Agrarianism is important in the American mythos. Land represents both a set of values and a store of wealth. In this article, we ask how land matters in the lives of rural, southern, Black farmland owners. Drawing on 34 interviews, we argue that, since the end of slavery, land has continued to operate as a site of racialized exclusion. Local white elites limit Black farmers’ access to landownership through discriminatory lending practices. At the same time, Black farmland owners articulate an ethos in which land is a source of freedom, pride, and belonging. This we term “Black agrarianism.” They cultivate resistance to the legacies of slavery and sharecropping and contemporary practices of social closure. These Black farmland owners, then, view land as protection from white domination. Thus, we demonstrate how landownership is a site for the re‐creation of racial hierarchy in the contemporary period while also offering the potential for resistance and emancipation.  相似文献

We use a database of property tax records for 13.6 million acres representing every parcel of privately owned timberland in 48 rural Alabama counties to test two hypotheses inspired by Walter Goldschmidt relating land ownership and quality of life. Our data show private ownership is highly concentrated and 62 percent is absentee owned. We employed Pearson correlations alongside Poisson and negative binomial regression models to estimate influence of both concentrated private ownership and absentee ownership of timberland. Our findings support Goldschmidt‐inspired hypotheses that concentrated and absentee ownership of timberland exhibit a significant adverse relationship with quality of life as measured by educational attainment, poverty, unemployment, food insecurity, eligibility for free or reduced price lunch at public schools, Supplemental Nutritional Assistance Program participation, and population density. Low property taxes in Alabama limit the ability of local governments to generate revenue to support public education or meet other infrastructural or service needs in rural areas. We call on rural sociologists and kindred spirits to pay more attention to the fundamental importance of land ownership which shapes the foundations of power and inequality affecting rural life in America and beyond.  相似文献

Gendered expectations are central to the continuation of agricultural land tenure systems that concentrate land and power in the control of men. These expectations about how land should be used and by whom are communicated through cultural narratives and maintained through social interactions. Through analysis of qualitative data collected through in‐depth interviews with women farmland owners in Iowa, this article identifies a pivotal person without whom the success of these stories is in jeopardy: the “placeholder.” In this article, I identify how cultural narratives place two gendered expectations on women in the placeholder position: (1) that women landowners maintain farmland through the continuance of its use and preexisting land agreements with tenants or co‐owners, and (2) that women landowners defer their authority as landowners to men. Further, I identify the “changemaker” as an emerging character within cultural narratives—one who refuses to fit the expectations of placeholder and whose behavior may or may not be accepted by the community. Finally, I find that alternative social networks provide enabling environments for changemakers as sites of potential narrative revisions or shifts.  相似文献

Abstract Geographical Information Systems (GIS) computer mapping programs and new land use policy models are shown to be useful in understanding the dynamics of rural land conversion to urban uses. The California Central Valley Alternative Futures Model was constructed to evaluate patterns of growth that are forecasted to triple the population of the California Central Valley by 2040. The GIS sub-divided the Valley into over 750,000 land units, and a logit analysis evaluated factors leading to actual patterns of recent growth. Undeveloped land units were assigned a probability of future development, and expected population increases were allocated to those land units with the highest probability of future growth under two growth scenarios: low density and compact growth. The model shows that low density growth would convert over 1,035,000 acres of farmland to urban uses, including over 600,000 acres of prime or statewide important quality land. Compact growth would convert only 474,000 acres total, of which only 266,000 would be on prime soils. This paper shows how new land use models and GIS programs enable rural sociologists to better understand how rural communities and their spatial environment interact—in particular, how these tools enable researchers to explore the forces and consequences of rural and exurban growth.  相似文献

Questions of rural governance have been attracting growing interest in recent years as rural analysts turn their attention to the institutional transformations that are taking place in and around the local state. This paper is concerned with the relationships between new governance agencies and rural communities. It follows recent contributions to the rural studies literature by adopting a ‘governmentality’ perspective which views the current emphasis on community involvement and empowerment as part of a broader neo-liberal strategy of ‘governing through community’. In the paper, I address a particular gap in the governmentality literature by examining how the underlying shift towards community action and local involvement is mediated and implemented by local and regional agencies in the Scottish Highlands, focusing specifically on the relationship between local enterprise companies and local communities. As such, the paper explores the tension between the concern with local participation and the reliance upon a set of managerial ‘technologies’ such as targeting and financial controls which reflect a need to ensure that local agencies are accountable to (central) government. The paper argues that while local state agencies must be analysed within wider circuits of power, local agencies and community groups retain some capacity to influence processes of rural governance. In conclusion, I suggest that the governmentality approach provides some critical insights for re-interpreting and analysing rural governance as a particular field of research.  相似文献

Agricultural landownership in Japan has changed drastically over the last century due to post-World War II land reforms and cultural, political, and economic shifts in the subsequent decades. Initial land reform shifted the concentrated ownership of land from the wealthy to small-scale farmers. But as Japan industrialized and became more urban-centered, a substantial amount of rural land has been left abandoned or unmanaged by descendants of those farmers. This paper analyzes the attitudes of absentee agricultural landowners in Japan to better understand the prevalence of economically rational versus traditional attitudes toward land ownership. We draw on the rural sociological literature on place attachment to hypothesize why some absentee landowners feel a strong tie to the land of their ancestors, while others would be willing to sell for a reasonable price. We use unique survey data obtained from 466 absentee agricultural landowners in Japan. Logistic regression results indicate that attachment to place, gender, age, educational attainment, and usage of land is significant predictors of whether landowners hold traditional, rather than economic, values. We discuss the implications of these findings for the future of sustainable agricultural land management in Japan.  相似文献

The 1988 Agricultural Economics and Land Ownership Survey allows a more thorough analysis of the role of women as farmland owners. Women farmland owners are predominately nonoperators—that is, they rent their land to others. This analysis focuses on whether gender affects landlord participation in the selection of fertilizer and chemicals on leased land. Findings indicate that women landlords are less likely than men to participate in this management decision.  相似文献

统筹城乡一体化发展是当前推动城乡经济社会发展的迫切任务。本文通过建立指标评估,发现武汉城乡一体化水平略高于城镇化水平;城乡人口、经济、生活和文化一体化进程中,城乡经济发展的差别最为明显,融合程度最低,而城乡居民生活方面则融合程度较高,人口与文化融合度持平。而城乡二元户籍制度、土地的合理开发利用及农民权益保障、农村公共服务投入不足、农村社会保障体系不完善是当前制约城乡一体化发展的重要瓶颈。文章从法律制度层面、财政层面及组织体制层面分析了破解城乡一体化发展瓶颈的重要举措。  相似文献

Neoliberalism is prevalent in American life. While researchers have documented the use of neoliberal ideology in institutional and macrolevel policy contexts, they have yet to investigate how voters use neoliberal ideology to legitimate their position on economic policy. I use data from semi‐structured interviews with 85 Tucsonans about why they voted the way they did on Proposition 202 (2008): “Arizona Stop Illegal Hiring”—which sought to reregulate undocumented worker labor market access—to address this gap. I found evidence of two distinct neoliberal ideological legitimations: “fair market competition” and “individual responsibility.” Furthermore, I use these data to shed light on the debate over whether neoliberalism spans partisan affiliation or converges with American conservatism. I found that voters across party lines who supported the measure paired neoliberal legitimations with conservative legitimations. We can interpret this bipartisan use of neoliberal ideology as evidence of a neoliberal “moral economy”—or consensus about the moral principles in which market action is embedded. Evidence of this moral economy indicates that moral principles from neoliberal ideology are simultaneously bipartisan and converge with American conservatism. These findings suggest that there could be a broader moral consensus among voters concerning the legitimacy of anti‐immigration economic policies.  相似文献

We examine the effectiveness of farmland preservation measures in challenging efforts to convert agricultural land to nonfarm uses in rural/urban fringe areas. Our focus is on programs based on the exchange of development rights in the northeastern United States. We employ theoretical constructs from Logan and Molotch's theory of the urban growth machine. They argue that the commodification of land associated with urbanization is the most important source of wealth and power for land-based elites. Yet, the activities of these elites are sometimes challenged with growth control measures like farmland preservation. To evaluate the effectiveness of these programs to defend farm land-use over purely commercial land exchange for speculative gain, we draw on data from focus group discussions and a survey of planners in metropolitan areas of the region. Our analysis also considers the limitations of such programs in the context of the absence of regional land-use planning. We find that farmland preservation programs based on the exchange of development rights do challenge some aspects of urban growth, but are also the result of those same development dynamics. Thus, they reflect certain class biases associated with the development of rural/urban fringe areas. However, we conclude that these programs could become more effective farmland protection tools with the implementation of comprehensive land-use planning.  相似文献

Social return on investment (SROI) is a popular method for evaluating the impact that organizations have on society and the environment. It has its roots in finance, where return on investment (ROI) is used to evaluate investments. Over the past ten years, SROI has made the leap from a tool for building private wealth to one that advances the public good. Has it landed us in a better place? To answer the question, I describe the general approach to financial analysis, how it is applied to financial decisions, and how it has been adapted to evaluate impact. I then consider the strengths and weaknesses of SROI, and suggest how, by pushing beyond the constraints of financial analysis, it can give stakeholders voice and provide evidence of success from diverse perspectives. Along the way, I propose a conceptual model for value, a foundational concept in SROI that has been criticized by some as underdeveloped, and I include a technical appendix that identifies potential sources of statistical bias in SROI estimates. I conclude by acknowledging our growing need to incorporate efficiency as one of multiple success criteria and the role that SROI—properly implemented—can play.  相似文献

This paper addresses the ownership and control of farmland, presents a conceptual model of landed property, and uses it to examine landlord-tenant relations in Wisconsin. A profile of farmland owners is constructed using survey data from two agricultural counties. Particular attention is paid to who controls farm management decisions on rented land. Results suggest that tenants enjoy much latitude in managing rented land and that relations between landlords and tenants seem satisfactory to both parties.  相似文献

After British emancipation, a group of American abolitionists initiated a Christian mission to emancipated people in Jamaica, later to be adopted by the American Missionary Association (AMA). Using books and letters written by Americans in Jamaica, this article traces the evolution of evangelical abolitionists' views of emancipation between the 1830s and the 1850s. I argue that the Jamaica Mission taught its parent organisation, the AMA, to value landownership as the best means of ‘civilizing’ freed people, a belief that explains in part the AMA's support for land rights for American ex-slaves during and after the Civil War.  相似文献

This article explores masculinities and changes in men’s lives in the rural oil fields of Chad during the period of an oil and pipeline project described by the World Bank as a “model” for oil-as-development. In many parts of Africa, private sector investment is concentrated in the extractive industries, especially oil and gas projects. Africa’s emerging oil economies entail new institutional configurations, or what Michael Watts called an “oil complex,” that challenge antecedent norms and forms of identity. In this article, I describe the expectations, desires, and experiences of three distinct groups of men—those who found temporary employment on the project, those who continued to make a living from farming while contending with land expropriation, and those who migrated to oil field towns in search of work—to make three general points about the oil complex and masculinities in Chad. The structure of the global oil industry meant that local men who found jobs on the project could act as breadwinners and patriarchs, but only temporarily; local workers struggled post-employment with their exclusion from the possibilities associated with the project. Men who never found jobs continued to eke out a living from the land, but state-of-the-art policies governing land expropriation led simultaneously to conflict in families and greater economic interdependence among family members. Finally, in the low-media environment of the oil field region, ideas and images about sex, sexuality, and love emanating from the transient and hyper-masculine global oil industry workforce served as models for landless young men who migrated to oil field towns and who, in the absence of work, sought to transform themselves into objects of desire through the mediation of pharmaceuticals.

Clustering new development, and as a result retaining protected open space, has been a simultaneously much touted and much maligned planning tool. Its relative merits as a tool to preserve farmland, open space and rural character have been debated for the past 40 years. To place this debate in context, this study presents a detailed, on the ground analysis of the physical and spatial results of 20 years of the Town of Southampton, New York's cluster ordinance. The analysis finds that although the tool was surprisingly effective in maintaining land in farming, the effects on visual quality were much less successful.  相似文献

Abstract In this paper we hypothesize that farmers with a stronger valuation of family farming will be more resistant to converting farmland to tree plantations. Our survey data analysis from 106 farmers in northern Alberta reveals that general opposition to trees on farmland is the strongest predictor of farmers' resistance to the establishment of poplar tree plantations on privately‐owned land. Valuation of family farming is the strongest determinant of resistance to trees on farmland. Among the potential intervening variables influencing support for tree plantations, including county, age, gender, number of children, and percent of income from farming, number of children and percent of income from farming had significant direct effects on valuation of family farming. This study suggests that economic incentives alone are unlikely to influence farmers' willingness to convert their land to non‐traditional uses, and that intergenerational transfer of land, and its relationship to valuation of family farming, deserves further attention in rural sociological scholarship.  相似文献

Rural youth trail their non-rural counterparts in college enrollment and attainment, especially for degrees from selective schools; these gaps further spatial inequality in the United States. Much research has focused on rural parents as impediments to rural college-going: many rural parents did not attend college, and their educational aspirations for their children are lower than those of urban parents. However, every year, thousands of rural students do head to college, even to selective schools, and little is known about their parents' influence on their enrollment. This qualitative study focuses on rural parents without a bachelors degree, investigating the roles they play in their children's aspirations and enrollment at a private, selective liberal arts college and examining their perspectives on this type of school. The results suggest that parents are an important source of social capital, supporting aspirations and enrollment. They also show that these parents see a liberal arts education as a path to a remunerative and rewarding career, and, in supporting their children's college choice, they value factors—financial aid, proximity, and a welcoming school culture—that mitigate the social, cultural, and moral boundaries separating home from college.  相似文献

Abstract While over half of the cropland in the United States is rented, interest in land tenancy within sociological circles has been sporadic at best. In light of the prevalence of rented land in agriculture—particularly in the Midwest—it is vital that further research be conducted to investigate the effect that the rental relationship has upon the various aspects of rural life. This paper takes a step in this direction by examining the social dynamics among landlords, tenants, and agricultural agency professionals to better understand how those dynamics affect the adoption of sustainable agricultural methods on rented land. This paper is theoretically informed by the writings of Pierre Bourdieu, particularly his theory of practice and his concepts of “habitus” and “field.” Toward this end, I argue that multiple (yet overlapping) social fields make up the social body of production agriculture, leading to contestation and field reconstruction. In developing this argument, a strategy for change is presented in accordance with the conceptual postulates of Bourdieu's theory of practice to promote a more widespread utilization of sustainable agricultural practices on rented land.  相似文献

Following North (1990), this article hypothesizes that effective rural institutions may impose additional costs on tropical deforestation through agricultural conversion. This allows a formal agricultural household analysis of institutional constraints on deforestation and therefore a method of empirically testing whether there is any significant difference in the actual level of forest land conversion under institutional constraints compared to the level of conversion under pure open access. A dynamic panel analysis for agricultural planted area in Mexico at state level and over the 1960–85 period confirms that institutional constraints on land clearing affected deforestation during the pre-NAFTA era.  相似文献

Abstract This paper is a brief outline of the history of methods in rural sociology which suggests that the dominant methodological practice results from institutional arrangements and the traditions of the academic culture, as well as commitment to a scientific sociology. I note oft-stated critiques of the positivist model relevant to rural sociology's “methodological monism,” including imprecise measurement, low levels of predictability, and a social psychological orientation. I suggest, in addition, that methodological homogeneity in rural sociology presents social life as social facts rather than social process, leads to a simplistic understanding of the interview, and separates the researcher from the experience of research. A wider methodological orientation would, I suggest, encourage the examination of a wider range of issues and encourage wider participation in a subdiscipline which, because of its particular history, has developed in isolation from mainstream sociology.  相似文献
