimistic bias. The analysis uses 201 panel respondents who were matched across the two mail surveys. Measures included hurricane risk perception, optimistic bias for hurricane evacuation, past hurricane experience, and a small set of demographic variables (age, sex, income, and education). Paired t‐tests were used to compare scores across time. Hurricane risk perception declined and optimistic bias increased. Cross‐lagged correlations were used to test the potential causal ordering between risk perception and optimistic bias, with a weak effect suggesting the former affects the latter. Additional cross‐lagged analysis using structural equation modeling was used to look more closely at the components of optimistic bias (risk to self vs. risk to others). A significant and stronger potentially causal effect from risk perception to optimistic bias was found. Analysis of the experience and demographic variables’ effects on risk perception and optimistic bias, and their change, provided mixed results. The lessening of risk perception and increase in optimistic bias over the period of quiescence suggest that risk communicators and emergency managers should direct attention toward reversing these trends to increase disaster preparedness.  相似文献

Management responsibilities for the system of marine national parks and sanctuaries declared in Victoria, Australia in 2002 have created imperatives for robust, scientifically defendable approaches to identifying threats to valued ecological attributes of the parks, setting management priorities, and developing monitoring systems. We are developing a protocol for ecological risk assessment in the parks that has due regard for the perception of risks by individuals, and ensures that stakeholder values are an intrinsic part of decision making. The inclusive and transparent protocol provides an opportunity for stakeholder involvement in the identification of valued attributes, as well as in the assessment of associated risks. Our approach brings together ideas about how science enters the community engagement domain in ways that promote collaboration and transparency in decision making. A series of stakeholder workshops across the state drew on the expertise of agency staff, community groups, fishers, industry representatives, academics, and knowledgeable park neighbors to identify hazards of major concern in the parks. Many hazards involved predictable, tangible threats like pollution and exotic species, but the approach also identified a number of less obvious threats related to governance issues and the knowledge-base for the parks. Importantly, the workshops with their broad range of stakeholders identified threats not previously considered by the management agency in its internal assessments, and several of these "new" threats are already the subject of action by the agency. The deliberate incorporation of local knowledge and local networks in the risk assessment process also provided opportunities for greater engagement of stakeholders with the management agency.  相似文献

The outbreak of the toxic capsule crisis during April 2012 aroused widespread public concern about the risk of chromium‐contaminated capsules and drug safety in China. In this article, we develop a conceptual model to investigate risk perceptions of the pharmaceutical drug capsules and behavioral responses to the toxic capsule crisis and the relationship between associated factors and these two variables. An online survey was conducted to test the model, including questions on the measures of perceived efficacy of the countermeasures, trust in the State FDA (Food and Drug Administration), trust in the pharmaceutical companies, trust in the pharmaceutical capsule producers, risk perception, concern, need for information, information seeking, and risk avoidance. In general, participants reported higher levels of risk perception, concern, and risk avoidance, and lower levels of trust in the three different stakeholders. The results from the structural equation modeling procedure suggest that perceived efficacy of the countermeasures is a predictor of each of the three trust variables; however, only trust in the State FDA has a dampening impact on risk perception. Both risk perception and information seeking are significant determinants of risk avoidance. Risk perception is also positively related to concern. Information seeking is positively related to both concern and need for information. The theoretical and policy implications are also discussed.  相似文献

Research suggests that hurricane‐related risk perception is a critical predictor of behavioral response, such as evacuation. Less is known, however, about the precursors of these subjective risk judgments, especially when time has elapsed from a focal event. Drawing broadly from the risk communication, social psychology, and natural hazards literature, and specifically from concepts adapted from the risk information seeking and processing model and the protective action decision model, we examine how individuals’ distant recollections, including attribution of responsibility for the effects of a storm, attitude toward relevant information, and past hurricane experience, relate to risk judgment for a future, similar event. The present study reports on a survey involving U.S. residents in Connecticut, New Jersey, and New York (n = 619) impacted by Hurricane Sandy. While some results confirm past findings, such as that hurricane experience increases risk judgment, others suggest additional complexity, such as how various types of experience (e.g., having evacuated vs. having experienced losses) may heighten or attenuate individual‐level judgments of responsibility. We suggest avenues for future research, as well as implications for federal agencies involved in severe weather/natural hazard forecasting and communication with public audiences.  相似文献

Analysis of Local Acceptance of a Radioactive Waste Disposal Facility   总被引:1,自引:0,他引:1  
Like many other countries in the world, Korea has struggled to site a facility for radioactive waste for almost 30 years because of the strong opposition from local residents. Finally, in 2005, Gyeongju was established as the first Korean site for a radioactive waste facility. The objectives of this research are to verify Gyeongju citizens' average level of risk perception of a radioactive waste disposal facility as compared to other risks, and to explore the best model for predicting respondents' acceptance level using variables related to cost-benefit, risk perception, and political process. For this purpose, a survey is conducted among Gyeongju residents, the results of which are as follows. First, the local residents' risk perception of an accident in a radioactive waste disposal facility is ranked seventh among a total of 13 risks, which implies that nuclear-related risk is not perceived very highly by Gyeongju residents; however, its characteristics are still somewhat negative. Second, the comparative regression analyses show that the cost-benefit and political process models are more suitable for explaining the respondents' level of acceptance than the risk perception model. This may be the result of the current economic depression in Gyeongju, residents' familiarity with the nuclear industry, or cultural characteristics of risk tolerance.  相似文献

Risk perception theories posit that changes in risk perception prompt subsequent changes in risk behavior. Prospective studies using observations made at three time‐points offer the capacity to test this hypothesis by observing sequential changes in both risk perceptions and behavior. A telephone survey was administered by random‐digit dialing to 255 adult Australian drivers at baseline (T1), 6 weeks (T2), and 14 weeks (T3). During weeks 2–5, a risk‐perception‐based anti‐speeding mass media campaign was conducted. The survey assessed risk perception, operationalized as the proportion of time that driving at 70 km/h (43 mph) was perceived to be dangerous, and self‐reported speeding behavior, defined as the frequency of respondents driving 5 km (3 mph) faster than the legal speed limit in built up areas. Higher T2 risk perception predicted lower T3 self‐reports of speeding after controlling T1 risk perception and T1 and T2 self‐reported speeding. This can be interpreted as changes in risk perceptions between T1 and T2 predicting changes in speeding between T2 and T3. Further analyses showed that increases in risk perception predicted lower subsequent self‐reported speeding changes, but decreases in risk perception were unrelated to those changes. Risk perception changes were unrelated to recall of exposure to the media campaign. These findings support a dynamic view of the relationship between risk perception and self‐reported behavior, and that risk perception theories can be applied to speeding.  相似文献

Research has documented that immigrants tend to experience more negative consequences from natural disasters compared to native‐born individuals, although research on how immigrants perceive and respond to natural disaster risks is sparse. We investigated how risk perception and disaster preparedness for natural disasters in immigrants compared to Canadian‐born individuals as justifications for culturally‐adapted risk communication and management. To this end, we analyzed the ratings on natural disaster risk perception beliefs and preparedness behaviors from a nationally representative survey (N = 1,089). Factor analyses revealed three underlying psychological dimensions of risk perception: external responsibility for disaster management, self‐preparedness responsibility, and illusiveness of preparedness. Although immigrants and Canadian‐born individuals shared the three‐factor structure, there were differences in the salience of five risk perception beliefs. Despite these differences, immigrants and Canadian‐born individuals were similar in the level of risk perception dimensions and disaster preparedness. Regression analyses revealed self‐preparedness responsibility and external responsibility for disaster management positively predicted disaster preparedness whereas illusiveness of preparedness negatively predicted disaster preparedness in both groups. Our results showed that immigrants’ risk perception and disaster preparedness were comparable to their Canadian‐born counterparts. That is, immigrant status did not necessarily yield differences in risk perception and disaster preparedness. These social groups may benefit from a risk communication and management strategy that addresses these risk perception dimensions to increase disaster preparedness. Given the diversity of the immigrant population, the model remains to be tested by further population segmentation.  相似文献

Drought‐induced water shortage and salinization are a global threat to agricultural production. With climate change, drought risk is expected to increase as drought events are assumed to occur more frequently and to become more severe. The agricultural sector's adaptive capacity largely depends on farmers’ drought risk perceptions. Understanding the formation of farmers’ drought risk perceptions is a prerequisite to designing effective and efficient public drought risk management strategies. Various strands of literature point at different factors shaping individual risk perceptions. Economic theory points at objective risk variables, whereas psychology and sociology identify subjective risk variables. This study investigates and compares the contribution of objective and subjective factors in explaining farmers’ drought risk perception by means of survey data analysis. Data on risk perceptions, farm characteristics, and various other personality traits were collected from farmers located in the southwest Netherlands. From comparing the explanatory power of objective and subjective risk factors in separate models and a full model of risk perception, it can be concluded that farmers’ risk perceptions are shaped by both rational and emotional factors. In a full risk perception model, being located in an area with external water supply, owning fields with salinization issues, cultivating drought‐/salt‐sensitive crops, farm revenue, drought risk experience, and perceived control are significant explanatory variables of farmers’ drought risk perceptions.  相似文献

Recent flood risk management puts an increasing emphasis on the public's risk perception and its preferences. It is now widely recognized that a better knowledge of the public's awareness and concern about risks is of vital importance to outline effective risk communication strategies. Models such as Risk Information Seeking and Processing address this evolution by considering the public's needs and its information-seeking behavior with regard to risk information. This study builds upon earlier information-seeking models and focuses on the empirical relationships between information-seeking behavior and the constructs of risk perception, perceived hazard knowledge, response efficacy, and information need in the context of coastal flood risks. Specific focus is given to the mediating role of information need in the model and to the differences in information-seeking behavior between permanent and temporary residents. By means of a structured on-line questionnaire, a cross-sectional survey was carried out in the city of Ostend, one of the most vulnerable places to coastal flooding on the Belgian coast. Three hundred thirteen respondents participated in the survey. Path analysis reveals that information need does not act as a mediator in contrast to risk perception and perceived knowledge. In addition, it is shown that risk perception and perceived hazard knowledge are higher for permanent than temporary residents, leading to increased information-seeking behavior among the former group. Implications for risk communication are discussed.  相似文献

Nuclear power is a highly controversial and salient example of environmental risk. The siting or operating of a nuclear power plant often faces widespread public opposition. Although studies of public perceptions of nuclear power date back to 1970s, little research attempts to explain the spatial heterogeneity of risk attitude toward nuclear power among individuals or communities. This article intends to improve the knowledge about the major factors contributing to nuclear power plant risk perceptions by mapping the geographical patterns of local risk perception and examining the determinants in forming the nature and distribution of the perceived risk among potentially affected population. The analysis was conducted by a case study of the Second Nuclear Power Plant (SNPP) in Taiwan by using a novel methodology that incorporates a comprehensive risk perception (CRP) model into an ethnographic approach called risk perception mapping (RPM). First, we examined the determinants of local nuclear power risk perceptions through the CRP model and multivariate regression analysis. Second, the results were integrated with the RPM approach to map and explain the spatial pattern of risk perceptions. The findings demonstrate that the respondents regard the nuclear power plant as an extremely high‐risk facility, causing them to oppose the SNPP and reject the compensation payment to accept its continuing operation. Results also indicate that perceptions of nuclear power risk were mainly influenced by social trust, psychological and socioeconomic attributes, proximity, and the perceived effects of the SNPP on the quality of everyday life.  相似文献
